Minister of State in the ministry of finance Shri P.Radhakrishnan has told the Lok Sabha on 06-04-2018, that there is no proposal to discontinue the system of Pay Commission and making alternate arrangements for the same. This was stated in answer to a question raised in the Parliament on 6-4-2018. There had been speculations about the continuation of the Pay Commissions and hence the question.

The Confederation of CG Employes and Workers have decided to organise a National convention at Hyderabad on 10th June 2018 for focusing the long pending issues of the employees and declaration of a strike for achieving the same. The circular issued in this connection is reproduced below:

STRIKE DECLARATION NATIONAL CONVENTION OF CENTRAL GOVERNMENT EMPLOYEES
Dear Comrades,
Attack on the working class and peasants as a whole and Central Government Employees in particular are mounting day by day. The entire working class and peasantry are on struggle path. The farmers long march in Maharashtra is the latest mass struggle. None of the 7th CPC related demands of Central Government Employees are settled. The assurance given by the Group of Ministers to the NJCA leaders regarding increase in Minimum Pay and Fitment formula is in paper even after a lapse of 20 months. Now the Finance Minister has replied in Parliament that “no change in Minimum Pay and Fitment formula is at present under consideration”. Employees who joined service after 01.01.2004 are retiring with a megre pension of 1000 to 2000 rupees only under the NPS Scheme. In effect, New Pension System has become No Pension System. Six lakhs posts are lying vacant for the last many years and now Govt. has issued orders to abolish all posts lying vacant for more than five years. HRA arrears, MACP Bench mark, Option-I for pensioners – Govt. is not ready to reconsider their stand. Three lakhs Gramin Dak Sevaks of the Postal department are waiting for two years for their legitimate wage revision. Exploitation of Casual and contract workers continue and equal pay for equal work is denied to them. Large scale outsourcing and privatization has become the order of the day. Privatisation of Railways and outsourcing of the work done by Defence employees are in full swing. 12 out of 17 Govt. of India Printing Presses are ordered to be closed. Same is the fate with other departmental printing presses including Railway printing presses. Autonomous body employees and pensioners are denied their rightful wage revision and pension revision due to the stringent conditions imposed by the Finance Ministry. Compassionate appointments have become a mirage.
Trade Union rights are denied. Orders banning dharna and demonstrations are issued. The draconian FR 56 (j) and Pension Rules 48 are misused as a short-cut to punish and victimize employees. JCM forums have become mere talking shops without any positive results. Recognition under CCS (RSA) Rules are delayed and Departmental Councils have become dead in many departments. Govt. sponsored unions are given undue patronage. Recognition of fighting organisations are withdrawn on flimsy grounds and trade union facilities are denied to the Chief Executives of recognised Associations.
It is in this background the National Secretariat of Confederation of Central Government employees & Workers has decided to fight back these retrograde policies by mobilizing the entire Central Government employees by unleashing intensive campaign throughout the country culminating in strike. To declare the compaign programme and the strike, a “National Convention of Central Government Employees” will be held at Hyderabad on 10th June 2018 Sunday from 10 AM to 5 PM.
Eminent trade Union leaders will attend the Convention. Venue of the National Convention is Sundaraiyya Vigmana Kendra, Bagalingampally, Hyderabad. About 1000 delegates from all states will attend the Convention.”

