It was a hectic programme for one week in Kerala for me. On 18th March 2014 the Circle Convention of the Casual and Contract Labour Union (BSNLCCWF), on 19th March, the Circle Convention of AIBDPA and on 20th March, the Circle Convention of BSNLEU were held at Thiruvananthapuram.

On 21st the SSA Convention of BSNLEU and AIBDPA was held at Kannur and a similar Convention at Malappuram on 26th March.On 22nd March BSNLEU Day was observed at Calicut. A Kudumba Sangamam under the auspices of AIBDPA was held at Ernakulam on 27th March.

I attended and addressed all these programmes. During the interactions with comrades, I could understand that Kerala Circle comrades are making hectic efforts to improve the profit of BSNL and the same will be more than last year. It is the only circle which has been continuously making profits. The recent 16 days strike by the CCLU has improved the wages and other benefits of casual and contract workers. The membership of AIBDPA has increased in a very positive way. All these three unions are working jointly with very good co-ordination.
I expressed my appreciation and called upon them to improve the efficiency and strengthen BSNL.

CEC meeting of BSNLEU, Kerala Circle

The Circle executive Committee meeting of BSNLEU Kerala Circle was held at P and T House  Thiruvananthapuram on 19th March 2014.  Com. A.V.Kuriakose, Circle President, presided.  Com. K.Mohan, Circle secretary, welcomed all.

Com.V.A.N.Namboodiri, All India President, BSNLEU, addressed the CEC and explained the decisions of the CEC Rajkot for effective implementation. He also spoke on the decisions of the Forum as well as the newly formed formed JAC of Non-Executive Unions/Associations.

The CEC discussed in detail about the issues and organisation matters. The task of the workers in the present situation, the general elections also were discussed.

Tomorrow, a Circle Convention of BSNL Employees is also being held.

Gujarat, Punjab, Karnataka and Kerala in Double Digit Growth

Gujarat, Punjab, Karnataka and Kerala had achieved double digit growth as per BSNL Management reports for the year 2013-14 till now. The Financial year ends with March 2014.

My Hearty Congratulations to the BSNL Management and workers of these circles for having achieved this growth despite fierce competition and other constraints.

I hope other circles also will take the challenge and move towards growth and profit.

Kerala, Punjab and Gujarat the most equitable prosperous states

According to a report filed by the analytical firm Crisil, Kerala, Punjab and Gujarat are the India’s most equitable and prosperous states. The equality index is measured in the differences in the living standard between the capital city and the rest of the state. Kerala is number one in this case.
Prosperity is measured on the average standard of living on the basis of the proportion of households owing four durable assets viz.television, computer, phone and automobile. In this case, Punjab is treated as the most prosperous state. This growth in Punjab is considered due to the improved and increased agricultural growth. In Kerala, it is due to the remittances from Keralites working outside India.
Maharashtra has the highest level of real income per person in the whole of the country, but is far behind in terms of equality. Haryana, Karnataka and T.Nadu are above Gujarat in prosperity index, but could not compete in the equality index.

Kerala Circle Conference of BSNLEU

The Circle Conference of BSNL Employees Union, Kerala Circle will be held from 6th to 8th November 2013 at Kottayam. This time, due to ill-health, I am not in a position to attend the same.
It is for the first time since 1961 that I am missing the Kerala circle Conference. As many old comrades may remember, the Kerala Circle unions of NFPTE were formed in 1960, bifurcated from Madras Circle. The first conference of the P and T Unions was jointly held at Trivandrum. I was a delegate both to the E.III Union as Branch Secretary and E.IV Union as President. The first Conference was a historical one with the very important decisions taken in the Conference.
The three most important decisions taken were: 1) The NFPTE Unions in Kerala will hold the Circle Conferences jointly at the same place. 2) The Circle Union Offices of all the unions will function together and 3) A Joint journal for the P and T Unions will be published. Accordingly P and T House functioned as the Circle HQ, Kampithapal was the organ of the P and T Co-ordinating Committee and the Circle Conference were jointly held. This system continued till BSNL was formed in 2000.
It was a pleasure to meet hundreds of leading comrades together who built up the strong P and T movement in Kerala. After formation of BSNL Employees Union also, I used to attend all the Circle Conferences. This time I will be missing all the comrades who attend the Conference, since i will not be able to attend. I now remember that I was elected as the Circle Secretary of the AITEU Class III, Kerala in the Circle Conference held at Kottayam in 1978.
All my Best Wishes for the success of the Conference. My Fraternal greetings to all the delegates and Comrades present.

Literacy – Now Tripura is in top position

The Tripura is in the top position in the country with regard to literacy. As per the latest statistics Tripura has got 94.65% literacy, thus putting Kerala in to second position with 93.91%. As per the 2011 census, Kerala was in the first position.

For Tripura, this is a big achievement. In 2001 Census,Tripura was in the 13th position. In 2011 Census, it was in the fourth position. Now it has reached the first position with 94.65%. Since more than 90% literacy is treated as 100% literacy, both Kerala and Tripura are now treated as 100% literate. Hearty Congratulations to the Tripura Government and the people. Both Kerala and Tripura have been declared as 100% literacy states under the Left Front Rule.

Com. Manik Sarkar, Chief minister of Tripura,however, is not satisfied. He wants 100% literacy literally. He stated that efforts are on for the same.

The 16 day strike of the casual and contract workers of Kerala Circle has been withdrawn after successful agreement with the Management. The Wages are to be increased and other demands also agreed. The proposal of the management for Works contract instead of labour contract has been stopped. The BSNL Employees had started Work-to-Rule from 26th in support of the strike.My Hearty Congratulations to the Kerala Workers!

BSNL Management, Better Think Again!

The casual/contract workers in BSNL Kerala Circle is on strike from 12th August on certain demands raised by them including implementation of social security measures like EPF, ESI etc. Despite the service being severely affected due to the participation of large number of workers in the strike, the management is adamant and has not started any discussion with their union. When the leaders of BSNLEU, the recognised union, contacted the CGM BSNL Kerala Circle, they were advised not to take up the issue of the contract workers, stating that the management has got no connection with the contract workers and it is only the contractor who is responsible for the payments etc.
The CGM Kerala Circle, better think again! The Government of India Acts and also the Orders issued by the CMD BSNL, clearly stipulates the role of the management. If the contractor does not implement the orderss, the management, the Principal Employer, is fully responsible for getting the orders implemented. The Labour Ministry orders provide even for imprisonment, if the provisions of the labour Acts are not implemented. It is also better to remember that the BSNL management in certain circles had to pay crores of rupees to the EPF as arrears of the Provident Fund of the contract workers.
Instead of taking an adamant stand, the circle BSNL Management should discuss the issues with BSNLEU and the union of the striking workers and reach early settlement, failing which the services will suffer, the full responsibility of which will lie with the management. Being a partner in the exploitation of the contract workers is not the role of a responsible management.

As per the decision of the Forum on “Revival of BSNL” circle Forums have started fixing their Circle Conventions. Kerala Circle Unions have decided to hold the same at Trichur on 13th August 2013. Congratulations to Kerala Comrades for the immediate action.
