50,000 vacancies in the Department of Posts – Communications Minister

CGE, Postal vacancies

In reply to a question in the Parliament, Communications Minister Shri Manoj Sinha stated that there are 49,961 vacancies to be filled up in the department of Posts. The maximum number of vacancies are in the Postmen cadre – 16,532.

On the one side the Modi Government says that it is making efforts to reduce unemployment by providing jobs. But the reality is that instead of the 2 crore jobs promised, even 5 lakhs have not been provided. At least the government can fill up the lakhs of vacancies in the central government itself.

There should be no discrimination between the upgradation of cities for grant of HRA between Government and PSU

CGE, PSU, Upgradation of cities

The government has recently issued orders upgrading the cities as per the 2011 census report as also on other grounds including urban agglomeration and granted HRA accordingly. BSNL and other central PSU employees are deprived of the same, since the criterion for the PSUs based on population only and not all the criterias as eligible for CG Employees. This is a gross discrimination. For example in the recent orders, Ahmedabad and Pune are upgraded as “X” class Cities (former “A” class ), while this status is denied for the BSNL employees for grant of HRA. In the same way there are many cities upgraded to “Y” class( former “B” class)  for CG employees, while not for the BSNL employees.

This discrimination should end. The government should declare all these upgraded cities are applicable for increased HRA for BSNL employees also as in the case of CG Employees.  The wages of the contract workers also should be increased on the same basis in these upgraded cities.

CGE, Women Employees

As per reply given in the parliament by Minister Dr. Jitendra Singh, the number of women employees in Central Government has been increasing over the years. While there were 2.88 lakhs women employees out of total employees of 38.31 lakhs in 1991 ( 7.58%), it increased to 2.91 lakhs out of 38.76 total employees (7.53%) in 2001 and 3.11 lakh women employees out of 30.99 Lakh in 2009 ( 10.04%). this is a good news. Even when the number of total employees is being reduced, the number of women employees has increased.

As per the government, the following facilities are provided to the women employees to encourage women to join the services:

1. Maternity Leave 2. Child Care Leave 3. Child Adoption Leave 4. Special allowance to women with disability 5. Provision of creche facility 6. Posting of husband and wife at the same station 7. Special priority in allotment of residential accommodation 8. Provision for protection of women from acts of sexual harassment 9. Age relaxation for appointment to widows, divorced woman and women judicially separated from their husbands and who are not remarried 10. Special dispensation for women officers of All India Services of North East Cadre 11. Change of cadre in case of marriage of All India service officer and (xii) exemption from payment of fee for examinations conducted by the Union Public Service Commission and Staff Selection Commission.

But still the % of women employees are as stated only around 10% with about 90% being men only. There need to be much improvement for jobs to women.

DA increased by 10%to reach 100% for Central government employees

100% DA, Cabinet Decision, CGE

The Cabinet today decided to increase the DA of Central Government Employees by 10% w.e.f.January 2014. This will result in the total DA reaching 100% for the employees. The last increase was also 10% w.e.f. July 2013.
However, this increase is not commensurate with the high increase in the cost of living, of essential articles. The prices have been skyrocketing for the last two years or so. The employees will get something in lieu of increased cost of living, but what about the common people, who have to suffer the cost-increase, without any increase in their income.
The responsibility of the government is to ensure that the prices do not increase. DA is only a partial relief.
The Government has also to take decision to merge 100% DA with the pay getting the justified relief to employees.
