25th death anniversary of Com.N.P.Padmanabhan on 5th March 2019

the 25th death anniversary of Com.N.P.Padmanabhan (Pappettan) falls on 5th March 2019. He was the militant leader of the P and T workers. He functioned as the Secretary of NFPTE, Convener of the P and T Co-coordinating Committee as also the convener of the Confederation. He was dismissed for leading the 19th September 1968  strike and was taken back only after the Janata Government came in to power in 1977.

I have written a book in Malayalam on the life and activities of Pattettan  “N.P.Padmanabhan – the Militant Leader of the P and T Workers” , which was released in the last of Circle Conference of NFPE at Tirur. The day is being observed by the P and T workers all over Kerala.

High handedness of the DOT/Government – Salary not paid to BSNL Employees

Strong protest demonstrations were held all over India before Telephone Exchanges/GM Offices demanding immediate payment of the monthly salary for February 2019.Salaries are being paid on the last date of the month. But the February salary has not been paid so far on the plea that the management has got no money to pay. This is atrocious.

It is well known that BSNL has become loss making, only due to the anti-BSNL, Anti-PSU policy of the government and the mismanagement of the top level management. When the company was in profit, large scale corruption also took place. Various suggestions have been given by the unions/associations for improvement of the services as also for development. In order to favour the private telcoms, all kinds of restrictions were put on BSNL to ensure that it does not grow and make profit. BSNL was not allowed even to buy mobile lines, when there was good demand. Still the employees worked hard and ensured that better service is provided.

By the predatory pricing started by Reliance Jio, all companies have become loss making, including Jio itself, though by manipulation of accounts, it shows a small profit. This has been exposed by telecom experts. BSNL is also in loss. All private companies are taking loans and managing the services. But though BSNL is having only the minimum loans, despite repeatedly requested by BSNL management, it is not allowed to take loans by DOT. The fact that NITI Ayog has proposed either to privatise or close BSNL, though denied later, shows that Government is determined to destablise BSNL to favour Reliance Jio, which is owned by Mukesh Ambani, the close friend of Prime Minister Narendra Modi.

If BSNL has been allowed to take loan, the salaries could be paid. The contract workers in BSNL have not been paid wages for about three months or more. These are all part of the government proposal to privatise or close BSNL. The revival plans proposed by government are nothing but proposals to close the PSU.

As per the call of All Unions and Associations of BSNL (AUAB), Circle and District Unions have been meeting M.P.s and presenting Memorandum on the survival of BSNL and requesting to pressurize the government to help BSNL to survive and improve. It has been pointed out that if BSNL is not in the field, the entire 100 crores and mobile subscribers of all companies will have to pay at least three or four times the charges, since the private telecom will raise it as was in the case of petrol prices. To stop this increase in charges, the presence of BSNL is unavoidable.

Along with the M.P.s, the leaders of all political parties may be approached so that it becomes an important issue in the election as also afterwards.

Kolkata AIC of AIBDPA – Decisions

The Kolkata All India Conference has taken a very important decision on negative stand of the government on pension revision. The Minister of Communications,Shri.Manoj Sinha had given a categorical assurance to the AUAB leaders to the effect that Pension will be delinked from the wage revision and early action taken for the same. But DoT officers are still for pension revision after wage revision, posing themselves as super ministers. So it is a drama being enacted to deny and delay the Pension Revision.

The AIC has taken serious note of this violation and decided for an impressive protest action in the form of SANCHAR BHAWAN MARCH on 15-03-2019. The March will start at 0930 from Eastern Court and after the March we will join the NCCPA Fast at Jantar Mantar at 1100.

5 Airports to Adani – Protests galore

Five airports, including Thiruvananthapuram is being handed over to Adani on the basis of tenders given by the corporate. It is clear that certain mischief might have taken place. The employees and people of Thiruvananthapuram are on agitation against the handing over.

Don’t Touch Article 35A – CPI(M)

The people of Kashmir valley and all shades of political opinion there are highly perturbed by reports of the efforts to do away with Article 35A of the Constitution.

This has come in the context of the petitions being heard in the Supreme Court challenging the Constitutional provision and the fact that the Central Government has not made its position clear on the matter.

Article 35A confers the power to the Jammu & Kashmir state legislature to define who are permanent residents and their rights. Any attempt to tamper with this provision will fundamentally damage the special status accorded to Jammu & Kashmir under Article 370 of the Constitution.

The Polit Bureau of the CPI(M) expresses its strong opposition to the move to interfere with Article 35A. It calls upon the central government to make a public commitment that the Article will be retained intact in the Constitution.

NITI Ayog and DCC can not take authoritarian and anti-BSNL/MTNL decisions

NITI Ayog and Digital Communication Commission, which replaced the earlier Planning Commission and Telecom Commission respectively, are submitting recommendations and taking decisions one after another against the interests of BSNL and MTNL and also against the interests of the people. What is the justification for them to raise the issue of privatisation or closure of the telecom PSUs? In a blind dash to favour the Reliance Jio, the company owned by Mukesh Ambani, the richest person in the country, they want to weaken BSNL and MTNL and either hand them over to the private or close.

Both BSNL and MTNL have been serving the people at low cost and still continues to do so. Curtailing the PSUs to do business in a competitive manner and efficient service, DOT and government had put all blocks and barriers for the regular functioning of the PSUs. Still they are increasing their connections and service. Lakhs of additional connections are being provided by BSNL every month. It is because of all these, that the NITI Ayog and DCC have started fresh attacks against BSNL and MTNL.

BSNL, MTNL and their workers have to approach the people at large, exposing the negative role of the government and win their support for the fight against disinvestment, VRS, privatisation etc. in this sector.
People are the ultimate masters. Employees are engaged to serve them.

Kerala Government constructs accommodations for Migrant Workers.

The Kerala LDF Government has taken special initiative for the housing of the large number of migrant workers, including from UP, Bihar, W.Bengal and other northern states. Residential complexes constructed for their accommodation. A special programme called ‘Aawas’ is planned and cards are also issued in this connection.

Kerala has got lakhs of migrant workers doing various jobs in the state. Kerala government understands their difficulties and requirements. It is to be remembered that a large number of Keralites are working in gulf countries, US, Canada, Australia etc. and the government very well understand the problems of the migrant workers. Migrant workers also realise that Kerala is one best place to work and that there is no discrimination to them in Kerala.

National Convention of Trade Unions on 5th March 2019 at New Delhi

A National Convention of Trade Unions will be held in the Constitution Club Annexe, Rafi Marg, New Delhi (within the campus of Mavalankar Hall ) 1.30 pm on 5th March 2019.

The Convention will review the 2 days national strike on 8-9 January 2019 called by the central trade unions and also decided future course of action. In addition to the delegates from the CTUs, delegates from CG Employees, State employees, PSU employees including BSNL employees and other delegates will participate. 20 delegates from BSNL will be participating.

AIC AIBDPA – Address by General Secretary

Com. K.G.Jayaraj, General Secretary, AIBDPA addressed in detail the AIC of AIBDPA at Kolkata. It covered all the important points to be discussed in the AIC. The speech was much praised by the house.
