NFPE has called upon its workers to participate in large numbers in the Parliament March being organised on 27th July 2017 on the issues of the Gramin Dak Sevaks (former EDA). The favourable recommendations of the VII CPC are yet to be implemented. The demand for regularization has not been accepted.

It is in these circumstances that the Parliament March is being organised on 27th July 2017. Thousands of workers are expected to participate.

We support and extend our solidarity to the fully justified struggle!

NATIONWIDE MASS DHARNA ON 27.04.2017 BY POSTAL WORKERS

NFPE has called upon all its divisional branches to organise day long mass dharna on 27th April 2017 demanding implementation of the Kailash Chandra Committee report on the Gramin Dak Sevaks. The report has been submitted on 24-11-2016, but so far it is not implemented citing the various procedure. There are certain recommendations which will benefit the GDS. The government has to take an early decision and implement the favourable recommendations.

The government has appointed a one man Committee to look in to the wages and other matters connected with the Gramin Dak Sewaks. Shri Kailash Chandra, former Member of the Postal Board, is the one man committee.

The demand of the NFPE and Confederation of central Government employees was that the VII CPC itself should look in the issues of the GDS also. It was rejected and the one man committee has been appointed.

SC transfers GDS case to Delhi High Court

The Supreme Court has transferred the Writ Petition filed by the NFPE and All India Postal Employees Union GDS(NFPE) seeking for direction to be issued to the Union of India to treat Gramin Dak Sevaks (formerly called Extra Departmental Employees) as Civil Servants for all purposes on par with regular employees and also seeking declaration of GDS (Conduct and Engagement) Rules as invalid and unconstitutional to the Delhi High Court for consideration. The Supreme Court also stated that Delhi High will be the appropriate Court as the matter is better considered by one High Court.

The Judgement is very important on two counts. One, the SC has taken the issue seriously. Second, the case has been transferred from SC to High Court, which is not usually ordered. The case will be disposed in SC and the petitioner will be asked to approach the High Court. Here, the SC itself has transferred the case directly to Delhi HC, instead of asking the petitioner to file the case.

The NFPE deserves appreciation for taking up the case. I hope that the High Court takes a favourable decision.

Central Govt. Employees on two days strike on 11-12 February 2014.

The Central Government Employees will go on a two days strike on 12-13 February 2014 demanding settlement of 15 point Charter of Demands including 50% DA Merger, Interim Relief, Inclusion of Gramin Dak Sevaks in VII CPC, Regularisation and Revision of wages of casual and contract labours, date of effect of VII CPC from 01-01-2014, rescind PFRDA Act etc.
The call has been given by the Confederation of Central Government Employees and Workers, which is the umbrella organisation of the Central Employees’ Unions.
The call for the strike has clearly exposed the central government’s propaganda decision to appoint the VII CPC, in view of the ensuing general elections.
We fully support and convey our solidarity to the central employees in their fully justified strike.

GDS as Civil Servants – SC refers case to Delhi High Court

The NFPE and GDS union have been continuously pressing the government and also organising struggles for the regularisation of the Gramin Dak Sevaks (Extra Departmental Employees), numbering about three lakhs working in the Post offices throughout the country.They have filed a case in the Supreme Court praying for regularisation etc.
Now the Supreme Court has referred the matter to the Delhi High Court to decide the prayer of NFPE and AIPEU-GDS(NFPE) to treat the Gramin Dak Sevaks as civil servants for all purposes on par with the regular employees.

The Gramin Dak Sewaks (former Extra-Departmental employees)in the Department of Posts numbering about two lakhs and odd have been an exploited section of workers since the introduction of ED system. The British rulers utilised the system for cheap labour. Even after Independence, there was no much change. It was after formation of the National Federation of Posts and Telegraph Employees (NFPTE) in 1954, that the issues of the ED employees were taken seriously. Under the leadership of Com.K.Adinaryana, the veteran leader of the NFPTE, struggles after struggles were waged for improving the conditions of the ED employees. Much advancement could be made, but still the government was not prepared to accept them as regular employees.

Now, the ED employees are re-named as Gramin Dak Sewaks. Last time, the VI CPC was not given the terms of reference including the GDS. The government has announced the formation of VII CPC, but no mention is about the GDS. It is in this context that the All India Postal Employees Union GDS (NFPE) has given call to organise a Parliament March on 11th December 2013 by the Gramin Dak Sewaks. The demands include, Departmentalisation of Branch Offices, Civil Servant status to GDS and Inclusion of GDS wage structure etc. in the purview of the VII CPC.
These demands are fully justified. The Government should concede the just and long pending demands of the GDS who serve the Nation and its people living in the lakhs of villages and remote areas.
