Rs. 27 crores recovered from “Neer” Contractor by CBI in Delhi

It is reported in today’s newspapers that a Rs.27 crore have been recovered from a raid by the CBI from the house of a contractor of “Neer” (drinking water) being supplied to the Railway. It is estimated by the CBI that he has made about Rs. 500 crore from the contract during the last 10 years, during which period he was supplying more than 70% of the “Neer” bottle water required for the passengers travelling in the Railways. The contractor had close connection with high officers and ministers. He has floated many companies for getting the tender. It is also mentioned that the contractor was selling the bottle water for Rs. 15/- while he purchased the same at Rs.6/- per bottle and the water was not purified as required.

This raises two very important questions.How and why the Railway department was allowing the contractor to cheat the people both on the price and the hygienic condition of the water? Who are all onnected with this big scam?

Immediate action is required and the guilty, however high they may be, should be brought to book. This is an issue of the health of crores of people who travel in the railways and believe about the quality of the water and drink it.

Delhi Car Free Day on 22nd October 2015

The Delhi Government has declared 22nd October 2015 as ‘Car Free Day’ in Delhi. One main road in the capital will be free from cars on that day. Only Public transports will be available. The day is being observed as part of reducing the congestion and pollution in the city. A similar  experiment done in Gurgaon a few weeks back  was a great success and supported by the people.

Such ‘Car Free Days’ can be organised in other cities also.

Minimum Wages Revised in Delhi State

Orders have been issued revising the Minimum Wages by the Government of Delhi with immediate effect. The following are revised rates:

Unskilled Worker: Rs. 9,174+ Rs. 390 (DA) from the earlier Rs. 9,048 + Rs. 126 (DA)   Semiskilled : Rs. 10,136 + Rs.429 from the earlier Rs. 10,010+ Rs.126 (DA)                 Skilled: Rs. 11,154 + Rs. 467(DA) from the earlier Rs. 10,998 + Rs. 156(DA)

We congratulate the Delhi Government for increasing the wages. It was very much overdue.

The Central Govt. has issued orders for payment of 30 days of Non-Productivity Linked Bonus to its employees. The order is given below:

Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to the Central Government Employees for the year 2014-15

New Delhi, the October 16, 2015

OFFICE MEMORANDUM

Subject: – Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2014-15.

            The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2014-15 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

  1. The benefit will be admissible subject to the following terms and conditions:-

(i) Only those employees who were in service as on 31.3.2015 and have rendered at least six months of continuous service during the year 2014-15 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 3500 (where actual average emoluments exceed Rs. 3500/-, Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500×30/30.4=Rs.3453.95 (rounded off to Rs.345%)

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.12oox30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/). In cases where the actual emoluments fall below Rs.1200/- pm, the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)-E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.

  1. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.
  1. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.
  1. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.

Huge Rally against Communalism in Kolkata

Kolkata, October 16th – Thousands of clenched handsa80fd6a55dcc8acc697d57c4cbe9100a today in Kolkata  vowed  for uprooting the evils of imperialism and communalism from the country .  The huge rally which nearly took 20 minutes to pass a given point was organized at the call of the 6 major left parties of the state and was participated by various left organizations active in the state. Red Flags flew high as was the determination of the left workers who sought immediate change of India’s foreign policy and immediate stoppage of communal riots in the country. The Rally started From Y channel at Esplanade in the heart of the city and continued up to College Square in North Kolkata . The rally was decorated by flags,festoons and placards of left organizations’ who painted the cityscape red with high flying red flags and determined slogans .   West Bengal Left Front Chairman Biman Basu , Soumen Basu (SUCI ),Partho Ghosh CPI(ML ) Liberation , RSP leader Manoj Bhattacharya , CPI leader Probodh Panda , Forward Block Leader Hafiz Alam Sairani  were amongst the front ranking left leaders who participated in the rally along with former finance minister Dr Ashim Dasgupta , CPI(M) leader Shyamal Chakraborty and other.

