CITU condemns central government decision to withdraw benefits to workers.

New Delhi, April 4: Centre of Indian Trade Unions (CITU) strongly condemns the decision of the government of India to withdraw the benefits under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, for the MGNREGA workers.

The government of India has directed all the state and UT governments to withdraw registration of MGNREGA workers under the Building and Other Construction Workers (RECS) Act vide Labour Ministry’s Order dated 10th February 2017.

It is to be recalled that the decision to include MGNREGA workers who have completed 50 days of work, under the Building and Other Construction Workers Act, was taken in 2013 after the Supreme Court has directed the government in 2012 to issue appropriate directions for the effective implementation of the Act.

It is highly regrettable that instead of taking measures to ensure effective implementation of the Act and that the welfare benefits under the Act reach the workers, the government has denied the poor workers the benefits to which they were entitled. Less than 32% of construction workers were registered under the Act as in January 2016. The amount collected as cess was Rs 24277.38 crores while it has been estimated that Rs 70270 crores ought to have been collected. And out of this only a measly sum of Rs 5684.8 crores has been spent for the benefit of nearly 2.3 crores workers registered with the board.

Since the BJP led government has come to power at the centre in 2014, it has been attacking the MGNREGA. Adequate funds are not being provided. The number of days of work provided under MGNREGA was less than 50 at the national level, making most of the MGNREGA workers ineligible even as per the earlier direction. In such a situation, instead of taking measures to improve their conditions, withdrawing even the existing benefit is deplorable.

CITU demands that government of India to immediately withdraw the concerned direction to the state and UT governments and continue registration of MGNREGA workers under the Building and Other Construction Workers’ Act.

CITU calls upon all the organisations of MGNREGA workers and the building and construction workers, irrespective of affiliations to join together to bring pressure on the government to withdraw the concerned direction to the state and UT government. It calls upon all its state committee to support the struggle of the MGNREGA workers against the withdrawal of their benefits’

Delhi Government increases welfare schemes and increase in benefits to Construction workers.

it is reported tat the Delhi Government has increased the financial benefits of the construction workers, mostly migrant workers. The increase is in Assistance for education, marriage of daughters, maternity benefit, pension benefit, advance for purchase of house, loans, medical assistance etc. Most of these benefits has doubled or more.For example Maternity Benefit is increased from Rs.10,000 to Rs. 30,000; Marriage of daughters from Rs. 10,000 to Rs. 51,000; Death benefit from Rs. 50,000 to Rs. 1,00,000 etc. etc.

There are crores of construction workers in Delhi, migrant or other wise. The Delhi government has to ensure that not only announcement is made, but it is faithfully implemented.

Construction workers to get ESI benefits.

The Employees State Insurance Corporation ha decided to extend the health  benefits to the lakhs of construction workers.

“The Employee State Insurance Corporation (ESIC) has approved extending benefits of the ESI scheme to workers deployed on construction sites from August 1, 2015,” said an official of the ESI.

This is certainly a welcome step. It is not understood why the benefit was not extended earlier?

Contract Workers (construction) on Strike from 1st June In Jammu and Kashmir

The construction workers of Jammu & Kashmir working in organized and unorganized sector will go on one day National Strike  on 1st June, 2015 on the call given by Construction Workers Federation Of India (CWFI) affiliated with CITU for the demands such as proper implementation of All India Building and Construction Workers Act in all states, Enroll all the Construction Workers, Brick kiln workers, quarry workers, and stone Crushing Workers, in state welfare Board, Ensure representation for CITU in Tripartite State Welfare Boards, Increase the existing welfare benefits substantially, No diversion of board funds to other purpose, increase pension to Rs. 2000/- per month and reduce age of pension eligibility for women to 55 years, allotment of more funds for infrastructure and development works by both the governments, do not liberalize FDI in construction sector, Govt. should take steps to reduce the prices of construction materials like cement, steel, paints etc., Ensure housing for construction workers, Implement RSBY and increase the limit of medical benefit from Rs. 30,000/-, All India Identity Cards (Smart Cards) to be issued to the migrant workers, Minimum wages for unskilled workers Rs. 15000/-, Registration of worker within a week, early disposal of all claims of registered workers, Stop corruption in welfare board. It was decided in a meeting of state committee of CITU presided over by Sham Prasad Kesar, Sr. Leader of CITU  held at 27-A Gandhi Nagar, Jammu, other attended the meeting were Om Prakash, General Secretary, Jagdish Sharma, Ramesh Chand, Raj Kumar etc.
