The Government of India has issued a Press Note on 4th June stating that PSUs which had made wage agreement for 5 years can have the next wage revision for the non-executives with effect from 01-01-2012, with certain conditions. A copy of the same is given below:

| “The Union Cabinet today approved the proposal for permitting the management of Central Public Service Enterprises (CPSEs) to initiate wage negotiations generally effective from 01.01.2012, subject to the condition that negotiated scales of pay would not come in conflict with existing scales of pay of executives / officers and non-unionized supervisors of the respective CPSEs. This will benefit workmen of those CPSEs which opted for 5 years of wage settlement w.e.f. 01.01.2007 and they can now go for another wage negotiation for 5 years w.e.f. 01.01.2012.
Background : There are 260 CPSEs in the country employing 13.98 lakh persons (2.74 lakh executives, 0.31 lakh non-unionized supervisors and 10.93 lakh unionized supervisors and workmen) as on 31.3.2012.” |
This is an achievement due to the continued struggles of the PSU workers. In BSNL, BSNLEU, the recognised union, insisted for a 5 years wage negotiation at the time of the last negotiation itself. It has raised the demand later also. In the Central Executive Committee to be held at Kolkata in July 7-9, both the Wage Revision from 01-01-2012 and Merger of 50% IDA are notified as main agendas. BSNLEU will insist that the 5 year period wage revision should be implemented in BSNL.

Fact is, at the time wage negotiation, u was not insist for any period,
Even though bsnl employees are struggling for last 78.2% merger issue.we don’t know this is failure of BSNLEU or something else,
Dear Comrade, you are ill informed. Just go through the agreement and records of wage negoitiation. You can see the demand made by BSNLEU as also the opinion of the management and the decision. Though the demand of the BSNLEU was not agreed to by the management, the period of wage negotiation was neither mentioned as 10 years as proposed by management nor 5 years as demanded by the union. The BSNLEU has again raised the demand and it is going to be seriously discussed in the next CEC meeting. Regarding 78.2% the Forum of BSNL Unions & Associations have taken up the demand and has already called for strike from 12th JUne. Today there was discussion with DOT also. If issue is not settled by 12th June there will be indefinite strike. Ridiculing and simply criticising the unions who are trying to settle the issue will reach you nowhere. I would also advise you to read the journals and website of unions for getting regular correct information.

Coal India Limited, SAIL, Banks, Insurance etc. are already following the 5 year wage revision. Central Government Employees have demanded for 5 year Pay Commission. BSNLEU had demanded for 5 year wage revision at the last negotiation itself, but the management has not agreed. The demand is still there.
Sir , plz let me know when will be next pay revision will be done in RAILTEL CORPORATION OF INDIA LTD ( a psu under ministry of railways).
Is this company also follows pay revision after 5 years???
Dear Comrade, As already pointed out in my earlier posts, BSNLEU demanded for 5 year wage revision, but the management did not agree. They told it will be 10 years revision. Hence no agreement on the period of agreement. In many PSUs, there is 5 year agreement and in many it is 10 year agreement. I will find out the case of RAILTEL and then post it.

Sir what about the Wage erosion issue of post 2007 employees of BSNL specially TTAs when it will be solved in my opinion if BSNLEU wants it can get it solved within a week
Dear Comrade, The issue is a serious one with the new recruits appointed after 01-01-2007 in BSNL, mainly TTAs, are denied of the pay which they were getting before the implementation of the wage revision. This has been taken up by not only BSNLEU, but all the unions. The issue was discussed several times including in the National council, where both BSNLEU and NFTE are there. While the management agrees that deduction of wages has taken place, it is not prepared to accept any suggestion put forward by the union. A committee has been formed for the purpose, but the recommendations have not come out so far. The Management has stated that the committee is thinking of paying one advance increment, which will remove the deduction. The union has demanded for 5 increments as in the case of given to executives. The issue is yet to be settled. The joint action Committee of the Non-Executive unions has place this demand in the Charter of demands given to the management. BSNLEU is pursuing the issue with most importance.

Dear Comrade, Pay Commission is not the system for wage revision for BSNL non-executive employees. It is discussion between BSNL Management and recognised unions. BSNLEU demanded for 5 year wage revision ie.next wage revision should be from 2012, but the management has not agreed. If 10 year period is to be taken, then the revision will be from 2017.
Sir, you had said that bsnl management not agreed for 5year wage revision,then when we will get it if dot merger bsnl and mtnl,both department employees had salary difference
The Joint Action Committee of the Non-Executives will take up the case for wage revision. With regard to merger of BSNL and MTNL the Forum has already strongly opposed the move. This is one item in the charter of demands furnished by the Forum to the government and BSNL Management.

VII Central Pay Commission is appointed to recommend the wages etc. for the central Government employees. For the BSNL Non-executive employees, the wage revision is done through negotiations between the management and the recognised unions.

Five year wage revision was demanded, but so far not agreed to by the Management.

We are seriously opposing the same. The government is on the move for the same, but we will resist till our demands connected with the same are agreed.

No decision has been taken so far. If it is a 10 year period, the revision should be from 01-01-2017.
Sir, regarding to budget is nda government is gng to privatisation of bsnl…………
The government has already indicated that while disinvestment will take place in many PSUs, some of the PSU will also have strategic sale, meaning privatisation.

It is wage negotiation for BSNL non-executive employees and not Pay Commission. So far, there has been no move from the admn. to start the wage negotiation.
So far,the BSNL management has not initiated any move for the Wage negotiation. For BSNL non-executives it is wage negotiation and not Pay Commission.

Wage negotiation means discussion between the Management and the recognised unions on Pay Revision.

There is no Pay Commission for PSU employees. Here it is wage agreement. We have demanded for the negotiation to start.
