Forum Reminder to Communications Minister for meeting

The Forum of BSNL Unions/Associations have given a memorandum to Communications Minister on 26th June and requested for a meeting to discuss the issues of Revival of BSNL and a few other issues. So far no meeting has been held.
Today, 24th June, the Convener Forum has written another letter seeking an early meeting.

Forum will meet on 25th June on Revival of BSNL

The Forum of BSNL Unions/Associations will be meeting tomorrow, 25th June, at the Local Council Room, NTR, Eastern Court, New Delhi at 04.00 PM to discuss about the Revival of BSNL. The Forum has already given a detailed letter to the Communications Minister Ravi Shankar Prasad on the Revival of BSNL and has requested for a meeting to present our views. So far the meeting has not taken place.
Communications Minister had already stated that action will be taken to revive BSNL and MTNL and had a meeting with the Management of both these PSUs. The details of the discussions are not available, but it is felt that some move is there in this connection.
The Forum wants a detailed discussion with the Minister at the earliest. The Forum meeting tomorrow will review all these developments.

Forum Submits Memorandum to Communications Minister

The Forum of BSNL Unions has submitted a Memorandum to Shri Ravi Shankar Prasad, Communications Minister on the need for revival of BSNL and the role the government has to take in the matter including honouring the assurances given by the NDA government when BSNL was formed in 2000. The Memorandum is signed by the Unions/ Associations in BSNL. The Forum has also requested for a meeting to present the issues in person. The full Text of the Memorandum will be placed in the websites of the unions/associations.

The Forum of BSNL Unions and Associations which met today, 27 May, at Local Council Room, NTR Delhi discussed the memorandum to be submitted to the Communications Minister. All the unions/Associations are requested to be present tomorrow, 28 May, at 1100 hours at the same place (LC Room, Delhi NTR)to sign the memorandum.

Meeting with Member (Services), DOT

Com. V.A.N.Namboodiri, Convener, Forum of BSNL Unions and Associations met Shri S.C.Misra, Member (Services), DOT and discussed about the following issues:
1. 78.2% IDA Fixation for Pensioners: Member (Services) stated that the issue is being discussed in the DOT for giving a suitable reply to the Department of Expenditure on the queries raised by them.
2. Treating the absorbed TSMs as full-fledged DOT employees for all purposes: Com. Namboodiri wanted that the TSMs absorbed in BSNL should be treated as DOT employees for all purposes including for NEPP. At present the absorbed TSMs are treated as DOT employees for pension, 50% service of TSM for pension and GPF, but is treated as BSNL appointee for NEPP.
3. Pension Contribution to be on the actual basic pay instead of the maximum of the pay scale: Com. Namboodiri demanded that the pension contribution should be only on the basis of the actual basic pay and not on the maximum and requested that the issue may be taken by DOT. The difficult financial position of the BSNL also should be considered in this respect. A copy of the letter submitted to the Secretary DOT was also handed over.

Com.V.A.N.Namboodiri, President BSNLEU and Convener Forum of BSNL Unions and Associations met Shri Anupam Shrivastava, Director (CM) BSNL today, 29th April 2014, and discussed about the improvement of BSNL Services and how to market our services effectively. The suggestions/proposals submitted by the Forum were explained briefly by Com. Namboodiri. Director (CM) assured that the Management make all out efforts for making the company financially viable and the unions’ suggestions are always welcome.

Forum Meets with ED (Finance)

Forum representatives Coms. V.A.N.Namboodiri, Convener and K.sebastin, GS, met Ms.Geeta Rau, ED (Finance) and discussed about the financial position of the BSNL, the assistance to be received from DOT/Government and the proposals of the Forum for increasing of revenue and reducing the expenditure.
With regard to the superannuation benefits to the Direct Recruited employees of BSNL, the Forum leaders wanted a discussion with the High Level Committee appointed by the BSNL for the purpose. The ED(F) stated that the meeting can be fixed for the next week.

Meeting with CMD BSNL
The Forum representatives Com. V.A.N.Namboodiri, Convener and Prahlad Rai, GS AIBSNLEA met Shri R.K.Upadhyay, CMD BSNL today, 4 March 2014 and discussed the issues of Merger of BSNL and DOT, Formation of Tower Company and other connected matters.
The Forum representatives expressed their strong protest against the proposal of Meger of BSNL and MTNL without settling the HR, Disinvestment and assets/liabilities (of MTNL) issues. The question of merger can take place only after solutions are found out for the above issues. They also opposed the formation of a tower company.
CMD stated that no decision has been taken so far and the unions will be taken in to confidence before any decision is taken. He stated that maximum effort is being taken to make BSNL financially viable. He also mentioned that the view point of the unions are known to the management.
A copy of the letter addressed to Secretary DOT stating that BSNL workers will go on Immediate Indefinite Strike if any arbitrary decisions are taken in the above matters was handed over to CMD BSNL.

Forum Meeting with Secretary, DOT

A delegation of the Forum of BSNL Unions/Associations met Shri M.F.Farooqui, Secretary, DOT and discussed about the BSNL-MTNL Merger and other issues connected with the viability of BSNL. Coms. V.A.N.Namboodiri, Convener, Forum, Prahlad Rai, GS AIBSNLEA, G.L.Jogi, President, SNEA and K.Sebastin, GS SNEA were present.The meeting was held after a letter was submitted by the Forum opposing Merger of BSNL, without resolving the major issues connected with the same.

The Forum leaders expressed their great concern with regard to the proposed merger of BSNL and MTNL and formation of a tower company . There are serious issues to be resolved before the question of merger is to be considered. The difference in the payscales of BSNL and MTNL employees, MTNL disinvested about 465% while BSNL is a full govt. owned company, the huge liabilities etc. of MTNL are some of them. Bifurcation of BSNL and formation of a tower company will adversely affect BSNL.
The Secretary, DOT assured the leaders that before any merger decision is taken the unions will be taken in to confidence. A meeting with unions will be held by BSNL. The concerns of the unions will be taken in to consideration before any decision is taken. He also stated that immediate action may not be there.

The representatives wanted that the Rs.1,250 crores from USOF in lieu of ADC be released at the earliest which is pending with NIC. They also wanted that the pension contribution be only on the actual basic pay, instead of the maximum of the pay scale. Secretary DOT assured that these will be taken up with the concerned authorities.

The Secretary DOT stated that before taking any decision, the unions will be heard. The Secretary DOT expressed his concern about the BSNL services and wanted that it should improve much to the satisfaction of the subscribers. The union representatives shared the opinion and stated about the effort the Forum is making for a better service and efficiency.

The Secretary DOT patiently heard the unions and was very sympathetic with the issues raised by the unions.
