Insurance Bill passed in Rajya Sabha – Congress supports the Bill

Rajya Sabha yesterday, 12th March 2015, passed the Insurance Laws (Amendment) Bill 2015, increasing FDI in Insurance Sector from 26% to 49%. The Congress and NDA shamelessly supported the bill and allowed it to pass in the Rajya Sabha, where the ruling party is in a minority. The amendments moved by the Left Parties, which strongly opposed the bill, were defeated jointly by the NDA and UPA.

The Corporates and MNCs were jubilant and expressed their happiness that the Modi Government has passed the bill. According to some of them, more than Rs. 20,000 crore foreign funds are expected after the passing of the bill.

But the sinister fact is that the entire insurance sector, where there is big profit, is going to be taken away by foreign finance. Serious attack will come on the PSU insurance companies. The present subscriber satisfaction will come down.

The Insurance workers have organised a s complete strike on 9th March against the bill, which was a complete success. They are sure to continue the struggle to save the Insurance Sector. Our full support and solidarity to them.

Sustained struggles are required to defeat the anti-working class policies of the government.

Cyprus: Massive rally organized against austerity

A massive rally was organized on March 4th, 2015 in Cyprus by trade union Confederations against the European Union, Troika and their policies of austerity and poverty for the people.

“Society resists and demands” was they main slogan of the rally attended by more than 10,000 protestors.

Unemployed, Workers, Farmers, Students and Self-Employed joined forces in the rally which took place outside the Conference Center in which the European Central Bank was holding its meeting.

The General Secretary, George Mavrikos joined and addressed the rally expressing the solidarity of the international class-oriented trade union movement in the struggle of the Cypriot people.  (WFTU Report)

Left Parties to Protest during President Obama visit

New Delhi, Jan 2: Leaders of six Left parties met today to chalk out agitational programmes during the upcoming visit of US President Barack Obama to protest the growing links between the Narendra Modi government and “imperialism”.

CPI(M), CPI, CPI(ML) Liberation, RSP, Forward Bloc and SUCI (Communist) decided in principle to stage protest actions during Obama’s visit, details of which would be chalked out later.
The intent of the protests is to focus people’s attention on the strategic relations between India and the US, including defence cooperation, with Washington trying to step up arms sales to New Delhi.
A few months ago, the six parties had decided to create a broad Left platform, involve more like-minded parties and groups, and launch joint movements to fight against neo- liberal policies, communalism and imperialism.

Central TUs Strongly Oppose closure of PSUs

The decision of the government to close sick PSUs has been condemned and strongly opposed by the Central Trade Unions. They have stated that there is no justification for the closure and the decision should be rescinded. They also suggested that these PSUs can be revived, if the government changes its policies.

The government earlier decided to close about 25 PSUs which are in loss, including BSNL and MTNL. In the first stage, it proposes to close PSUs, viz. HMT Watches, HMT Chinar Watches, Hindustan Cables, Hindustan Photo Films, HMT Bearings and Tungabhadra Steel Products. There are about 3,600 employees who will lose their jobs if the companies are closed.

The move of the government is only to close the PSUs, one after another to favour the corporates and private business and also to help them to increase their profits and eliminate competition from the PSUs.

The strong position taken by the Central Trade Unions should be supported by the entire trade union movement in the country. The National Protest Day on 5th December 2014 called for by the 11 Central Trade Unions should  be made a gigantic protest movement by participation of crores and crores of workers from all industries, central/state government employees, PSUs etc.

We demand that the government should drop the proposal to close the PSUs; instead its should take urgent action to revive these loss making PSUs.

Keep the Coal Mines with the PSU, Coal india

The NDA government’s move to reallocate and auction the coal mines consequent to the cancellation of the earlier licences, is nothing but moving towards denationalisation. The coal is a nationalised property and it should remain so. Instead of auctioning all the coal mines, these should be handed over to the Coal India Limited (CIL) for mining. Handing over the valuable mines to private companies should be stopped.

CITU and other trade unions have strongly protested against the wrong move of the government.

