Spectrum Charges reach Rs. 1.09 lakh crore

By 19-03-2015, the auction for spectrum has reached Rs.1.09 lakh crore.

We demand that the government allot at least Rs. 10,000 crore for the Revival of BSNL from this amount.

Com.V.A.N.Namboodiri, Convener Forum and President BSNLCCWF met Shri Anupam Shrivastava, CMD BSNL today, 19-03-2015, and discussed the following:

First of all, Com.Namboodiri expressed his happiness that BSNL is considered as the 10th biggest company with maximum assets.

1. Starting of WiFi in cities and other important places in co-ordination with the Corporations/government: As agreement has been made between the NDMC New Delhi and Indus Towers for providing WiFi in Delhi, BSNL can start providing the same with co-ordination with the Corporations and government. CMD stated that already such proposals are being mooted out in some circles. That will be processed.

2. Reduced Market Share of BSNL: Com. Namboodiri  as per the latest statistics, many of the circles are far below even the average market share of BSNL. Urgent steps are required to improve the position. CMD stated that urgent action is being taken to improve the position.

3. Implementation of labour laws for the casual contract workers: Com. Namboodiri pointed out the non-payment of minimum wages, non-implementation of EPF, ESI etc. Specifically he mentioned about the problem in Haldwani in Utterakhand where workers are retrenched for demanding minimum wage etc. CMD assured he will look in to all the matters connected with the same.

Dangerous  Signal – BSNL Market Share at 8.62% in December 2014, the lowest ever.

The warning bell has been rung. The market share of BSNL in mobile has gone down to the lowest ever of 8.62%! It means that more than 91 % is under the control of the private companies, both Indian and foreign.

Despite the Save BSNL Campaign by the entire workers and their unions and Associations, this dangerous situation has come. In the mobile sector, BSNL lost 12,36,909 connetions in one month between  Dec.14 – Jan.15. At present it has got only 8.01 crore connections whereas the leader Bharti Airtel has got 22.00 crore. 1,32,535 landlines has been lost in the same period and the remaining landlines are 1.68 crore.

The market share of each circle in the mobile sector as on 31-12-2014 is given below, which is as per the satement of the Minister in the Parliament on 13th March 2015.

Kerala (21.67%), H.P.(18.86%), North East (14.97%), Haryana (14.11%) A.P & Telengana ( 14.08%), J&K (13.93%), Odisha (12.73%), T.Nadu & Chennai (12.36%), Karnataka (11.77%), Punjab (10.31%), UP East(10.03%), Assam (7.77%),Maharashtra, Goa(7.07%), UP West, Uttarakhand (6.80%), Rajasthan, M.P., Chhattisgarh (6.51%), Gujarat(5.59%),Bihar, Jharkhand (4.51%), W.Bengal, Sikkim (4.28%), Kolkata (3.65%).

If so many landlines and mobiles have been surrendered/disconnected in a month, there is something serious with BSNL and its workers. These telephones which are disconnected might have some reasons. For landlines, of course, the major reason may be conversion to mobile. But what about the reduction in mobile itself?

In mobile as well as Broadband we have lost the first position. Our position in the landlines is fast coming down.

We have to face the challenge squarely and make all out efforts to restore our position. We can not become irrelevant in the telecom sector. The allotment of fresh spectrum to private companies after the auction will be another challenge that we will have to face.

Your job, you salary, your future is in danger. Govt. says that BSNL will not be privatised. It is because, they could not answer the many questions raised in the Parliament on the basis of the information/letters submitted by the Forum as part of the Save BSNL Campaign. Tomorrow they can make a turn around and say that there is no need for BSNL and it can either be closed or privatised.

This is a ‘Do or Die’ battle. Let all the 2,26,000 executives and non-executives exert all their energy for improving the services and also pressurising the management and government to assist BSNL for its survival and revival.  SAVE BSNL – SAVE NATION!

BSNL Cables are stolen – Serious Action should be taken

I am giving a report in the press regarding the stealing of the BSNL cable by the miscreants. The BSNL Management should take serious action. Our workers also should bring such issues to the notice of the All India Unions.

