Whether it is natural calamity, outside aggression etc, it is always the government and  Public Sector units which are in the fore-front to save the people and the country.

The period of Covid 19  has proved the fact once again.

Govt should consider these and strengthen PSUs, instead of destroying them.

Disinvestment of LIC – Selling National Assets.

The announcement in the Central budget that shares of LIC will be sold is an attack on the prime PSU in the country. LIC which was started in 1956 with Rs. 5 crore as capital is the biggest earning PSU in the country. It’s service are excellent and market share is above 70%.

The argument of the Centre that only loss making PSUs are being sold is exposed as utter lie. BPCL, LIC are very much profitable and giving handsome dividend to the government. The united forum of LIC employees as well as oil companies are on the struggle path against the government’s attack on the PSUs.

We extend our support and solidarity.

Organise Dharna/Demonstrations on 7th January in support of 8th January Strike – AIBDPA

AIBDPA has called upon its units to organise dharna / demonstrations on 7th January in support of the One day General Strike on 8th January called by the Central trade Unions, except BMS, against the anti-worker, anti-people policies of the govt. including denial of minimum wage, privatisation of central PSUs, taking away of hard won gains through sustained struggles etc.

Implement the programme successfully.

Ordnance Factory Employees to go on 30 Days Strike against corporatization from 20th August 2019

According to Defence Ministry Sources, the Central Government is all set to Corporatize 41 Ordnance Factories to bring more accountability and enhance efficiency. But the 82000 Employees of this 218 year old organisation are fearing that their Job Security will be at risk. Hence three Defence Federations have decided to protest against this proposal and declared 30 days Strike from 20-8-2019 to 19-9-2019 . Three Federations made Joint representation to Minister of Defence to withdraw the decision of the Central Government. The following demand was made in the representation.

APPEAL TO THE HON’BLE RM

We appeal to your honour considering all the above aspects and also the fact that the future life of more than 82000 employees and their family members will be ruined in case Ordnance Factories become a Corporation / PSU. Out of the 82000 employees more than 44000 are recruited after 01.01.2004 and at the age group of 25 to 40 years. They have all joined the Ordnance Factories with lot of aspiration and expectations. Their Pension right is already taken away since they are governed under the no guarantee NPS Pension Scheme. They have planned their life requirement based on the present income which they are getting as wages from the Ordnance Factories. All these will be completely disturbed and destroyed for no fault of theirs. All of them including the young talented Officers and Workers are worried about their future which has now become uncertain. Therefore, in the interest of national security and achieving self reliance in Defence the decision of corporatization of OFB may be withdrawn.

CONCLUSION

In view of all the above justifications given by us, the three Federations unanimously have come to the conclusion that corporatization of OFB is not going to help either the Armed Forces or the employees and hence to outright reject the same and we propose that the Ordnance Factories should continue to remain in its present structure and if the Government wants further improvement in the functioning of the Ordnance Factories. we are open for a discussion and a negotiated settlement in this regard.

We are confident that the Hon’ble RM will appreciate the concern expressed by us and do the needful by withdrawing the proposed decision of corporatizing the Ordnance Factories.

It is also pertinent to mention here that considering the un helpful nature of the Government so far on the subject matter the three Federations have now decided to observe one month (30 days) 20/08/2019 to 19/09/2019 strike by the employees of Ordnance Factories and DGQA Units attached with Ordnance Factories demanding to withdraw the decision of the Government to Corporatize the Ordnance Factories.

Closure / Privatisation of PSUs will be a national disaster – SAVE PSU , SAVE NATION!

Move to close or privatise the central PSUs, one after another, by the Modi government will, no doubt, lead the country to a national disaster. It is these 340 and more PSUs, which built up the infrastructure in various sectors and strengthened the economy. It is the nationalised banks which saved India from the financial crisis of 2007, which engulfed almost all the countries in the world. LIC, despite its moderate start, is one of the mighty PSUs, which gives financial assistance to the centre, whenever required and demanded. The dividend and taxes paid by the PSUs to the government come to  lakhs of crores of rupees.

It is only the machinations of the government and the corporates, that some of the major PSUs like BSNL, Air India, ITI, HMT have become loss making. Air India and Indian Airlines were profitable till they were arbitrarily merged and also till orders for 111 flights were ordered at the behest of the Minister when only one third of that number was required for the company. ITI was made loss making by not giving it orders for telecom equipment by BSNL and MTNL as also under-utilising the manufacturing  equipments. The case of HMT is not different. HAL is being weakened by not giving its due order for manufacture of planes, by diverting the same to the unskilled, newly formed company of Anil Ambani. Nationalised Banks are being weakened by merger, reducing the customer base as also weakening the entire sector. Profitable railway stations and trains are being handed over to private companies, leaving the loss making stations and trains with the Indian Railways. Privatising the Airports were done after all the modernisation has been done by the Airport Authority of India spending thousands of crores of rupees.

It is the ordinary people who are at the receiving end. Train and Air charges and mobile charges will be increased as in the case huge increase in petrol and diesel prices. Prices of essential commodities will be increased.

Unless this reckless and anti-people privatisation is stopped, the common people are going to suffer much more.

IN 2000, THE WORKERS LOST THE BATTLE AGAINST CORPORATISATION OF TELECOM SERVICES AND FORMATION OF BSNL, DESPITE SUSTAINED STRUGGLES, FOR REASONS WELL KNOWN. ASSURANCES ON SAFEGUARDING THE INTERESTS OF BSNL, ITS WORKERS AND PENSIONERS WERE NOTHING BUT EMPTY PROMISES, AS IS REALISED NOW.

