Martyrs of CG Employees Strike

One comrade asked a few days back to know the names of the Martyrs in the several strikes of the CG Employees. Yes, in almost every major strikes the striking workers were not only arrested, jailed, harassed, victimised, suspended, terminated and dismissed but also some of them have been killed by firing, beating etc. They are the martyrs of the CG employees’ strikes. I am giving below the names of those which are available with me:

5 Days Strike of July 1960 Strike

1. Com.Ranjit Singh 2. Com.Sakha Ram 3. Com. Sitaram 4. Com. Kripa Shankar (All of them Railway employees who were shot dead at Dahod Western Railway)

Com. Ekambaram, Telephone Operator, Palakkad committed suicide after having been terminated from service

One Day Token Strike on 19th September 1968

1. Com. Paresh Sanyal Bongaigaon Rly.Shot dead 2. Com. Raman Acharjee Mariani Rlys 3. Com. Kishan Gopal Bikaner, Northern Railways. Shot dead 4. Com. Lakshman Shah 5. Com. Raj Bahadur 6. Com. Dev Raj 7. Gurdeep Singh 8. Com. Gama 9. Com. Arjun Singh ( 4-9 all from Pathankot, Northern Railways. Killed while picketing train )

One Comrade of Central Secretariat died falling from Indraprastha Bhawan consequent to police beating.

1974 Bonus Strike (Railways Strike)

1. Com. V.R.Malgi Central railways 2. Com. Shripal Dwivedi Kanpur, Northern Railways 3. Com. Bhawaria Abu Road, Western Railways. Com. S.Ramasamy, Seroli, Southern Railways.

We pay homage to these martyrs who sacrificed their lives in the battlefield for the cause of the workers!

Annual Conference of AIPRPA, Delhi

Today, 27th November 2016,  I was invited to inaugurate the All India Postal and RMS Pensioners Association Delhi Circle Conference, which was being held at R.K.Puram Sector 6, Community Hall, Delhi. About 150 pensioners were present. Com. Rajendra Prasad, Circle President presided. Com.Deep Chand,Circle Secretary welcomed all and garlanded and presented shawl to all the guests and speakers.

The house stood in silence for one minute paying homage to the Martyrs, Cuban Revolutionary leader Com. Fidel Castro who passed away yesterday and also Com. Des Raj, former General Secretary, P.IV Union, who left us a few weeks back.

In my inaugural speech, I mentioned about the great Cuban Revolution, the pivotal role played by Castro as also the priority given to the pensioners and children in the socialist  countries.  I also spoke about VII CPC recommendations,  15th December Parliament March by CG Employees, demonetisation and the misery to the people, the major demands of the pensioners etc.

Coms. Iswar Dabas, Laxmi Narayan, H.L.Siddhu and other leaders addressed the Conference. I returned before the conclusion of the conference since I had to attend some other urgent work.

It was a pleasure to meet many senior leaders of the Postal and RMS movement, who are now active in the Pensioners’ movement, AIPRPA. It was a pleasant day. Thanks to Comrades Rajender Prasad and Deep Chand.

NFPTE Day on 24th November 2016

24th November 2016 is the 62nd Anniversary of formation of National Federation of P&T Employees (NFPTE). It was on 24th November 1954 that NFPTE was formed in the meeting of all the P&T Unions held at New Delhi. It was the unified organisation of the P&T Employees, merging all the unions existing then. This was as per the realignment Scheme agreed between the unions and the Government. Coms. V.G.Dalvi and Dada Ghosh (B.N.Ghosh) were the first President and Secretary General respectively.

Three great and historic strikes were organised under the leadership of NFPTE ( and other central employees organisations) in 1960,1968 and 1974 on the demands of Minimum Wage, DA, Bonus etc. It survived the brutal victimisation and attacks from the government and strengthened. In 1985, NFPTE was bifurcated in to NFPE and NFTE consequent to the bifurcation of the P&T Department.

BSNLEU is the true inheritor of the Revolutionary tradition of NFPTE. BSNLEU will continue to tread the path shown by the great leaders Babu Tarapada, Henry Barton, V.G.Dalvi, Dada Ghosh, K.G.Bose, N.J.Iyer, K.Adinarayana, Moni Bose and other leaders who led the movement in the past.

2% DA for CG Employees from July 2016

The first DA after the implementation of VII CPC Recommendations has been announced by the Government for the CG Employees. From July 2016, 2% DA is announced by the Government.

Young Comrades, a precious asset to any trade union

I was going through a report on the Conference of the Confederation of Central Government Employees and Workers which was held recently at Chennai on 16-18 August 2016. The report of the Credential Committee shows that a total of 256 delegates including visitors participated. In the age profile, Below 40 age, there are 37 delegates, 40-60 age there are 212 and above 60 years 7.

