DPE issued orders on III PRC for executives in PSUs

The Department of Public Enterprises( DPE) has issued orders on 3rd August 2017 for Pay Revision of executives accepting the recommendations of the III Pay Revision Committee. (This is put in the website of BSNLEU)

The report as well as the order is retrograde and will deny pay revision for many PSUs. BSNL Employees had organised one day strike on 27th July 2017 demanding immediate pay revision. Struggles will have to be continued for wage revision in BSNL.

50,000 vacancies in the Department of Posts – Communications Minister

In reply to a question in the Parliament, Communications Minister Shri Manoj Sinha stated that there are 49,961 vacancies to be filled up in the department of Posts. The maximum number of vacancies are in the Postmen cadre – 16,532.

On the one side the Modi Government says that it is making efforts to reduce unemployment by providing jobs. But the reality is that instead of the 2 crore jobs promised, even 5 lakhs have not been provided. At least the government can fill up the lakhs of vacancies in the central government itself.

New Telecom Policy – ‘One Nation, One Licence’

The New Telecom Policy expected to be finalised by the end of this year may change the Licence system for telecom services in the country. This was stated by Miss Aruna Sunderarajan, Secretary DOT. Earlier, the licences were granted on bid for each circles separately. This was the requirement of the private companies since they did not have services in all the circles. But BSNL was compelled to purchase spectrum in all circles at the maximum bid rate in each circle, whether required or not. While private companies paid only Rs. 3000 – 6000 crores for selected circles, BSNL was compelled to pay an amount of Rs. 18,500 crore.

Now the major telcos are providing service in most of the circles. If they have to bid by circle to circle and pay for all circles, it will be a good amount as paid by BSNL earlier. Hence it is to reduce that burden on the private companies that the All India licence is being thought of giving a new slogan ‘One India, One Licence’.

It is exposed that the policy decisions are taken by the government in the telecom sector always giving priority to the private companies. Already the government is in the processing of reducing the ADC, USOF etc. charges to be paid by the private companies as demanded by the them.

Kerala Government declares Bonus for PSU employees

Labour Department of Kerala LDF government has issued orders for payment of minimum bonus to the state PSU employees. Bonus will be 8.33% of the basic pay. This minimum bonus is applicable to all those workers getting pay up to 21,000. The order has been issued well in advance of Onam, the major festival of Kerala, so that the workers will get the Bonus in time.

Kerala Government is also trying to strengthen the state PSUs and make them profitable, which have all gone loss making during UDF rule.

BSNL Casual Contract Workers Convention at Kozhikode

More than 300 casual/contract workers, including about 100 women, attended the District Convention held at Kozhikode on 1st August 20171. The convention was intended to focus on the demands raised by the BSNL Casual Contract Workers Federation / BSNLCCLU on minimum wage, Bonus, recategorisation, EPF ESI etc. Convention was inaugurated by Com. A.K.Ramesh, District Vice President CITU. Coms. V.A.N.Namboodiri, All India President BSNLCCWF, K.Mohanan, Asst. Secretary General, Asokan, Dt. Secretary and other leaders addressed. Com. K.V.Jayarajan District President presided.

The Convention decided to organise the 10th August 2017 March to the CGM/GM Offices with massive participation.

Part-time job should at least be for half a day

I was invited today to inaugurate the Hunger Strike in front of Kozhikode PMG Office organised by the All India Postal Casual,Part-time Contingency Contract Workers Federation demanding payment of arrears of wages due from 2006 and 2016 onwards. Orders are issued, but not implemented even after months. Most of the participants were part-time and contingency workers engaged in the Post Offices to sweep and clean the offices including the toilets. Many of them are engaged for about one hour to two hours daily so and is paid a pittance of Rs. 1,000 or so in a month.

This is most cruel and brutal exploitation. These workers have to spend much time to reach the office and go back, work mostly more than the time engaged and do some additional works in the office. But the wages are for one hour or two. Wages for part-time should be paid at least for four hours ie. half a day, so that the worker gets something to maintain a family.

