Wish List of Private Telecom Companies

Private Telecom Companies are really fast. They have already decided what are their immediate demands and wish -list to be presented to the government. Reports in the media have focussed the five main demands, which are as follows:

1. Make more spectrum available for data usage

2. Rationalise the taxes and levies in the sector

3. Facilitate introduction of new and efficient technologies such as M2M and cloud computing

4. Implement the benefits of the status for the industry in parity with other infrastructure sectors in the country

5. Exploring a revenue sharing arrangement between the over the top Internet players and telecom companies.

The lines are clear. The telecom corporates want that they should be favoured and all restrictions and regulations in the sector have to be rescinded for their benefit.

What the PSU telecom companies, BSNL and MTNL, are demanding? They also have to formulate what is immediately required for the revival of BSNL and MTNL? Delay will be costly.

BSNL and MTNL workers and their organisations also have to move fast with their demands to save BSNL and MTNL and strengthen them to give a better service to the people.

New Project allotted to MTNL

It is reported that the telecom department has asked Mahanagar Telephone Nigam Ltd to take over the management and maintenance of the long-awaited government network for confidential intra-departmental communications, after the Centre for Development of Telematics failed to execute the project on time.

This will give some relief to the MTNL to tide over its financial crisis.

CDMA Spectrum on Auction – Spectrum with BSNL/MTNL to be put on auction – TRAI

The Telecom Regulatory Authority of India (TRAI) on Saturday announced reserve prices for CDMA (800 MHz band) spectrum, putting minimum cost of pan-India per MHz of radio waves at Rs.2,685 crore, almost 50 per cent jump for the last auction’s base price. Of 22 telecom circles, the top five service areas in terms of their reserve price are – Delhi Rs.450 crore per MHz, Mumbai Rs.352 crore, Maharashtra Rs.282 crore, Tamil Nadu Rs.247 crore and Gujarat Rs.212 crore.

The regulator has also recommended that the entire CDMA spectrum held by the telecom PSU MTNL in Delhi and Mumbai be put up for auction as it is underutilised, besides suggesting that spectrum held by BSNL should be taken back and put for auction, except for one block of frequency in Jammu and Kashmir, Assam and North-East service area. Meeting with Additional Secretary, DOT

Com.V.A.N.Namboodiri, Convener Forum of BSNL Unions and Associations met Smt. Rita Teotia, Additional Secretary, DOT, and discussed about the issues to be settled before any merger can take place between BSNL and MTNL. Addl. Secretary gave a patient hearing to the points raised by Convener. Copy of the Memorandum submitted to the Prime Minister by the Forum and also issues raised with the CMD for Revival of BSNL were handed over to the Addl. Secretary.
Smt.Rita Teotia, Addl. Secretary, explained that certain committees/groups have been formed to discuss in detail the issues concerned with the merger and the issues raised by the Forum will also be taken in to consideration. She stated that the merger is intended for the revival of both PSUs. She also stated that full co-operation of the staff is required for better service to the customers.

Active Subscribers of BSNL is only 7.53%, far below Airtel, Vodafone, Idea and Reliance

Not only the BSNL is below on the total number of wireless connections to Airtel, Vodafone, Reliance and Idea, it is also much below all of them in active connections also.
The total wireless connections as in March 2013, the total connections and active connections are given below: % of active connections given in brackets.

Airtel 188,196071 ( 24.73%), Vodafone 152,353,654 (20.15%), Reliance 122,972,717 (14.76%), Idea 121,607,390 (16.63%) BSNL 101,206,625 (7.53%) MTNL 4,999,351 (0.32%).

The less number of active connections may be due to the government and other official connections. MTNL, which functions in Delhi and Mumbai alone has got only 0.32% connections.

However, this is a matter to be examined and the reason found out.

BSNL-MTNL Merger

It is reported that DOT has appointed a Committee to examine the Merger issue of BSNL and MTNL. Unions in BSNL and MTNL have been asked to intimate their opinions within 3 days.

This is a very complex issue and requires discussion by the unions internally and jointly by the unions and hence sufficient time is required.

The Forum of BSNL Unions/Associations will be meeting immediately after Com. V.A.N.Namboodiri, Convener, returns to Delhi after attending the International Conference of Pensioners and Retirees being held at Barcelona, Spain. In the meantime the CEC Meeting of the BSNLEU is taking place at Rajkot on 7-9 February.

