Casual/Contract workers issues – Organise Demonstrations on 26th February at SSA level

The Central Executive Committee of BSNL Casual and Contract Workers Federation held at Bhubaneswar recently has decided to organise Demonstrations at SSA levels on 26th February 2014 on the long pending issues of the workers like regularisation, minimum wage, EPF, ESI  etc. It has also decided to observe 2014 as the year of the casual and contract workers.

The CEC meeting of BSNLEU held at Rajkot on 7-9 February has fully supported the decision and has called upon all its SSA units to participate in the demonstration  in large numbers. It has also been decided that in places where the BSNLCCWF is not formed, BSNLEU itself should organise the demonstration.

The demands of the casual and contract workers are fully justified. Whatever the government and BSNL C.O. have ordered are not paid to them. Inhuman exploitation is taking place. This has to be put an end to.

We call upon all the SSA units of the BSNLCCWF and BSNLEU to organise demonstrations with massive participation to give a clear warning to the management that unless the issues are settled, there will be sustained agitation by the workers.

Fight for justice to the exploited casual contract workers!

A Seminar was held at Gass Memorial Hall, Raipur today, 21 February, organised under the auspices of BSNLEU, AIBDPA and BSNLCCWF, Chhattisgarh Circle Unions.
The Union flag was hoisted by Com. VAN Namboodiri, President BSNLEU and Advisor All India BSNL-DOT Pensioners Association and President, BSNLEU and BSNLCCWF. All comrades paid homage at the martyrs column.
Com. D.R.Thakur presided. Com. R.P.Atmapoojya, Circle Secretary, AIBDPA welcomed all. President, Coms. Namboodiri, S.C.Bhattacharya, Om Prakash Sahu, Circle Secretary BSNLCCWF, D.N.Bhandarkar, Vice-President, AIBDPA, Parmar, TF, Bhilai and other leaders on the dais were honoured by garlanding them.
Com.S.C.Bhattacharjee, Circle Secretary, BSNLEU and President, BSNLCCWF, inaugurated the Seminar on “Pension – Past, Present and Future”. He spoke about the background and also the present attack on pension and retirement benefits.
Com.V.A.N.Namboodiri, in his speech explained the struggles organised by the working class for pension and other retirement benefits in past and the achievements made. As part of the neo-liberal policies being implemented, attack is made on the rights of the workers and pensioners and their hard-earned rights. He spoke the situation world wide and the reports in the Trade Union International Conference of Pensioners and Retirees held at Barcelona, Spain, in February 2014. He also spoke about the Revival of BSNL, the demands of the BSNL employees and also casual and contract workers. He called upon the workers to be ready for serious struggles on the demands raised by the Central Trade unions.
Coms. Sahu, Circle Secretary, BSNL Tekha Mazdoor Union, Chhattisgarh,and other leaders addressed the seminar.
A large number of workers, pensioners and casual/contract workers attended the seminar. The seminar and discussions have given a new enthusiasm to the Chhattisgarh BSNL Unions.

Dear Comrades,
Com.S.P.Tiwari, Circle Secretary of BSNL Casual and Contract Workers Federation, UP(E) who organised the 2nd All India Conference of the Federation at Lucknow is seriously ill and admitted in hospital for cancer treatment. Now he is under coma. His condition is very serious and continued costly treatment is required.
Com. Tiwari was retrenched for his trade union activities and has been out without any work for the last three years. His family consists of wife and four young children. There is no other earning member in the family.
Com.Tiwari needs urgent financial help for treatment. Already loan of 60-70 thousand rupees have been taken from friends and comrades but that is not at sufficient.
I would appeal to all comrades, friends and well wishers to send liberal donations for his treatment so that his life can be saved.The donations may please be sent to:

Belgaum Contract workers will start hunger strike on 3rd February

Against the non-implementation of the agreement by the BSNL Management for taking back the 284 contract workers retrenched earlier, the BSNLCCWF Belgaum unit has decided to go on Hunger strike w.e.f. 3rd February 2014. The BSNLEU and BSNLCCWF as also CITU are fully supporting the agitation. BSNLCCWF CHQ demands the BSNL Management to urgently take back the retrenched workers and engage them for work. Already the BSNL services have been adversely affected due to the retrenchment. BSNLCCWF fully supports the struggle and demands the management to settle the issues urgently.

