Two Indias, Shining India and Suffering India – Sitaram Yechury

New Delhi, Mar 26 : Welcoming raising issues of corruption and inequality by Aam Aadmi Party, CPI(M) today said AAP needs to bring more clarity on its understanding of the ‘neo-liberal’ economic policies which were “responsible” for such a situation.

Replying to questions on AAP, senior CPI(M) leader Sitaram Yechury also said it was up to Arvind Kejriwal’s party to decide whether it would join the Left and other secular forces, but it could be decided only after the elections.

“It is good that they are taking up these issues…. but corruption has to be nipped at its genesis. The neo-liberal policies have expanded the scope of crony capitalism and corruption. We have to target these policies… and there, the clarity needs to come in (from AAP),” he told reporters when his reaction was sought on AAP raising issues which have been consistently raised by the Left in the past.

He also said AAP needed to clarify its understanding on communalism and expressed the hope that “clarity on both these issues will come up further during the campaign”.

Yechury, who released two campaign booklets titled ‘The Two India Reality: Obscene Wealth, Grinding Poverty’ and ‘To Build a Corruption Free India’, said the fight against corruption does not end at setting up of an independent Lokpal.

“While strict laws are needed to fight graft, the struggle to reverse the policies which have allowed corporates a free run to loot the resources of our country must be strengthened,” he said.

Asked whether CPI(M) would join a government of the Left and regional parties if such a combination came to power, Yechury said a decision would be taken by the party’s Central Committee after the elections.

Maintaining that both BJP and Congress were “committed to strengthening the neo-liberal framework of policies”, he said the economic inequalities have led to “two Indians – shining India and suffering India”. Yechury said India has 70 “dollar billionaires” in 2014, 17 more than 2013, whose combined wealth equaled Rs 24 lakh crore or nearly one quarter of the GDP. The top ten among them have personal wealth equal to six per cent of GDP.

“There is also a huge amount of undeclared assets, much of which has been taken out of the country.

“Against this obscene wealth, more than 80 per cent of the poverty-ridden masses have a daily per capita consumption expenditure of just Rs 50 or less in 2011-12. This was also true for nearly 45 per cent of all urban households,” he said, adding 93 per cent of the country’s total workforce was in informal employment with little social protection.

Half of India’s children under five are underweight or stunted and almost 60 per cent of women suffer from anemia, even after 66 years of Independence, the CPI(M) leader said.

Terming 2G as the “largest political corruption” in the history of modern India, he said the booklets listed all the major financial scandals under the UPA or the BJP state governments.

All these were a result of the policies the two parties have pursued that have pushed the people to “conditions of misery and a situation where they can barely survive”, he said.

Noting that there was “no dearth of resources in the country”, he said Rs five lakh crore had been “lost as revenue because of tax concessions granted to the rich and corporates”.

“The alternative is to collect the legitimate taxes, plugging the sources of corruption and stopping sweetheart deals through public-private partnership projects and invest the resources earned in social infrastructure,” he said.

Such huge investments in social infrastructure would enhance jobs and income, which would lead to higher demand and encourage manufacturing activities, Yechury said, adding this was the alternative policy direction the Left was pursuing in these elections.

Delhi Govt. clears Draft Jan Lok Pal Bill

Delhi AAP Government has today cleared the draft of the Jan Lok Pal Bill,which it has promised will be brought without delay. The bill will cover from the Chief Minister to the Group D employees.

But the moot question now is, whether the government will be able to continue to pass the bill with the dissenters threatening to withdraw support.

Aam Aadmi Party Moves Fast

AAP after forming the government in Delhi is moving fast. Within days it has issued orders of free supply of water, reduction of charges for electricity and paying Rs. one crore to a police constable died while discharging his duty. All these are part of implementation of the Election Manifesto. The Ministers have not occupied palacious govt. bunglows like Ministers of congress and BJP. They are available to the people to meet.
But whether the Congress and BJP allow such pro-people decisions to be taken uninterruptedly? The reason – it will show the previous governments in poor light. Whether Congress will allow CWG scam to be enquired, in which the earlier govt.is directly involved. At any stage, the Congress can withdraw support. The BJP will be continuously opposing the AAP government.
Hence the AAP’s moving fast on decisions is the best policy. There need not be any compromise for continuing in power. How much welfare measures the government implement, more people will be in support. Continue with your programmes which will benefit the common people.

The AAP is going to take the Delhi Government after the swearing in ceremony on 28th December 2013. There is no doubt that this will make a big difference from the corrupt administration during the BJP and Congress rules. My Best Wishes for the new government!
The new AAP government should steadfastly work to mitigate the sufferings of the toiling workers of Delhi who are inhumanly being exploited by the bureaucracy and contractors. Pro-people policy and decisions should be implemented at the earliest. The support given by the voters should be utilised for the improvement of the conditions of the people.

AAP may form the government in Delhi – Announcement tomorrow

AAP is all ready to form the government on the basis of the good response it got from the public meetings conducted during the last one week. Who will be the Chief Minister? Kejriwal or somebody else? It is yet to be decided, it seems.

AAP to form Government in Delhi?

The latest developments indicate that the Aam Aadmi Party may take a decision to form the Government in Delhi by next week. Party spoke person had already stated that AAP was getting lot of pressure from people to form the government.
The scenario is interesting. Congress was thinking that even if it gives support to AAP, the latter will not form the government, since it had already declared earlier that it will not form the government. The support offered was to trap AAP. If it does not form Govt. Congress can accuse it of shirking responsibility. What Congress will do now, if AAP decides to form the government? If AAP forms the government, it will start inquiries in the corruption cases of the Congress regime, which will hurt the Congress dearly. If AAP does not form the government and election takes place,the condition of Congress will be more pitiable. A Catch-22 situation.
BJP will be happy if AAP forms government. It can take advantage as the main opposition party and criticise the AAP government, while continuing with the 32 MLAs and the consequent benefit.
Any way, the decision of the AAP may come by Monday. Let us wait for the same.

AAP seeks opinion of people on forming of Government in Delhi

What is happening in Delhi in interesting and unheard for earlier. First, a party which has been formed about one year back only, Aam Aadmi Party (AAP), got about 30% votes and 28 seats out of 60. The BJP which got about 31% votes could not majority seats to form the government. The Congress which was ruling Delhi for the last 15 years was almost demolished with only 8 seats and even its Chief Minister utterly defeated.
BJP, though invited to form the government could not form it due to having not sufficient numbers. Now Congress furnished a letter to the Governor offering unconditional support to AAP, to put the latter in a dilemma and criticise it. If AAP accepted, the Congress will withdraw its support when it wants. If AAP does not form the government, then it can criticise AAP failing to take responsibility. AAP counteracted putting 18 issues on which it sought the support of both Congress and BJP, if they want AAP to form government. BJP did not reply. Congress replied stating that 16 out of 18 issues can be decided administratively and there is no need for taking it to assembly. This was also a trap.
Now, in its own way, AAP has decided to seek the opinion of the electorate whether it should take the responsibility of forming the government. Lakhs of e-mail and letters to the voters are being sent to get their opinion, after which the party will takes its decision by 23rd. December.
These are all unexpected developments. AAP is creating a history of sorts. Let us see the developments unfolding in the coming few days.