The Confederation of central Government Employees will be organising a National convention at Hyderabad on 10th June 2018. The following Charter of demands and the struggle programmes are the main agenda.
CHARTER OF DEMANDS
1. Settle 7th CPC related issues including increase in Minimum Pay and Fitment Formula, HRA arrears, MACP Bench Mark, Option-I for pensioners etc.
2. Withdraw contributory Pension Scheme (NPS). Ensure defined pension under CCS (Pension) Rules 1972 to all employees appointed on or after 01.01.2004.
3. Fill up all vacant posts. Withdraw the orders to abolish all vacant posts lying vacant for five years. Create justified posts for excess work. Evolve proper mechanism for Regional recruitment. Stop engagement of retired persons.
4. (a) Regularise Gramin Dak Sevaks and grant Civil Servant status. Implement positive recommendations of Kamalesh Chandra Committee report.
(b) Regularise all casual and contract workers. Evolve a new scheme for regularization of Casual and Contract Workers.
5. Ensure equal pay for equal work as per Supreme Court judgment and grant parity in wages and pay scales.
6. Stop closure of Govt. establishments. Withdraw closure orders of Govt. of India Presses. Stop outsourcing and privatization of Government functions.
7. Avoid abnormal delay in extending benefits of 7th CPC to Autonomous body employees and pensioners.
8. Remove 5% condition imposed on compassionate appointments. Grant appointment in all deserving cases.
9. Grant five time-bound promotions to all employees on completion of 8, 7, 6, 5 & 4 years of service.
10. (a) stop attack on Trade Union rights. Avoid delay in conducting verification of Membership under CCS (RSA) Rules 1993. Declare results and grant recognition in a time-bound manner. Ensure prompt functioning of various negotiating forums under JCM scheme at all levels.

13th February is the death anniversary of two great leaders of the Central Government and P and T employees.
It was on this day in 2000 that Com.N.J.Iyer, the indomitable fighter for the cause of P and T and Central employees, left us forever.
It was on this day again, in 2015 that Com. S.K.Vyas, the legendary leader of the Central government employees passed away.
Both of them were unparalleled fighters who led several struggles of the CG employees and achieved many results.
I had the fortune to be guided by them in my TU activities. I came in touch with both of them after the 1968 historical strike and especially during the inhuman victimisation of the workers who went on strike. Whenever I went to Delhi, I got one free meal from Com. Iyer and staying place by Com. S.K.Vyas at the Confederation Office premises. I avoided going to Dada Ghosh Bhawan, the CHQ of E.III since there was constant fight on the question of policies to be adopted and action organised with GS Com. O.P.Gupta.
After I shifted to Delhi in 1991 consequent to being elected as the President of E.3 Union (affiliated to NFPTE) there was constant touch and interaction with both of them, Com. Iyer as the GS of R.III Union and Com. Vyas as the SG Confederation. I still remember the confidence shown by Com. Iyer, by handing over the valuable original typed copy of the Article by Com.Dada Ghosh on ‘Origin of P&T Trade union movement’ which after getting typed a fresh copy, was returned to him.
Both were leaders with great vision served the workers in very difficult situations. Their lifestyle was the simplest. Both prepared their own food and served others when there were visitors. Vyasji used to come to Delhi by Bus from Rajasthan and after getting down from the bus walked about one kilo meter to reach Confederation office opposite Sir Gangaram Hospital, till the last days. Iyer was not different. The image of Com. Iyer marching with a red cap in his head, ahead of thousands of P&T workers through the streets of Delhi after the P&T Convention in 1972, from West Patel Nagar to Boat Club near Central Secretariat for many kilometers, as the commander of an army still inspires me. It was also noteworthy that the Communications Minister Shri H.N.Bahuguna, came to the Raisina Junction and received the memorandum, instead of waiting in his office for the delegation to come.
They were giants of the Trade Union movement who guided the workers at the most difficult times and showed the correct path to the future generations.

There are about 2 lakhs unfilled vacancies in the Railways! Due to non-filling up of the vacancies arisen by retirement etc. the Railways are acutely in shortage of staff, which hampers the smooth functioning of the biggest organisation, which caters to the travel needs of crores and crores of people.
Almost 20,000 – 30,000 employees are retiring every month with out any new recruitment. In the last one year alone, 21,678 employees have retired as per the reply given by Railway Minister to Com. C.P.Narayanan, M.P. The requirement will be much more if the development and new routes and trains are taken in to consideration.
While BJP had promised at the time of elections to ensure 2 crore new jobs every year, in the last four years of its rule, it could not provide even ten lakhs job. As in the case of Railways, even the existing vacancies are not filled.
The government should not ignore the need of the Railways as well as the unemployed. It should immediately act to fill up the vacancies in Railways.

