Com. V.A.N.Namboodiri, Convener, Forum of BSNL Unions/Associations, met Shri A.N.Rai, Director (HR), BSNL on 26 February and discussed the following points:
1. USOF allotment of Rs. 1,250 crores in lieu of ADC for the year 2012-13 2. No surrender of CDMA spectrum by BSNL as recommended by TRAI since BSNL services will seriously suffer and will cause extra expenditure 3. Conflicting issues like difference in pay scale, 46.5% disinvestment of MTNL, Pension issues etc. to be solved before any decision is taken for BSNL-MTNL merger 4. Expediting the projects of NOFN, Erection 2200 towers in the naxal affected area and laying of cables for defence so as to get the spectrum released etc. 5. Efforts needed to get the orders issued for 78.2% IDA for pensioners by DOT.
The issue of contract workers, especially non-implementation of Govt. and corporate office orders on payment of minimum wages, social security measure like EPF and ESI etc. were brought to the notice of the Director (HR). He assured suitable action in the matter.

The meeting of the Cabinet scheduled to be held on 28th February is expected to take important decision with regard to many issues including restructure of BSNL, MTNL, financial assistance etc.
The Forum of BSNL Unions/Associations has already submitted its suggestions/Demands/proposals in this matter to the Prime Minister, Finance Minister, Communications Minister, Secretary DOT, CMD BSNL and others.
In case issues are not settled, there is no other go but to resort to agitational programmes.

Today I had few minutes meeting with Shri R.K.Upadhyay, CMD BSNL on the issue of development, expansion and services by BSNL.It is hinted by the CMD that there is a positive growth, though small.
He also informed that a meeting with the Unions will be conducted shortly (now it is fixed on 30th November) to present certain decisions taken by the Heads of Circles on the revival of BSNL.
The meeting should benefit the BSNL in its growth.

As per the decision of the Forum of BSNL Unions/Associations, State Conventions are to be held on the line of the National convention to focus on the “Revival of BSNL.” Kerala Circle has taken the initiative and the State level Convention on “Revival of BSNL” will held at Trichur on 13th August. Com. V.A.N.Namboodiri, National Convener, Forum will attend the Convention.

Other circles are also planning their Conventions to be held at the earliest.

Forum plans to revitalise BSNL for better service

The Forum of BSNL Unions/Associations which met today, 13 June 2013, called upon the entire BSNL employees to unitedly face the crisis and determinedly to make all efforts to revive BSNL, both financially and also in providing a better service to the people. The Forum sought meetings with the Finance Minister, who is the Chairman of the Group of Ministers on  Revival of BSNL and MTNL as also Communications Minister to present its view points included in the Memorandum submitted to them.

The meeting also decided to organise an All India Convention at New Delhi in August 2013 to be followed by Circle and State Conventions in the next three months to propagate its views and suggestions and get maximum support from the people for the revival of BSNL.

A very important meeting of the Forum of BSNL Unions / Associations is scheduled to be held at 03.00 PM tomorrow ( 13th June 2013)at the FNTO office. The meeting was fixed in the Forum meeting held yesterday for calling off the strike after the issue of the 78.2% IDA pay fixation. It was unanimously agreed that the next immediate priority should be the revival of BSNL, for which the Forum can take a pivotal role. A detailed memorandum has already been submitted to the Group of ministers (GoM) appointed for the purpose. The intention of the govt. may be to introduce VRS, start disinvestment etc. This challenge has to be accepted and the crisis should be made an opportunity for improving the services and revitalising. We can never agree to VRS or disinvestment. We have given specific suggestions for making BSNL viable and improve services.

All these issues will be seriously discussed in the meeting tomorrow and suitable decisions taken.  Suggestions in this connection are welcome.

BSNL Revival a must for the Nation

BSNL is the government company providing telecom services all over India, except in the metropolitan cities of Delhi and Mumbai where the services are provided by another government company MTNL. BSNL and MTNL are the continuation of the Department of P&T, and later Department of Telecom, which provided telegraph and telecom services since their introduction in India.

