CABINET APPROVES PRODUCTIVITY LINKED BONUS AND NON-PRODUCTIVITY LINKED BONUS FOR 2019-2020

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, has given its approval to pay Productivity Linked Bonus (PLB)for the year 2019-2020 to 16.97 lakh non-gazetted employees of commercial establishments like Railways, Posts, Defence, EPFO,ESIC,etc.will be benefitted and the financial implication would be Rs.2,791 crore.

Non-PLB or ad-hoc Bonus is given to Non-Gazetted Central Government employees. 13.70 lakh employees would be benefited and Rs.946 crore will be the financial implication for the same.

A total of 30.67 lakh employees would be benefited by the Bonus announcement and total financial implication will be Rs 3,737 crore.

Payment of Bonus to non-gazetted employees for their performance in the preceding year is usually made before Durga Puja/Dussehra season. The Government is announcing the Productivity Linked Bonus (PLB) and ad hoc bonus for its non-gazetted employees to be disbursed immediately. VRRK(Release ID: 1666381)

GLOBAL HUNGER INDEX- INDIA FARES POORLY-94 AMONG 107 COUNTRIES.

Modi government often claims that India is marching ahead as the most emerging economy in the world. Yes, it is a fact that Indian Corporates have amassed assets even beyond their imagination, thanks to Modi government’s all out patronage. Ambani and Adani got a steep hike in their assets in a single year with increase of 73% and 61% respectively.

But what about the common people ? The widening gap between the poor and the richest have put their lives to poverty and miseries. This fact is being vindicated through the study of global agencies. Now, according to the Global Hunger Index, released on 16-10-2020, India ranks 94 with Sudan and behind African countries, Kenya (84) Tanzania (89), Angola (93), among the 107 countries.

Our neigbhours are far ahead of India, China (5), Sri Lanka (64), Nepal (73), Bangladesh (75) and Pakistan (88).

India has the higest prevalance of wasted children under five years in the world, which reflects acute undernutrition. The report says that the situation has worsened during 2015-19 period, when the prevalance of child wasting was 17.3%, in comparison to 2010-14, when it was 15.1% .

NON-PAYMENT OF MEDICAL BILLS- DISCUSSION WITH CMD, BSNL.

Com. V A N Namboodiri, Advisor had a discussion with CMD, BSNL over telephone on 16-10-2020 on non-payment of medical bills, allowance and one time payment made to CGHS. Com. V A N reminded the CMD about his assurance last time that fund will be alloted after two months for payment to the retirees. But CMD replied that though it is correct that he had made such an assurance last time, the financial position of BSNL has not improved as expected and it may take another two, three months for payment of pending medical bills to the retirees. Com. VAN pointed out that BSNL is making payments to all others except the medical benefits of retirees to which CMD remained non-committal.

So it reveals the negative stand of the CMD towards the genuine issue of BSNL retirees even exposing the very credibility of the position he is holding. Now, we have no other alternative other than launching another phased programme of agitation. (Courtesy: AIBDPA website)

CELEBRATE THE 12TH FOUNDATION DAY BEFITTINGLY.

12th FOUNDATION DAY OF AIBDPA ON 21ST OCTOBER 2020.

The 11th Anniversary and 12th Foundation Day of All India BSNL DOT Pensioners Association (AIBDPA) falls on 21st October 2020. The mighty organisation of the BSNL DOT Pensioners was formed on 21st October 2009 in a largely attended All India Convention of the BSNL and DOT Pensioners at New Delhi. BSNL Employees Union, the recognised union of the BSNL employees, took initiative in holding the convention. Veteran leaders Comrades A.K.Bhattacharjee, P.V.Chandrasekharan and J.N.Mishra presided.  Com.M.K.Pandhe, one of the tallest leaders of the world trade union movement and President, CITU inaugurated the convention. The main speaker was Com.S K Vyas, Secretary General, NCCPA. Com.V.A.N.Namboodiri, then General Secretary, BSNLEU, presented the back ground paper for the convention. After thorough discussion by the delegates, resolution forming AIBDPA was unanimously adopted in an enthusiastic atmosphere. Thus the AIBDPA was formed which was committed to safeguard the interests of the BSNL as well as DOT Pensioners.The resolution adopted on policy and programme highlighted the importance of supporting the struggles of the BSNL employees and the workers at large called by the Central Trade Unions. It was also declared that AIBDPA, unlike from other pensioners organisations, is committed to organise struggles for the settlement of the genuine issues of the pensioners.  A well-knit team of office-bearers with Comrades V.A.N.Namboodiri (Advisor), P.V.Chandrasekharan (Patron), A.K.Bhattacharjee (President), K.G.Jayaraj (General Secretary) and M.L.Tiwari (Treasurer) was elected to lead the organisation.

