BSNL Casual Contract workers on 48 hours Dharna in W.Bengal

The casual & contract workers in W.Bengal are sitting on 48 hours dharna at Kolkata demanding regularisation of the left-out casual labours (numbering 2270 in WB alone), wages as per the government orders etc. The dharna is being held from 29th August onwards. Leaders of BSNLEU and BSNLCCWF have discussed the above issues several time with the management but without any results. Hence the Dharna. Coms. Animesh Mitra, Vice-President, BSNLCCWF and Dy.GS, BSNLEU, Tapas Ghosh, Secretary General BSNLCCWF and others are leading the dharna. We demand the management to discuss with the union and settle the issue without further delay.
Com.V.A.N.Namboodiri, President BSNLCCWF and BSNLEU has sent message to Shri A.N.Rai, Directort (HR), BSNL demanding to intervene and to settle the issues.

Massive Dharna at Bengaluru by Casual/Contract workers

More than 1,000 casual and contract workers sat on dharna in front of the office of CGM,Karnataka Circle on 28th August 2013 demanding immediate settlement of long pending issues including payment of minimum wage, implementation of social security measures like EPF and ESI, reinstatement of retrenched workers etc. The participant came from all the SSAs in the circle, on the call of the BSNL Non-Permanent Workers Union, which is affiliated both to CITU and BSNLCCWF. The CGM office compound was completely full by the agitators, which included a good number of women workers.
Coms. C.K.Gundanna, President of NPWU and also BSNLEU, Karnataka Circle, K.Mahantesh, General Secretary, NPMU, Cheluvaraj, Vice-President, NPWU, Muddiah, senior leader, Sudershan, DS, BSNLEU, Bangalore Telephone District and other leaders addressed the rally. Com.V.A.N.Namboodiri, All India President of both BSNLEU and BSNLCCWF congratulated the workers and the leaders for the massive dharna and conveyed the revolutionary Greetings of the All India Unions. He briefed the rally about the issues taken the CHQ, deliberations of the Parliamentary Standing Committee on Labour to which the issue of casual contract labours has been petitioned by BSNLCCWF, the meeting with the Labour Minister etc. with regard to the demands of the Casual-Contract workers.
A Memorandum by the Circle Union was presented to Shri Chandra Mouli, GM (HR), who assured that the issues will be favorably considered.
My Hearty Congratulation to the Karnataka leaders and workers for the excellent dharna and the unity shown by the regular employees and the contract workers.It is also to be mentioned that the Karnataka workers have improved their wages through sustained struggles and unity. But more are still to won and the unions will jointly work for the same.

The Circle Conference of BSNLCCWF, Haryana Circle was held at Jind on 27th August 2013.More than 400 comrades participated. The Conference ws presided over by Com. Kuldeep Singh, Asst. treasurer, CHQ, BSNLEU.

Com.V.A.N.Namboodiri, President, BSNLCCWF, inaugurated the Conference. He spoke in detail about the acts passed by the Parliament with regard to the contract workers and demanded the management to implement the same including the minimum wage and social security measures.He also spoke about the organisation, it growth and the struggles being organised in many circles. He called upon the workers to strengthen the organisation and bring maximum workers to the union.
DY.GM, Jind, Coms. Naresh Kumar, Circle President, M.S.Kadian, Circle secretary,Bijender singh and other leaders addressed the conference.
The Conference unanimously elected office-bearers with Com. Naresh Kumar as President and Com. Satbir as Circle Secretary.

The Central Secretariat Meeting of BSNLEU held at New Delhi on 26th August has called upon the workers to organise demonstrations on 6th September against retrenchment and other victimisation of casual and contract labour as also demanding payment of minimum wage and implementation of social security measures.
The casual and contract labour are called upon to participate in the demonstration along with the regular employees.
The Casual contract workers under the leadership BSNL CCWF has gained much to the workers. They organised many agitations on their demands, but once the strike is over, workers are retrenched or harassed. It is against this the protest action is being organised.

The BSNLCCWF leaders of Odisha Circle, who have come to Delhi under the leadership of Com. Sahdev Biswal, Circle Secretary held a meeting at Dada Ghosh Bhawan on 19th August and discussed about the problems being faced by the casual and contract workers in Odisha. Coms. V.A.N.Namboodiri, All India President and Tapas Ghosh, Secretary General were also present.
The organisational as well as problems of the contract workers, SSA wise, were discussed. It was proposed to have a Circle Executive Committee meeting shortly and agitational programmes planned for settlement of issues.

