Recruitment of employees a priority requirement in BSNL

While more than 1,60,000 employees have retired in BSNL since its inception in 2000, only around 40,000 have been recruited keeping a vacuum of about 1,20,000 vacancies. Of course, there may be justification of reduction of staff due to highly sophisticated equipments. Despite that there is acute shortage, resulting delay in providing a good service. Especially in the cadres of Telecom Technician, Assistant Technician etc. who are mainly attending to the day to day service and maintenance, there has been no recruitment at all, causing much difficulty.

To make the SWAS programme (Service With A Smile), adequate staff is required and new recruitment is the route. The unions / associations in BSNL can not sit idle in the matter.

Telecom Factories – name them BSNL Factories

At present there are seven telecom factories under BSNL. They are at Alipore, Gopalpur, Kharagpur (all in Kolkata/W.Bengal), Jabalpur,Richai, Bhilai(all in M.P.) and Mumbai.

The telecom factories were earlier called P and T Workshops. They were manufacturing  equipment, instruments etc. for the Telegraph, later P and T Department. There were a total of about 15,000 workers employed in these factories. Now it is reduced to less than half, due to retirement and non-recruitment. Recruitment should take place to fill up the vacancies. There is need to modernise and start production of latest equipment from these factories.

Nowthat  they are under BSNL, it should be appropriate to call them as BSNL Factories, instead of Telecom Factories.

About 14 lakh Pensioners in Railways

According to an RTI reply, there are 13,75,483 Railways Pensioners at present, out of which 2.86 lakhs  are in the range of 80-90 years old. The total number of pensioners in Railways are liable to be more than the existing workers. This is mainly because, the retirements are more comparing to the new recruitment. This is the condition of most of the central government establishments. It was reported earlier that while there are about 40 lakh CG employees, the pensioners number is around 52 lakh.

In order to improve the services, fresh blood is required and there should be adequate recruitment. There should be strong pressure from the unions for increased recruitment. The ban on recruitment should be rescinded. It will result in jobs for the youngsters who are jobless. Is the government hearing?

No Interview for selection for Group D,C and B Non-Gazetted posts – PM

Prime Minister Narendra Modi stated yesterday that the government has decided to do away with interviews for selection to government posts in Group D, C and Group B non-gazetted. It will come into effect from January 1, 2016, according to the PM.

Air India to recruit 800 Cabin Crew

The government has approved the long pending request of Air India to recruit 800 cabin crew. Since there was acute shortage of cabin crew in Air India, the services were being adversely affected. It is good that at least now, the government has agreed to allow minimum recruitment.

BSNL staff strength reduced by more than one lakh.

Every month, the number of staff in BSNL is being reduced by thousands. During the last 13 years of its existence, more than one lakh thirty thousand employees have retired with only about 30,000 recruited.

While there were about 3.5 lakh employees at the time of formation of BSNL, the present staff strength is only about 2.45 lakhs.

There is extreme necessity for new recruitment in the lowest cadres of the non-executives, where no recruitment has taken place since BSNL formation, except for regularisation of some TSM/casual labour, which also has been stopped since 2006.

Whatever the management may say, this is one of the reasons for the deterioration of the services. While the management has agreed in the National Council that fresh blood is required, no action has been taken by it so far for new recruitment in the lowest cadres. This should be done to save BSNL and for a better service to the customers.

Air India asks its employees who are on sabbatical to come back to duty

Air India, five years back, had offered its employees to go on sabbatical, meaning to be out of duty with out salary for higher studies etc., for five years as a method of reducing its salary expenses and austerity measure. The five years are now over, and the AI management has given orders that those on sabbatical has either to return back or quit.
It is reported that 213 employees had taken sabbatical at that time. Many have got other jobs, some have gone abroad etc.
The Air india has got 27,000 employees and about 1/4th of them are to retire within 3-4 years. Under these circumstances, if fresh recruitment is not taken in addition to those coming back from sabbatical, the proper functioning of the carrier will be adversely affected.

BSNLEU demands Recruitment of Staff

The Central Executive Committee meeting of BSNL Employees Union has demanded recruitment of required staff in BSNL. Since formation of BSNL, during the last 12 years, about 1,30,000 employees have retired. If you count about the 30,000 new recruitment in certain limited cadres, then the reduction of staff comes to 1,00,000. Most of the retired belong to the lowest non-executive staff.

There is acute shortage of staff and the work is suffering due to the same. The management not only are against recruitment, but is also trying to retrench the staff through VRS. Yes this is a method of destabilising the company and making if in-efficient.

Hence the decision of BSNLEU is correct and the same should be strongly persued.

SBI to recruit 10,000 employees, all Banks 60,000

It is reported by PTI quoting the SBI Chairman Pratip Chaudhari that the State Bank of India will be recruiting 10,000 employees in 2012-13. He also stated that about 7,500 will be retiring. It means that SBI will get an additional staff of 2,500. SBI Chairman also mentioned that another 20,000 Asst. Grade employees were recruited last year.

The banking sector was in acute shortage of staff due to the VRS implemented earlier. Now all the banks have started recruitment. It is estimated that more than 60,000 employees will be recruited in the PSU Banks this year.

This is a good decision. It is time that BSNL should think about recruitment to induct new blood. This can be done by regularising the casual/contract labour working for many years, appointment on compassionate grounds and also direct recruitment.  It is to be noted that almost 15,000 workers are retiring every year and more than 1,30,000 had already retired since 2000. About 30,000 only has been so far recruited that too mainly in TTA and JTO cadre. Recruitment in other cadres are also necessary.
