Rs. 10,000 as Minimum Wage for contract workers – Labour Minister

The State Minister for Labour and Employment Bandaru Dattatreya stated in the Parliament on 25th April 2016 that the minimum wage for the contract workers has been fixed at Rs. 10,000. The central trade unions have been demanding for a minimum wage of Rs.18,000, but the same was not accepted by the government. The CTUs have also decided to go on strike on 2nd September 2016, on a Charter of Demands including this.

The Minister also stated that the minimum wage has been fixed considering the cost of living and the judgment of the Supreme Court.

The minimum wage is fixed at Rs.10,000. Now another struggle will have to be fought to get it implemented for the contract workers. Workers are waiting for the order to be issued.

It is reported that the Labour Ministry is proposing to fix the minimum wages at Rs.10,000 to the contract workers. This is nothing but cheating the hard working workers. According to Dr. Akroyd’s formula, the Minimum Wag comes to Rs. 26,000 as demanded by the Central Government employees. The VII Central Pay Commission did grant only Rs. 18,000. The Central Trade Unions have demanded that at least Rs.18,000 should be granted as minimum wage to the contract workers and the ‘Equal Wage for Equal Work’ should also be introduced.

But ignoring all these genuine demands, the Labour Ministry is proceeding to fix the minimum wage to Rs.10,000, which is only a very small increase from the present. There should be strong protest against this cheating of the workers at the behest of the employers and the corporates. BSNLCCWF expresses its strong protest at this injustice.

At least a minimum wage of Rs. 18,000 should be fixed immediately.

The Government had stated that it will be difficult to announce Rs.15,000 as Minimum Wage as demanded by the Central trade Unions, but some increase will be there. But despite many weeks, no orders have been issued. Workers will not be happy with any amount less than Rs. 15,000 as demanded by the Central TUs.

Is the government waiting for the strike to take place? In that case, the government will certainly see the anger of the workers. There is nothing surprising in the  government in-action, since it has a tradition of promising and not delivering.

CITU denounces UPA Govt. for not issuing orders on Minimum Pension of Rs.1,000/-

While the Central Government has issued orders after orders just before the general elections were announced and even has gone to the President for issue of ordinances for the corporates and the big business, it did not find time to issue orders on the Rs. 1,000 Minimum Pension for the EPF Pensioners. The CITU has denounced this discrimination and complete neglect of the working class by the UPA government. The full text of the Press Statement is given below:

New Delhi, March 15: The Centre of Indian Trade Unions denounces the anti-worker bias of the UPA Government which has not yet notified the increase in minimum pension of Rs1000/- under EPF-Pension scheme and enhancement of the ceiling of contribution and coverage which has been unanimously recommended by Central Board of Trustees of Employees Provident Fund Organisation on 5th February 2014 and sent to Government for immediate action on the same.
Demanding enhancement of the minimum-guaranteed pension under EPF scheme, the trade union movement has been agitating since last five years or so. This demand was one of the ten-point demands on which all the Central Trade Unions and National Federations have been conducting countrywide agitations and strikes from 2009. The Government committed to the Central Trade Unions for an early decision on the same in May 2013. Sometimes in third week of January 2014, the Govt came out in public to announce its decision in making a minimum pension under EPF-Pension scheme Rs 1000/- and raising the eligibility wage ceiling to Rs 15000/-. On 5th February 2014, in an urgently called meeting of Central Board of Trustees, the matter was discussed and the CBT made an unanimous recommendation on the same including its date of effect from 1st April 2014. And well before the election was announced on 5th March 2014, the Union Cabinet has reportedly cleared the recommendation for augmenting the minimum pension amount to Rs1000/- and the eligibility wage ceiling to Rs 15000/- by the end of February itself and again announced the same in the media. But unfortunately, no official notification has yet been made and neither the EPF office nor the Labour Ministry could yet throw any light on the fate of that decision.
It is being noticed that the Congress leaders have been making election campaign taking credit on the augmentation of minimum pension. But at the same time it is noted the UPA Ministers are pursuing overtime the Election Commission on behalf of their corporate and Business House partners for allowing them to announce FDI in multi-brand retail trade or increasing the price of natural gas and other decisions of corporate-interests. But any initiative to issue notification on increase in minimum pension amount under EPF-Pension scheme which is going to benefit 27 lakh workers in the lowest strata in particular, is not yet visible exposing the brazen pro-rich bias of the UPA Government.
CITU denounces such an anti-worker bias of the UPA Government and demands upon them to immediately issue notification in that regard on which the decision has already been taken and announced well before the election was announced. CITU calls upon the workers to launch united protest against such anti-worker attitude of the Government.

