Another ‘New Telecom Policy’ to favour corporates?

Communications Minister Manoj Sinha had stated that the government is preparing a New Telecom Policy which will will be discussed with all stake holders. The report in the press is given below. Every time a New Telecom Policy has been announced, it has been for the benefit of the private companies. The first NTP was to allow the private companies to enter the telecom sector. Every NTP afterwards has been in favour of the private corporates. it is certain that this will also be in the same route.

“New Delhi: A national telecom policy is currently under formulation and will be made public “soon” for stakeholder consultation, telecom minister Manoj Sinha has said.

The upcoming policy will look at areas like technology innovation and security as well as plug “loopholes”, the minister promised but did not elaborate on the specifics.
“We are framing national telecom policy…we have done a lot of work on this. Once it is formulated, we will put in on the website for comments of general public, academia, industry and then we will go to the Parliament,” the minister told PTI in an interview.

He said that at a broad level, the policy will be driven by technology innovations, among other aspects. “There are many things which change with time…we will take all that into consideration,” he said, adding it will also address “loopholes”. He was responding to a question on gaps that the new policy will seek to address over the National Telecom Policy (NTP) 2012.

Asked about the time frame for finalising the new policy, Sinha said he expected it “soon”. “I am hopeful that it will come soon. First, we will initiate a consultation…maybe the implementation will take some time but we will soon put in on the website so we can seek people’s opinion,” he pointed out.

Sinha vowed that reforms, especially consumer-centric ones, will continue in the telecom sector and hinted that some announcements were in the offing. “Reforms will continue…Yes, it will move, and move swiftly…you will soon see some things…In the coming days, there will be some news regarding reforms, and it will be consumer-centric,” he said but declined to divulge details.

The telecom ministry has issued technology-neutral telecom licences under the NTP 2012 which was de-linked from spectrum. Other reforms that have been undertaken include finalisation of spectrum trading and sharing rules, full mobile number portability, increasing spectrum supply for the industry, Right of Way norms and electronic know-your-customer (KYC). However, it is yet to meet certain targets like 2-megabits-per-second broadband speed for consumers and formation of the National Mobile Property Registry.”

The govt. move to invest more EPF funds to market fails.

The move of the government to increase the flow of more EPF amount to the market or ETF( Exchange Traded Funds) failed due to strong opposition from the Central trade Unions. The meeting of the Labour Minister Bandaru Dattatreya with unions could not come to any conclusion. However, it seems that the government is not back-tracking. The Minister announced after the meeting that he will take a decision within a few days on the issue and the unions’ views will be taken as a feed back.

The entire stakeholders in the EPF should protest this anti-worker move so as to safeguard the hard earned money of the workers.

Communications minister Ravi Shankar Prasad is always speaking about BSNL and assurances of the Govt. for its revival.

Words are not sufficient. Action is required. Kindly see that the Rs.6,700 crore spectrum refund charges, Rs.1,250 crores sanctioned by the USOF for the loss making rural services and the Income Tax refund coming to about Rs. 10,000 crores be mad available to the BSNL at the earliest so that the PSU can purchase equipment and expand the services.

Good Quality Service Integral to Credibility – Minister Communications

” The telecom operators need to recognise that a good quality of service is integral to their credibility. They need to do three things – properly reconfigure their network, spend on infrastructure and ought not to sacrifice on voice for the more lucrative data.” – Communications Minister Ravi Shankar Prasad to Business Line.

Well Mr. Minister. But what about releasing the more than Rs. 6,000 crore towards the refund of the spectrum surrendered by BSNL and Rs. 1,250 allotted for 2013-14 by the TRAI in lieu of ADC? If these amounts are released and paid to BSNL, it will be able to procure equipment, reconfigure the network, improve infrastructure and a better service.

Along with press statements, please implement your assurances also to revive BSNL. It will bring credibility to your words.

Call Drops – Audit of telecom companies ordered – Communications Minister

The Department of Telecom will undertake special audit to assess the coverage and quality of service of all mobile operators in the metro cities to assess the gravity of problem to call drops. This was stated in a written reply given in the Parliament by the Minister of Communications Ravi Shankar Prasad.

“The TERM cells (field unit of DoT) have been asked to take up the special audit to assess the coverage/quality of service in metro/capital cities of all mobile operators network in order to assess the gravity of problem of call drops,”  the Communications  Minister stated.

There has been several complaints of call drops, especially in the metro cities. Many MPs had also raised the issue in the Parliament.

Though the call drops of BSNL is stated to be less than others, it also will have to seriously look in to the matter and ensure for a better service, which will attract more customers.

No Privatisation of Railways – Railway Minister

The Railway Minister Shri Suresh Prabhu has stated that there will  be no privatisation of the Railways.  Well and Good!

The strong opposition of the Railway workers had its immediate effect. But any time,the proposal for privatisation can come, because it is the policy of the government.

BSNL -MTNL Merger. Forum requests for a meeting with the Communications Minister

The Forum of BSNL Unions/Associations of Non-Executives and Executives has addressed a letter to Shri Ravi Shankar Prasad, Communications Minister seeking a meeting with the minister to present our views on the proposal of the Ministry to merge BSNL and MTNL.
The Forum has taken a stand even earlier that the merger of BSNL and MTNL is to be considered only after the issues including the HR are settled in discussion with the Unions/Associations.

Forum will meet on 25th June on Revival of BSNL

The Forum of BSNL Unions/Associations will be meeting tomorrow, 25th June, at the Local Council Room, NTR, Eastern Court, New Delhi at 04.00 PM to discuss about the Revival of BSNL. The Forum has already given a detailed letter to the Communications Minister Ravi Shankar Prasad on the Revival of BSNL and has requested for a meeting to present our views. So far the meeting has not taken place.
Communications Minister had already stated that action will be taken to revive BSNL and MTNL and had a meeting with the Management of both these PSUs. The details of the discussions are not available, but it is felt that some move is there in this connection.
The Forum wants a detailed discussion with the Minister at the earliest. The Forum meeting tomorrow will review all these developments.

Communications Minister for Revival of BSNL, MTNL

Communications and IT Minister Shri Ravi Shankar Prasad has stated that he would personally oversee the revival of BSNL and MTNL. He also stated: “I will undertake a provocative role in monitoring performance of these companies. I will have network operating system installed in my office which will monitor the performances of the towers in all the circles. The circles with low performances will be questioned.”

The statement of the Minister is much welcome. There has been no systematic check up for the improvement of the BSNL, MTNL services so far.

But this alone is not sufficient. There are many urgent actions to be taken on which the Forum of BSNL Unions/Associations has already given a memorandum to the Minister and sought for an appointment. The Minister has not found time to meet the Forum, although he was quick to meet the private companies to get their opinions. The Communications Minister should meet the representatives of the workers, who also have got very important suggestions for the revival of BSNL and MTNL and also for improvement of services to the people. Hope the Minister will act on his promise.
