Pension Revision unduly delayed.

Granting pension revision to BSNL retirees w.e.f. 01.01.2017 is delayed for more than three years. There has been no increase in pension for last 13 years except increase of due DA. (It is also being denied to a section of pensioners).

Many pensioners have passed away since 2017 without getting their pension revision. Centre continuously speaks about the need to look after the aged people, especially during Covid 19. After meeting more than 200 Members of Parliament including Central Ministers by AIBDPA leaders, many of the concerned M.P.s have raised the matter in Parliament and also with Prime Minister.

It is unfortunate that the govt. is sitting tight on the issue without issuing orders. There is no other way but to continue our efforts as also struggles.

We demand the government to issue orders on Pension Revision with 15% fitment without any further delay. (AIBDPA website)

Com.B.Narayana Rao passed away.

With deep sorrow it is intimated that Com.B.Narayana Rao, senior leader BSNLEU, AIBDPA and cultural activist passed away at Mangaluru today.
He was appointed in P and T at Kanhangad in Kerala in the 1960s and later got transferred to Mangaluru.
Even when he was not well he used to attend the meetings of the union/ association. He participated in all the strikes and struggles and was victimised.

I have close relation with him for more than five decades. He was a committed and dedicated leader. His passing away is a great loss.

My heartfelt condolences to his family, friends and comrades!

AIBDPA demands early payment of Medical Allowance, Reimbursement and CGHS lumpsum amount.

Letter dated 30th March 2020 from AIBDPA to Shri P.K.Purwar, CMD BSNL demanding early payment of Medical Allowance, Reimbursement and CGHS lumpsum amount.

Sir,
Sub: Settlement of Medical claims of BSNL Pensioners.
Kindly refer to our earlier letter on the subject.
As pointed out, the BSNL pensioners are having a difficult time for the last many months due to non-payment of medical allowance as also settlement of medical claims. Many pensioners are unable to take treatment due to lack of funds. We are fully aware of the financial crisis of BSNL. We are happy that the situation is improving post-VRS and the salary of the employees is being paid update.
COVID-19 has put the pensioners to more risk as the aged are more prone to its attack. Every pensioner is at home as per direction of the government. They require urgent financial help.
Considering the above situation, it is requested that sufficient funds be immediately allotted for the medical claims and reimbursement purpose.
In addition, it is also requested that BSNL may kindly refund the lump sum amount paid to CGHS by the BSNL pensioners by allotting sufficient funds for the purpose.

COVID – 19 DONATE LIBERALLY
Lakhs of workers are affected by COVID-19 all over the world. More than 34,000 persons have died due to the pandemic. India is also affected seriously. 31 persons have died in India so far. Almost all the states are affected. The central government has declared Lock Down and people are expected to stay wherever they are. Special arrangements are made for treatment of Corona patients in all the states. The Doctors, Nurses and para medical staff are treating the patients despite the risk and they deserve our greatest appreciation and thanks. The police and security personnel are doing an excellent job, controlling the traffic, enforcing Lock Down etc. The youth in the country is doing all help.
The central and State governments are making all out efforts to control the epidemic and save maximum lives. Supply of medicines, food, arrangements for stay, arranging hospitals and wards for treatment etc. are being done.
Senior citizens above the age of 60 have been specially advised to completely stay at home, as they are more prone to the corona attack. We have to obey this direction and keep ourselves at home.
Yes Comrades, the country is facing one of the biggest challenges for decades. Funds are required by the Central / State governments urgently. The Prime Minister as well as the State Chief Ministers have called upon the people, to donate liberally to the Prime Minister’s Relief Fund / Chief Minister’s Relief Fund.
AIBDPA calls upon its members to liberally donate to the Relief Fund of the Prime Minister / Chief Minister. We have donated liberally in the earlier period of natural and other calamities, we should donate now also. The amount collected and donated may be intimated to the CHQ.