We are reproducing below the relevant portion of the reply given by the Defense Minister on anomalies in implementation of One Rank One Pension to the war veterans. It may be remembered that the government was compelled to implement the OROP after pro-long and sacrificing struggle by the ex-servicemen. There were lot of complaints after implementation of OROP from the war veterans and the main complaint was that what is implemented is not at all OROP. But the Modi government was not prepared to look into the complaints and the war veterans had to launch another sustained struggle. There after the government agreed to appoint a Judicial Committee to examine the complaints and to make necessary recommendions . The Judicial Committee was appointed on 14-12-2015 and the report was submitted after 10 months, 0n 26-10-2016.
And the government slept over the report for 9 months and appointed another committee, called the internal committee on 19-07-2017, presumably after getting the question from the MP in this regard. The “sincerity and eagerness” of the government on such vital issue is thoroughly exposed.
Excerpts of reply by the Defense Minister in Parliament.
Some Ex-Servicemen Associations have been demanding changes in methodology for fixation of pension,periodicity of its revision, coverage of future Pre-mature retirees (PMR) cases, etc. The Government appointed One Member Judicial Committee (OMJC) onOROP to look into anomalies, if any arising out of implementation of OROP on 14.12.2015. The Terms of Reference of the Committee was as under:-
To examine and make recommendations on references received from the Central Government on the following matters:-
(i) Measures for the removal of anomalies that may arise in implementation of the OROP Letter No.12(1)/2014/D(Pen/Pol)/Part-II, dated 7.11.2015.
(ii) Measures for the removal of anomalies that may arise out of inter-service issues of the three forces due to implementation of OROP order ibid.
(iii) Implications on service matters.
(iv) Any other matter referred by the Central Government on implementation of the OROP or related issues.
In making its recommendations, the Committee shall take into account the financial impact of its recommendations.
Around 3200 representations for addressing the anomalies on OROP were received from individuals / Associations which were examined and issues referred to the Judicial Committee on OROP for its recommendations. The Committee submitted its report on 26.10.2016. An Internal Committee has been constituted by the Government on 19.07.2017 to examine the recommendations of OMJC with respect to feasibility and financial aspects.

Com. M.Krishnan, SG Confederation of CG Employees and Workers has issued the following statement:
LATEST POSITION REGARDING MINIMUM PAY AND FITMENT FORMULA — GOVT INFORMED STAFFSIDE NATIONAL COUNCIL JCM THAT INCREASE IN MINIMUM PAY AND FITMENT FORMULA WILL NOT COME UNDER ANOMALY COMMITTEE ITEM.
During the last 2 – 3 months both print and electronic media are continuously reporting that increase in 7th CPC Minimum Pay and Fitment Factor is under serious consideration of the Govt. and National Anomaly Committee will give its recommendation to Govt. and orders for increased Minimum Pay and Fitment Formula will be given effect from April 2018. We are reproducing below a letter from Govt. dated 30.10.2017 addressed to Secretary, Staff Side , National Council JCM stating that the demand for increase in Minimum Pay and Fitment Formula will not come under the purview of National Anomaly Committee. Further Govt. has not yet constituted the HIGH LEVEL COMMITTEE for increasing Minimum Pay and Fitment Formula as assured by the Group of Ministers including Home Minister Sri Rajnath Singh, Finance Minister Shri Arun Jaitley on 30.06.2016. The so-called Senior Officers Committee has also not discussed this agenda even though staff Side has repeatedly demanded discussion and settlement as per the assurance given by Senior Cabinet Ministers. Now 17 months are over. 32 lakhs Central Govt. Employees and 33 lakhs Pensioners are being continuously betrayed by the NDA Govt.

