78569 employees, more than half of the existing workforce in BSNL are leaving the company on 31-01-2020 on Voluntary Retirement Scheme. It will create a big vacuum in BSNL. The work being done by these employees will have to be managed by those remaining in service. It is not an easy task. While VRS is implemented with extra speed, connected other matters in the post VRS situation is not dealt by the BSNL Management or the Govt with the required urgency. Except VRS, the other actions with regards to Revival of BSNL are being delayed. Two months are over by 23rd December 2019, after the declaration of the Revival Plan. What happened to the allotment of 4G Spectrum to BSNL? Private Telcos have already been alloted 5G Spectrum for test purposes. Still no 4G to BSNL. What about Sovereign Guarantee, bank loans to BSNL?

The government should be compelled to honour its commitment. BSNL management should ensure that the Revival Plan is implemented. The contract workers should be paid their back wages. The services of the contract workers are very much required and any move to retrench them should be stopped.

We are sure that the unions and associations in BSNL under the leadership of AUAB will take necessary steps to compel the govt for implementing Revival plan.

A REPORT FROM BSNL TELESERVICES IS GIVEN BELOW FOR INFORMATION

“We all are seeing the BSNL rejuvenating plans which are becoming the success stories. Yes, BSNL did it. BSNL has declared a new achievement which is, it has got 2 million gross new subscribers for BSNL Mobile in the month of Jan 2016, a new millstone for the efforts they have put in. BSNL is going like a bullet train and very aggressively with its new plans and decisions to make itself one of the best in class service provider for its sector.

Being a Public Sector enterprise, any change is a great deal. BSNL the only PSU in the telecom segment is able to push new boost among its own employees and its stake holders. BSNL strategies and adoptions of market expectations are quite dynamic. On the prima face, we thought that BSNL is trying to stand after a great surge. After a couple months it started running with its new BSNL Mobile Plans and Broadband Plans catalyzing the change in BSNL plans which were quickly accepted by large consumer base making BSNL to drive like a bullet train.

The financial year 2015 16 have given a bight scope of agility among BSNL stake holders. BSNL agenda, to make the company customer centric rather than a monotonous PSU company. To make this realized by its subscribers BSNL had implemented many plans and approach routes and bridged the gap between the subscriber and BSNL.

In this new record, BSNL Employees, Unions, Associations supports with their hard work to achieve this new mile stone, and in this new record Bihar, Jharkhand, Rajasthan records top most growth and Assam, UP East, UP West, HP, Madhyapradesh, Maharashtra and Tamilnadu followed the record of acquiring highest volume of new mobile customers.”

Yes, BSNL is on the way to recovery by the joint efforts of the Unions/Associations and the Management. Let us continue this magnificent effort to bring BSNL to its past glory!

“Service With A Smile” – The Campaign and Programme to Revive BSNL

"Service with a Smile", Revival of BSNL

The ” SERVICE WITH A SMILE” (SWAS)programme in BSNL was inaugurated by Anupam Shrivastava, CMD BSNL,  at sharp 10.00 hours on 30th December 2015 at the corporate office premises, attended by hundreds of employees. Pledge was taken by all the employees to work for better service to the customers and improving BSNL. CMD read out the pledge and all others repeated. CMD praised the Forum leaders for taking the initiative. The programme will start on 1st January 2016 for “100 Days “, but will certainly be continued.

All  employees and management have to implement the SWAC sincerely and dedicatedly to revive BSNL and for a better service to the customers.

BSNL advances – SIM Card sales increased by 85.68% in two months.

It is good news for BSNL! There is growth in SIM sales!

According to reports received, BSNL has increased its SIM card sales by 85% within the two months June and July 2015. The total sales in May was 8,67,086, which increased to 11,76,143 in June  and to 16,10,061 in July 2015.

While the maximum % of increase is in Kolkata ( 793%) and UP West ( 431.95%).   Maximum number of SIMs sold in July  are in UP(East) ( 1,91,660) and A.P.(1,50,478).

The increase is naturally due to the new schemes and cheap rates. In addition, the “Save BSNL Campaign” started by the Forum had its own effect.

Hearty Congratulations to all the Comrades who made this growth! We have to continue and increase our efforts for the revival of BSNL.

Meeting with secretary DOT, Revival of BSNL

Shri Rakesh Garg, Secretary DOT met the Forum leaders today, 1st May 2015 to discuss about the issues raised in the strike notice of 21-22 April 2015. In addition to the secretary DOT, top officers of the DOT, CMD BSNL and other BSNL officers were also present. From the Forum side, in addition to the Chairman and Convener, the GSs/Representatives  of All the unions/associations given strike notice were present.

All the main issues connected with the DOT/Government were discussed. The meeting was generally cordial. The Forum leaders presented the issues effectively. Secretary DOT was sympathetic to the issues raised. The details of the meeting will be put in the websites of the unions by tomorrow.

A meeting of the Forum will be held on 13th May evening to review the situation and take decisions.

Anupam Shrivastava, the new chairman and managing director of Bharat Sanchar Nigam Ltd (BSNL), has his hands full within weeks of taking over. In an interview with Mansi Taneja, he talks about an investment plan of Rs 39,000 crore over the next five years to expand BSNL’s core network and reviving the public sector undertaking in the next three years. Edited Excerpts:

BSNL has been making losses and performance has dipped on other fronts. What is your immediate priority?

BSNL has been making losses mainly because of depreciation of assets and administrative costs, which account for 55 per cent of our revenue. However, we are meeting operational needs through our topline. With a topline of Rs 28,000 crore and debt of Rs 4,500 crore, the situation is not that bad. The first priority is to change the direction of the company in such a way that losses are reduced year after year and there is enough compensation on depreciating assets.