Within months, circle and district unions were formed all over the country. The Association started functioning in right earnest. All the issues of the BSNL DOT Pensioners were taken with the government. Pension Revision w.e.f. 01-01-2007, 78.2% IDA fixation, Scrapping of 60:40 condition, Medical issues, Quarters to BSNL and DoT retirees, Broadband concession to BSNL retirees etc. were taken and numerous struggles were launched for favourable settlement. It is pertinent to mention here that the struggles of BSNLEU and Joint Forum/AUAB was crucial in the settlement of important issues. In addition, many individual cases were also taken up and most of these were settled favourably.

AIBDPA has always functioned in co-ordination with BSNLEU, the biggest organisation of the BSNL employees and Joint Forum/ AUAB and gave full support and solidarity to the struggle of the employees. It is an affiliate of the National Co-ordination Committee of Pensioners Association (NCCPA), which is the umbrella organisation of the pensioners all over the country. It is also an affiliate of the Trade Union International (Pensioners and Retirees) (WFTU) and participated in its formation Congress as well as subsequent Congress last year. Com. K.G.Jayaraj, GS, AIBDPA is an Executive Board Member of TUI(P and R).

AIBDPA activities are not only limited to the pensioners’ issues. It has taken keen interest in the problems of the senior citizens and connected matters. It collected donation from its   members and supported the struggles of the BSNL Casual and Contract Workers. Whenever natural calamities hit the country,  donations were collected and sent to the  Prime Minister’s Relief Fund / Chief Minister’s Relief Fund etc. in a good way. AIBDPA leaders and members are very active in social activities.

After its formation Conference, three All India Conferences have been held at Kannur, Tirupati and Kolkata respectively with massive participation and taken important decisions including agitational programmes. On the issue of Pension revision w.e.f. 01-01-2017, the office bearers at the Circle/ district level met about 200 Members of Parliament  and submitted memorandums requesting the matter to be taken up with the government. Some of them raised the issue in the Parliament.

We have many important problems to be settled including Pension Revision, Medical reimbursement, special problems of the VRS Pensioners etc. These problems have arisen mainly due to the negative anti-pensioner policy of the Central government as also violation of the assurances given at the time of the formation of BSNL. United Struggle is the way to settle these issues.

Our mighty and beloved organization, All India BSNL DOT Pensioners Association, is completing 11 years and the 12th Foundation Day on 21-10-2020 deserves to be celebrated in a befitting manner. Let us celebrate it with hoisting the AIBDPA flag, holding General Body meetings, distributing sweets, distributing food/clothes to the needy etc. In the meeting, the mounting attacks by the present Modi government against the farmers, workers, pensioners and the people at large even under the cover of Covid-19 pandemic, the achievements and the onward march of AIBDPA through the path of struggles, cordial relationship with the serving employees organizations and joining their struggles, our affiliation with NCCPA, the umbrella organization of pensioners organizations in India and TUI(P&R), the international pensioners organization and constituent of WFTU and the tasks ahead for pension revision and payment of medical benefits, revival of BSNL etc.are to be explained.

BSNLEU finalizes Demands for November Strike.

The Central Executive Committee meeting of BSNLEU, held on 10th & 11th September, 2020, has decided to organise massive campaigns in the months of September and October, which should culminate into a strike in November, 2020. The All India Centre meeting held online yesterday, finalised that the campaign and strike would be organised on the following demands.
  1. Immediately launch BSNL’s 4G service. No discrimination vis-a-vis the private operators in procurement of equipments. 
  2. Settle 3rd Wage Revision.
  3. Stop retrenchment of contract workers through indiscriminate outsourcing of works. Take back the retrenched contract workers. Immediately pay their wage arrears.
  4. Settle pension revision from 01.01.2017.
  5. Implement a New Promotion Policy for the Non-Executives.
  6. Immediately hold the JTO LICE, JAO LICE, JE LICE and TT LICE.
  7. Provide Rs.10 lakh cash compensation to the employees who die due to COVID-19.  Ensure cashless treatment in the empanelled hospitals. 
  8. Implement Group Term Insurance (GTI) for the Non-Executives.
  9. Implement 30% superannuation benefits to the Directly Recruited employees.
  10. Implement revision of casual labourers’ wages. (BSNLEU website)

Red Salute to Comrade Che Guevara!

On 9th October 2020, the world observes the 53rd year of the martyrdom of Che Guevara, the eternal revolutionary and the inspiration of generations of youth and revolutionaries.

Ernesto Guevara was a true revolutionary who  lived and fought for the freedom of the Latin American countries. He was part of the guerrilla team of Fidel Castro which defeated Dictator Batista, made Cuba free and founded the Socialist state. He left the post of Minister and leadership of the party and went to Bolivia to liberate it. During the guerrilla warfare in the mountains, he was caught and executed at La Higuera, Bolivia on 9th October 1967.