Bathinda, March 17

Some miscreants stole underground cables of Bharat Sanchar Nigam Limited (BSNL), amounting to worth Rs 15 lakh, from near Government Rajindra College on the intervening night of March 14 and 15 in the city.The thieves stole the expensive seven 400-meter-long copper wires from the 6 feet deep manhole opposite Rajindra College and Liberty chowk. The police said the theft was carried out with planning as the thieves had hired an excavator of Baljinder Singh 10 days ago. They had told him that they had got the contractor for changing wires of BSNL. At around 10.30 pm on Saturday night,   the accused, along with Baljinder Singh and the excavator, reached  the spot and started cutting the wire. They loaded the wires in a tractor brought by the accused. They also paid Rs 1,000 to Baljinder and told him that they would continue the work the next morning.On Sunday, Baljinder Singh reached the spot but did not find anyone. So, on Monday, he went to the BSNL office to get the payment.  SDO Ashwani Kumar said on Sunday morning, they were flooded with complaints from the residents that the landline and broadband connections were not working after which they came to know that the wires were stolen by some miscreants.Civil Lines police station official Jagsir Singh  said they had received a complainant from the BSNL office regarding the incident yesterday evening following which they registered a case under Sections 379 and 120 B of the IPC. The incident has affected the BSNL services in various areas of the city, including Civil Lines, Mansa Road, Model Town Phase-1, Dabwali Road and the grain market. Meanwhile, new wires are being installed to commence the services.. Civil Line police station SHO Karamjit Singh said usually the laying of cables was done in the night due to which the thieves succeeded in committed the crime under the garb of routine work.

BSNL Employees Union Completes 14 Years of Fruitful Service

22nd March 2015 is the 15th Foundation Anniversary of BSNL Employees Union. It was on 22nd March 2001 at Visakhapatnam at the National Telecom Convention that BSNLEU was formed in the benign presence of veteran trade union leader and CITU President Com.E.Balanandan, P and T legendary leader Com.K.Adinarayana and AIIEA General Secretary Com. N.M.Sundaram. The Central Executive Committee of the 7 existing unions in BSNL decided to merge together and formed the new union, BSNLEU. Coms. Sisir Bhattacharjee and Moni Bose as Patrons, J.N.Mishra as President and V.A.N.Namboodiri as General Secretary were unanimously elected as office-bearers of the newly formed union with representatives from all the affiliated unions as office-bearers.

The Forward March of BSNLEU has not been easy. It has been a path of thorns and stones. But with the support of the dedicated workers and leaders, all obstacles were faced with determination. In the first membership verification in 2002, BSNLEU lost recognition for a few thousand votes. But from the second verification in 2004 onwards, it became the majority union and won recognition and continues in that position till date.

In the negotiation with management in the first wage revision w.e.f. 01-10-2000 which was also conversion from CDA to IDA scale, though not recognised, BSNLEU took a pivotal role in preparing the Memorandum as also discussions. The wage agreement was a success, which was won by all the unions together.

After becoming the recognised union in 2004, BSNLEU took up the long pending issues as also put up new and dynamic demands. Within the next few years, it took up the next wage revision, more promotions and other issues. BSNLEU can be proud of that it negotiated  and won a best Wage revision from 01-01-2007, Four Time bound Promotions instead of two promotions, the biggest Group Insurance in the world, Liberal loans from the PSU Banks, gift of watch, regular promotional examinations and so on.  BSNLEU continues to take such important issues of the workers.

But the real contribution of BSNLEU was that it tried and succeeded in bringing all the Unions and Associations of Non-Executives and Executives together to defend the attacks on the existence of the telecom PSU, BSNL. The call for strike in 2006 against the decision of the government to unbundle the cable, compelled the government to give written assurance that it will not unbundle cables, will not implement VRS and will not privatise BSNL. The historic strike on 11th July 2007, compelled the government and management to purchase at least half of the tender of mobile lines, which was cancelled earlier at the behest of the government. Several agitations and campaigns were organised  for the improvement of services  and for purchase of required equipment. The struggle continues even now , with the decision to go on two days strike on 21-22 April 2015 to save and improve BSNL. The massive Parliament March on 25th February was part of this great struggle.

BSNL Employees Union took initiative in the formation of the All India BSNL-DOT Pensioners Association and also BSNL Casual and Contract Workers Federation. Both the organisations have grown and BSNLEU leaders and workers have given all support and solidarity to their struggles. A big change could be made in the condition of the casual and contract workers through sustained struggles.

BSNLEU has been participating in all the struggles called by the 11 Central Trade Unions in the country including the successful 48 hours strike on 20-21 February 2013. It is part and parcel of the trade union movement in the country.

