Start Wage Negotiations in BSNL

The government is in the final stage of finalising decisions on the recommendations of the VII CPC for the CG employees after the latter has decided for a strike, which has been deferred for the present after certain assurances from the Finance and Home Minister.

The III Pay Revision Committee has been formed for the pay revision of executives in all PSUs, including BSNL, with effect from 01-01-2017 and it has started functioning.

What about the non-executives in BSNL? Their wage revision from 2017 is to be done through wage negotiation between the management and the recognised unions. Last time, it took about three years, hard bargaining, two strikes and many struggles to achieve a very good agreement, which largely benefit-ted the workers.

It is high time that the management starts the negotiations with out delay. The recognised unions should take the initiative.

Change of Designations in BSNL ; Start the second phase

A good agreement has been reached and implemented in BSNL with regard to the designation of the four major cadres, although it took about 10 years for the management to accept the reasonable proposals of the Staff Side. The same was initiated by BSNLEU, when it got recognition for the first time in 2004.

The demand raised was for the change of all designations of the non-executives which were obsolete, unattractive and time-lapsed. There were about 70 designations with some of them duplicate, some having no incumbent etc. It was decided to take the designations of the four majority cadres immediately and the others later.

Now that the issues of 4 cadres are settled, it is time to look in to the case of other cadres. Already it is delayed. Immediate action should be taken in the matter.

Prepare for serious struggle against closure / strategic sale of BSNL

It is reported in Hindu that BSNL, Air India etc. are recommended to be closed / strategically sold by NITI Ayog (former Planning Commission) along with many other loss making PSUs. It is also reported that the government may not accept the recommendation in the case of BSNL immediately, since the government fear stiff opposition from its 2.5 lakh employees. ITI is already in the list. It is also reported that the government will start with ‘low hanging fruit’ and later proceed with the big catch.

The intention of the government is very clear. It wants to handover the most profitable telecom sector completely to the private, including BSNL. VSNL is already sold. BSNL seems to be the next target, since Delhi based MTNL, may be the last target because of its being in the capital of the country with all government offices, including that of President, Prime Minister, Defence establishments etc.

Its inability to impose VRS and disinvesment in BSNL earlier, due to strong protest and agitation from the workforce, only is keeping the government from privatising/closing BSNL. Any weakening of the Forum / united movement of the workers will be utilised by the government to implement its dark agenda. The workers can not be caught unawares.

Strengthen Forum of BSNL Unions/Associations to fight against privatisation/closure of BSNL!

AIIEA completes 65 years of fruitful service

All India Insurance Employees Association (AIIEA), the mighty organisation of the employees of the Life Insurance Corporation of India (LIC), completes 65 years of dedicated service to the employees and the nation. From the time of its formation on 1st July 1951, it has marched ahead on the correct working class line and had always made all out efforts to make LIC, a service orientated organisation. With more than 80% of membership in LIC, AIIEA will continue its efforts to improve the services as also improve the status of its workers.

I have close connection with the AIIEA for more than 50 years. In the Foundation Conference of BSNLEU at Visakhapatnam in 2001, Com.N.M.Sundaram, then GS of AIIEA, was present and inaugurated. In most of the AIIEA AICs, GS BSNLEU was invited. Myself had the opportunity to attend many of these conferences, including the Delhi AIC. In forming BSNLEU in many centres, AIIEA has given all help to us.

Contract Workers, the most exploited workforce in BSNL

BSNL is a well known central PSU. Its 2,20,00 workforce is well disciplined, dedicated and determined to improve the services to the customers. They are an inseparable part of the working class of India fighting against injustice and for the rights of the workers.

But unfortunately there is a ‘Black Spot’ in the face of BSNL, its management and the workers. It is the exploitation of its contract workers of around one lakh.

There are clear rules and orders for payment of minimum wages to the contract workers. If there is difference in Central government’s and State government’s minimum wages, the higher rates should be given. But neither the higher rates nor the lower rates are paid in most of the circles.It is far less than the minimum wage which is being paid. These lowest paid workers are being exploited continuously for years together.

Law of the land ensures social security measures like EPF and ESI to the contract workers. It is a safeguard for them in their old age and at the time of sickness. But most of the contract workers are denied these benefits by not implementing them by the contractors and BSNL management.

Though the Central minimum wage is the same, workers in various circles and in the districts in the same circle are paid differently according to the whims of the contractor. Field management is not intervening to ensure payment of full wages. This is a shame for BSNL.