The entire world remembers this great revolutionary on his 50th year of martyrdom. Tens of thousands from all over the world are expected to reach Bolivia to visit his grave and memorial.

Dear Comrade,

The danger of Covid-19 pandemic is still there and nowadays it is spreading rapidly in our country. In spite of precautions, some of our comrades are also infected, mostly from Maharashtra and Gujarat. Com.A.Dhupal, CHQ Vice President from Odisha also had to be admitted in the hospital and now under home quarantine. So, Comrades we are to be more vigilant and should strictly follow the Covid-19 protocol.

Standing Dharna against non-payment of Medical Benefits.

CHQ call to organise Standing Dharna on 19-08-2020 against non-payment of medical benefits and discrimination by the BSNL management was responded massively all over the country braving the dangerous situation due to the Covid-19 pandemic but strictly following the Covid-19 protocol. CHQ heartily congratulates all our comrades for effectively organizing the agitation.

International Pensioners Day observed successfully.

The decision of TUI (P&R) to observe October 1 as World Pensioners Day was duly endorsed by NCCPA, AIBDPA and AIPRPA. The 75th Anniversary of WFTU which falls on October 3 was also combined with the Observance of World Pensioners Day.  It was held with very good participation of pensioners throughout the country by our units. In some places it was jointly held with the other constituents of NCCPA. In Tamil Nadu where there is an effective Co-Ordination Committee of pensioners organizations including State Government pensioners, the programme was a stupendous success.

Our comrades also participated in the Black Day Lunch hour demonstration on the same day called by AUAB against roadblocks being created by central Government on starting 4G services by BSNL.  Congratulations Comrades.

Revalidation of Medical Card – time extended up to 31-03-2021.

CHQ had taken up the issue of further extension of time for submission of Option for outdoor medical facilities and Revalidation of Medical Card. However, the Corporate Office has issued order only for extension of time for revalidation of medical card up to 31-03-2021. In some circles like West Bengal, it is reported that many of the pensioners could not submit the Option for outdoor medical facilities due to the peculiar situation of Covid-19 pandemic.

Hold Circle Executive Committee and District Executive Committee meetings online.

It is a foregone conclusion that we have to live with the Covid-19 pandemic for some time long. We cannot allow to hit our normal functioning anymore. So, let us hold the Circle Executive Committee meeting virtually utilizing the technology of Google Meet, Zoom etc. One of the capable comrades may be entrusted with the responsibility of holding the CEC online and the CEC, as far as possible, may be held before 31-10-2020. Thereafter District Executive Committee Meetings also be held online and completed before 30-11.2020. This is very much necessary to streamline our functioning. CHQ is planning to hold the Central Executive Committee Meeting also online in the month of December,2020.

We should have a definite picture as to how many VRS retirees have joined AIBDPA and CHQ is in darkness as no report in this regard is received from any circle. CHQ quota also is not being received from most of the districts. Circle Secretaries and CHQ office bearers in charge of the circles may take the initiative for getting a clear picture and remittance of CHQ quota.

Creation of WhatsApp Groups for speedy communication.

In the last Circular No.6. the importance of creating WhatsApp groups by circles and districts for effective and speedy communication, was explained in details with proper guidelines to be adopted. Unfortunately, no visible progress is noticed in this regard as if our comrades have not taken it seriously. This is being advised on the basis of our experience as we could reach out to the entire membership through effective functioning of WhatsApp groups. So it is once again requested for early creation of WhatsApp groups by those Circles and Districts which have not yet created the same.

Telepensioner E-journal.

Situation continues to be not conducive in New Delhi to get the Tele Pensioner printed and dispatched. So as in the case of January-June, 2020 issue which was released as e-journal, next issue of July- September, 2020 also will be released as e-journal within a few days.

Pension Revision – Seeking legal remedy.

Our demand on pension revision has been very clear from the beginning. Pension should be revised with 15% fitment from 01-01-2017, delinking wage revision of BSNL. AUAB also raised the same demand and got a favourable assurance from the former Minister of Communications, Shri. Manoj Sinha in the wake of a three days strike. But the present Minister, Shri. Ravi Shankar Prasad has taken a negative stand and stated in Parliament that Pension Revision is possible after wage revision. Thereafter some of the Pensioners Organisations, lost hope and started talking about seeking legal remedy. Our CEC meeting held at Guwahati in November, 2019 after serious and threadbare discussion took a very clear stand against seeking legal remedy at this stage and instead took the decision for a phased program of agitation culminating in the Parliament March. Accordingly, all the programmes were implemented successfully barring the Parliament March which was compelled to be postponed due to Covid-19 pandemic.