BSNLEU is also part of the World Federation of Trade Unions (WFTU) and its TUI(Public Services). Its representatives have attended world conferences and implemented its decisions sincerely.

The country and the working class are facing serious challenges. The neo-liberal policy and anti-working class actions of the UPA government are being aggressively implemented by the Modi Government. Labour laws are being amended against the working class. Disinvestment and privatisation of PSUs have become the main agenda of the government. Communal tensions are being built up. Naturally, sustained struggles are coming up in every sector to defend the rights of the workers and the common people. There is a great role for the BSNLEU in this context.

As usual, the 15th Foundation Day of BSNLEU is also to be celebrated with holding of meetings, social activities etc. etc. At the same time, the immediate task is to prepare the workers for the 2 days strike on 21-22 April 2015 for the revival of BSNL and a better service to the nation. The Save BSNL Campaign should reach each and every worker and maximum number of people without whose support, our struggle will not succeed.

Let us March ahead with the Red Flag for the creation of a better world!

Airtel leads Broadband connections, BSNL down to 2nd position.

BSNL was always in the first position in Land lines and Broadband with its valuable cables and OFC. It was thought no body can capture that position. But unfortunately, the latest statistics from TRAI gives another picture. BSNL has been relegated to the second position by Airtel.

The present market share in Broadband is as follows: Airtel 21.48%, BSNL 20.18%, Vodafone 18.91%, Idea 14.94 % and Reliance 14.94%. The balance are with small companies.

Now it is only in landline that BSNL is in No. 1 position. But again, BSNL lost 1.32 lakh connections in January 2015 alone. At present BSNL has got 1.68 crore connections only.

In mobile sector BSNL lost 12.36 connections in January 2015. At present it has got only 8.01 crore mobile connections just more than one third of what Airtel has got, which is 22.0 crore.

SAVE BSNL – SAVE NATION Campaign has to be energitised. The Management and workers have to discuss why the loss is happening and find out remedies to improve our position.

Govt. Rules out privatisation of BSNL, MTNL

The Minister for Communications, Ravi Shankar Prasad has ruled out privatisation of BSNL and MTNL. A PTI report is given below:

New Delhi, Mar 13 : Government today ruled out privatisation of BSNL and MTNL even as it admitted that the two state-run telecom service providers were not in the pink of their health.

Responding to a supplementary during the Question Hour in Rajya Sabha, Telecom Minister Ravi Shankar Prasad, said the intention of the government was to bring them back to profitability.

“The financial health of MTNL and BSNL are not in good shape. There are several reasons for this which I want to discuss in the House in greater detail one day. However, we will make them healthy,” he said.

Prasad also said that the two erstwhile profit-making entities have been incurring losses for some years and one of the reasons for their downfall could be traced into the way these were “forced to function in those days”.

“We need to improve health of these two companies. There is no attempt to privatise them,” he said, adding that 25,000 mobile towers are being installed by BSNL and MTNL to improve their services.

To another question, Prasad said the telecom subscribers base in the country is set to touch one billion mark soon from 97.9 crore as on December-end. Regarding mobile tariff, he said service providers have the flexibility to offer different tariff schemes depending on the market conditions and other commercial considerations. (PTI)

What is required from the Minister is not assurances and declarations; It is action and honouring of assurances and fulfilling them. BSNL and MTNL will bounce back if that is done.

SAVE BSNL – SAVE NATION: Approach people for support

The Forum of BSNL Unions and Associations has issued notice to the CMD, BSNL and Secretary DOT with copies to the Communications Minister, Labour Minister and  Chief labour Commissioner. The 20 point demands mainly are issues connected with the Revival of BSNL and a better service to the people.  Support of the people is very much necessary for the success of our struggle. It is for this purpose Forum has decided for the Signature Campaign. Our workers should go to the people, explain why BSNL is coming down, what actions are to be taken, what the government has to do etc. etc.

The signature collected so far in only about one-fourth of the required that is one crore. Out of this 25 lakhs, it is mainly from four- five circles like Kerala, T.Nadu, A.P., Karnataka, W.Bengal, Kolkata etc. Almost all circles have given the signatures, but it is far less than the quota to complete  crore target.

Circle Secretaries of all unions/associations should immediately start, if not started so far, to organise these programmes in their respective SSAs and collect maximum signature and send to the headquarters or to me direct