I was not surprised that most of the delegates are above 40 years. The young comrades are only 14%. This is not the case of the Confederation alone. In most of the conferences of service trade unions the case is similar.

In BSNLEU also the situation remains as such. The average age is about 53. Out of 2.10 lakh workers, there are only about 40,000 who have been recruited after 2000. Out of that, about  3,000 are regularised casual labours whose average  age is also high.

What are the reasons for the non-presence of youngsters? The main reason is that there are only very less new recruits. Recruitment is almost nil in government and Public Sector units as part of the government policy. Secondly, even the few new recruits are not much interested in the union activities. Third is that the Unions do not do much to bring the new recruits in to the field of activities.

I like to remember the situation about 50-60 years back, when I entered the P and T department in 1958. In the Telephone Exchange, Post Office, telegraph office,RMS office etc. almost 90% officials were new recruits with less than 5 years or so. The youth has got its vibrancy and freshness, though not experienced.

It was not different in the union meetings and conferences. More than 60-70% members and delegates used to be from the younger generation, say below 30. Attendance was more. Discussions were held with massive participation. The young wanted to know things and they expressed their opinions also. Demonstrations and processions were enthusiastic.

Yes! Young are energetic and are an asset to any organisation. I became Treasurer of the Branch union (E.III) in the second year of my service and branch secretary in the fifth year. Within four years I became the Divisional Secretary and within another four years, Asst. Circle Secretary and next Circle Secretary within another few years.It was not my case alone. The Department was expanding, more recruits were being appointed and the union was also growing. The membership of the union was also growing.

What is to be done in the present situation? We have to make all out efforts for new recruitment. Secondly, the new recruits should be made active in the union and given responsibilities. We should prepare the demands and activities considering the aspirations and  the mindset of the youngsters.

These are issues which require serious and active consideration of the leadership and those interested in the union activities.

CG Employees – Existing Advances Abolished

Central Government has issued orders abolishing many advances. These are the allowances abolished.

  1. Bicycle Advance
  2. Warm Clothing Advance
  3. Festival Advance
  4. Natural Calamity Advance
  5. Leave Salary Advance
  6. Law Suits Advance

There was not even a discussion with the Central Government unions. Arbitrary decisions will be resisted by the CG Employees.

Postal Unions decided for 2 days strike on 9-10 November 2016 on GDS demands

NFPE, FNPO, AIPEU GDS and NUGDS have decided to go on a two days strike on 9-10 November 2016 on the demands of the Gramin Dak Sevaks in the Department of Posts. The Two demands are 1) Grant Bonus of Rs. 7,000 to GDS at par with Department employees and 2) Payment of arrears of revised wages from 01-01-2006 and 01-01-2016 to casual, Part-Time, Contingent employees, daily rated mazdoors and casual  labourers.

The demands relate to the lowest paid employees. It is heartening that the entire regular employees are going in strike for these most exploited section of workers.

We express our solidarity and support to this noble strike!

The 10th Federal Council of National Federation of Postal Employees (NFPE) was held at Guwahati on 7-9 September 2016. After detailed deliberation of the workers issues, office-bearers with Coms. Giri Raj Singh as President and R.N.Parashar as Secretary General were elected.

My Hearty Congratulations and Best Wishes to all the newly elected office-bearers of the NFPE!

NFPE Federal Council demands scrapping of NPS for CG employees

The 10th Federal Council Meeting held at Guwahati from 07th to 9th September 2016 has adopted a strong resolution demanding the scrapping of the NPS for those recruited from 01-01-2004 and demanded that all those employees recruited from 01-01-2004 also should be made eligible for the Defined Benefit  Pension Scheme. In the Strike Notice issued by the National JAC of Central Government employees also, the same demand has been raised.

This is fully justified. The Forum of BSNL Unions/Associations should also demand that all the employees appointed from 01-10-2000 ( date of formation of BSNL) should be granted the Defined Statutory Pension as in the case of the DOT appointed and BSNL absorbed employees. The discrimination between the two set of employees should be removed and justice given to the BSNL appointed employees.

19th September 1968 Strike remembered.

Reports have been received from Kerala and some other places about meetings, rallies and conventions held in remembrance of the historical one day strike of the central government employees of 19th September 1968.

It is one great struggle of the central government employees, which shook the government.  Victimisation was brutal. NFPTE was derecognised.

We remember all the comrades who kept the red flag of the Federation and other unions high facing the brutal attack from the government.
