Meeting with GM(Restructuring) on Contract workers’ issues

Com.V.A.N.Namboodiri, President, BSNLCCWF met Shri A.M.Gupta, GM(Restg), BSNL C.O. and discussed about the non-settlement of issues of contract workers in many circles. He pointed out that the contract workers in Jharkhand are not being paid full wages. Instead of making payment through cheque or accounts as per orders of the CMD BSNL, they are being paid in cash to avoid scrutiny. In UP(East) Circle, despite bringing the non-payment of minimum wage and non-implementation of EPF and ESI to the notice of the corporate office, the issues remain still unsettled.

GM(Restructuring) stated that several instructions have been issued and that Corporate Office is monitoring the cases. He assured that necessary action will be taken to implement the orders at the field level. Comprehensive orders are also being issued.

NFPE Federal Council demands scrapping of NPS for CG employees

The 10th Federal Council Meeting held at Guwahati from 07th to 9th September 2016 has adopted a strong resolution demanding the scrapping of the NPS for those recruited from 01-01-2004 and demanded that all those employees recruited from 01-01-2004 also should be made eligible for the Defined Benefit  Pension Scheme. In the Strike Notice issued by the National JAC of Central Government employees also, the same demand has been raised.

This is fully justified. The Forum of BSNL Unions/Associations should also demand that all the employees appointed from 01-10-2000 ( date of formation of BSNL) should be granted the Defined Statutory Pension as in the case of the DOT appointed and BSNL absorbed employees. The discrimination between the two set of employees should be removed and justice given to the BSNL appointed employees.

17th WFTU Congress Starts on 5th October 2016

The 17 World Congress of the World Federation of Trade Unions (WFTU) starts tomorrow (5th October 2016) at Durban, South Africa and will continue up to 8th October. Delegates from various countries, including India, are participating. Com.P.Abhimanyu, General Secretary, BSNLEU, is one of the delegates from India.

The four day programme of WFTU includes the report to the Conference by the General Secretary WFTU, Discussion by the delegates, cultural programmes, election of office-bearers etc.

The trade unions world over will be watching for the decisions the WFTU Congress.

Greetings to the people of Peoples Republic of China!

Chinese people celebrated 1st October 2016, the 67th Anniversary of the proclamation of the Peoples Republic of China, which was formed on 1st October 1949. China, the most populous country with about 138 crores of people, is one of the biggest  economy in the world. From one of the poorest countries, by adopting Socialism, it has come up as the second most powerful nation in the world after US. It was through hard work and complete faith in Communism that Peoples Republic of China has achieved all this.

On this 67th Anniversary of the PRC, I convey my Warm Greetings to the people of China!

Don’t Start “Bad Bank” – Com. Sitaram Yechury M.P. to Prime Minister

Com. Sitaram Yechury, M.P. and General Secretary of CPI(M) has written the following letter to the Prime Minister opposing the start of “Bad Bank”

“Please refer to my letter to you dated 7 July 2016 about the alarming increase in the Non-Performing Assets (NPA) of state-owned banks and your government’s reluctance to recover these bad loans. As we have not witnessed any action on the points so far and because of newer developments in this area, I am being forced to write to you again.

Recent reports show that bad loan provisioning for most state-owned banks doubled – and even trebled in some cases — in 2015-16. To make matters worse, the core earnings of most of these banks have fallen grossly short of the requirement for bad loan provisioning. There has been a lack of concerted effort to recover these bad loans, and your government has instead waived Rs 59,547 crore of bad loans of big borrowers in 2015-16. All this while, the farmers continue to be hounded for repayment of minor amounts in drought years.

These big borrowers have viable assets which can be easily recovered by banks, if backed up with political will and determination. Instead, we have seen a proposal to divert all the bad loans from state-owned banks by creating a single “bad bank”. It is an attempt to portray a clean-up of bank account books by diverting the bad loans to a separate new entity, which will still be government owned. This “bad bank” will still be furnished by public money as all the other banks will be recapitalised by your government, while big borrowers would be allowed to go scot free at the cost of the honest tax-payer. This amounts to the cronies being rewarded for their profligacy, bad business practices and their lavish personal lifestyles by the hard earned savings of the vast majority of the middle classes and the poor of this country.

A proposal to create a “bad bank” was publicly rejected by the former RBI governor, Raghuram Rajan. He had identified the ‘moral hazard’ problem of this proposal, where the banks would continue to lend to the same big borrowers who would display scant regard for returning these loans.

Before any attempts at whitewashing the bad loans by recapitalising the banks, the principle of “Recovery First, Recapitalise Later” must be followed in letter and spirit of your government. To not do so would confirm our worst fears of your government – which has written off Rs 1,12,089 crore of loans of big borrowers — being beholden to crony capitalism.

As I had mentioned in my previous letter, the need of the hour is for your government to put into practice an urgent action plan to start recovery of pending loans from Top 100 borrowers. You must begin by making public their names with the due amount. A failure to do so would mean that your government is making our working people pay for the criminality of the rich defaulters. This is an inversion of the principle of natural justice.