Along with Com. Basudeb Acharya, Member of Parliament and leader of CPI(M) in Lok Sabha, Coms. V.A.N.Namboodiri, President, Janardhan Pati, Circle President, Odisha, Animesh Mitra, Tapas Ghosh, Secretary General, Sahdev Biswal, Circle Presidentr Odisha BSNLCCWF and other comrade es met Shri S.R.Ola, Labour minister at his office today, 19th August 2013 and presented the issues of casual and contract workers. The delegation told the Minister about the non-implementation of the minimum wage, social security measures etc. by the BSNL Management at the field levels. More than 4000 casual workers are still to be reduced. Other connected issues were presented before the Minister for early solution. A letter, copy of which is given below, by Com. Basudev Acharya, MP, on these issues were also handed over to the Minister.
The Minister assured that he will seriously look in to the matter and do the needful.

Respected Olaji,
I would like to bring to your notice about the brutal exploitation of the casual and contract workers engaged in BSNL, whose total numbers may be around one lakh. These workers are engaged through contractors or directly. But in most of the places neither they are paid the minimum wages notified by the central government nor the security measures like EPF and ESI are implemented. Only about half of the minimum wage is being paid. Weekly off is also denied. While BSNL is spending money, it is not reaching the workers.
I would specially like to cite the condition of the contract workers in Odisha Circle. In Baripada District, they are being paid about Rs. 3,000, in Cuttack about Rs,2000 etc. while they are eligible for more than Rs. 6,000 for the unskilled in the C class cities. The wages notified for the unskilled in C class cities alone are considered while paying the wages. The higher wages for the semi-skilled, skilled, highly skilled as also for A and B class cities are not at all considered. This is the position in almost all the districts all over the country. In a circle itself, different wages are paid in SSAs according to the whims and fancies of the GM and the contractor.
There are about 3,500 casual labour all over the country who have been continuously engaged by the DOT/BSNL for the last 15 to 20 years or more. These casual labour were eligible for being regularised in the DOT/BSNL, but due to administrative delay, they were denied the same. Now on the plea of a Supreme Court Judgement ( Umadvi Vs. State of Karnataka), they are all denied regularisation, while on the basis of the same judgement, casual labour are regularised in Income tax, Customs, central Excise etc. as per DOP&T guide lines. The BSNL top management is washing their hands stating that the full wages are being paid and the social security measures implemented based on the false and wrong reports from the field offices. Wherever the workers demand the minimum wage etc., they are threatened and retrenched.
It is regrettable that such brutal exploitation and blatant violation of labour rules are happening in a PSU, which is under the direct control of the government.
I would request you to order an inquiry in the matter and also ensure that the notified wages are paid to the contract workers, social security measures implemented and the left-out casual labours regularised.

Casual / Contract workers in Jharkhand strengthen their organisation

A meeting of the BSNLCCWF, Ranchi was held at Ranchi on 17th August at the Union office, which was attended by delegates from Hazaribagh, Jamshedpur, Dhanbad etc. Coms. V.A.N.Namboodiri, National President BSNLCCWF and Naresh Lal, Circle secretary, Sudama Pal, Circle Secretary BSNLCCWF as also V.Narayan, Circle President, BSNLEU attended. The serious situation due to non-payment of full wages, retrenchment of workers for demanding minimum wages, non-floating of tender etc. were discussed. More than 40 comrades participated. Com. Namboodiri spoke about the efforts being made by the union to settle the issues. It was decided to hold meetings in all SSAs and to strengthen the organisation so that further agitational programmes could be organised effectively to settle the demands.

Casual/ Contract workers in Hazaribag on struggle

The casual and contract workers of Hazaribag, numbering about 300 are on strike for the last one week demanding payment of wages for the last five months since March 2013.Despite several discussions, the BSNL management has not implemented the payment of minimum wage, social security measures like ESI, EPF etc.
BSNL management should become sensitive to the condition of the poor workers and settle the issues urgently. It is a shame that a PSU like BSNL is exploiting the toiling workers.
We demand the BSNL Corporate Office as also the Circle administration to immediately intervene and ensure that the workers are paid the arrears of wages and all other claims are settled with out further delay.
