The Central Executive Committee meeting of the BSNL Casual and Contract Workers Federation (BSNLCCWF) will be held at New Delhi on 4th September 2015.

The meeting will review the 2nd September Strike as also preparations for the All India Conference on 3-4 October 2015 at Kanya Kumari and further agitational programmes for achievement of the long pending demands.

History created – 15 crore workers on Strike

2nd Sept. Strike, complete success

Once again history is created. The General Strike today is estimated to have been participated by more than 15 crore workers. The call given by the  10 Central Trade Unions and the federations and associations of various sector unions, including CG Employees, Defence, State Govt. employees, PSUs including telecom/BSNL, have been an unprecedented success.

In BSNL, the strike has been almost complete. BSNL Employees Union had participated in all the strike called by the Central trade Unions till date.

The Casual and Contract Workers all over India participated in a big way. In states like W.Bengal, Kerala, T.Nadu, Karnataka, Assam, the strike has been complete. Reports of successful strike is pouring from all the circles.

BSNL _DOT Pensioners on the call of AIBDPA organised demonstrations in support of the Strike in many places.

The government’s claim that it is addressing the concerns of the workers has been completely rejected by the workers. Modi Government has failed to settle even one demand raised by the CTUs. While lakhs of crores of rupees are gifted to the corporates through tax waival, concessions etc. the workers and the people at large are completely ignored.

The struggle will continue for abetter deal to the workers and the common people!

There should be no discrimination between the upgradation of cities for grant of HRA between Government and PSU

The government has recently issued orders upgrading the cities as per the 2011 census report as also on other grounds including urban agglomeration and granted HRA accordingly. BSNL and other central PSU employees are deprived of the same, since the criterion for the PSUs based on population only and not all the criterias as eligible for CG Employees. This is a gross discrimination. For example in the recent orders, Ahmedabad and Pune are upgraded as “X” class Cities (former “A” class ), while this status is denied for the BSNL employees for grant of HRA. In the same way there are many cities upgraded to “Y” class( former “B” class)  for CG employees, while not for the BSNL employees.

This discrimination should end. The government should declare all these upgraded cities are applicable for increased HRA for BSNL employees also as in the case of CG Employees.  The wages of the contract workers also should be increased on the same basis in these upgraded cities.

Where is the govt. announcement increasing minimum wage?

The Government had stated that it will be difficult to announce Rs.15,000 as Minimum Wage as demanded by the Central trade Unions, but some increase will be there. But despite many weeks, no orders have been issued. Workers will not be happy with any amount less than Rs. 15,000 as demanded by the Central TUs.

Is the government waiting for the strike to take place? In that case, the government will certainly see the anger of the workers. There is nothing surprising in the  government in-action, since it has a tradition of promising and not delivering.

Swatch Bharat Abhiyan – Varanasi is 418 out of 476 cities in clean rank.

Prime Minister Modi’s Swatch Bharat Abhiyan has not touched his own constituency Varanasi. It ranks 418 in cleanliness out of 476 cities in the country. This is as per the latest sanitation ranking by the Urban Development Ministry.

Shocked and ridiculed by this humiliating situation the government is reported to be moving fast to clean the city. We have to see whether the words and action match.

By the way, Varanasi, the PM’s constituency is also the SSA in BSNL where not even one fourth of the govt. fixed minimum wage is  paid to the contract labour in BSNL. We brought it to the notice of the Prime Minister, through a letter, but we are yet to find the results. 

Whether words of PM and action of the government match? Let us wait and see!

Information has been received from Kerala that on the basis of the discussions between Shri N.K.Gupta, Director(CFA), BSNL and BSNLEU, SNEA, BSNLCCWF and the decisions arrived at, the Strike by the BSNLCCWF and Non-Cooperation by BSNLEU, SNEA has been withdrawn. The details will be intimated later.

Hearty Congratulations and Revolutionary Greetings to the militant workers of Kerala Circle BSNL for their sustained struggle and mighty achievement! We express our appreciation to the Management for the discussion and settlement. We hope that whatever the service has suffered during the 45 days of agitation will be made good and that the Kerala Circle will continue to lead both in better service and more profit.

An Emergent Meeting of the BSNL Casual and Contract Workers Federation (BSNLCCWF) will be held at New Delhi on 4th September 2015. Notice has been issued which is posted in the BSNLCCWF website. SMS has also been sent to the CEC Members. They have been requested to intimate their time of arrival so that arrangements can be made. The ensuing All India conference on 3-4 October 2015 and other urgent matters necessiated the emergent meeting.

Gratuity for casual labour – Circles to inform details of casual labour

BSNLCCWF and BSNLEU have been putting pressure on the management for implementation of gratuity for casual labour. It is now approved by the BSNL Management Committee. But before placing the same to the BSNL Board, the financial implications are to be found out and for this purpose all the CGMs have been asked to inform the necessary details. Since some of the circles are yet to submit the details, the Corporate Office has reminded on 19-08-2015 the circles to furnish the information. The order is placed in the BSNLCCWF website.

Circle Secretaries of BSNLEU and BSNLCCWF are requested to check with the concerned CGMs whether the details have been furnished to the C.O. or not. In case, it is not so far submitted, ensure that it is done without any further delay. THIS IS TO BE TREATED AS MOST URGENT.

Gratuity for Casual labour approved by BSNL Managing Committee

After much efforts by the BSNLCCWF for implementation of gratuity to the BSNL Casual labours and also taking up the matter in the Parliamentary Standing Committee and several rounds of discussion with the BSNL Management, the BSNL Managing Committee has approved the same. This has to go to the BSNL Board for approval, before necessary orders are issued.

This is a great achievement for the casual labours. Congratulations to BSNLCCWF!

Com.V.A.N.Namboodiri, Patron, BSNLEU and President  BSLCCWF had an exhaustive discussion today, 18th August 2015,  with Shri Anupam Shrivastava, CMD BSNL on the issues connected with the strike of CCLU Kerala and the non-cooperation programme by BSNLEU and SNEA. The entire issue was brought to the notice of the CMD BSNL. He appreciated our position and stated that Shri N.K.Gupta, Director (CFA) has been deputed to Thiruvananthapuram for discussing the matter with all concerned for taking necessary decision. The discussion will take place on 20th August 2015.

Com.Namboodiri, met Smt. Sujata Ray, Director (HR) as also Shri N.K.Gupta, Director(CFA) and had further discussions for settlement of the issues concerned without further delay. Both the Directors agreed that an early solution is necessary. They also assured that the meeting on 20th August at Thiruvnanthapuram is fixed and the issues will be sorted out.