Govt will be compelled to grant Pension Revision to BSNL retirees – Continue struggles

The agitational programmes started as per the decision of the AIBDPA Kolkata All India Conference has inspired the entire BSNL Pensioners and there have been massive participation in all the programmes organised. The signature campaign, Dharna at SSA level, the Hunger Strike at Circle level etc were participated by large number of pensioners as well as regular employees since they are also the beneficiaries of the same.

Meeting the Members of the Parliament and submitting the Memorandum to the Prime Minister as also requesting them to take up the issue both in Parliament and outside is going on. Already about 200 M.P.s including Central Ministers have been completed. The response from them is good. Two Ministers have taken up the matter with the  Finance Minister, Smt. Nirmala Sitharaman. Many M.P.s have written to the Communications Minister. One M.P. has raised the matter in Parliament in zero hour. All these letters etc. are based on the concrete demands raised by AIBDPA for Pension Revision with 15% as recommended by the III PRC for the pay revision of executives in BSNL and as demanded by the unions of non-executives.

The Pension Revision w.e.f. 01-01-2007 was achieved through sustained struggles by the recognised union BSNLEU and AIBDPA. It was not easy. It took about three years of continuous struggle to achieve the same. Compared to the central govt pensioners, the pension of BSNL retirees are better and more, since the same is granted as per the Pay Revision Committee on IDA scale instead of on CDA scale as per the Central Pay Commission. CG employees are paid on CDA scale, while BSNL employees are paid on IDA scale, which is better.

Though there was no agreement in 2000 when BSNL was formed on Pension Revision, a precedent has been made after continuous struggle that Pension Revision will be made and that too according to the PRC route. That is the only precedent and convention on which pension revision is made for BSNL retirees.

The pension revision is being delayed and denied by DOT on the plea that pension revision can be made only after pay revision is given to the BSNL employees w.e.f. 01-01-2017. The pay revision is delayed on the plea that BSNL is in loss and it is not in an affordable condition to pay as required by PRC.

As well understood, the loss of BSNL is mainly because it is implementing govt policy of universal connection and on such PSUs which implement the govt policy, the affordability condition can not be imposed arbitrarily. The BSNL management had already recommended to the govt, pay revision for executives with 15% as per III PRC, and in the negotiations, the employees recognised unions have also demanded the same.

Now after the Revival Plan with VRS, 4G Spectrum, sovereign guarantee, loans, monetisation etc., the BSNL management and the DOT are stating that BSNL will be made profitable. Of course, one can not fully depend upon these statements, but the All Unions & Associations of BSNL ( AUAB ) is making all out efforts to ensure that the govt/BSNL take proper steps to revive BSNL.

During the AUAB struggle, it was agreed by the government that the BSNL pension revision will be delinked from pay  revision, since BSNL is paying the pay while the govt is paying the pension. Pension contribution at the maximum of the payscales has been paid by BSNL to govt. It was also decided that the pension will be fully paid by the govt discarding the 60: 40 ratio. These all have been achieved through struggles.

Under these circumstances, the struggle for pension revision has to be strengthened. Some of the pensioners’ unions are proposing to approach court in this matter, but as they themselves have stated earlier, approaching court is the last resort and that last resort has not come. Further, as these unions have earlier stated, it may take twenty or more years to get a judgment in cases like these, and the pensioners can not wait like that.

Whatever BSNL Pensioners have received so far was through continued struggles. Removal of 60:40 condition, 78.2% IDA pension fitment, Pension Revision form 01-01-2007 – all these were achieved through the struggles by Joint Forum/ AUAB, AIBDPA  and others. Approaching the court is the last last resort and further the govt may continue to go on appeals to the higher courts at each and every stage, as we have seen in many cases.

As far as AIBDPA is concerned, it is committed to ensure Pension Revision to BSNL pensioners and it will continue its agitational programme. Although the Parliament March on 12th March has been deferred due to Covid-19, massive dharnas were conduced SSA wise on the same date. The Parliament March also will be organised after the situation becomes normal.