We hope that you will reject this proposal of creating a “bad bank” and start recovery of bad loans on priority. Anything less would be tantamount to dereliction of your constitutional duty as the prime minister of this country.”

Spectrum Auction gets Rs. 56,792 crores, chance for more

The government has got Rs. 56,792 crores from the spectrum auction on the second day and more may be received in the coming days.

The government should at least allot Rs. 10,000 crore for BSNL from the above for modernisation and expansion. Since BSNL could not participate in the auction due to lack of funds and non-sanction from the government, the latter should allot spectrum free for providing 4G by BSNL to its customers.

The Forum of BSNL Unions/Associations should demand the above so that BSNL is able to improve its financial position and provide better service.

Greetings on 71st Foundation Anniversary of WFTU and 17th Congress at Durban

71 years back on 3rd October 1945 was born the revolutionary trade union organisation of the working class, “World Federation of Trade Unions”(WFTU). The defeat of Fascism and the victory of the Allied forces consisting of USSR, US and Britain was one of the most important chapter in the 20th century, another being the 1917 Revolution in Russia, resulting in the formation of the USSR, which changed the political equations in the world.

After the II World War and victory of allied forces, United Nations Organisation (UNO) and many other international organisations were formed to ensure peace in the world and co-operation in all fields. WFTU is part of this international movement, the bulwark of the trade unions in the world.

After the collapse of USSR, there was a weakening of  WFTU, with ideological confusion and difference. But fortunately at the  WFTU Congress at Havana (Cuba) in 2005 (which I had the opportunity to attend), the issue was settled and many organisations like CITU, which were keeping away from WFTU, rejoined the same, making it stronger and ideologically more progressive.

Next was the WFTU Congress in Brazil in 2010 and the next is the 17th Congress from 5th to 8th October 2016 being held at Durban, in South Africa. Many leaders from India are going to participate in the Congress.

A.P.Circle bifurcated and Telangana Circle formed from 01-10-2016

BSNL has issued orders forming Telangana Telecom Circle by bifurcating A.P. Circle and the separate circles have started functioning from 01-10-2016, on the 16th Birth Anniversary of BSNL. Though A.P. state was bifurcated some time back, BSNL had not decided for bifurcation and functioned as one circle. But the state elections and the formation of separate governments for Telangana and A.P. has created a situation, where separation of BSNL  became a necessity. It is true that the NE-I and NE-II circles each have three states in their jurisdiction, but A.P. and Telangana are big states.

A.P.Circle was the biggest telecom circle in the country  with regard to employees, and Rajasthan is the biggest in area. After bifurcation of A.P.Circle, Maharashtra will be the circle with the maximum number of employees, around 16,000.

A.P. Circle and its leadership have always been a strong bastion of BSNL Employees Union. From the second verification in 2004 onward, it gave good majority to BSNLEU in each verification. Best  support always has been given to CHQ, including donation of a car for the use of General Secretary. I remember the important roles played by leaders like Coms. M.N.Reddy, P.Asokababu, J.Sampath Rao, D.Nagamanyam, Ramachndrudu and others in building up the organisation in the circle.

At this important junction of the bifurcation of the A.P.Circle, I convey my Greetings and Best Wishes to the leaders and workers  with the hope that they will continue to be in the foremost in fighting for the cause of BSNL and the workers.

BSNL to provide 2726 additional towers in Naxalite area?

It is reported in Economic Times that   2726 solar powered  Towers are proposed to be erected in the Naxal arrears in addition to the 2199 towers already provided by BSNL. The new project is also reported to be entrusted to BSNL.

27 Central PSUs under Strategic Sale Radar.

On the basis of the Niti Ayog recommendations, the Department of Investment and Public Assess Management (DIPAM – the new name for the former Department of Disinvestment) is moving for the strategic sale of 27 central PSUs. The names come out include Container Corporation of India, Bharat Earthmovers Ltd, Certification Engineers International Ltd., Hindustan Newspapers Ltd., Scooters India Ltd., Air India etc. BSNL and MTNL were reported to be in the list, but immediately Niti Ayog issued a denial. It is clear that the denial was only to hoodwink the workers in these two PSUs and take them by surprise later to avoid agitation.

The Central Trade Unions have to focus these issues in a massive and prepare the workers for a serious fight. The Forum of BSNL Unions and Associations as also the Forum of BSNL/MTNL Unions / Associations should start preparations for a serious sustained struggle to defeat the ill-conceived moves of the NDA government.

Bajpai Government sold VSNL to Tata. Are the BSNL and MTNL unions and workers going to allow strategic sale of BSNL and MTNL being planned by the Modi Government?

The answer is a big NO.  BSNL Workers defeated the decisions of the government to disinvest and impose VRS/CRS. They will defeat the move for strategic sale also.