My congratulations to NFPE and AIPCPCCCWF for taking up the issues these downtrodden workers seriously. The Department of Posts should be made to pay reasonable wages to these workers. We express our full solidarity to the fully justified struggle.

Mandating Aadhaar linkage to PAN cards

Permanent Account Number (PAN) is the key identifier of taxable entity and aggregator of all financial transactions undertaken by one person. One PAN for one person is the guiding principle for allotment of PAN. However, for achieving the objective of one PAN to one assessee it is required to maintain uniqueness of PAN. The uniqueness of PAN is achieved by conducting a de-duplication check on all already existing allotted PAN against the data furnished by new applicant. Under the existing system of PAN only demographic data is captured. Some instances are found where multiple PANs have been allotted to one person or one PAN has been allotted to multiple persons despite the application of de-duplication process based on demographic data. Linkage of Aadhaar number into PAN database will allow a robust way of de-duplication as Aadhaar number is based on biometric attributes of finger prints and iris images. Further seeding of Aadhaar will allow the Income-tax Department to weed out any undetected duplicate PANs. It will also facilitate resolution of cases of one PAN allotted to multiple persons.

As on 27.7.2017, 11,44,211 PANs have been identified and deleted or de-activated in cases where multiple PANs were found allotted to one person. Similarly, as on 27.7.2017, 1,566 PANs have been identified as ‘Fake’ which were allotted to either non-existent person or in the names of persons with false identities. In this regard, the PAN service provider carries out onsite verification of PAN applications to verify identity and addresses of the applicant and share the report of such verification to the concerned Assessing Officer. On receipt of such report the assessing officer also conducts enquires and mark the PAN as “Fake”. If information of allotment of more than one PAN is received, the facility to delete or de-activate the PAN is available with the Assessing Officer through application software. Further, during 2004 to 2007, an exercise for de-duplication of PAN was conducted in the Department to identify probable duplicate PANs, which were consequently deleted or de-activated by the concerned assessing officers after examinations.

This was stated by Shri Santosh Kumar Gangwar, Minister of State for Finance in written reply to a question in Rajya Sabha today. (01.08.2017)

Arvind Pangaria, the Vice-Chairman of Niti Ayog, has resigned the post and is going back as Professor to Columbia University, a prestigious private University in New York, US. He was on leave for two years to take up the job of Vice-Chairman, NITI Ayog, on the invitation of Prime Minister Modi, to speed up the reforms of Indian economy.

He has done his job ‘well’ as required by the government. He recommended the privatisation / closure of many PSUs, including Air India, BSNL, MTNL, BEML etc. etc. labour reforms curtailing the hard won rights of the workers and other such proposals in implementing the anti-worker neo-liberal policies of the government. He has worked in IMF and World Bank, which are the instruments of the imperialist and capitalist countries to exploit the developing and poor nations like India.He worked in the Asian Development Bank also.

Not only the left trade unions, but even BMS, the trade union arm of BJP, was compelled to demand the dissolution of NITI Ayog for its anti-worker recommendations.

Pangaria has left, but the NITI Ayog continues. Which IMF/World Bank/WTO  expert is going to be appointed as the new Vice-Chairman? Certainly Prime Minister Narendra Modi, who is also the Chairman of the NITI Ayog, will find a suitable expert to the post, who will continue the anti-people recommendations as give by Pangaria.

Today, on July 26, on this very symbolic date for the Cuban people, the World Federation of Trade Unions is organizing various events and activities in the Cuban embassies to declare their internationalist solidarity in the framework of the Campaign of International Solidarity with Cuba, announced during the International Trade Union Meeting in Brussels on 7th and 8th June 2017.

WFTU affiliates and friends in 126 countries around the world are fighting for the end of the criminal blockade against Cuba and for the immediate return of the Guantanamo territory to the Cuban people!
