Casual Labour in DOT and later in BSNL has always been paid the lowest of the wages recommended by the Central Pay Commissions. Wages as per the VI CPC was also implemented in the same way. VII CPC recommendations of Rs.18,000 as the lowest wage has been accepted by the government and same implemented for CG employees. But even after one year, BSNL management has not issued orders granting this lowest wage to the casual labours. This is complete injustice. The wages recommended by VI CPC and implemented for CG employees w.e.f. 2006 is still continuing for casual workers even after 11 years.

BSNLCCWF and BSNLEU have many times demanded that this should be implemented. Non-implementation is resulting in loss of thousands of rupees to the poor paid workers.

The BSNL Management should implement the lowest wage of CG employees to the casual labours working in BSNL without any further delay.

Delay in payment of wages to BSNL Contract workers

Many complaints are coming that the wages of the contract workers engaged in BSNL are  are not being paid for months together. This is painful and objectionable.

The workers are doing their duty and working hard to maintain the services. Agitations have started in many Districts against non-payment.

BSNL Management should ensure that regular payment is made to the contract workers.  BSNLCCWF and BSNLEU has already taken the matter with the Management.

Massive March to GM/CGM Offices by BSNL Casual Contract Workers.

As per the call of BSNL Casual and Contract Workers Federation (BSNLCCWF), massive March to GM/CGM Offices were organised at all places on the following demands.

1. No retrenchment of contract and casual workers in BSNL. Ensure job security.
2. Rs.18,000/- salary for all casual contract workers.
3. Implement corporate office order to make payment of minimum pay based on CLC order.
4. Implement the labour laws related to EPF ESI and other social securities.
5. Payment of Gratuity and Bonus for all.
6. Scheme for regularisation those who have completed 10 years service in BSNL.
7. Equal pay to equal work with a view of recategorisation of skill.
8. Wages should be paid in fixed date of every month.

At Kozhikode, more than 200 workers participated. Com.V.A.N.Namboodiri, All India President BSNLCCWF inaugurated. Coms. K.V.Jayarajan, SSA President, T.T.Asokan, Dist. Secretary, CCLU, M.Vijaya Kumar, Org. Secretary, BSNLEU, Bhagyalakshmi, Mahila Committee Convener, Suresh all India leader BSNLCCWF, P.V.Chandrasekharan AIBDPA and other leaders addressed.

09 August, 2017:2017.OBSERVE ALL INDIA DEMANDS DAY ON 10TH AUGUST

Dear Comrades,

You are aware that 10th August 2017 is to be observed as the “All India Protest Day” as per the call of the BSNLCCWF CEC Meeting decision against the retrenchment of many contract workers in the various circles. Struggles are being organised against these retrenchments. Despite orders issued by the CLC and BSNL Management, minimum wage is not being paid in most of the circles. On these major two demands and other long pending demands, ‘All India Protest Day’ is being organising by holding demonstration and submitting Memorandum to the local administration.

All of you are requested to fully participate in the programme. Contact the Circle/District Secretary of BSNLEU and organise the programme jointly.

BSNL Casual Contract Workers Convention at Kozhikode

More than 300 casual/contract workers, including about 100 women, attended the District Convention held at Kozhikode on 1st August 20171. The convention was intended to focus on the demands raised by the BSNL Casual Contract Workers Federation / BSNLCCLU on minimum wage, Bonus, recategorisation, EPF ESI etc. Convention was inaugurated by Com. A.K.Ramesh, District Vice President CITU. Coms. V.A.N.Namboodiri, All India President BSNLCCWF, K.Mohanan, Asst. Secretary General, Asokan, Dt. Secretary and other leaders addressed. Com. K.V.Jayarajan District President presided.

The Convention decided to organise the 10th August 2017 March to the CGM/GM Offices with massive participation.

CEC Meeting of BSNLCCWF at Meerut

An important CEC Meeting of the BSNL Casual and Contract Workers Federation will be held at Meerut on 22-23 July 2017. There is a big agenda before the meeting. Implementation of Minimum Wage and social security measures life EPF, ESI etc. are some of the most important items. Despite several acts of the Parliament, Government orders and BSNL orders, these are not fully implemented so far. The Contractors and some of the corrupt officers are exploiting the contract workers, denying them due wage etc.

Another issue is about the regularisation of the casual contract workers. On the plea of a Supreme Court order, regularisation is being denied since 2006. A serious struggle will be required in the matter.

Reception Committee members under the leadership of Coms. Upender Singh, Circle Secretary BSNLEU, Ansar Ali, Circle President BSNLCCWF, Naresh Pal, Circle secretary BSNLCCWF and other senior leaders, all preparations for the conduct of the CEC is being arranged.

Payment of Wages to contract workers in Jharkhand – Dy. CLC decision.

I am herewith quoting a report received from Com. Naresh Lal, CS, BSNLEU Jharkhand and leader of BSNLCCWF on a successful negotiation on the payment of wages to contract workers. The Dy CLC directed the BSNL management to pay Rs. 60,24,282 as wages to workers within three months. Our Hearty congratulations to the workers and leaders of Jharkhand.

