It was four years earlier, on this day, 21st October 2009, that the mighty organisation of the pensioners, All India BSNL DOT Pensioners Association (AIBDPA) was born. In the National convention of BSNL-DOT Pensioners held at New Delhi on 21st October 2009, this new organisation was formed.It was a long waited dream of the BSNL-DOT Pensioners.
During the last 4 years, the organisation has strengthened and is now the biggest organisation of BSNL-DOT Pensioners. It has taken up the issue of the pensioners in general and that of BSNL-DOT pensioners in particular. AIBDPA organised several agitational programmes including a Parliament March and focussed the attention of the Government and the BSNL Management on the urgent and long pending demands of pensioners.It participated iin all the programmes of BSNLEU and BSNL Forum, with which it has got close association.
The First All India Conference of AIBDPA has been a historic event both in view of the high level of discussions, massive attendance and the decisions taken. The CEC held at Jaipur recently has charted out the path ahead.
AIBDPA CHQ has called upon all the units to observe 21st October, the birth anniversary of the organisation in a suitable way by hoisting the Union Flag, holding meetings etc.
We have many issues to be settled and we will certainly ensure that the same are achieved.

Meeting of the Working Committee of BCPC
A meeting of the available members of the Working committee of BCPC was held at 13-C, Feroze Shah Road, New Delhi on 19th October 2013. Shri S.C.Maheswari presided. On behalf of AIBDPA Com. V.A.N.Namboodiri, Advisor attended.
The meeting considered the resignation of Shri S.S.Ramachandran from the post of Chairman and accepted the same with reluctance. Shri S.C.Maheswari, Secretary General, Bharat Pension Samaj, was unanimously elected as the new Chairman, BCPC.
Shri D.Balasubramanian, General Secretary All India Federation of Pensioners Association, Chennai and a representative to be decided by the National Federation of Railway Pensioners Palakkad may be elected Vice-Chairmen of BCPC.
The next AGM may be held soon after Holi at New Delhi, the date for which will decided later.
The Draft Terms of Reference for the VII Central Pay Commission with respect to Pensioners were discussed and finalised in the meeting. In addition to general demands, it was mentioned that these recommendations should apply to all Central Government Pensioners, Ex-Servicemen, Pensioners of those PSUs like Prasar Bharati, BSNL, MTNL, FCI etc. constituted by absorbing the respective departmental employees.

JAIPUR CEC OF AIBDPA CONCLUDED SUCCESSFULLY.

The Central Executive Committee Meeting OF AIBDPA being held at Jaipur on 5 -6 October,2013 has been concluded most successfully at 1730 on 06-10-2013.
The CEC adjourned yesterday night resumed at 0900 on today was addressed by Com.V.A.N.NAMBOODIRI,Advisor,AIBDPA and President,BSNLEU giving a good account of developments worldwide and in our country.He assured all the support for achieving the genuine demands of the pensioners including
78.2% IDA fixation to the pensioners. Com.P.Abhimanyu while addressing the Open Session yesterday had also had stated that on 78.2% BSNLEU will pursue the issue until it is achieved.
All the CHQ office bearers and Circle Secretaries participated in the discussion and Com.K.G.Jayaraj ,GS summed up.He also presented the proposal for
future course of action on the pending issues including early issuance of orders on 78.2% IDA fixation.
1.PROTEST DAY ON 25-10-2013.DEMONSTRATION AT DISTRICT/
BRANCH LEVELS AND SENDING FAX MESSAGE TO THE MINISTER
FOR COMMUNICATIONS AND DOT SECRETARY DEMANDING
IMMEDIATE ISSUANCE OF ORDER ON 78.2% IDA FIXATION TO
BOTH PRE AND POST 2007 BSNL PENSIONERS BY ALL UNITS.
2.CIRCLE/CCA OFFICE MARCH ON 28-11-2013.

The Central Executive Committee Meeting of the AIBDPA will start at 1000 AM on 5th October 2013 at Jaipur. All arrangements have been made ready for the holding of the CEC. Com. Ananta Kumar Bhattacharjee, Senior leader and President of the Association will preside. In the Open Session to be held in the evening on the same day All India leaders will attend and address.
As the biggest organisation of the DOT-BSNL Pensioners, the entire fraternity of the pensioners are interested in the proceedings and the decisions to be taken in the CEC.

Coms. V.A.N.Namboodiri, President, BSNLEU and K.G.Jayaraj, General Secretary, AIBDPA met Smt. Annie Moraes, Member (Finance), DOT and discussed about implementation of the 78.2% IDR fixation for pensioners. The union representatives requested that the orders be issued without further delay. Member(F) stated that the matter is being forwarded to the Department of Pension and Pension Grievances and after getting it back will sent to Department of Expenditure. After these clearances the order will be issued. Maximum effort is being taken for issue of order early she stated.
The union representatives also wanted that the anomaly in pension for those retired in the first ten months of formation of BSNL be settled early as agreed in the SCOVA meeting. She assured early settlement.