An Appeal to the General/Circle/Branch Secretaries of BSNL Unions/Associations

Dear Comrades,
As you are well aware there are about one lakh casual and contract workers engaged in BSNL who are working in various capacities for the last 30 to 15 years in DOT/BSNL. Out of them about 3350 are casual workers who were eligible to be regularised as per the agreement at the time of formation of BSNL, but were not regularised due to administrative delay by the Circle/SSA heads. Minimum Wage as per Government/BSNL C.O. orders are denied to them at the field level. Social Security measures like EPF and ESI are not implemented though they are to be provided as per the laws of the country. The casual contract workers in BSNL are brutally and inhumanly exploited.
BSNL Casual and Contract Workers Federation has been continuously taking up the issues with the BSNL Management, Contractors, Parliamentary Standing Committee of labour, Communications minister, Labour Minister and even Prime Minister. While there has been some improvement, the situation continues more or less the same. In addition, the leaders and workers of the union are being retrenched and victimised.
It is in this context that the Central Executive Committee of the BSNLCCWF has taken a decision to resort to agitational programmes to achieve the long pending demands and put an end to the continuing exploitation and against retrenchment and victimisation.
We seek support of all of you in our struggles and agitations so that our justified demands are conceded by the authorities.
The immediate programmes being organised are 1) Demonstration at SSA level on 26th February 2014 and 2) Dharna at SSA level on 26 th March 2014.

Form BSNLCCWF wherever not formed so far

The Central Executive Committee of BSNLCCWF held at Bhubaneswar held on 18-19 January 2014 has decided to form the Circle/District Branches of the union, wherever it is not formed so far. In the last CEC Meeting of the BSNL Employees Union it was decided to organise the same as early as possible, at least before the next CEC.
The Circle /SSA Secretaries are requested to take initiative and form the circle/SSA branches of the BSNLCCWF at the earliest.

The BSNLCCWF CEC Meeting has called for agitational programmes for settlement of long pending demands. The first programme is demonstration in front of SSA offices. The programme has to be successfully organised with the support and participation of BSNLEU.
Despite our continued efforts, still there are a few circles where the BSNLCCWF has not been formed. The same with many SSAs also.It is requested that BSNLEU Circle / District Secretaries should take the initiative to form the Union. This must be taken as an important target.
In this connection, it is to be remembered that last CEC meeting of BSNLEU has called upon to form BSNLCCWF in all the circles/Districts before the next CEC. Next CEC is going to be held on 7-9 February at Rajkot. Hence immediate action should be taken in the matter.

BSNL Contract Workers on agitation in Hisar SSA

The contract workers in Hisar SSA under the leadership of BSNL Casual and Contract Workers Federation (BSNLCCWF) are on continued agitation for getting the minimum wages paid and also for the implementation of EPF and ESI. They are being paid much lower than ordered by the Govt. of India and also BSNL Corporate Office.
Com.V.A.N.Namboodiri, President, BSNLCCWF visited the comrades who are on dharna for the last 67 days in front of the GM’s Office and enquired about the condition of payments and other issues. He addressed the workers and assured all support from CHQ for settling the demands. CHQ has already met the Sr.GM(Admn) on this issued and demanded settlement of the demands.

The Reception Committee of Central Executive Committee of BSNLCCWF to be held at Bhubaneswar on 18-19 January has made all arrangements for the accommodation and conduct of the CEC in a good way.
All the Comrades participating are requested to intimate their time of arrival, flight/train No. and time etc. to the Reception Committee ( Com.Sahdev Biswal Mob: 09437006660) and Secretary General Com.Tapas Ghosh (Mob: 09434759450) with out fail to enable them to make arrangements for the reception and accommodation in time.

BSNLCCWF W.Bengal Circle Conference

The Circle Conference of W.Bengal BSNLCCWF was held on 11-12 January 2014 at Kolkata. There was massive participation in the Open session. More than 1000 workers participated. 310 delegates attended. Com. Govinda Das, Circle President presided.
The Conference was inaugurated by Com.Animesh Mitra, Dy.GS BSNLEU and Vice-President BSNLCCWF. Coms. Saibal SenGupta, Om Prakash Singh, Adhir Kumar Sen, Circle Secretaries of BSNLEU, Biplab Das, Tapos Banerjee, Circle Secretary BSNLCCWF Kolkata and other leaders addressed.
The Report presented by Com. Tapas Ghosh, Circle secretary was adopted after discussion. The conference discussed about the issues of the casual and contract workers and took appropriate decisions.
The Conference unanimously elected Coms. Govinda Das and Tapas Ghosh as President and Circle Secretary respectively.
Congratulations to the W.Bengal comrades who have conducted the Circle Conference successfully.