WAGES, PAY, PENSION, JOB SECURITY – THE EXISTENCE OF BSNL ITSELF IS UNDER ATTACK BY THE GOVERNMENT, THE 100% OWNER. THE CORPORATE HYENAS ARE WAITING IMPATIENTLY TO DEVOUR THE PSUS.

INCESSANT STRUGGLE BY THE WORKERS WITH THE SUPPORT OF THE PEOPLE IS THE ONLY WAY TO DEFEND THE PSUS, THE ASSETS OF THE NATION AND ITS WORKERS. SAVE PSUS – SAVE NATION!

Save the Public Sector

Public Sector units, whether under the control of Central or State governments, are started with important aims and objectives like providing satisfactory essential services to the people at low cost, providing infrastructure in the various core sectors, catering to the national important sectors like defence, telecom, airways, railways et. etc.  as also providing jobs to the youth. About 270 PSUs were there in the central government and probably more under the  various state governments. These PSUs served the cause of the nation. They were the backbone of the government.

But unfortunately, after 1980s, and especially from 1990 onwards, the central government, based on the liberalisation, globalisation, privatisation policy (LPG), started discriminating the public sector for the private sector. Through various ways, the PSUs were made weak, loss making and then  started closing, selling  or privatising them. The government lost valuable PSUs and sold them at throw away prices. The corruption involved in these transactions are well known. Both the UPA and NDA governments continued with the same anti-PSU policy. The were selling the valuable assets of the country and the people to the corporates.

The main job of the NITI Ayog, the institution formed in place of the Planning Commission demolished by the Modi Government, is to select the PSUs for closure or privatisation. Already many PSUs like HMT, ITI, Air India, BSNL, MTNL, BEL are in the list for closure or privatisation citing loss. But many profitable PSUs are also in the list.

If the BJP led NDA comes in to power for the next term also, it is certain that most of the PSUs, whether Navaratna, Mini Ratna or otherwise will be sold or privatised. The undue favour being shown to the Ambanis, Adanis etc.  clearly shows this trend.

It is time that all the managements of the PSUs, the unions/associations of these PSUs should come together, discuss the future of the PSUs and how to defend the Public Sector. Already the Central trade Unions and the Central Public Sector Trade Unions (CPSTU) are on the job. But this work has to be accelerated, strengthened and a strong and sustained struggles organised, if the PSUs are to be saved.

In contrast to the policies of the central government, the Left Democratic Front (LDF) Government in Kerala led by Com. Pinarayi Vijayan as the Chief Minister, is making all out efforts to strengthen the Public Sector and provide more jobs to the jobless youth. Out of the 44 PSUs, all of which were loss making during the UDF government, 15 are already made to profit making, and maximum efforts are put to bring the other PSUs also profit making. New workers are recruited.

The CPI(M) in its election manifesto has focussed the necessity of strengthening the PSUs, which are the valuable assets of the nation and which can provide many jobs.

One is a policy against the interests of the common people and the workers, and the other is a people-worker oriented policy. The election gives a chance for each and every individual to cast his vote without fear or favour.

Defence Employees Strike on 23-25 January 2019.

All the three Federations of the Defence employees have called upon the defence employees to organise total strike for three days on 23-25 January 2019 to protest against and resist the most dangerous and disastrous move of the government of India to gradually dismantle the defence production network consisting of 42 Ordnance factories, DRDO, numerous Military Engineering Service (MES) Centres, Army Station Workshops etc through outsourcing more than 275 products so long being produced by the Ordnance factories in favour of private corporates, both foreign and domestic. This move of the government of India has already rendered half of the Ordnance Factories redundant, paving way for their closures or sell-out. Many defence procurement deals are also being hurriedly concluded or going to be concluded with foreign companies for supply of aircrafts, naval frigates etc giving rise to big scams and huge loss to the national exchequer.

The strike is to defend the national interests and national security in particular. This struggle must have the support and solidarity from the entire people.

Don’t Merge Public Sector Banks – CPI(M)

New Delhi, January 15: The Polit Bureau of Communist Party of India (Marxist) has issued the following statement:

The Polit Bureau is deeply concerned at the un-seemly haste with which the government of India has been going ahead with the merger/amalgamation process of three nationalized banks viz., Vijaya Bank, Bank of Baroda and Dena Bank ignoring the collective opposition of the employees and officers together of the entire industry.

The merger of banks is being justified by the Government on ground of strengthening and consolidating the concerned banks; but in reality, such a merger will further weaken all the three banks post merger. Problems of public sector banks emanate from the deliberate default in loan-repayment by the big corporate houses. The solution lies in stern action by the Government for outright recovery of the huge loan amounts from these defaulter corporates with penalty instead of the futile exercise on merger.

However, the Government has been displaying a totally indulgent attitude to the defaulter corporates and through the Insolvency and Bankruptcy Code (IBC) procedure public sector banks are being forced to accept big reduction of the defaulted loan amount.

Such merger of banks, instead of addressing their basic problems, will actually result in squeezing the banks’ operational areas through inevitable closure of several branches seriously affecting employment. It also affects the spread and availability of banking services for common people particularly in comparatively remote areas.

The CPI(M) opposes the harmful exercise of merger of banks and calls upon the government to desist from such moves.

Bank Unions oppose Merger f Vijaya Bank and Dena Bank with Bank of Baroda

Bank Unions have strongly opposed the decision by the Union Cabinet to amalgamate Vijaya Bank and Dena Bank with Bank of Baroda. The Cabinet has proceeded with the decision despite the all-round opposition to this ill-conceived move from the bank officers and employees who went on strike against the merger proposal on December 21st and 26th ultimo and even against the wishes of the customers.

The merger is both against the interest of the concerned banks, the customers and the workers. The government should withdraw from this sinister move.
