The Breaking up of BSNL continues – Workers will defeat the move

The telecom services under Department of Telecom was bifurcated in to three companies as part of the neo-liberal policies as the first step towards privatisation. The first company, Videsh Sanchar Nigam Limited (VSNL) is already privatised by handing over to Tata and is now Tata Telecommunications. The second is Mahanagar Telephones Nigam Limited (MTNL), which the government has made it loss making for years. More than 44% shares are also sold, staff is ridiculously reduced through VRS, and the government may move for privatisation at any time. The third company, Bharat Sanchar Nigam Limited (BSNL) is bifurcated in to another company BBNL earlier. Now the Cabinet has taken a decision to convert the tower assets of BSNL in to a separate company with the intention of sharing the tower assets with other telecom companies. Although the move has started in 2015, it could not be implemented due to the strong protest of the workers and their unions under the leadership of Forum. Now the Cabinet has taken decision today to form the separate Tower Company. This will be a great tragedy for BSNL with the revenue from the towers going to a different company. This is a tactic of the government to make BSNL further loss making to justify its strategical sale.

The time has come for bitter struggle to save BSNL and its workers. BSNL, which was having about 3.5 lakh workers at the time of formation has been reduced to almost one lakh and eighty thousand due to non-recruitment in vacant posts. Every month it is being reduced.

The central government is cleverly reducing BSNL to a position in which it will not be able to come back. But they are forgetting the workers and their unions, who have fought and defeated unbundling of the valuable copper cables, disinvestment, VRS also cancellation of mobile tenders etc. tried by the government and saved BSNL.

Fight and defeat the formation of Tower Company bifurcating BSNL

BSNLEU strongly condemns the decision of the Narendra Modi government to form a Subsidiary Tower Company.
The Union Cabinet meeting, presided over by the Prime Minister Narendra Modi, has decided today to form a Subsidiary Tower Company. It means, the nearly 70,000 mobile towers of BSNL will be taken away, and will be handed over to the Subsidiary Tower Company. BSNLEU strongly condemns this decision. This is nothing, but a strategy to slowly kill BSNL. It may be remembered that the entire Non-Executives and Executives went on a one day strike on 15.12.2016, opposing the formation of the Subsidiary Tower Company. Inspite of this stiff opposition, the Modi government has decided to form the Subsidiary Tower Company. BSNLEU calls upon the entire unions and associations of BSNL to come forward and oppose this move of the government.(Courtesy: bsnleu website)

Wage Revision in BSNL – Start it now!

The DOT and the Communication Ministry is yet to grant permission to the CMD BSNL to hold wage negotiation w.e.f. 01-01-2017 to the non-executive employees. The III PRC report for the executives have been accepted by the government, but on the plea of the “affordability” clause in the report that loss making PSU can not be grated wage revision, the DOT has not granted any permission to start wage negotiation. It is understood that DOT and Minister are against wage revision in BSNL.

What neither the DOT nor the Ministry realise is that the employees in BSNL who got absorbed from DOT, were government employees, they were compelled get absorbed in BSNL with much assurances including high wages. To deny them wage revision now is a violation of the agreement made at the time of corporatisation.

Communication Minister and Secretary DOT have to rethink in the matter. The right of the employees for wage revision after long ten years can not be rejected.

We demand the government to direct BSNL Management to start wage negotiation at the earliest. This is only justice to the hard working employees.

Air India and BSNL in the list for privatisation / Disinvestment

The greedy eyes of the corporates have been on Air India and BSNL for the last many years. Both the UPA and NDA governments have been pushing through this agenda through out, but due to the strong opposition from the unions, they could not implement so far. But by sinister moves, the government has made them both loss making during the last ten years or so, so that on that count the dismemberment can take place, with out criticism from the people.. Both of them were making good profits before the government started ulterior moves to make them loss making.

Air India was making good profit and running efficiently till it was merged with India Airlines. Further, the profitable routes were handed over to private companies. Air India flight was time scheduled to be the third or fourth flight on the same route with the private companies getting the earlier slot. Equal flights to foreign companies was changed in favour the foreign carriers. 111 planes were ordered at the initiative of the Civil Aviation Minister, where as 35 only was necessary and the entire funds misused. With all this anti-Air India decisions, it has been made loss making as required. The private companies benefitted and strengthened. Now Government has decided to strategically sell the Air India.