The union leaders also met DDG (Estt.) Shri Khanna and discussed the pending issues connected with the Pensioners.

As per the call of All India BSNL-DOT Pensioners Association (AIBDPA), massive dharnas participated by hundreds of pensioners were held in each and every SSA demanding settlement of issues raised by the association in it’s Charter of Demands.
In Bangalore TD, hundreds of pensioners participated in the dharna held before the CTO complex premises. District Secretary Com. Prakash and other leaders led the dharna. Com. V.A.N.Namboodiri, Advisor AIBDPA as also President, AIBDPA addressed and spoke about the latest position of the 78.2% IDA fixation for pensioners, medical allowance issues etc. etc.

BSNL-DOT Pensioners on Dharna on 29th August

BSNL and DOT Pensioners will be sitting on Dharna on 29th August 2013 at SSA/Circle levels demanding settlement of their long pending issues. The dharna is being organised as per the call of All India BSNL-DOT Pensioners Association(AIBDPA). The demands include pension revision with 78.2% IDA revision to both pre-2007 as also post-2007 retirees, increase in Medical Allowance and other demands already brought to the notice of the BSNL Management and DOT.
The 78.2% IDA Pension revision has been included as an important item in the Charter of Demands of BSNLEU and United Forum of BSNL Unions, which have called for one day strike on 27th September.
All the SSA/Circle Units are requested to participate in the dharna in a massive way.

Meetings with Member (Services), Joint Secretary (T), Advisor (Finance), DDG(Admn), Director (Estt.) all in DOT and GM (Estt.) BSNL
Com. V.A.N.Namboodiri, President, BSNLEU & Advisor, AIBDPA, Com. K.G.Jayaraj, General Secretary, AIBDPA, Com. Animesh Mitra, Acting General Secretary, BSNLEU and Com. S.C.Bhattacharjee, Treasurer, BSNLEU had meetings with Shri V.Umashanker, IAS, Joint Secretary (T), Ms. Nirmala Pillai, Advisor (Finance) and Shri S.C.Sharma, DDG (Estt) on 6th August and Shri S.C.Misra, Member (Services), Shri Prachish Khanna, Director (Estt.) DOT and Shri R.K.Goyal, GM(Estt.) BSNL on 7th August 2013.
The following issues were discussed:
1. Issuing order for 78.2% IDA Fixation for pensioners both pre-2007 and post-2007.
This is being processed and orders can be issued after receipt of the clarifications sought from BSNL by DOT. This was the reply given by DOT officers. However, the union leaders collected the copy of the letter sent by DOT and met GM(Estt.), BSNL, who agreed to send the reply to DOT tomorrow, 8th August, itself.
2. Anomaly in Pension to those retired within 10 months of formation of BSNL
After much efforts it is understood that the file is with the AO(Finance), DOT. It will be further persued with Member (Finance).
3. Refund of BWA Spectrum charges to BSNL
The Joint Secretary (T) stated that it is being arranged to the advantage of BSNL. The issue is already with the GoM on “Revival of BSNL & MTNL”
4. Discrimination by High Power Committee of C.O. on Compassionate Ground Appointments:
The leaders had a long discussion on this issue with the GM (Estt.). They cited specific cases wherein though those who scored more points were denied appointment while those with
Less points were given postings. They cited the examples of Kerala, W.Bengal etc., where despite vacancies, cases were not settled. The GM (Estt.) stated that the decision of the C.O. High Power Committee is final. The leaders disagreed on this and other points.
5. Unwanted intervention of C.O. in denying chance to TSM to appear in the examination for promotion TM – case of NE-II circle
The GM (Estt.) stated that this is being settled.
6. Upgradation of Asansol for grant of HRA
This is being examined.

Parliament Session – FDI in pension and insurance

The government wants to being FDI in pension and increase FDI in Insurance sectors. The European and US imperialists have been continuously pressurising the government of India for the same so that their MNCs who have got huge funds with them can invest and reap maximum profits. During the visit of Finance Minister P.Chidambaram and other ministers in US, they have assured the foreign investors that the government is seriously trying address the issues raised by them. And FDI in both the sectors are a priority for them.

It is reported that the main opposition, BJP, has agreed to reconsider their objection. This is only a matter of time.

The workers in Insurance sector have been continuously opposing FDI and had been successful so far, to a certain extend in containing FDI increase. The Central/State government employees and other workers have been stoutly opposing FDI in Pension. A big Parliament March was organised last year against PFRDA Bill. The PFRDA Ordinance is issued, but it will have to be passed in the Parliament.

There is no other way, but unitedly fight the menace of FDI with support of the people.