Implementation of Deloittee Recommendations in Maharashtra Circle kept in abeyance

As soon as the letter of the BSNL C.O. received regarding the implementation of Deloittee Committee recommendations with regard to the SSA concept (reducing the present SSAs by merger), Forum Convener wrote to the CMD that this is on violation of the assurance given to the Forum by the CMD and the implementation should not be done.

On 20th October all the Circle secretaries of Maharashtra Circle under the initiative of Com. Nalwade, CS, BSNLEU,jointly met the CGM and expressed their strong protest. The CGM stated that in view of the strong protest of the employees, he will refer the matter to c.O. and will not implement the recommendations.

Congratulations to the Circle secretaries of Maharashtra.

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

Against Deregulation of Diesel Prices

The CPI(M) condemns the deregulation of diesel pricing. This is nothing but an abdication of the responsibility of the government to control and regulate the prices of a crucial item of fuel which has a direct impact on the prices of all essential commodities.

The deregulation has been announced along with a reduction in the retail price of diesel following a sharp decline in the price of crude oil in the international market. However, it is absolutely wrong to link the deregulation to the reduced diesel price. Given the volatility of crude oil prices in the international market, the rise in prices of crude oil is much more than the occasional drop. After deregulation when the international prices rise, there will be a consequent increase in the prices of diesel in India.

The Modi government has completed the dismantling of the administered pricing mechanism for petroleum products and introduced the import parity pricing in line with the prices of finished products in the international market. This will only help the oil companies including the private ones.

The CPI(M) demands that the government restore the administered pricing mechanism and a cost plus pricing method which will lower the domestic price of petrol and diesel.

Gas Pricing

The Modi government has not followed the UPA government in accepting the Rangarajan Committee faulty prescription for doubling of the gas prices. It has increased the price of gas to $ 5.61 from the existing $ 4.2. However, it is reported that there is a provision for premium for gas explored from deep-sea fields and for revision of prices every six months. This raises the question whether more increases in gas prices are in the offing.

The CPI(M) reiterates that the pricing system should not be based on the average of prices ruling in international hubs without any reference to the domestic cost of production of gas. Under this, any increase in gas pricing means a windfall gain to gas producers and increasing burden on the people.

Delivery of Subsidised LPG

The announcement of cash transfer scheme through banks for delivery of subsidy for LPG cylinders will lead to the exclusion of a substantial section of the people entitled for the benefit of the LPG subsidy. A large number of ordinary people still do not have access to banking services despite the much touted “jan dhan yojana”.

While the Lunch hour protest Demonstration called by the Forum of BSNL Unions/Associations against the retrograde and anti-worker recommendation of the Deloitte Committee will be held at SSA and Circle Levels on 12th August itself, the Demonstration at BSNL Corporate Office at Delhi will be organised on 21st August, on the day of the meeting of the Circle Heads, instead of on 12th August as decided earlier. This has been necessitated since the meeting of the Circle Heads scheduled for 12-13 August has been postponed to 21-22 August 2014.

Defeat the move to change the labour laws to suit the employers

The Rajasthan BJP Government headed by Vasundhara Raje has started amending labour laws to suit the requirements of the employers and the corporates, which heavily curtails the rights of the workers and make them insecure and victims of the employers.
Some of the amendments already made are:
1. Amendment to the Industrial disputes Act to the effect that government’s permission will not be required for retrenchment up to 300 workers. At present, permission is required for retrenchment of 100 or more.
2. At present a union which have got 15% strength of workers will be treated as representative union. But after the amendment it will require 30%.
3. At present Contract Labour Act is applicable to companies with 20 workers. As per the amendment adopted, it will require 50 workers.
4. The factories Act are applicable to the units over 10 workers with power and 20 workers without power. Now the amendment has modified it to 20 and 40, double of the earlier limit.

These are all sharp attacks on the working class and their trade unions. The labour laws are being changed to maximise the profit of the employers and bring in a ‘hire and fire’ policy. Unless this is opposed and defeated the working class will be in dire straits. Labour laws made after sustained struggles by the working class can not be allowed to be changed at the whims and fancies of the government to suit the profit hungry employers.