Our earnest request to all the pensioners’ associations in BSNL is to continue the struggle and achieve the results as has been our experience in the past.

Excellent efforts have been made by the AIBDPA leaders at the circle and district levels by meeting the local M.P.s and submitting memorandum along with the Memorandum to the Prime Minister requesting Pension Revision of BSNL retirees from 2017. More than 50 M.P.s all over the country have been met. All of them assured the AIBDPA delegations that they will take up the case with the government for early settlement.

Hearty Congratulations to all the concerned comrades! Other circle/district secretaries are requested to meet their M.P.s and present the memorandum.

Dharna by BSNL Unions and Associations on 30th October 2018

BSNL employees and officers as per the call of the All Unions and Associations of BSNL (AUAB) will sit in dharna on 30th October 2018 in front of Offices / exchanges demanding immediate Wage revision and Pension Revision w.e.f. 01-01-2017, Payment of Pension contribution only on the basis of actual pay, Allotment of 4G Spectrum to BSNL and Implementation of the recommendations of the 2nd PRC in respect of superannuation benefits to BSNL directly recruited employees.

The Communications Minister had assured in February 2018 itself, when the workers went on agitation, that the demands will be favourably considered and the DOT was asked to initiate the formalities. However, nothing happened during these months. Hence the present action programme.

AIBDPA, the mighty organisation of the BSNL and DOT Pensioners have extended its full support and solidarity to the struggle. As usual, large number of pensioners will also participate.

21st October 2018, the 9th Foundation anniversary of All India BSNL DOT Pensioners Association (AIBDPA), was celebrated all over the country with massive rallies, meetings, speeches etc. The achievements of the organisation for the pensioners, the present demands, the present situation where even the settled issues of pensioners are not being implemented, Pension Revision and other issues were discussed in the meetings. The rallies demanded the central government to order Pension Revision with out any further delay.

CELEBRATE THE 10TH AIBDPA FOUNDATION DAY ON 21-10-2018.

The mighty organisation of the BSNL and DOT pensioners, All India BSNL DOT Pensioners Association is completing nine years on 21-10-2018. It was eventful and plenty of struggles since its inception on 21-10-2009; whether for the pension revision of pre 2007 BSNL retirees, timely payment of IDA, broadband concession, free night call facility, 78.2% IDA merger, quarters for the retirees, restoration of quarterly medical allowance and settlement of so many individual issues which were pending for years together. Yes, all these achievements were through various struggles not only by AIBDPA but also by the serving unions of BSNL under the leadership of BSNLEU. It is also a constitutional obligation that AIBDPA should move closer with the service unions in BSNL.

Our struggles did not confine to our own issues, but we actively participated in the struggles for the protection of BSNL called by All Unions and Associations of BSNL. We did not hesitate to participate in the struggles called by Confederation of Central Government Employees and workers and are in the forefront in the agitations of NCCPA to which we are affiliated. And also the struggles waged by the Central Trade Unions demanding settlement of genuine issues of the workers and the people at large.

When we celebrate the 10th Foundation Day, we are facing more serious challenges, viz attack on pension, crisis of BSNLdue to the anti-PSU policy of the government, pension revision and wage revision from 01-01-2017, non-payment of medical allowances and medical bills, rejection of Option 1 recommended by the 7th Pay Commission etc. We are continuing our onward March through further struggles for resolution of the vital issues. And that is the reason why AIBDPA has grown as the biggest pensioners organisation in BSNL.

CHQ requests all its units to celebrate the 10th Foundation Day befittingly by hoisting the Red Flag, Holding meetings, distribution of sweets and visits to the old age homes and orphanages for supply of food/ clothes to the needy. Let us pledge and reaffirm to continue our fight for reasonable settlement of the genuine issues of the pensioners , workers and people at large and to safeguard the country from the communal and divisive forces.
