BSNL Employees Union is completing 19 years of its fruitful existence on 22nd March 2020. It is BSNLEU’s 20th Foundation day.

BSNL Employees Union, the majority recognised union of the BSNL workers, was formed on 22nd March 2001, in the National Convention of eight telecom unions held at Visakhapatnam, in the presence of Com. E.Balanandan, President of CITU and one of the greatest working class leaders India has seen.

Though started with about 50,000 – 60,000 workers, it grew to be the biggest union in BSNL with more than one lakh workers, despite the fact that there was no recruitment and thousands were retiring every year. This was a herculean task, but the united team of the BSNLEU leadership made the ‘impossible in to possible.’

BSNLEU, as the recognised union separately, and also jointly with other unions, both executive and Non-executives, defeated the nefarious designs of the central government, both NDA and UPA, to disinvest BSNL, unbundle the precious copper cables and so on. BSNLEU took the initiative to form the Joint Forum of the Unions and Associations, under which organisation, the battles were fought and the anti-worker decisions of the government defeated.

BSNL and its workers are  facing serious challenges to their existence. The neo-liberal policy initiated by the Congress government in 1991 and aggressively being implemented by  the present BJP government is making it difficult for the PSUs to sustain and grow. In the name of Revival Plan, 78569 employees have been compelled to take VRS in BSNL. Their many problems are there.  4 G Spectrum is still not allotted.Pension Revision is also delayed, without any justification.

The two associations, AIBDPA and BSNLCCWF formed at the initiative of BSNLEU has grown and strengthened. But the wages for the contract workers have not been paid for about one year. The demands of the workers, the pensioners and the casual contract labours are interconnected and inseparable. That is why united struggle.

It is in this situation that the  20th Foundation Day of BSNLEU  is coming. This time, there may not be much celebration, meetings etc on mass scale, due to the COVID -19 impact. But let us remember our past struggles and sacrifices so that we can advance with more vigour, determination and strength. BSNL has to be saved and improved to give better service to the nation!

The Central Executive Committee meeting of BSNL Employees Union held at Ahmed Nagar on 19-21 February has decided to celebrate the 15th Birth Anniversary of BSNLEU, which falls on 22nd March 2016, in a big way.

BSNLEU, the beloved organisation of the BSNL Employees, was formed on 22nd March 2001 in the National Convention held at Visakhapatnam (A.P), 15 years back. It was formed by merging 7 existing unions, including E.III, T.III, Administrative Union, Civil Wing Union, ITEU and  P&T Industrial Workers Union. It was formed in the august presence of Com.E.Balanandan, respected leader of the Working Class and President CITU, Com.K.Adinarayana, Secretary General, NFPE, Com.N.M.Sundaram, General Secretary, AIIEA and other leaders.

Veteran leaders Coms. Sisir Bhattacharjee and Moni Bose were elected Patrons. Coms. J.N.Mishra and V.A.N.Namboodiri were elected President and General Secretary respectively.

During the last 15 years, BSNLEU has continuously grown and is the recognised union since 2004. More than 50% of the entire non-executive employees are members of BSNLEU. During these years it has taken up the issues of BSNL employees effectively and settled most of the problems to the satisfaction of the workers.

The VII Membership Verification is going to be held on 10th May 2016. BSNLEU will certainly will win with the first position. But that is not sufficient. The majority in membership should be reflected in the verification with BSNLEU getting more than 50% of the total employees in BSNL. A big campaign has o be organised for this purpose.

As per the call of the Ahmednagar CEC, BSNLEU Day should be celebrated throughout the country with various programmes like rallies, meetings, seminars, symposium etc.

BSNL Employees Union Completes 14 Years of Fruitful Service

22nd March 2015 is the 15th Foundation Anniversary of BSNL Employees Union. It was on 22nd March 2001 at Visakhapatnam at the National Telecom Convention that BSNLEU was formed in the benign presence of veteran trade union leader and CITU President Com.E.Balanandan, P and T legendary leader Com.K.Adinarayana and AIIEA General Secretary Com. N.M.Sundaram. The Central Executive Committee of the 7 existing unions in BSNL decided to merge together and formed the new union, BSNLEU. Coms. Sisir Bhattacharjee and Moni Bose as Patrons, J.N.Mishra as President and V.A.N.Namboodiri as General Secretary were unanimously elected as office-bearers of the newly formed union with representatives from all the affiliated unions as office-bearers.

The Forward March of BSNLEU has not been easy. It has been a path of thorns and stones. But with the support of the dedicated workers and leaders, all obstacles were faced with determination. In the first membership verification in 2002, BSNLEU lost recognition for a few thousand votes. But from the second verification in 2004 onwards, it became the majority union and won recognition and continues in that position till date.

In the negotiation with management in the first wage revision w.e.f. 01-10-2000 which was also conversion from CDA to IDA scale, though not recognised, BSNLEU took a pivotal role in preparing the Memorandum as also discussions. The wage agreement was a success, which was won by all the unions together.

After becoming the recognised union in 2004, BSNLEU took up the long pending issues as also put up new and dynamic demands. Within the next few years, it took up the next wage revision, more promotions and other issues. BSNLEU can be proud of that it negotiated  and won a best Wage revision from 01-01-2007, Four Time bound Promotions instead of two promotions, the biggest Group Insurance in the world, Liberal loans from the PSU Banks, gift of watch, regular promotional examinations and so on.  BSNLEU continues to take such important issues of the workers.

