Coms. Elamaram Kareem, M.P., K.K.Ragesh M.P., P.R.Natarajan M.P. and some other M.P.s on our request had taken up the issue of contract workers in BSNL, with regard to their wages, retrenchment etc. in the Parliament through questions as well as raising the point in the Zero hour. These interventions have been posted in this blog earlier.

Since the issues have not been settled, I once again contacted the M.P.s/ their offices and requested to take up the issues with the government, especially in view of the Covid 19 situation. They assured that the matters will be urgently taken. Thanks.

Payment of wages to casual, contract, Part-time/Daily workers during Corona Lock Down Period.

Dept. of Expenditure, Ministry of Finance, OM F.No.23 (4)/E. Coord/202O/I dated 23/3/2020 stipulates that casual, contract and outsourced workers in different Depts., who will not be able to attend office in view of present Lock Down for Covid-19 prevention, shall be treated as on duty and during such period of absence, necessary pay/ wages would be paid to them accordingly to avoid their hardship in this crisis. This OM shall apply till 30th April 2020.

Contract workers in BSNL, who are working maintaining the essential telecom services throughout the country are not paid wages for the last one year. BSNL is a fully govt owned company. They should be paid the arrears of wages as also wages on the basis of the present order,even if they are not working at present.

Karnataka Government assures regularisation of 11,000 contract workers, Minimum Wage of Rs. 17,000

Karnataka Chief Minister Siddaramaiah stated that 11,000 contract workers will be regularised within the next three months. He also stated that the present minimum wages of Rs. 4,000 – 5,000 will be increased to Rs. 17,000.

Assurances are well taken. The government should implements its assurances. The workers will certainly need to fight to get the assurance implemented.

Variable DA increased for Contract Workers.

Variable DA for contract workers have been increased w.e.f. 01-04-2017 and the orders have been issued by the Chief Labour Commissioner(Central) on 20-04-2017. The orders are put in the website of BSNLCCWF, bsnlccwf.com

Accordingly an unskilled worker in C class city will now get Rs. 359 per day. For semiskilled, skilled and highly skilled as also in B class and A class cities it will be higher. A skilled worker in A class city will get Rs. 653 per day.

Since BSNL Corporate Office has already issued order that there is no necessity to endorse such orders to the circles as they are government orders. Circle Secretaries of BSNLEU and BSNLCCWF should see that these orders are got implemented in full.

Com.V.A.N.Namboodiri, President, BSNLCCWF, discussed the issue of implementation of the Minimum Wages to the contract workers as per the Gazette Notification of January 2017 with Shri Ashuthosh Gupta, GM (Restructuring) BSNL Corporate Office. He assured that necessary orders may be issued by next week based on the Gazette Notification increasing the wages of the contract workers. The file is be put to the management for the same.

Wages of Contract Workers revised from 19-01-2017.

The Chief Labour Commissioner (Central), New Delhi, has issued Gazette Notification dated 19th January, 2017, fixing the new rates of wages for the contract workers w.e.f. 19.01.2017. The draft notification was issued on 01.09.2016, seeking opinions of both employees and employers. BSNLCCWF had given memorandum demanding Rs.18,000/- per month as minimum wage. The CLC has now issued notification fixing it @ Rs.9,100/- per month for 26 days for Unskilled workers in C Class Cities. It will be higher for Semi-Skilled, Skilled and Highly Skilled and for A Class and B Class Cities. It will be higher if they work for more than 26 days. BSNLCCWF will take immediate steps to get the new rates implemented. The full Gazette Notification is published in the bsnlccwf.com, website of BSNLEU.

BSNL should pay bonus to contract workers

After much discussion and persuasion by BSNLEU and BSNLCCWF, orders have been issued for payment of bonus to regular employees and TSM/Casual labours on 07-10-2016. But no order has been issued for Bonus to contract workers engaged in BSNL. Contract workers are eligible for bonus as per labour laws. This has been brought to the notice of the BSNL Management several times.

We demand that BSNL management issue early orders for payment of bonus to the  contract workers also.

The Government should issue orders on increased minimum wage

The Central Trade Unions have demanded that the minimum wage for the contract workers should be increased to Rs. 18,000. The government without conceding the demand took decision that the minimum wage will be Rs. 10,000. Though it is almost six months since the government decision was announced, no orders have been issued raising the minimum wage either to Rs.18,000 or to Rs.10,000. Empty assurances have become part of the Modi Government.

The Central Government should issue without further delay raising the minimum wage to Rs. 18,000.

Welcome Agreement on Minimum Wages for contract workers in Kerala.

After 5 months of militant struggle, in which leaders of BSNLEU and SNEA were suspended, transferred and charge-sheeted, the Kerala BSNL contract workers have won their demands for higher wages. As the orders issued on the basis of the agreement reached between the union and the circle Management,  the new rates are as follows:

  1. Unskilled Labour : Rs.318 ( Rs. 236 earlier)
  2. Semiskilled Labour: Rs. 343 (Rs. 258 earlier)
  3. Skilled Labour : Rs. 351 (Rs. 258 earlier)
  4. Out door workers will get Rs.17/- as transport allowance.
  5. Variable DA will be in addition.
  6. These rates will be implemented from 1st August 2015.
  7. These rates are based on the minimum wages for Kerala State.

We congratulate the BSNLEU, BSNLCCWF and SNEA leaders and workers who organised the struggle and fought to the end. Com.K.Mohanan, Circle Secretary BSNLEU and Circle President BSNLCCWF, N.R.Somasekharan Nair, CS, BSNLCCLU and George Verghese, then CS SNEA along with the other leaders in the circle led the militant struggle. Coms. V.A.N.Namboodiri, President, BSNLCCWF, P.Abhimanyu, GS BSNLEU and K.Sebastin, GS SNEA and other leaders from CHQ negotiated with the BSNL Management at each and every stage.

Congratulations for the casual contract workers of Kerala for their great victory!