Cabinet approved Rs.1,000 as Minimum Pension

The meeting of the Cabinet held today, 28 February, has approved the proposal of the EPFO to fix the Minimum Pension as Rs. 1,000. This will benefit 28 lakh pensioners, who are at present getting less than Rs. 1,000 as pension. In certain cases, the pension is as low as Rs.10.These pensioners are part of the Employees Pension Scheme whose total number will be about 44 lakhs.
It is reported that the government will have to provide an additional grant of Rs. 1,217 crores to EPFO for implementation of the new decision.

The EPFO has proposed to the government to ensure Rs.1,000 as minimum pension for all contributors to the EPS.At present, there are many workers who are getting less than Rs.1,000, say 300 or 400.
There are approximately 22 lakh member pensioners and 5 lakh widows as on March 31, 2013, who are getting pension less than Rs.1,000.

The Central Trade Unions have been demanding to increase the minimum pension for a long time.Though opposed by the Finance Ministry earlier, the Central Govt. may agree now being the General Election year.

Rs.10,000 as Minimum Wage is fully Justified

Rs 10,000 as minimum wage, is a major demand for 20-21 February, 2013 nation-wide general strike of the workers. All Central Trade Unions and Industrial Federations, representing the entire working class of the country, raised this demand. It is important to note that the trade unions raised this demand for the first time in the national convention of the workers in New Delhi on 7 September 2011. Working Class Family Income & Expenditure Survey, 1999-2000, conducted by Labour Bureau, shows that on an average more than 4 persons in a family depend on income of 1 (one) worker. Therefore, the minimum wage of the worker shall take into consideration the expenses incurred by 4 members’ family unit of a worker. The Planning Commission itself had adopted an average of 2100 calorie in urban areas per person per day as minimum nutritional norms or the poverty line. Based on NSS Reports No.538 on Consumer Expenditure and No.540 on Nutritional Intake in 2009-2010 in urban areas, to meet the requirement of this 2100 calorie intake per person per day bench mark of Planning Commission itself would require Rs.2125 in 2009-2010. And for a family of four (4) would require Rs.8500 per month just to be on poverty line. With 12.5% inflation rate in next two years, based on the consumers price index for the working class, this amount of Rs.8,500 comes to Rs.10,758 per month in 2011-2012 and higher in the current 2012-2013 financial year.
But, Minimum Wage has to be higher than the poverty line expenditure. It is important to note the latest 66th round of National Sample Survey (NSS) report, which shows that health care and other minimum necessities gobble up major portion of the income of the workers. Such expenses combined with high rate of food inflation and spiralling price rise, forced the workers to cut their food expenses resulting in sharp drop in calorie intake of entire worker’s family. NSS report also shows that on the basis of Planning Commission’s 2100 calorie intake norms itself, 74% of urban people were living below it and almost all of them are unorganized labour to whom Minimum Wages Act applies. A state-wise study will show that in the current financial year, the maximum amount as minimum wage is fixed as Rs.6000. Whatever the minimum wages are fixed, those are also not being paid, under some pretext, pushing the vast majority of workers much below the poverty line struggling for survival and suffering from malnutrition. Therefore, working class is justified in urgently demanding Rs.10000 as Minimum Wage which needs to be adjusted with price rise and inflation. The Planning Commission was established for planned development for the people of the country. However, same Planning Commission, which fixed 2100 calories per day per person in urban areas as minimum nutritional norms; spent 30 lakhs for renovation of Yojna Bhavan toilets and CCTV for surveillance; and arbitrarily and ridiculously announces Rs.32 per day per person as poverty line in urban areas.
