Early Pension Revision of BSNL retirees a must

The DOT is delaying decision on Pension Revision of the absorbed  BSNL retirees, even though they are eligible for the same from 01-01-2017. Since the government has taken the full responsibility of Pension of these absorbed workers and since the III PRC has recommended 15% fitment, there should not be any delay for taking a decision. But the DOT seems to be sitting tight despite BSNLEU, AUAB, AIBDPA, NCCPA and other organisations have been continuously pressing the government for the same. AIBDPA has already organised many programmes. The latest is the thousands of Post Cards being sent to the Prime Minister for immediate orders.

It was not an easy route for grant of Pension Revision of the above retirees. After the first wage revision in BSNL w.e.f. 01-10-2000, the stand taken by the government was that since government is paying pension, it can only be on the government pay scales(CDA), which was much lower than the BSNL wages. (Rs. 2400 was the minimum salary in DOT whereas due to wage revision it was Rs.4,000 in BSNL). After much struggle, pension was fixed on the basis of the BSNL  IDA wages, as per the demand of all the unions jointly.

In the  second wage revision and pension revision also, the same were fixed on the IDA scale as earlier. based on the recommendations of II PRC.  This further benefitted the BSNL employees/pensioners.

Now naturally and logically the wages and pension revisions are to be based on the IDA scales as recommended by the III PRC. But one of the pension associations seems to have demanded for wage and  pension revision based on VII CPC recommemdations which are on CDA scales. We need not point out that how it will adversely affect the wages as well as the  pension of the BSNL absorbed employees. Of course, these comrades might have been under the illusion that BSNL is finished, there will be no wage revision and no pension revision on IDA scales since the III PRC has mentioned about ‘affordability’. These comrades forget how the great P and T TU movement have fought and got many demands, which were continuously been rejected by the government. Even  the achievements in BSNL were through sustained struggles.

These comrades feel that BSNL will be privatised shortly and there is no future for its employees. Hence, at least the problems of the pensioners can be settled by opting for CDA pension as per the VII CPC recommendations. Some of the comrades  are so confused that they are telling that the pension revision of the existing pensioners, whose pension has been fixed on the IDA pattern on the basis of II PRC recommendations ( and wage negotiations) should now be revised as per the VII CPC recommendations ( which are based on CDA scales). The reason mentioned for this strange demand is that BSNL will not survive and there will not be any wage revision in future. It is based on negative thinking. At present BSNL is alive and the workers are fighting for its survival. Stating that BSNL will not survive is not only an insult to the workers, but also is a discouraging statement.  By the way, where is the assurance of any future Pay Commission, when the CPC itself has stated that there need not be any CPC in future. But CG employees will fight as in the past and ensure their pay revisions, CPC or not.

Due to continuous discussion, struggles and pesuation, it is reported that BSNL  has recommended to DOT for the wage revision of executives with 15% fitment on the basis of the recommendations of the III PRC on IDA scale. It is also reported that it is pending with the DOT. The wage negotiation of non-executives is continuing, certain pay scales have been proposed both by the management and the Unions and discussion is continuing, all based on the IDA pay scales. The agreement also will go to the DOT, though we feel that there is no requirement.

As such, the process of wage revision of both executives and non-executives is based on the IDA scales based on the recommendations of the III PRC. The pension  of the employees who retire after 01-01-2017 will be fixed on the basis of half of the wages on IDA scales. Pension being fixed on any other basis will create such utter confusion and complications, dividing the entire BSNL pensioners, those who retired before and after 01-01-2017.

Hence the logical and financially beneficial demand is that the pension revision w.e.f. 01-01-2017 should be made with 15% fitment as recommended by the III PRC with immediate effect, without waiting for the conclusion of the wage revision. This demand is raised on two premises that the full pension is being paid by the government and that the pensioners can not wait much. We could make the BSNL to take  a similar decision in the case of medical allowance which was restored first for the pensioners.

Don’t delay wage revision in BSNL

Wage revision is due to the non-executives and executives in BSNL w.e.f. 01-01-2017. 21 months have passed away. The Management should take initiative in finalising the agreement at the earliest without harping on the affordability. It is the responsibility of the management to convince the DOT and get approval of the same, if required as they state.

Employees and pensioners can not be penalised by delaying wage revision and pension revision.

Wage Revision for non-executives in BSNL.

The 6th meeting of the Joint Committee on wage negotiation of the Non-Executives, was held today. All the members of the Staff Side, as well as the Management Side, were present. Discussion continued on finalising the pay scales. Based on the live cases received by the Staff Side, demand was raised in today’s meeting, that the maximum of the NE-4 and NE-5 should be modified, so as to give the provision for one more increment. This is necessary to avoid stagnation. The Management Side accepted to examine the demand of the Staff Side. Further, the Staff Side demanded that, the agreement on pay scales can be signed and sent immediately, for the approval of the DoT. To this, the Management Side replied that, the inputs regarding the financial implication for revision of allowances and perks also has to sent to the DoT, along with the proposal of revision of pay scales. In view of this, it is decided to discuss the revision of allowances and perks in the next meeting to be held on 09.10.2018. (Courtesy: BSNLEU website)

Early Wage Agreement in BSNL required

The wage negotiation in BSNL has started after serious agitation and pressure. Now it is necessary that a favourable agreement is reached early for obvious reasons. The workers can not wait long. The BSNL management should come forward for a favourable settlement early, in the interest of the company and the workers.

Wage Revision in CPSEs – Policy cleared by Cabinet

The Cabinet on 21st November cleared the policy for wage revision in Central PSUs, based on the recommendations of the III PRC. No budgetary support would be provided for any wage increase by the government, and the entire financial implication would be borne by the respective CPSEs from their internal resources.