“On 23.06.2017 a tripartie meeting held in the chamber of the Dy CLC(Central) Dhanbad amongst BSNL Dainik Bhogi Mazdoor Sangh Jharkhand
under leadership of Com Bhawan Singh the President of Union, BSNL Management Jharkhand represented by the Superintending Engineer
(Electrical) and Executive Engineer (Electrial) and the Labour Department.
This meeting was held to decide wage payment and also less wage payment to contract workers in Electrical wing in Jharkhand .
A claim for Rs. 60,24,282/- (Sixty lac twenty four thousand two hundred and eighty two) was raised for which management wanted a time slot for six months which was denied by the Dy CLC and granted three months to pay wage arrears and also difference of already paid less wage . Retrenchment two workers in Ranchi SSA was also raised which could not be discussed because non representation of the GMT BSNL Ranchi SSA. For this another date ,10.07.2017 , was fixed with intimation to the GMT Ranchi SSA .”

Karnataka Government assures regularisation of 11,000 contract workers, Minimum Wage of Rs. 17,000

Karnataka Chief Minister Siddaramaiah stated that 11,000 contract workers will be regularised within the next three months. He also stated that the present minimum wages of Rs. 4,000 – 5,000 will be increased to Rs. 17,000.

Assurances are well taken. The government should implements its assurances. The workers will certainly need to fight to get the assurance implemented.

BSNL CCLU Convention at Kannur.

A special Convention of Casual contract workers in BSNL was held at Kannur, Kerala, on 8th May 2017 under the auspices of Kerala BSNL CCLU. More than 100 comrades participated. Com. P.V.Rajan, District President presided. Com.V.V.Krishnan, District Secretary welcomed. The Convention was inaugurated by Com. V.A.N.Namboodiri, All India President, BSNLCCWF. He explained the developments with regards to the demand of the workers, the latest order on minimum wage, VDA, issue of reguarisation etc.  Coms. K.Ashokan, District Secretary, CITU, K.Mohanan,  Circle Secretary, BSNLEU, P.Manoharan, Asst. Circle Secretary, BSNLEU, Janardhanan, CWC member and other leaders addressed. It was decided to strengthen the organisation by bringing all the workers in the organisation.

Kannur is one of the strongest centre of CCLU.

Meeting the stalwarts of working class at Kolkata.

I have been away to Kolkata to attend the Circle Conference of AIBDPA  Kolkata Circle as also meeting at Telecom Factory and at CTO building (W.Bengal Circle) during the period 25th to 29th April 2017. The conference and meetings were well attended and I addressed them. The latest developments were explained to the employees, pensioners and casual contract workers.

I could utilise the stay in Kolkata during this period to meet some of the veteran senior leaders of the trade union movement. Com. Sisirda, the senior most leader of P&T employees, who is 97 at present, came to the meeting in the Telecom Factory and addressed the workers. Even at this age he is active and we discussed about the latest developments. A copy of the AIBDPA  Tirupati AIC Souvenir with my article on Sisirda was handed over to him.

On 26th evening along with Coms. Saibal Sen Gupta, Circle Secretary BSNLEU and Biplab Das, Secretary Co-ordination Committee, I went and met Com. Sukomal Sen, former Secretary General All India state Government Employees Federation and a former M.P. He was not well and is under treatment at home. He was happy to meet all of us and we discussed his health problems and other issues.

On 28th April, along with Coms. Pabitra Chakraborty and Arindo Rai, Asst. Circle Secretary, BSNLEU Kolkata  Circle, I visited Com. R.L.Bhattacharjee, Patron, NCCPA at his residence which is about 30 miles away from Kolkata. He is almost bedridden and unable to move out. We had about one hour discussion on the various issues of the pensioners etc.

On 29th morning I went to the residence of late Comrade Moni Bose to meet Com. Jyotsna Bose who is  not well. She used to attend all the meetings earlier. I could meet both the families of Coms. K.G.Bose as well as Moni Bose. Com. Babu (s/o KG Bose) and family had visited Kerala last month and he was very happy that all arrangements have been made for his stay etc. by Com.K.Mohanan, CS BSNLEU and other comrades. I had lunch from there and spoke with all the family members.

Com.Ananta Bhattacharjee, President of AIBDPA and a veteran leader was present in the AIBDPA Kolkata Conference and along with Com.K.G.Jayaraj, General secretary, we could discuss some important issues.

During the stay there, I addressed the SNEA comrades, sitting on Hunger strike in Telephone Bhavan as per decision of CHQ demanding settlement of their demands.

This tour to Kolkata was successful,especially in that I could meet the senior leaders. All the circle Secretaries of BSNLEU, Coms. Animesh Mitra (WB), Saibal Sen Gupta (Kolkata), Om Prakash Singh (TF) and Adhir Kumar Sen (TS) along with Com. Biplab Das, Mihir Dasgupta, Swastika Dasgupta, Sandib Banerjee, Pijush Chakraborty, Supriyo Mitra, Arindo Rai, Amitab Chatterjee, senior leaders Comrades Dilip Das, Prabir Dutta, Gouri Haldar – all helped me in duties assigned to me. I could not meet Coms. Tapas Ghosh and Tapos Banerjee, leaders of BSNLCCWF due to their being out of station to attend meetings.

All these comrades are functioning under great strain due to the special situation in W.Bengal. My Congratulations to all of them for their great tradition and committed service to the organisation.