Not only that. When reports are called by the Parliament Standing Committee, Chief Labour Commissioner, Central EPF Commissioner or Central ESI Commissioner, incorrect information is supplied to them by the BSNL Management, which of course, is furnished by the field units.

Can BSNL and its workforce be saved from this shame! If all the unions and associations take a strong stand in support of these unfortunate brothers, I am hopeful that this brutal exploitation could be ended.

Let us together make efforts to get long awaited justice for these unfortunate workers!

Recruitment of employees a priority requirement in BSNL

While more than 1,60,000 employees have retired in BSNL since its inception in 2000, only around 40,000 have been recruited keeping a vacuum of about 1,20,000 vacancies. Of course, there may be justification of reduction of staff due to highly sophisticated equipments. Despite that there is acute shortage, resulting delay in providing a good service. Especially in the cadres of Telecom Technician, Assistant Technician etc. who are mainly attending to the day to day service and maintenance, there has been no recruitment at all, causing much difficulty.

To make the SWAS programme (Service With A Smile), adequate staff is required and new recruitment is the route. The unions / associations in BSNL can not sit idle in the matter.

Wage Negotiation, the immediate task of the Recognised Unions in BSNL

Since the III Pay Revision Committee has been appointed for the pay revision of the executives in the central PSUs including BSNL, the immediate task of the recognised unions in BSNL to ensure that the wage negotiation for the revision of wages for the non-executives is started. BSNLEU, the main recognised union. has already written to the BSNL Management and Secretary DOT in this matter.

Start Wage Revision for Non-Executives in BSNL

III Pay Revision Committee for the executives in the Central Public Sectors has been constituted with Justice Satish Chandra (Retd.). The Committee will submit its report within six months and the implementation will be with effect from 01-01-2007.

What about the wage revision of the non-executives? The recognised union in BSNL, BSNL Employees Union, has already demanded for starting wage revision. But the management has not so far agreed. There should not be any delay for the wage negotiation.It will be disastrous.

III Pay Revision Committee formed

The government has formed the 3rd Pay Revision Committee (PRC) for the revision of pay scales, perquisites, etc., of the Board Level and Below Board level officers and Non-Unionised supervisors in the Central PSUs. . Justice Satish Chandra (Retd.) is the Chairman. The PRC will submit it’s report within 6 months and the wage revision will be implemented from 01.01.2017.It is to be mentioned that the PRC is formed after a lot of agitation by the executives associations in the Central PSUs.

The Members of the III PRC are:

Chairman : Justice Satish Chandra (Retd)
Members :
(i) Shri Jugal Mohapatra, Ex-IAS Officer
(ii) Prof. Manoj Panda, Director, Institute for Economic Growth, Delhi
(iii) Shri Shailendra Pal Singh, Ex Director (HR), NTPC Ltd.
Ex-Officio Member : Secretary, DPE, Government of India
Member Secretary:Jt. Secretary/Additional Secretary, DPE, GOI.
Salient terms of reference:
1. The Committee will make its recommendations to the Government within a period of six months from the date of its constitution and have its headquarters in Delhi.
2. The decision of the Government on the recommendations of the Committee will take effect from 1.1.2017.

It is high time that the wage negotiations start in BSNL for the non-executives.

Welcome Agreement on Minimum Wages for contract workers in Kerala.

After 5 months of militant struggle, in which leaders of BSNLEU and SNEA were suspended, transferred and charge-sheeted, the Kerala BSNL contract workers have won their demands for higher wages. As the orders issued on the basis of the agreement reached between the union and the circle Management,  the new rates are as follows:

  1. Unskilled Labour : Rs.318 ( Rs. 236 earlier)
  2. Semiskilled Labour: Rs. 343 (Rs. 258 earlier)
  3. Skilled Labour : Rs. 351 (Rs. 258 earlier)
  4. Out door workers will get Rs.17/- as transport allowance.
  5. Variable DA will be in addition.
  6. These rates will be implemented from 1st August 2015.
  7. These rates are based on the minimum wages for Kerala State.

We congratulate the BSNLEU, BSNLCCWF and SNEA leaders and workers who organised the struggle and fought to the end. Com.K.Mohanan, Circle Secretary BSNLEU and Circle President BSNLCCWF, N.R.Somasekharan Nair, CS, BSNLCCLU and George Verghese, then CS SNEA along with the other leaders in the circle led the militant struggle. Coms. V.A.N.Namboodiri, President, BSNLCCWF, P.Abhimanyu, GS BSNLEU and K.Sebastin, GS SNEA and other leaders from CHQ negotiated with the BSNL Management at each and every stage.

Congratulations for the casual contract workers of Kerala for their great victory!