“In those CPSEs for which the government has approved restructuring/ revival plan, the wage revision will be done as per the provisions of the approved restructuring/ revival plan only,” an official release said.

According to the approved policy, CPSE managements would be free to negotiate wage revision for workmen where the periodicity of wage settlement of five years or 10 years has expired generally on December 31, 2016 “keeping in view the affordability and financial sustainability of such wage revision for the CPSEs concerned,” the release added.

Also, CPSE managements need to ensure that negotiated scales of pay do not exceed the existing scales of pay of executives/ officers and non-unionised supervisors of respective CPSEs, it added.

There are about 12.34 lakh employees in 320 CPSEs in the country. Of these, about 2.99 lakh are board-level and below board-level executives and non-unionised supervisors, while the remaining 9.35 lakh employees are in the workmen category.

“Wage revision in respect of unionised workmen is decided by trade unions and managements of CPSEs in terms of guidelines issued by the Department of Public Enterprises (DPE) for wage negotiations,” an official release said.

The wage policy also makes it clear that CPSEs must ensure that any increase in wages after negotiations do not result in an increase in administered prices of their goods and services, as also any wage revision “shall be subject to the condition that there shall be no increase in labour cost per physical unit of output.” (Courtesy: Business Standard)

All Unions should fight together against Formation of Tower Company and for Wage Revision

Start Wage Negotiations in BSNL

Long ten years are over after the last wage revision for employees in BSNL. It is only because of the hard and dedicated work of the employees that BSNL could withstand of the onslaught of the private telcos and improve the service and increase the connections. Even after the colossal efforts of Reliance Jio with its deep pockets to drown all other telecom companies, BSNL has maintained and improved its position by the joint efforts of the management and the workers. The ITS officers in BSNL has already got pay revision on the basis of the VII CPC. III PRC has recommended pay revision for the executives in PSUs. But no discussion has started yet on the wage revision of the non-executives. This will demoralise the workers who are putting all efforts for the improvement of the company.

It is good that the BSNL management has recommended to the government for implementation of wage revision for executives with 15% as recommended by the III PRC. It is only logical that the management should start wage negotiation for the executives. BSNL Management should seek and get approval for starting wage negotiations at the earliest.

Start the wage negotiation in BSNL

The last wage settlement in BSNL was w.e.f. 01-01-2007. Ten long years have passed. While the demand raised during the last wage revision was five years, it was not accepted. In many PSUs Five Year agreement is being made. But in BSNL, even after ten years, the management has not taken any action for the same.

The plea of the management is that no guidance has been received from the DPE for starting discussion. Secondly, as per the III Pay Revision Committee report for the PSU executives, there will be no pay revision for loss making companies. The ‘Affordability Clause’ in the PRC is another hindrance. Despite demand from the union for starting wage negotiation, the management is silent.
What is the justification for wage revision? What is to be done in this situation?
Justification:
1. 10 years are over after last wage settlement. As well as practice as also to move with the times, a fresh wage settlement is required.
2. The workers are not the culprits for the loss of the company and hence they should not be punished with wage-freezing. The Government and the Management are fully responsible for the present situation of the company. The details are well known to the workers as well as the management.
3. BSNL is a PSU converted from the government. It was assured at the time of corporatisation that all assistance will be given by the government to BSNL. Now the assistance required is funds for the wage revision. The government which gives huge subsidies to the corporates should also ensure assistance to its own company.
4. Since last wage revision, the pay bill for BSNL has not increased as large number of workers are being retired and there are only very few recruitment.
5. The company is gradually coming towards profit making. As per CMD BSNL, it may be profitable by 2017-18 or next year.
6. If the employees did not get absorbed in BSNL, the government would have made pay revision as granted to ITS.
7. The salary Bill will not increase much due to the large number of officials retiring.
Similar and further justifications are there.

It is necessary that the workers are mobilised for action. All effort should be made to bring all unions in the struggle.This only will make the government to concede the demands.
Delay will be suicidal.

Wage Revision in BSNL – Start it now!

The DOT and the Communication Ministry is yet to grant permission to the CMD BSNL to hold wage negotiation w.e.f. 01-01-2017 to the non-executive employees. The III PRC report for the executives have been accepted by the government, but on the plea of the “affordability” clause in the report that loss making PSU can not be grated wage revision, the DOT has not granted any permission to start wage negotiation. It is understood that DOT and Minister are against wage revision in BSNL.

What neither the DOT nor the Ministry realise is that the employees in BSNL who got absorbed from DOT, were government employees, they were compelled get absorbed in BSNL with much assurances including high wages. To deny them wage revision now is a violation of the agreement made at the time of corporatisation.

Communication Minister and Secretary DOT have to rethink in the matter. The right of the employees for wage revision after long ten years can not be rejected.

We demand the government to direct BSNL Management to start wage negotiation at the earliest. This is only justice to the hard working employees.

DOT and Government should take immediate action for wage revision in BSNL

The government decision of the  III PRC is already issued. In the case of BSNL, the DOT and Government should decide for wage revision immediately, taking in to consideration the fact that BSNL is having operational profit and the same is increasing, productivity is high, the loss is due to policy decision of the government on universal service and the workers were government servants earlier, where the pay revision is not connected with profit and loss etc. The affordability clause should be removed in case of BSNL for wage revision.

The success of the strike on 27th July has already shown that the workers are ready for further action for getting wage revision. Without making the workers to go on further agitational programmes, the government should take positive decision.