But the real contribution of BSNLEU was that it tried and succeeded in bringing all the Unions and Associations of Non-Executives and Executives together to defend the attacks on the existence of the telecom PSU, BSNL. The call for strike in 2006 against the decision of the government to unbundle the cable, compelled the government to give written assurance that it will not unbundle cables, will not implement VRS and will not privatise BSNL. The historic strike on 11th July 2007, compelled the government and management to purchase at least half of the tender of mobile lines, which was cancelled earlier at the behest of the government. Several agitations and campaigns were organised  for the improvement of services  and for purchase of required equipment. The struggle continues even now , with the decision to go on two days strike on 21-22 April 2015 to save and improve BSNL. The massive Parliament March on 25th February was part of this great struggle.

BSNL Employees Union took initiative in the formation of the All India BSNL-DOT Pensioners Association and also BSNL Casual and Contract Workers Federation. Both the organisations have grown and BSNLEU leaders and workers have given all support and solidarity to their struggles. A big change could be made in the condition of the casual and contract workers through sustained struggles.

BSNLEU has been participating in all the struggles called by the 11 Central Trade Unions in the country including the successful 48 hours strike on 20-21 February 2013. It is part and parcel of the trade union movement in the country.

BSNLEU is also part of the World Federation of Trade Unions (WFTU) and its TUI(Public Services). Its representatives have attended world conferences and implemented its decisions sincerely.

The country and the working class are facing serious challenges. The neo-liberal policy and anti-working class actions of the UPA government are being aggressively implemented by the Modi Government. Labour laws are being amended against the working class. Disinvestment and privatisation of PSUs have become the main agenda of the government. Communal tensions are being built up. Naturally, sustained struggles are coming up in every sector to defend the rights of the workers and the common people. There is a great role for the BSNLEU in this context.

As usual, the 15th Foundation Day of BSNLEU is also to be celebrated with holding of meetings, social activities etc. etc. At the same time, the immediate task is to prepare the workers for the 2 days strike on 21-22 April 2015 for the revival of BSNL and a better service to the nation. The Save BSNL Campaign should reach each and every worker and maximum number of people without whose support, our struggle will not succeed.

Let us March ahead with the Red Flag for the creation of a better world!

BSNLEU Foundation Day, 22nd March 2014, was celebrated at Kozhikode by organising a well attended meeting in the PGM Office premises. Com. Purushothaman, District President, presided. Com. Jayarajan District Secretary, BSNLEU welcomed all.
Inaugurating the meeting, Com. V.A.N.Namboodiri, spoke about the heritage of BSNLEU and the circumstances under which the UNion was formed by merging 8 existing unions. The achievements of the union during the last 13 years were also focussed. Com. Vijayakumar, ACS, BSNLEU and Com. V.Bhagyalakshmi, convener, State Mahila committee addressed.

On 22nd of March 2014, BSNL Employees Union will be completing 13 years. Formed on 22nd March 2001 at the National Convention of Telecom Employees at Visakhapatnam, called by the progressive unions in the newly formed BSNL,  BSNLEU during the last 13 years have grown to become as the biggest union. It was the only recognised and representative union in BSNL since the second Membership Verification in 2004 to 2013, till it took initiative for grant of recognition to a second union also.

During the last 13 years of its existence, BSNLEU has been able to achieve two wage agreements for the employees, a new Promotion Policy as also many other achievements. It has taken the lead fight against disinvestment and privatisation and stopped the government from selling its share. It has taken initiative in forming the Joint Action Committee/Forum  of the Associations/Unions of Executives and Non-Executives which has organised many struggles and strikes to save BSNL and improve its services as also on the demands of the workers. The workers have rallied around BSNLEU due to its sincere and committed functioning. It took initiative in forming the organisations for the Pensioners (AIBDPA) and Casual, Contract Workers (BSNLCCWF) and jointly fought for settling their issues. BSNLEU has also done its due role amongst the PSU Unions. Now it has also taken initiative to form the Joint Action Committee of Non-Executive Unions/Associations for focussing and organising struggles for settling the urgent demands.

Another achievement of the union is the purchase of a new union office building at New Delhi at Shadipur area. The building has been purchased and was inaugurated on the BSNLEU Day, 22nd March 2012. The purchase could be made only due to the whole hearted support of the members throughout the country. The purchase was made by the balance amount in the union accounts and a loan of Rs. 1.5 crore from the bank. CHQ has called for further donations and we are sure that the members will donate generously again to repay the loan. By purchasing the building within 2 years of taking the decision in the Thiruvananthapuram All India Conference, CHQ has been able to fulfil the long cherished dream of the BSNL workers.

We have been celebrating the BSNLEU Day every year by organising some social service like blood donation camps, helping the poor school children by donating uniform and books, kambals and dresses to the poor and old etc. I have no doubt that our Branches/Districts will continue this social service this year also on the BSNLEU Day.

BSNLEU has grown to the present position only with the wholehearted support of our members and well wishers. We thank them and congratulate them ! Let us observe the BSNLEU Day in a befitting manner.

Today, 1st October 2013 is the 13th Formation Anniversary Day of BSNL, the Telecom PSU. At the time of formation as also for the next 5 years, BSNL was the biggest telecom service provider in India and the 7th largest telecom company in the world. But due to the neo-liberal and anti-PSU policy of the government as also mismanagement, the BSNL has become the 4th company in Indian Telecom and its market share has gone down to 13-14%.The private telecom companies flourished with the favour and support of the government.
The workers under the leadership of the Forum of BSNL Unions/Associations have already started serious effort to get the services improved and also pressurised the government to change its anti-PSU policy and support its own company BSNL. Management should become committed and efficient. Workers also have got their share of work to give a better service to the customers.
This anniversary day is a day to ponder over all these and take important decisions to strengthen BSNL. Let us ensure that BSNL survive, strengthen and is enabled to provide a better service to the Nation!