Government to give loan to BSNL and MTNL to pay salary

The Empowered Group of Ministers (EGoM) on Revival of BSNL and MTNL has decided that in case required, government will give loans to BSNL and MTNL to pay salaries to the BSNL/MTNL absorbed DOT employees. This was decided on the basis of the suggestions by the DOT in this respect.
The government is fully responsible to pay the salary of the BSNL absorbed employees, since had they been in DOT itself, without considering the profit or loss, they would have been paid salary by the Government itself. Take the case of Department of Posts or any other department. Salary is paid irrespective of profit or loss. The BSNL or MTNL employees are not the responsible persons for the profit and loss and they should not be penalised.
The decision of the EGoM is only common sense. But our demand is that the Government, instead of giving loan, should provide the required amount for paying salary as assistance. This will be justice only.

Teledensity increases to 73.69% in November 2013

The TRAI has stated that the Teledensity in the country increased to 73.69% by the end of November 2013.
The mobile connections have increased from 875 million in October to 881 million in November 2013. Out of this BSNL and MTNL together hold only 11.57%. The private companies together have a market share of 88.43% with Bharti Airtel 22.31%, Vodafone 17.94 and Idea with 14.57%.
The neo-liberal policies of the government which promote and favour private corporates against the PSUs as also the inefficient BSNL Management are the causes for this down fall of the PSUs.

Meeting of EGoM on Revival of BSNL/MTNL on 27th January 2014

The EGoM on Revival of BSNL and MTNL is scheduled to meet tomorrow, 27th January. The Forum of BSNL Unions/Associations have written several times to the Chairman of the EGoM about the urgency of taking favourable decisions in this respect. The Declaration adopted at National Convention on Revival of BSNL/MTNL was forwarded with request to concede the important demands. Out of that some issues have been settled.The Rs. 1,500 crore from USOF is already paid; but the Rs.1,250crore from USOF is pending due to some report from BSNL is to be received by DOT/USOF.The mandating of BSNL/MTNL services for ll central/state establishments is reported to have been recommended for decision.
Now one important decision the EGoM has to take is changing the criterion for payment of pension contribution to the government by BSNL. At present it is on the basis of the maximum of the pay scale. This is unjust. It should only be on the basis of the actual pay. This is not settled so far. On the contrary, now when it has been decided that MTNL employees are also granted Pension as in the case of BSNL, the contribution on the basis of maximum is insisted.

The Forum has again written to the Finance minister that this injustice should be removed and the pension contribution should only on the basis of the actual pay. Copy of the letter is given below:

Sub: Revival of BSNL/MTNL – Pensionary Contribution from BSNL/MTNL to be on the basis of actual pay instead of maximum of the pay scale – requested
Respected Sir,
We are happy that the Government has considered the question of revival of BSNL and MTNL and the EGoM appointed under your chairmanship is examining the various aspects of reviving the two ailing PSUs. In this connection We would like to bring to your notice one most important issue, which if favourably onsiderd, will give much finanacial relief to both the PSUs, BSNL and MTNL.
The issue is about the payment of pensionary contribution that is to be paid to the government by the BSNL and MTNL for the DOT employees who have been absorbed in BSNL and MTNL. In the case of BSNL employees, it was part of the agreement that pension will be paid by the Govenment and that pension contribution for the employees will have to be paid by BSNL to Govenment. In the case of MTNL absorbed employees, the government has now decided the same method.
But the pension contribution to be paid by the BSNL and MTNL is caculated in an unjust manner. The BSNL and MTNL are directed to pay on the basis of the maximum of the payscale of the employee, instead of his/her actual pay. In the case of government employees on deputation, the government orders are that the pension contribution is to be paid on the basis of the actual pay. This should be the criteria for the payment of pension contribution by BSNL and MTNL also. By paying on the maximum of the payscale, the PSUs are compelled to pay many hundreds of crores of rupees from the loss making companies.
In order to reduce the loss of the companies and also as equalising the pension contribution as in the case of deputation of government employees, we request that the EGoM/Government may kindly take a decision to reduce the pension contribution by directing that it should be paid on the basis of the actual pay instead of the maximum of he pay scale.
An early favourable decision in the matter will be highly appreciated.

MTNL offers free roaming between Mumbai and Delhi

MTNL will be offering free incoming roaming between Delhi and Mumbai. Both are controlled by MTNL.The decision is expected to be announced and will be implemented from 26 th January 2014 as per reports.