The case of BSNL is not different. With the promise of strengthening telecom services with all assurances of financial assistance  to it, BSNL was formed as a PSU in 2000. It was highly profitable for the first 6-7 years with the annual profit reaching to the extent of Rs.6000 to 12,000 crore with a revenue of Rs. 35,000 -40,000 crore. It was one of the most profitable PSU in the country. It is to be noted that BSNL grew and increased its position despite the fact that private companies have been functioning with all help from the government for the last 10 years.

It is at this junction in 2006 that the then Minister directly intervened and cancelled tender for 4.5 crore mobile lines on flimsy grounds. Again a 9 crore lines tender was cancelled. BSNL was starved of equipments at a time when the Indian telecom market was exploding and all the benefits were  given to the private companies. All the cash balance of the company of Rs. 40,000 crore was taken over by the government on or other plea. The ADC fund to BSNL was reduced and stopped. The USO Fund to compensate for the loss making village connections were reduced and denied in some cases. More than 1,80,000 vacancies arisen due to retirement have not been filled up. When the Ministers themselves are part of corruption, there is no stopping some top management corrupt officers who utilised BSNL to their own benefit making the company huge loss. Many such vigilance cases are pending for years together.

BSNL has been able to withstand to the present extend only through the continuous struggle of the employees and their unions and associations. Programmes initiated by the employees like “Service With A Smile”, “Subscriber Delight Year” etc. in the last few years, supported by the management also has stopped increase of losses and have actually reduced the same. For the last two years, there is operational profit. If, demonetisation and the entry of Reliance Jio with its deep pockets has not arrived, BSNL would have got real profit by 2017-18.

The decision of the government to privatise / disinvest these two major PSUs should be opposed and defeated. The Central Trade Unions have been fighting against the privatisation of the PSUs and many united strikes have taken place. A Maha Dharna before Parliament will be organised with lakhs of workers for three days  from 9th to 11th November 2017. It may be followed by strike.

The employees of the PSUs, the trade unions and the people together has to defeat the sinister move of the government to sell the valuable property of the  Nation.

Idea to pay 3 crore for overcharging subscribers.

The TRAI has ordered telecom company Idea to pay Rs. 2,97, 90, 173 crore as penalty for overcharging subscribers for the calls ending to BSNL and MTNL during the period May 2005 to January 2007.  The amount is to be deposited in Telecom Consumers Education and Protection Fund.

Many such irregularities have been done by the private companies to discourage the subscribers from calling to BSNL and MTNL in the past. At least now, Idea has been penalised, although the amount is much less than what is required.

New Telecom Policy by December 2017

Smt. Aruna Sunderarajan, Secretary DOT has stated that the New Telecom Policy will be finalised by the end of this year.

Every NTP, whether it is National Telecom Policy or New Telecom Policy, has been for more and more opening of the sector to the private corporates and giving them all help and benefits while curtailing and putting road blocks in the working the DOT/BSNL services. There is no doubt that next NTP also will follow the same lines.

Subsidy to the private operators, additional time to pay the spectrum charges, reducing ADC and USO Fund contribution are sure to be some of the policy issues. Of course, there will be further restrictions on the functioning of BSNL and MTNL, even disinvestment, privatisation etc.

Is not this government the government of the corporates, by the corporates, and for the corporates?

One third of BSNL land assets alone is Rs. 65,000 Crores!

The book value of BSNL’s landed properties are pegged at Rs.975 crore. However, the recent valuation of BSNL’s landed properties reveal that, the value of one third of BSNL’s landed properties alone come to Rs.65,000 crore. These one third landed properties are located in the major cities of the country. The land at New Delhi in which the Corporate Office is located alone is valued at Rs.2,500 crore. This valuation was done as per the new “Indian Accounting Standard”, for which the consultant KPMG was engaged by BSNL. This information was disclosed to the PTI by shri Anupam Shrivastava, CMD BSNL. Privatisation of PSUs means handing over these large tracts of land of the PSUs to the private corporates for real estate purposes. According to the government, the entire BSNL’s assets are worth only Rs. 975 crores and the selling price will be with this calculation. The corporates will reap huge profit.