As per the neo-liberalisation policy being aggressively implemented by the Central Government, private companies were allowed to provide telecom services in the 1990s. At the same time, the government started moves, one after another, which resulted first in corporatisation and then in weakening of the new PSU, BSNL.

India is a country having lakhs of villages and rural areas, where the private companies are not much interested in providing services, since most of them are loss making. BSNL, which is committed to implement the universal service obligation of the government, is providing services in these areas. Naturally BSNL is suffering huge losses. In the crucial border areas, naxal affected areas etc. it is only BSNL, which provides services facing severe risks. BSNL and MTNL keep the tariff low despite severe competition.

The existence and growth of BSNL and MTNL is a must for the growth of the country and its security. The government has to realise this and ensure that BSNL and MTNL are helped to tide over the present crisis. It has to honour its financial commitments which it has given at the time of corporatisation.

The workers have to sincerely continue their maximum efforts to improve the services. Management has to become efficient to plan its programmes and implement effectively.

All out efforts are required from all stake-holders to revitalise and strengthen BSNL and MTNL.

Sub:-Measures to be taken for revival and   revitalization of BSNL& MTNL, the strategic Telecom PSUs, to protect the   interest of the Telecom Industry as well as that of the public-reg.

I enclose the Memorandum dtd 09.05.2013 (e.Mail   Copy ) addressed to you and copied to me from Shri.V.A.N.Namboodiri,   Convenor, Forum of BSNL Unions/Associations, No.D-7 Telegraph Place, Gole   Market, New Delhi for your personal and panel of group of Ministers notice   for taking favourable decisions to strengthen the financial viability,   developmental activities of the Govt.owned BSNL/MTNL PSUs and its’ 3 lakh   Executives and Non-Executives.

Indian Telecom is a core industry next to   Defence. The DOT and now BSNL/MTNL which is having high capacity of   infrastructure and manpower is providing all telecom services to the people   of India. As a govt. owned telecom companies the BSNL/MTNL is having more   social obligations than the private telecom operators in providing reliable   telecom services both in urban, rural, remote areas and hilly areas of this   country. Moreover, this ever growing telecom industry is having more job   opportunities to the technically qualified and skilled unemployed youths. The   Central Govt’s New Telecom Policy-1994 allowed the private telecom players   whose aim and objective is only profit, more profit, huge profit. Govt’s   privatization policy and pro-private decisions taken and undue advantages   given by the bureaucrates (ITS Officers on deputation to BSNL/MTNL) in the past had   ruined the govt. owned these two PSUs and are now in sorry state of affairs   which requires financial bailout from the Govt of India for it’s survival.   The decision of the DOT to refund the unreasonably/forcibly recovered   thousand crores of rupees from BSNL is being deliberately opposed by the   private telecom lobby and even dare to enough to give threatening to the   govt. of India in not giving any financial bailout and other concessions to   the govt. companies under the business manthra of “Level Playing Ground”.It   is just like a person, who came initially as a tenant, dictates the owner of   the building, not to take up any civil work/paint work and other building   works which require maintenance of his own building.

As such, in my opinion, the policy of   disinvestment, introduction of VRS will lead to privatization as in the case   of VSNL in the last decade. Instead, the panel of GoMs should take positive   and favourable decisions on the suggestions given in the memorandum itself by   the staff side.

Therefore, I request the Chairman and the Panel   of Group of Ministers to take reasonable/justified crucial decisions for   strengthening and development of BSNL/MTNL PSUs, so that these govt. telecom   PSUs will continue in providing all telecom services without any   discrimination to the rural/urban people at affordable rates with the status   of govt. owned PSUs .

Forum Makes Concrete, Practical Proposals

 THE Forum of BSNL Unions & Associations submitted, on may 10, 2013, a memorandum to the group of ministers appointed to look into the issue revival of Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL), the two public sector telecom companies.

