National Federation of P&T Employees (NFPTE) was one of the mighty organisations in the central sector, which has a great tradition. It was formed on 24th November 1954 at New Delhi by merging all the existing unions. NFPTE was bifurcated in to NFPE and NFTE after the bifurcation of the P and T department in to Department of Posts and Department of Communications. The
bifurcation of NFPTE was done in the Federal Council held at Calcutta on 17-21 March 1986. During the 32 years of its existence, it has fought many battle for the employees and their advancement. Below is given the Federal Councils held during the period and the officer bearers who were elected to lead the organisation. (Only the name of the President, Secretary General and Treasurer is given)

‘Hindustan Teleprinters – A Pride of the Nation’
This was the caption given to an article in the Tele-Traffic review, official organ of the T.III union in its April 1962 issue. It was fully correct. The Hindustan Teleprinters Limited, a Public Sector Unit of the Central Government, was started on 14th December 1960 at Guindy, about 16 miles away from Madras Central Railway Station. It was intended to manufacture Teleprinters, but at the initial stage it assembled the parts of teleprinters imported from the Italian Company Olivetti. Teleprinters were intended to be manufactured at a later stage. At the starting of the PSU, most of the officers and many of the employees were taken from the P&T Department only. The target was for manufacture of 1000 machines in a year. This was the period when the telegraphs were growing steadily as a mass communication system. Another PSU, Hindustan Machine Tools Limited (HMT), manufactured many of the machines required for the Hindustan Teleprinters.
Hindustan Teleprinters Ltd. continued as an active supplier to P&T Department. However, after the neo-liberal policy started during the 1990s and the growth of the telephones and introduction of mobile services, the importance of telegraphs declined and the PSU became loss making. It continued for some more years, but was the situation could not be improved. However, the contribution of the Hindustan Teleprinters in the growth of communications system in India will ever be remembered.

” Ah! Brothers, workers are not beggars, they are the salt of the earth, they are the only people who produce wealth. Wealth consists of the labour imprinted on material substance; and in the absence of workers, where is the labour to come from, which is necessary to create wealth?”

“Organise if you want a Living Wage, Organise if you want to have your working hours reduced, Organise if you desire better treatment from your superior officer, Organise if you want that authorities should consult and consider your opinion on all administrative measures affecting you.”

” Take it from me, Brothers, that petitions and memorials and supplications will count for nothing as long as you do not organise yourselves in a manner to convince the government that you will no longer stand nonsense.”

( Excerpts from the historic Presidential speech of Babu Tarapada Mukherjee, Pioneer of the P and T Trade Union movement at the Lahore Conference of All India( including Burma) Post Office and RMS Union on 9th October 1921. Please remember that he spoke thus when the mighty British were ruling the country. Babu Tarapada was charge-sheeted and dismissed for this speech. The Director General Posts had offered him no action if he apologized. But he refused. Even after dismissal, he continued  leading the movement till his death on 29th September 1929. P and T Trade Union Movement has been led by such stalwarts who had stood their ground for the cause of the workers.)

Dear Comrades and Friends,

As per the decision of the Central Executive Committee of BSNLEU, a Trade Union Class was organised for the leaders and workers at K.G.Bose Bhawan, New Delhi on 7th and 8th of April 2014. I was assigned to take the class on ” History of the Indian Trade Union Movement, with particular reference to the P and T Trade Union Movement”. I took the class which continued for about three and half hours. In fact, the subject needed much more time.

After the class, many comrades came to me, appreciated and suggested that a book be written on the P and T TU movement for the benefit of the new generation. I have been pressed earlier also by many senior leaders and comrades to write a book on the subject. After much thought I have decided to take the stupendous task and challenge. Earlier I have written some articles and small booklets on the subject and had taken classes. But writing a full history is not an easy task. My experiences as a humble worker in the thick of the movement for more than five decades will certainly help me. There are union journals and certain booklets already published on the subject. But a lot have to be studied before preparing a comprehensive book.

Along with the records of the past, the experiences of the living senior comrades and workers are very important. They have to be met for their assistance. That I will do. I request all our comrades to assist me in this regard so that we will be able to produce a full history of the P and T Trade union Movement in India.
