Comprehensive Change in Electoral Laws required – Left Parties.

New Delhi, Sep 27 Terming Supreme Court’s verdict on negative vote as a “minor” aspect of electoral reforms, Left parties today sought comprehensive changes in electoral laws, including steps to curb money and muscle power.

“The CPI(M) has been advocating comprehensive electoral reforms but these important issues have not been placed by the government before Parliament so far,” the party Politburo said in a statement.

Describing the Supreme Court judgment to include a ‘no vote’ on the ballot as “only a minor aspect” of poll reforms, it said “these matters are being dealt with in a piecemeal way by the judiciary.”

What was required was “comprehensive electoral reforms including the issue of proportional representation, urgent steps to curb money and muscle power, which must be discussed and adopted by Parliament”. the CPI(M) said.

The CPI welcomed the verdict but said it “does not rule out the possibility of a tainted and criminal candidate getting elected on the basis of the ‘first past post’ system”.

In a statement, it said the Left parties have been campaigning for comprehensive electoral reforms to provide for “proportional representation and prevent the use of money and muscle power to distort the people’s verdict”.

“A one-shot decision like the above alone will not serve the purpose of cleansing the electoral system,” the CPI said, calling for a push towards comprehensive electoral reforms which was “the need of the hour”.

In a landmark verdict, the Supreme Court today held that citizens have right to cast negative vote rejecting all candidates contesting polls, a decision which would encourage people not satisfied with contestants to turn up for voting.

NOTA – Rejection in Election

The Supreme Court on 27th September ordered that the voter has got the right to negative voting, meaning that he can reject all the candidates and vote as ‘None Of The Above'(NOTA), for which a separate button in the Election Voting Machine (EVM) has to be provided.
This is a decision giving the voter to reject the candidates and express his disapproval. This proposal has been pending for some time and now the SC has given the ruling. At the same time, the political parties are divided on this issue, with regard to what will be the impact and reaction from the people.

The Election Commission has already started preparation, since the elections are due in some states.

Pay Commission for CG Employees – Crocodile tears by corporates

The corporates and big business have started to shed crocodile tears for the finance condition of the country, after the decision of the government to form the VII CPC has been announced. Of course, whatever happens, there will be increase of the salary of employees, which is fully justified. But even the highest salary ( which probably is that of the Cabinet Secretary, being the topmost civil officer in the country) is nothing compared to that of the corporate honchos. Their salaries are in the range of anything from Rs. 10 crore to Rs. 50 crore per annum. Can any civil servant reach there? No. Then why these corporates and big business are shedding crocodile tears in the name of financial condition of the country?

If the media reports and other reports are to be believed these are the same people who avoid repaying loans of hundreds of crores of rupees to the banks. These are the same people who avoid payment of taxes by cheating the government. What right they have to say about the meagre increase in the wages of the employees?

The centenarians increase, Andhra first

A very interesting and happy news for the elders in the country. There are lakhs of people who are aged 100 years or more. In South Indian states Andhra Pradesh alone, there are 27,985 centenarians followed by 22,757 in Karnataka, 12,654 in T.Nadu and 5,431 in Kerala.
There are thousands of centenarians in other states also. Thus India has got lakhs of centenarians.

The top paid corporate leaders.

I am reproducing a report in the Economic Times on the top 10 coroporate leaders who are the top paid in the country. The workers can understand the Himalayan difference between the low paid contract workers and the top paid managers. It is almost 4,000 times more than the low paid workers.

NEW DELHI: Sun TV promoters Kalanithi Maran and his wife Kavery were the top paid corporates in India in the last fiscal with a package of Rs 56.25 crore each among the listed companies, replacing Jindal Steel’s Naveen Jindal from the pole position.

However, the impact of slowdown on Indian economy was visible on their pay packages as all three of them took some kind of cut in their packages in the last fiscal.

Jindal (at 3rd position with Rs 54.98 crore package) had over 25 per cent cut in his Rs 73.42 crore remuneration of 2011-12, while the Marans took a marginal cut of 1 per cent in their packages.

Interestingly, the top paid list has been dominated by the Marans and Jindal in last four years, who have shared the top spot twice among themselves — Marans (2009-10 & 2012-13) and Jindal (2010-11 and 2011-12).

Aditya Birla group chairman Kumar Manglam Birla, who was paid Rs 49.62 crore by his five listed firms together, was at the fourth position. Hero MotoCorp’s father-son trio, Brijmohan Lall Munjal (Rs 32.72 crore), Pawan Munjal (Rs 32.80 crore) and Sunil Kant Munjal (Rs 31.51 crore), occupy the next three positions in the top 10 highest paid executives list.

The collective pay of the 10 top-paid executives rose by only Rs 15 crore (4 per cent) to Rs 402 crore in the last fiscal, giving a reflection of the downturn in the economy.

The pay packages include salary, perquisites, commissions, profit-linked incentives, sitting fees and other benefits. The data has been taken from the annual reports of the companies that have so far been published.

Ramco Cements’ (formerly Madras Cements) P R R Rajha (Rs 30.96 crore) was ranked 8th, followed by Maruti Suzuki’s former Managing Director Shinzo Nakanishi (Rs 30.90 crore) and Divi’s Labs Murali K Divi (Rs 26.46 crore).

BGR Energy’s BG Raghupaty (Rs 13.19 crore) and Tata Motors’ former chief Carl-Peter Forster were the two notable omissions from the top 10 list. While Raghupaty’s package declined by 50 per cent in last fiscal due to the downturn in the business, Forster had left Tata Motors in 2011.

Interestingly, industry titans like Mukesh and Anil Ambani, Azim Premji, Anand Mahindra and Sunil Mittal does not figure in the top 10 highest paid persons list.

While Mittal (Rs 24.33 crore) is at 11th position, Amara Raja Batteries’ Jayadev Galla (Rs 23.48 crore), Larsen and Toubro’s A M Naik (Rs 21.06 crore), Hindalco’s D Bhattacharya (Rs 20.61 crore) and JSW Steel’s Sajjan Jindal (Rs 20.25 crore) occupy the next four slots in top 15 list.

Mukesh Ambani, once the country’s highest-paid executive, is at 16th position with a remuneration of Rs 15 crore, which has remained unchanged for the fifth consecutive year now.

There are only six Sensex companies, whose top executives figure among the ten top-paid executives. However, majority of the Sensex companies, considered as top-30 blue chip firms, saw their top executives’ packages rise in 2012-13.

Devaluation of Rupee, is it planned?

Devalued rupee, man made crisis

The rupee is devalued to such an extent that it becomes unbelievable. As per latest information, Rupee has come down to 68 for a dollar and 106 for pound. Same way with other foreign currencies. It is reported that a such a thing never happened for the last 20 years. The present period is compared to the 1991 situation.
Is this crisis man made, government made? It seems so. Because the Finance Minister is not worried and say there is no need to panic. In fact, it is almost very clear that the government is going to utilise the present crisis to bring further reforms to benefit the corporates and the MNCs. Already proposals are being mooted to hand over land at low price to the corporates, restrict the existing labour laws to suit the requirement of the big business and so on.
The Finanace Minister of India is turning himself in to the Finance Minister of the corporates and big business!

The IV Volumes of Capital, written by Karl Marx and Frederic Angels written one and half centuries back are still authority on a critical assessment of the economy of the capitalist system and connected matters.
It was on 16th August 1867, that the I Volume of the Capital was completed. It was published during the life of Marx. The later volumes were published after the death of Marx by his close associate and comrade Engels.