Now, some of the pensioners oraganisations have filed petitions for Pension Revision at the Principal Bench of CAT, New Delhi. AIRBSNLEWA and SNPWA have filed the case seeking pension revision with 2.51 multiple factor. Three MTNL pensioners organizations filed another case with the same demand. But AIBSNLPWA filed a separate case seeking Pension Revision as per the terms of the 7th Pay Commission recommendations. These organizations were in a Coordination Committee but could not come to a consensus on the demand.

One of the important functionaries of AIBSNLPWA, in an open video talk, has stated that seeking legal remedy involves huge financial expenditure and unpredictable delay and may benefit the next generation of pensioners if the verdict is finally decided favourably to the petitioners.

Now, in the ongoing conciliation of 3 days Strike of AUAB held on 18-20 February, 2019, with the Regional Labour Commissioner (Central) in which all the 5 issues of the strike including Pay Revision and Pension Revision were discussed, RLC has directed the BSNL management to discuss and decide the issue of at least the wage revision of the Non-Executives. Next sitting of the conciliation will be held on 26-11-2020. But the RLC has its own limitations and pressure has to be exerted in the form of agitation by AUAB and AIBDPA is committed to join. BSNL management has to implement the wage revision to motivate the staff. BSNL, as part of its revival package, has already got the sovereign bond of Rs.8,500 crore and asset monetisation is also being materialized which are certain to ease its financial crunch.

Nationwide Strike on 26-11-2020 by Central Trade Unions and Independent Federations – Support and Solidarity by AIBDPA.

The National Convention of Workers held online on 03-10-2020 has given a clarion call for a country wide Strike on 26-11-2020 against the anti-farmer, anti-worker and anti-people measures of Narendra Modi government. The National Convention, after serious discussion of the recent developments, particularly undemocratic adoption of farm bills throwing the farmers to the mercy of Corporates and 3 labour codes replacing the existing 44 labour laws curtailing the rights of the workers, took the important decision of the country wide Strike.

The following demands are put forward for the strike;

  • Cash transfer of Rs. 7,500 per month to all non-income tax paying families
  • 10 kg free monthly ration per person to all needy.
  • Expansion of MGNRGEA to provide 200 days’ work in a year in rural areas, at enhanced wages, extension of employment guarantee to urban areas.
  • Withdraw all anti farmer laws and anti-worker Labour Codes,
  • Stop privatization of all Public Sector including financial sector and stop corporatisation of Government run manufacturing and service entities like Railways, Ordnance Factories, Port etc.
  • Withdraw the draconian circular on forced premature retirement of Government and PSU employees.
  • Provide Pension to all, scrap NPS and restore earlier pension scheme, improve EPS-95.

AIBDPA wholeheartedly welcome the decision and calls upon all its units to extend support and solidarity to the Strike. The form of solidarity action may be decided according to the local conditions.

Dear Comrades, let us implement the decisions successfully within the limitations of Covid-19 pandemic.

Railways denying Train concession to senior citizens misusing Covid situation.

Misusing the covid situation, Railways have decided to take away the train concessions allowed to the senior citizens. Women aged 58 and more were allowed 60% concession and men aged 60 and more were given 40% concession in train fare. This taken away through the Press Release issued on 19th March made effective from 20th March. Copy of the same is given below:

Imperative to curtail spread of COVID-19 and protect the most vulnerable group of population i.e people with chronic illness and senior citizens

In order to contain the spread of COVID-19 virus and to minimise the travel related risks to elderly citizens, Indian Railways has taken steps to discourage senior citizens from undertaking non essential journeys by removing special incentives which presently exist for their travel .Indian Railways has done this by withdrawing concessional booking of tickets to senior citizens for Unreserved & Reserved segment form 00:00 hrs of 20th March till further advisory. This step has been taken to discourage them from making non essential journeys.

It has been seen that the risk of spread and mortality rate due to COVID-19 virus is highest among senior citizens as susceptibility increases with age. As the report of the WHO Joint Mission on Corona virus Disease indicates, “Individuals at highest risk for severe disease and death include people aged over 60 years”. It further says, “Mortality increases with age, with the highest mortality among people over 80 years of age (CFR 21.9%).”

Amidst the worldwide outbreak of COVID-19 virus and increasing number of cases in India, it has become imperative to curtail its spread and protect the most vulnerable group of population i.e  people with chronic illness and especially senior citizens. Withdrawal of such concessions is also a part of a wider plan to discourage unnecessary travel by all concerned and hence concessional booking of all tickets have been withdrawn except Patients, students and Divyangjan category for both Unreserved & Reserved segments  .

It is notable that a large number of requests are already being received by Indian Railways for cancellation of tickets booked by Senior Citizens and provide waiver of cancellation fee.

In view of the above, following action is being taken by Railways:

  • No concession on reserved and unreserved Railway tickets for senior citizens w.e.f.  00:00 Hrs 20th March 2020
  • For railway tickets already purchased before 00:00 Hrs 20th March 2020, in case of travel, no difference in fare shall be collected.
