Letter on EPF issue addressed to all the CGMs

After tremendous pressure by BSNLCCWF and BSNLEU, BSNL Corporate Office has issued a letter addressed to all the CGMs to instruct depositing the EPF contribution with EPF organization in respect of contract workers. BSNLCCWF lodged the complaint regarding the EPF for contractual workers in several forum like BSNL authority, Parliamentary Standing Committee on Labour, Chief EPF Commissioner and Chief Labour Commissioner. BSNL has issued the social security order for contractual workers and also reminded all the CGMs but it is observed that it is no implemented properly. Again EPF department has instructed M/s BSNL to the deposit the EPF contribution with EPF organization.

All Circle Secretaries of BSNLCCWF are requested to take initiative to implement the order issued by CO, ND. It is the fundamental right of workers to get the social security like EPF, ESI, gratuity etc

Meeting with Director (HR) and GM(Estt.)

Coms. V.A.N.Namboodiri, President and Animesh Mitra, Secretary General, BSNLCCWF met Smt. Sujata Ray Director(HR), BSNL today and discussed the issues of the regularization of the casual labour as also grant of gratuity. They demanded that the gratuity be allowed at the earliest. Director(HR) stated that early action will be taken in the matter. With regard to the demand of regularization of casual labour/TSM, the federation representations put all the issues before the Director(HR) for consideration.

The Federation leaders also met Smt. Madhu Arora, GM(Estt.) and discussed the same issues.

BSNL in the lead once again in new Wireless Connections

According to the latest data released by the Telecom Regulatory Authority of India (TRAI), the total subscriber base in the country increased from 1,033 million as of March 2016 to 1,034 million as of April 2016 while the number of urban subscribers declined form 606.69 million to 607.21 million during the period, total rural subscribers increased from 449.17 million to 452.08 million.

Notably, state-run operator Bharat Sanchar Nigam Limited (BSNL) recorded the highest addition in the number of wireless users during April 2016 at 1.1 million BSNL was followed by Airtel and Aircel which added 978.230 and 572,869 wireless users, respectively. However, private players continued to hold the majority portion of the wireless market with a share of 91.2 per cent.

Meanwhile, the number of broadband subscribers increased from 149.75 million as of March 2016 to 151.09 million as of April 2016.(BSNLEU Website)

Banks get increased revenue from ATMs

It is reported that the State Bank of India (SBI) has got Rs. 310.44 crores from ATM transactions in 2015-16, 47% more than last year. The case with other banks will not be different. The Banks are putting restrictions on the ATM free transactions and charging much higher than required for additional transactions. In view of the high revenue, the banks should give more free transactions to the customers.

Central Trade Unions oppose increase of FDI in strategic sectors like Defence, Civil Aviation etc.

The Central Trade Unions, CITU, BMS etc. have expressed their strong protest against the increase of FDI in the strategic sectors like Defence. Civil Aviation etc. making them completely under the control of the MNCs. The decision has to be withdrawn in the interest of the nation.

6.53 crore Refugees – UN Report

According to a statement issued by the United Nations, there are about 65.3 million refugees in the world. This is an all time record. This means about one per cent of the people are refugees. The world population is approximately 734.9 crores. The maximum number of refugees are from Palestine followed by Syria and Afghanistan. This clearly shows that the reason for the refugees are mainly due to external and internal wars.

OROP gets delayed

The implementation of the One Rank One Pension (OROP) for retired defence personnel may be delayed further. The Committee formed with Justice (Retd) Narasimha Reddy as the Chairman to look in to the matter was to submit its report on 14 June 2016. But the government has extended its term for six months more, which means that they have time up to 14th December 2016. The delay could have been avoided, since large number of the defence retirees are eagerly waiting for the decision for years together.

The government has also not taken decision on the recommendations of the VII Central Pay Commission with regard to similar pension for the civilian employees.

On the one side the government calls for quick governance, but its own actions are delay in decision making.

PPF can withdraw after 5 years

The central government has decided to allow withdrawals/closure after 5 years from the Public Provident Fund (PPF). Earlier it was only after 7 years. The closure can be made for treatment or for children’s education.

The government has retained the interest for the current quarter at 8.1%. In the case of closure, the interest will be reduced by 1%.

Sub: Non-settlement of genuine demands of the Central Government Employees

More than 32 lakh Central Government Employees working in various ministries of the Government of India. including Railways, Postal, Defence (Ordinance Factory and other Civilian Employees), Central Secretariat, Income Tax, Audit & Accounts and other employees of the government departments are aggrieved since long on non-settlement of their various demands.

The report Of the Vll CPC has further made them aggrieved because of the retrograde recommendations, including non-scientific calculation of Minimum Wage and Fitment Formula. The issue of National Pension Scheme(NPS) had been very heartburning for more than 1.1 million young Central Government Employees who have been deprived from the Defined Pension/Family Pension and we are agitating this issue with the Central Government since its inception.

Under the above compelled circumstances, the National Joint Council of Action has taken a decision to go on “‘Indefinite Strike” from 06:00 a.m. on 11th July. 2016

The Central Government Employees of this country have always stood for the development and good governance of the country. but do feel de-motivated because of the inaction on their pending demands. we do have written to Hon’ble Prime Minister of India vide letter No.NC/JCW2016/CS/PM dated 14.06.2016 (copy enclosed for ready reference) the request that. the government should immediately come forward for negotiated settlement with the NC/JCM on the demands of the Central Government Employees to avoid unnecessary confrontation.

Com.V.A.N.Namboodiri, Advisor, AIBDPA today went to Sanchar Bhawan and met top officers including Member (Finance) and enquired about the status of the Cabinet Note on 78.2% IDA Pension fixation for BSNL pre-2013 pensioners. Authentic information was received from the officers and the concerned Pension Section of the Estt. Branch that the Cabinet Note has been submitted duly approved by the Secretary DOT on 17th June 2016.