What measures are you taking?

We realised we missed the mobile bus in 2006 when the penetration of cell phones was just 40-45 per cent. Now the penetration of mobiles has moved up to over 90 per cent. This is the journey, mainly voice, that BSNL has missed. But we want to make sure we are the leaders in data services. The age of voice is over and data is the next thing. We are in a strategic position, be it mobile, landline or optic fibre network.

How do you plan to leverage your network? Are there plans to integrate services?

We have invested Rs 4,084 crore in improving and expanding our mobile services. We are in the process of upgrading our core network. Purchase orders were placed last year and the network started rolling out in June. Almost 75 per cent of the project has been completed in the north and south zones. In the east, 35 per cent has been completed and work in the west has just begun.

We have a big landline base and with a huge copper cable and fibre network the focus shifts to Wifi. We will offer Wifi hotspots wherever commercially viable and offer an experience similar to 4G services. Also, we plan to launch our 4G service by 2016. The idea is to integrate Wifi with our mobile network to provide users a seamless experience of 3G and Wifi services.

We plan to invest Rs 39,000 crore in the next five years, a major chunk of it on data. The focus is on improving core network capabilities as we intend to exploit data. This is going to be a watershed year.

How much of your revenue comes from data?

Mobile services contribute Rs 13,500 crore, of which 10 per cent comes from the data segment and is consistently rising. From broadband services, we earn Rs 7,500 crore. We expect revenue from combined data and broadband services of Rs 15,000-16,000 crore in the next three years.

There was a proposal to offer voluntary retirement to your employees. How far has that gone?

The proposal was debated last year and would have required a Rs 12,000 crore outgo. But there were doubts over the plan. An alternative proposal was considered to offer salary support to employees. It would require Rs 6,500 crore, which the ministry agreed in principle to provide as a soft loan. Both proposals are pending with the ministry.

Last year, BSNL’s losses were around Rs 7,600 crore and in the previous year, around Rs 8,000 crore. So losses have already started coming down. We expect BSNL’s accounts to be in shape by 2018-19. (Courtesy: Business Standard)

Ensure one crore signature in the Memorandum to Prime Minister

The Forum of BSNL Unions/Associations of Non-Executives and Executives has decided to submit a Memorandum to the Prime Minister on the day of the Parliament March on 25th February 2015, signed by one crore people demanding actions from the government for the Revival of BSNL, the telecom PSU, fully owned by the Government of India, the people of this country.  The people  want the service of BSNL, as they had been accustomed for the last one and half century from the P and T Department.

How to get the one crore signature? BSNL workers are only about 2.3 lakhs. It means that each employee has to meet  people and after convincing them about the issues of BSNL, get their signature in the memorandum. You can sit near the Railway Station, Bus Stand, at meeting places – wherever people are there, you go and explain to them and get the signature. For this purpose alone. you can have separate meeting of the trade unions, explain the situation and get the signatures. Go to the offices of Central and State government, PSU employees and get their signature. Like this there are so many methods, how you can contact the public and make the issue very relevant. Prepare yourself with our main demands for the revival of BSNL and give wide publicity through the media. Organise press conferences and get the news published. Meet your MLA/MP and other representatives of the people and request them to raise the issue in the various forums. There are so many methods by which the issue can be propagated. Do all these and organise the people in our support. You will certainly get not one crore signature, but more than that.

The Forum in the circle must have a target of at least 50 times or more signatures of their staff strength. Then only we will be able to reach the target. Plan accordingly.

The time is very limited only two months for the Parliament March. Start immediately. All the collected signatures have to be brought  with you at the time of the Parliament March, so that it can be handed over to the Prime Minister.

Forum Meets CMD BSNL

Com. V.A.N.Namboodiri, Convener, Forum of BSNL Unions and Associations met Shri A.N.Rai, CMD BSNL and discussed about the Revival of BSNL and connected matters. He asked the CMD not to implement the M/s Deloittee Committee recommendations with out discussing with the Forum and unions/associations.He also requested to keep in abeyance the orders issued for implementing the concept of SSAs in Maharashtra. CMD assured that a meeting with the Forum will be held shortly to discuss the issues in detail.

Since there is more and more demand for the PLB pipes in connection with the NOFN project, CMD informed that proposals are being mooted to produce the same from more telecom factories in addition to Alipore factory.

Com.Namboodiri pointed out the non-implementation of labour laws with regard to the casual and contract workers and requested to ensure their implementation.

Com.Namboodiri requested for grant of liberal assistance to the employees of Jammu and Kashmir who have lost all in the recent drastic flood. CMD assured that whatever assistance is given by the state government to its employees will be given to the BSNL employees by the management.

What the Minister says is correct. What has been doing in the telecom sector was completely wrong. The UPA government tried to destroy BSNL and giving all benefits to the private companies, due to which BSNL has gone down both in revenue as well as in services. Will the new government change this scenario to revive BSNL. The Forum of BSNL Unions / Associations is trying to meet the Minister and present our priorities for a healthy BSNL and Telecom Sector.

Reviving BSNL means reviving the Telecom Sector itself.

Forum decides to submit memorandum on BSNL to new Government

The meeting of the Forum of BSNL Unions/Associations which met today at New Delhi decided to prepare a Memorandum on the Revival of BSNL and submit the same to the new government. The points to be included in the memorandum were also discussed.
The draft memorandum will be discussed and finalised in the meeting to be held on 27th May 2014.