But one thing. The united force of the BSNL workers will fight to the last against any privatisation of BSNL! The government could not implement disinvestment in BSNL so far, they could not implement VRS and unbundling of copper cables. If the workers stand united, it will be not easy for the government to implement their anti-national designs.

Satellite Phone Service by BSNL.

CMD BSNL Anupam Shrivastava has stated that BSNL is moving for providing Satellite Phone services by 2 years. BSNL has already started Satellite phone service using IMMARSAT service, initially for the use of government. Gradually, this will be extended to the customers.

Of course, BSNL is on move to give better service to the people. Congratulations!

It is unjust to delay wage revision for BSNL employees

Despite the fact that the recognised unions in BSNL have been continuously demanding for wage negotiation to start, the DPE has not given any direction to the DOT/BSNL for the same. This is completely unacceptable.

Already it is more than 10 years after the last wage revision in 2007. As per the last agreement, the next wage revision is to take place from 01-01-2017. The report of the III Pay Revision Committee for the Executives is already released months back.

Even after starting the negotiations, it will take some time for the wage settlement. Why the Department of Public Enterprises (DPE) and the Central Government is keeping silence over the  issue.  Strong protest should erupt against this injustice!

Uproot corruption to save BSNL

BSNL workers, officers and the top management are making all efforts to bring back BSNL in to a profitable PSU and provide a better service to the customers. Workers even implemented their decision to increase working hours by one hour till 31st March 2017. BSNL is providing more than 20 lakh mobile connections for the last many months despite fiery competition. Operational profit is increasing and it is expected that by 2017-18, it will post real profit.

In addition to the anti-worker, anti-PSU policy of the government, one more reason for the present loss of the company is the rampant corrupt practices of a some employees/officers. At one time, BSNL topped the list of corruption, but it has come down. Still, even when the company is in loss, the corrupt practices go on. I am giving below such two press reports where CBI has caught one TDM , a retired Junior Accountant and one AGM in difference cases.

1. “JAIPUR: The CBI has arrested a telecom district manager (TDM) and a retired junior accountant of BSNL for allegedly demanding and accepting bribe in Rajasthan’s Bharatpur district.

According to a CBI source, the accused allegedly took Rs one lakh from a contractor to clear his bill following which they were arrested.

“TDM had demanded the bribe from the contractor of optical fiber cable, Sukhbeer Singh Sinsinwar, to clear his bill amounting Rs 60 lakh through his middleman, a retired junior accountant.

“They were caught by the team at the TDM’s residence in Bharatpur last night when they were taking the bribe amount,” the CBI source said.

After initial questioning, they were on Friday placed under arrest on the charge of criminal conspiracy. They were booked under relevant sections of the Prevention of Corruption Act.

A search was launched at the office and residence of the officer, the source said, adding, they will be produced in a court later on Friday.”

2. “NEW DELHI: The CBI today claimed to have recovered cash and properties worth crores during its searches at the residential premises of a BSNL Additional General Manager arrested for alleged bribery.

In an operation late last evening, the agency had arrested Gupta Chandra Bidika, Additional General Manager, Microwave Project, Bhubaneswar.

He was caught red handed allegedly taking bribe of Rs one lakh for clearing bills worh Rs 10 lakh of a contractor.

“Searches were conducted at the residence of the accused at Bhubaneswar and Rayagada District (Odisha) which led to recovery of cash for Rs 14.93 lakh, USD 603, three bank locker keys; documents related to properties, including flats, plots at Bhubaneswar and shares, debentures, policies etc,” CBI spokesperson R K Gaur said.

The agency sources claimed they had recovered documents related to a three-bedroom duplex flats at localities of Dharam Vihar, Netaji Subhas Enclave, Dreams Villa in Bhubaneswar.

The documents related to plots in Bhubaneswar, Khurda and Puri have also been seized by the agency, they said.”

We do not know what will the final result of the Inquiries. But the indication is clear. Unless the corruption is uprooted, BSNL will always be in danger. Such corrupt people give a bad name to the entire BSNL and its officers/workers. There should not be any tolerance of Corruption and corrupt people.