Left Front Chairman Biman Basu at the end the rally said that it is a matter of shame for all of us that due to India’s changed foreign policy in regard to Palestine issue , India’s President has faced serious protests  from  youths  of that country. The present foreign policy of the country surrenders our country to US imperialism and Israeli occupational forces  and hampers the security and sovereignty of the country .He also said that the continuing communal riots and incident like the Dadri incident where  a Muslim person named MD Eklakh has been lynched by a communal mob in the name of eating beef  is a direct shame to the nation.(Courtesy: Ganashakti)

Netaji Files will be declassified and released – Prime Minister

Prime Minister Narendra Modi has assured the family members of Subhas Chandra Bose that the secret Netaji files with the central will be declassifed and the first batch of them will be released on 23rd January, which is the birthday of Netaji.

Let us hope that this assurance will be remembered by the PM and implemented and will not be just like other assurances, many of which are  yet to be implemented.

Mammoth Left Rally against Communalism on 16th October at Kolkata

Kolkata, October 14th – 6 prominent Left Parties of the state today met at Muzaffar Ahmad Bhawan in Kolkata today and has announced that a mammoth rally against communalism and imperialism will take place in Kolkata on 16th October. Announcing this on behalf of 6 Left parties of State CPI(M) Politbureau Member Biman Basu said that all those mass organizations and Left political groups who are against communalism and imperialism, especially in the light of the fact that after the BJP Government has sworn to office there has been over 1000 communal  riots in the country, are welcomed to join this rally. .Every participating organizations can carry its own placards and join the rally. He also invited the personalities who work in the arts and cultural field to join on that date.

Along with Biman Basu, the leaders of the Left Parties viz. Probodh Panda (CPI),Khsithi Goswami (RSP), Naren Chatterjee (Forward Block)Partha Ghosh (CPI(ML )Liberation) and Deboprasad Sarkar (SUCI ) took part in the meeting . In the press conference CPI(M) Politbureau Member Biman Basu also welcomed the decision of various authors and luminaries to return their awards in protest against the murder of Prof Kalburgi, Govind Panesar and Narendra Dabholkar  and against the Dadri Incident and the growing religious intolerance being promoted by the BJP led Union Government.

‘The BJP Government is trying to build up an unknown India where people cannot abide by their culture and taste’ West Bengal has got a rich heritage of standing up to communal divide and following that ethics  steps should be taken to arrest the communal divide‘ CPI(M) Politbureau Member Biman Basu said in the press conference .(PTI)

We strongly condemn the paint attack on Sudhir Kulkarni by the Shiv Sena activists for his decision of releasing a book of a Pakistan author. This is one more instance of blatant intolerism and Communal madness. It is to the credit of Sudhir Kulkarni that despite the paint attack, he participated in the function.

Such incidents should be condemned by all right thinking persons.

K P Sharma Oli, Veteran Communist sworn in Nepal PM

Veteran Communist leader K P Sharma Oli was today sworn in as Nepal’s 38th Prime Minister, a day after he was elected in Parliament with support from smaller parties.
Oli, 63, was administered the oath of office and secrecy by President Ram Baran Yadav at his official residence here. Prime Minister Oli has formed a small cabinet incorporating two Deputy Prime Ministers and five ministers.
In voting held in Parliament yesterday, Communist Party of Nepal – Unified Marxist Leninist (CPN-UML) chairman Oli garnered 338 votes, 39 more than the 299 that he needed to be elected as prime minister while Koirala, the former Nepal Congress Prime Minister could secure only 249 votes. A total of 587 members cast their votes. Lawmakers were not allowed to stay neutral during the voting.
While Oli was backed by UCPN-Maoist, Rastriya Prajatantra Party-Nepal, Madhesi Janaadhikar Forum-Democratic and some fringe parties; four Madhes parties in the United Democratic Madhesi Front had supported NC leader Koirala who himself became prime minister with the support from CPN-UML in 2014.

According a survey conducted by Savills World Reasearch, Mumbai is the cheapest city to live and work among the top metropolitan cities of the world.

London, Hong Kong and New York are the world’s most expensive cities for companies to accommodate employees, with costs in London going skywards, states the research.

Mumbaikars can take pride in the matter.