 The memorandum underlined the fact that the BSNL is a 100 per cent government owned company, and that at one stage it was converted from a government department into a public sector undertaking (PSU). Despite the cut-throat competition which the BSNL has been facing from the private operators, resulting in grave financial difficulties for it, it is the only telecom company that provides landlines and also a majority of mobile lines in lakhs of villages and remote areas. Though this is a loss making proposition, the BSNL has been doing it as part of the government’s policy of providing universal services. Moreover, the BSNL has been fulfilling its duty in spite of the government’s strange behaviour of unduly favouring the private players and trying to throttle the growth and expansion of BSNL operations in order to enable the private players to augment their profits.

In view of the critical situation thus facing the BSNL, the said forum has made some proposals and raised some demands through its memorandum.

The forum has suggested that the top management, which mainly comprises some officers of the Indian Telecom Service, are at present on deputation to the BSNL, and are not interested in the wellbeing of the company. Therefore they should either be absorbed in the BSNL or repatriated back to the department of telecommunications (DoT) in order to ensure efficient and committed leadership. The forum also opined that recruitment of capable management personnel, as also promotion of efficient officers, is very much required.

Another proposal is that compensation for the loss-making rural services should be ensured. For this purpose, the ADC which was stopped some years back should be restored and liberal assistance provided from the USO Fund.

The main reason for the loss accruing to the BSNL during the last four years is the equipment crunch. When the government resorted to cancellation of a tender for equipment needed for 45.5 million mobile lines in 2007, it was the starting point of the process to make the BSNL go down. Further, cancellation of another tender regarding 95 million lines, two times cancellation of a tender for five million lines etc, crippled the BSNL as it impacted its capability to provide new connections. Had these many mobile lines been made operational, the BSNL could well have competed with the private companies as it was doing well till 2007. Hence the forum thinks it is necessary that a mechanism for procurement of equipment must be evolved in order to enable quick purchases while of course ensuring accountability.

The Forum of BSNL Unions & Associations has also demanded that the BSNL must be reimbursed the Rs 18,500 crore of licence fee charges for 3G and BWA spectrum, since it was imposed on the BSNL without giving any opportunity to select the circles, etc. It has already offered return of the BWA spectrum. The forum said the government must not wait for a re-auction for refunding the amount.

The government has been collecting a very huge amount from the BSNL towards the pension contribution. While the government had already issued orders to collect pension contributions based on the actual basic pays of the employees, pension contributions from the BSNL are collected on the maximum of the pay-scale. This is unfair and has been causing a huge burden on the BSNL. This must be rectified and contribution on the actual basic pay only must be collected.

The government has collected interest at the high rate of 14.5 per cent and penalty from the BSNL towards a notional loan of Rs 7,500 crore which was never given to the BSNL. The forum has demanded that this must be refunded to the BSNL and the injustice undone.

The BSNL must also be exempted from payment for the additional spectrum already granted. It must be mandatory for all the central and state government departments as well as the PSUs to take telecom services from the PSUs, viz the BSNL and MTNL, as was directed in the case of Air India. This will address the security concerns also.

The forum also demanded that the seven telecom factories under BSNL must be modernised to manufacture telephone instruments modems, batteries, cables, optic fibre cables etc, so that the huge prices being paid to private companies could be reduced and the available staff in these factories could be fully utilised.

Another important demand of the forum was that the Telecom Advisory Committee (TAC) must be disbanded at all levels, as it has outlived its utility in the present competitive situation and is only causing huge but unnecessary expenditures to the BSNL.

The forum has expressed its strong protest against any proposal for disinvestment of the BSNL or for the so-called voluntary retirement scheme (VRS), which will only destabilise the BSNL. This is quite clear from the experience of the MTNL where VRS and disinvestment have taken place more than once.

Many other suggestions for reviving the BSNL, improving its service and restoring its earlier position are also included in the memorandum. Copies of the memorandum have been sent to the prime minister, all members of the committee including communication minister, secretary of the DoT and CMD of the BSNL as well.

The Forum of BSNL Unions & Association has urged the group of ministers and the government to consider the above suggestions and take positive decisions so that the BSNL could be revived and strengthened. (Courtsey: Peoples’ Democracy 19th May Issue)