Confederation of Central Government Employees and Workers has called upon all its affiliates to organize Mass Dharna at all State Capitals on 17th October 2017 demanding immediate settlement of 21 points Charter of Demands submitted by it to the government. The Demands are given below:
CHARTER OF DEMANDS
1. Honour the assurance given by the Group of Ministers to NJCA on 30th June 2016 and 6th July 2016, especially increase in minimum wage and fitment factor. Grant revised HRA at the rate of 30%, 20% and 10% with effect from 01-01-2016. Settle all anomalies arising out of implementation of 7th CPC recommendations, in a time bound manner.
2. Implement option-I recommended by 7th CPC regarding parity in pension of pre-2016 pensioners.
3. Scrap PFRDA Act and Contributory Pension Scheme and grant pension and Family Pension to all Central Government employees recruited after 01.01.2004, under CCS (Pension) Rules 1972.
4. Treat GraminDakSewaks of Postal department as Civil Servants, and extend all benefits like pay, pension, allowances etc. of departmental employees to GDS.
5. Regularise all casual, contract, part-time, contingent and Daily rated mazdoors and grant equal pay and other benefits.
6. (a) No Downsizing, Privatisation, outsourcing and contractorisation of Government functions.
(b) Stop proposed move to close down Government of India Presses
7. Withdraw the arbitrary decision of the Government to enhance the bench mark for performance appraisal for promotion and financial upgradations under MACP from “GOOD” to VERY GOOD” and also decision to withhold annual increments in the case of those employees who are not able to meet the bench march either for MACP or for regular promotion within the first 20 years of service. Grant MACP pay fixation benefits on promotional hierarchy and not on pay-level hierarchy. Personnel promoted on the basis of examination should be treated as fresh entrants to the cadre for grant of MACP.
8. (a) Withdraw the draconian FR 56 (J) and Rule 48 of CCs (Pension) Rules 1972 which is being misused as a short cut as purity measure to punish and victimize the employees.
(b) Withdraw all trade union victimisations and attack on trade union facilities.
9. Fill up all vacant posts including promotional posts in a time bound manner. Lift ban on creation of posts. Undertake cadre Review to assess the requirement of employees and their cadre prospects. Modify recruitment rules of Group-‘C’ cadre and make recruitment on Reginal basis.
10. Remove 5% ceiling on compassionate appointments and grant appointment in all deserving cases.
11. Grant five promotions in the service carreer to all Central Govt. employees.
12. Abolish and upgrade all Lower Division Clerks to Upper Division Clerks.
13. Ensure parity in pay for all stenographers, Assistants, Ministerial Staff in subordinate offices and in all organized Accounts cadres with Central Secretariat staff by upgrading their pay scales. Grant pay scale of Drivers in LokSabha Secretariat to Drivers working in all other Central Government Departments.
14. Reject the stipulation of 7th CPC to reduce the salary to 80% for the second year of Child Care leave and retain the existing provision.
15. Introduce Productivity Linked bonus in all department and continue the existing bi-lateral agreement on PLB wherever it exists.
16. Ensure cashless, hassle free medical treatment to all Central Government employees & Pensioners in all recognized Government and Private hospitals.
17. Revision of Overtime Allowance (OTA) and Night Duty Allowance (NDA) w.e.f 01.01.2016 based on 7th CPC pay scale.
18. Revision of wages of Central Government employees in every five years.
19. Revive JCM functioning at all levels. Grant recognition to the unions/Associations under CCS (RSA) Rules 1993 within a time frame to facilitate effective JCM functioning.
20. Implementation of the Revised Pay structure in respect of employees and pensioners of autonomous bodies consequent on implementation of CCS (Revised Pay) Rules 2016 and Revised Pension Rules in respect of Central Government employees and pensioners.
21. Implementation of the “equal pay for equal work” judgment of the Supreme Court in all departments of the Central Government.
