After sustained agitations, strike and meeting with the Communications Minister by the AUAB, the wage negotiation committee has been formed and the wage negotiation is expected to start from 20th July 2018. The wage revision is due from 01-01-2017. One and half years have already passed. As such, the BSNL management should take up the matter seriously and ensure that the negotiation is reached its logical conclusion as already demanded by the AUAB. (Courtesy: BSNLEU website)

FCI Employees hold protest to Demand wage revision

“Nationwide, protest demonstrations were organised by FCI Employees Association (CITU) on Friday in many states against the lackadaisical attitude and nefarious design of Government missionaries on pending wage revision of FCI Employees.

The DPE in its office memorandum of 8th round wage negotiation for unionised workmen in respect of CPSEs has not permitted Food Corporation of India (FCI) to commence wage revision process for its employees till now by saying that the government would not provide any budgetary support for any such wage increase, and FCI would have to bear the entire financial implications from their own resources.
Dr. A Sampath MP inaugurated the All India Protest at Regional Office, Trivandrum, Kerala. While addressing the protest MP informed that as per High Level Committee report already FCI Operations are under the threat of Privatization. It is a serious threat to the existence of FCI and food security of the nation. Subsidy received every year by FCI was lower than claimed for from the GoI. On an average only 67 per cent of subsidy claimed was released by the GoI over the last five years because of which FCI had to borrow from other costlier means of finance. Details of Subsidy is attached for ready reference 1. FCI had to pay huge amount of interest on funds raised from external sources, as it did not get the food subsidy reimbursement in time from the Government of India (GoI). It will also affect the day to day operations of Food Corporation of India.

The primary duty of FCI is to undertake procurement, storage, movement, transportation, distribution and sale of food grains. Now FCI had 14556 Category III & IV employees as on 31 March 2018 against the sanction of 27345. A shortage of 12789 personals. The newly joined employees are resigning from FCI due to meagre income and difficult working atmosphere compare to other PSUs. The last wage revision was taken place before 10 years, i.e on 2007. The volume of the work as compared to the year 2007 has increased manifold. Now the turn over per employee handled is five folded. Dr A Sampath Mp told that nothing can replace manpower, proving food security to the nation is an important job and necessary personals should be recruited and the employees should be paid a good wage similar to the central government employees. Denying legitimate demand of FCI employees are unjustifiable.” (Press report)

BSNL employees on war path for wage revision.

BSNL employees under the leadership of ‘All Unions and Associations’ in BSNL, has started a series of agitational programmes demanding wage revision from 01-01-2017 and also against formation of separate tower company. The second demand is for saving BSNL and the first is for doing justice to the hard working employees, who have flown the flag of BSNL high and strong.
THE FIRST PROGRAMME WAS ORGANISED TODAY, 16th OCTOBER BY HOLDING MASSIVE DEMONSTRATIONS IN FRONT OF BSNL OFFICES/EXCHANGES. Despite the anti – BSNL stand of the government and the cut-throat competition by the biggest corporate in the country, Reliance, BSNL continues to march ahead only with the whole hearted dedication of the workers and the management. The stand of the DOT and the Communications Minister denying wage revision is not acceptable. The justifications for the wage revision have been fully submitted to the DOT and government by the Unions and Associations.

The government should not forget that despite its decision to disinvest and sell shares of BSNL, it could not be implemented due to the strong opposition of the workers. It is the same with the VRS which the government wanted for one lakh workers. The latter completely rejected VRS. The government could not implement its decision to unbundle its copper cables before the strong protest of the workers. Though the management and the government tried to deny a decent wage revision to employees w.e.f. 01-01-2007, through continuous struggles, they could achieve the same. This is the glorious history of BSNL workers.

If the government/DOT/Management do not concede the demands, the entire BSNL workers will be on war path. Unity and further unity is required to win the big battle. If no wage revision takes place, the future of the existing employees, the present and future pensioners and the BSNL direct recruitees will be bleak. Hence not only the employees, but the pensioners also have to completely join the struggle being organised by the workers. Of course, the government need not wait for grant of pension revision to the BSNL pensioners on the basis of the III PRC, since the pension is fully paid by the government and not the BSNL.

STRUGGLE FOR UNITY, UNITY FOR STRUGGLE AND UNITY & STRUGGLE FOR ADVANCEMENT.

All Unions should fight together against Formation of Tower Company and for Wage Revision

The meeting of all the unions / associations in BSNL held today to discuss about struggles to be organised against starting of Subsidiary Tower Company  and demanding Wage Revision is in the correct step. United struggles are most important in achieving both these crucial demands.

Wage Revision in BSNL – Start it now!

The DOT and the Communication Ministry is yet to grant permission to the CMD BSNL to hold wage negotiation w.e.f. 01-01-2017 to the non-executive employees. The III PRC report for the executives have been accepted by the government, but on the plea of the “affordability” clause in the report that loss making PSU can not be grated wage revision, the DOT has not granted any permission to start wage negotiation. It is understood that DOT and Minister are against wage revision in BSNL.

What neither the DOT nor the Ministry realise is that the employees in BSNL who got absorbed from DOT, were government employees, they were compelled get absorbed in BSNL with much assurances including high wages. To deny them wage revision now is a violation of the agreement made at the time of corporatisation.

Communication Minister and Secretary DOT have to rethink in the matter. The right of the employees for wage revision after long ten years can not be rejected.

We demand the government to direct BSNL Management to start wage negotiation at the earliest. This is only justice to the hard working employees.

It is unjust to delay wage revision for BSNL employees

Despite the fact that the recognised unions in BSNL have been continuously demanding for wage negotiation to start, the DPE has not given any direction to the DOT/BSNL for the same. This is completely unacceptable.

Already it is more than 10 years after the last wage revision in 2007. As per the last agreement, the next wage revision is to take place from 01-01-2017. The report of the III Pay Revision Committee for the Executives is already released months back.

Even after starting the negotiations, it will take some time for the wage settlement. Why the Department of Public Enterprises (DPE) and the Central Government is keeping silence over the  issue.  Strong protest should erupt against this injustice!

Wage Negotiation, the immediate task of the Recognised Unions in BSNL

Since the III Pay Revision Committee has been appointed for the pay revision of the executives in the central PSUs including BSNL, the immediate task of the recognised unions in BSNL to ensure that the wage negotiation for the revision of wages for the non-executives is started. BSNLEU, the main recognised union. has already written to the BSNL Management and Secretary DOT in this matter.

BSNL Employees are eligible for wage revision from 01-01-2017. The revision for executives is done through the recommendations of the Pay Revision Committee, which is to be appointed by the Department of Public enterprises and which is applicable for the executives in all PSUs. For the non-executives in BSNL, it is through the wage negotiation between the BSNL Management and the reeognised union/s.Since the negotiation takes place only after the DPE guidelines in the matter, the management should immediately take up the matter with the DPE.

In such a case, both the unions/associations in BSNL have to take up the matter with DPE for appointment of the Pay Revision Committee for the executives and the issue of guidelines for the non-executives to start the wage negotiation.

The Extended CEC Meeting of BSNLEU held at Ahmednagar on 19-21 February 2016 has demanded for Wage revision for the employees from 01-01-2017. Only 10 months are left for the date. Hence BSNLEU CEC has demanded the DOT and the CMD BSNL, through a resolution, to start negotiation immediately.

Central Executive Committee of BSNL Employees Union, held at New Delhi on 24-25 November 2015 has demanded the BSNL Management to start the wage revision process. In Banks, LIC etc. five year wage revision has started / agreement reached. The DPE has agreed to issue instructions for forming of III Pension Revision Committee for executives of the PSUs.
