32.4 crore senior citizens by 2050 – Help Age India report.

The senior citizens, those who are above 60, are fast increasing in India. At present they constitute 8 % of the population, which comes to about 9.6 crore, but which may increase to about 32.4 crore by 2050, according to the report of the Help Age India, an organisation dealing with the old age people. Out of these, about 4.8 crore will be those above 80 years of age.

The aged in India are mostly ignored. Government servants and those employed in PSUs etc. get statutory  pension, but that also is stopped for those recruited after 01-01-2004. The pension being paid through PF scheme is mostly below Rs.1,000, which now government has ordered to have a minimum of Rs. 1,000. Though some state governments like Kerala has fixed an old age pension, though nominal, for all those above 60, most of the state do not have even  such a universal pension. The Help Age India has demanded that at least Rs.2,000 should be paid as minimum pension.

The elderly people require sufficient health care, which also is, completely lacking in India. Take for example the old widows of Brindavan, who are left with nothing except alms. They are living in pathetic conditions. Crores of old people live or exist in that way.

The government has to look in to the matter and ensure that the elderly people are cared and their misery is removed.

Comrade Animesh Mitra explained ins and outs of the condition of the Casual and Contract labourers who have been working last 15 to 30 years in BSNL (the then DoT). He mentioned despite of the agreement between Department of Telecommunication, Government of India and Service Unions at the formation of BSNL, all casual labourers will be regularized. But, after formation of BSNL, 15 years have been elapsed by BSNL on the different pleas on different times. He also mentioned that Casual and Contract workers have been performing the same and similar jobs of regular staffs but wages are not being paid on the basis of the minimum pay scale of the BSNL. He also mentioned that casual and contract labourers are entitled to get the social security measures EPF, ESI,  gratuity, House Rent Allowance (HRA), Transport Allowance, increment etc. but BSNL are not paying the same till date.  As per the Hon’ble Supreme Court interim Judgement in 2009 in Eastern Telecom Region (ETR),  casual labourers have been conferred  to the Temporary Status Mazdoor (TSMs) which was framed and introduced by Department of Telecommunication, GoI  in 1989. Same and similar Casual labourers are also entitled to get the TSM status as per recommendation of the Chief General Manager Telecom (Circle Head)  but BSNL has not given the same on plea of the Hon’ble Supreme Court judgement in 2006. The SAVE BSNL Campaign is on the move and strengthening. The Circle Conventions have already held in Chennai, T.Nadu, UP(E), Punjab, Kerala, A.P., Karnataka, Bihar, Rajasthan, NE-I, NE-II and TF Jabalpur. The Convention is fixed in  M.P. All these Conventions have been well attended and the All India leaders who participated spoke in detail and explained the demands as also the need to organise the Parliament March on 25th February and Indefinite Strike from 17th March 2015 a complete success. The signature campaign on the memorandum to be submitted to the Prime Minister is also being organised.

But still majority of the  circles are yet  to conduct the Conventions. The Signature Campaign has not caught steam. So far, none of the signatures collected have been received by the Forum. Except in a few circles, the Campaign has not started seriously. It should start immediately and all the signatures collected should reach the National Forum at least at the time of the Parliament March so that it can be codified and submitted to the Prime Minister.
