Congress has attacked the Modi government and specifically Communications Minister Ravi Shankar Prasad responsible for call drops and demanded his immediate resignation.

Minister Ravi Shankar Prasad, on his part, stated that the UPA government is fully responsible for the poor condition of BSNL and MTNL.

The fact is that both NDA as well as UPA are responsible for the call drops and the present condition of both BSNL and MTNL.

As in the case of competing in supporting and providing all help to the corporates and the MNCs by both Congress and BJP, both of them should support BSNL and MTNL, instead of trying to finish them off.

BSNL  Completes 15 Years –  Struggle to Continue for Survival, Restoring Past Glory

On this 1st October 2015, Bharat Sanchar Nigam Limited (BSNL), the telecom PSU,  will complete 15 years of its service to the people. There used to be great celebrations of the day in the BSNL Corporate Office, Circle Offices etc. earlier, but it seems that all these are forgotten.

But workers have not forgotten. Formation of BSNL was not the demand of the workers. They were against it. They organized sustained struggles against corporatizing telecom services from the Department of Telecom. But, unfortunately,  the agreement between DOT and three main Federations speeded up corporatization.

BSNL was formed on 1st October 2000. In the front lawns of the Sanchar Bhawan, the office of the DOT, then Communications Minister Ram Vilas Paswan, while inaugurating BSNL, declared that BSNL will be granted the Maharatna Status, financial assistance will be provided by the Government and it will be made the No.1 telecom company in the world. Nothing happened; it was all empty promises. Whatever assistance was given in the initial stage was discontinued. On the contrary, the government took actions one after another,( including stopping of purchase of equipment which was most necessary), to destabilize and weaken BSNL, in order to allow the private companies to grow and maximize their profits. It is well known, whether the UPA or the NDA, it is the government of the corporate, for the corporate and by the corporate. Both of them, one after another, ensured that BSNL is stunted and is kept like a bonsai tree, allowing it not to grow.

It is only through sustained struggle of the workers that BSNL continues without being disinvested or privatized.   It was through the 100% strike of the workers in 2007, that at least some equipment could be purchased, even after the cancellation of tenders at the behest of Minister. The “Customer Delight Year” and such programmes initiated by the Joint Action Committee/Joint Forum/Forum of BSNL Unions and Associations helped to improve the services.

While there was good profit during the first 7-8 years, it is loss during the last 5 years. But due to the continued concious effort of the unions and workers as also some recent initiatives by the Management, the situation is turning around. The loss is coming down for the last two years and the number of new connections is increasing. It is expected that the company will  be profitable by three-four years.

But it is not an easy task. The anti-people, anti-worker, anti-PSU policy being adopted by the Modi government is a threat to the future of BSNL also. The workers have to be vigilant and ready for action against these wrong policies, as earlier. BSNL is our home and it has got to be protested.  Let us make all out efforts for the same.

BSNL should streamline its functioning and decision making

BSNL is a most prestigious PSU of the Central government. It provides communications services to the people in all parts of the country. Communications systems are becoming fast to faster.

As such, the BSNL Management also should be fast in its decisions and implementation. But unfortunately it is entwined in the bureaucratic and cumbersome process of the government system and its decisions are very slow and implementation slower. Especially in the case of staff issues, it moves just like tortoise.

Whether it is PLI, change of designation, wage revision, promotions, anomalies – the management is taking too much time to take decisions and then much more time to implement. BSNL can not afford to be slow, in providing services or in settling the workers issues. Issues are to be settled through negotiations. However, on each and every issue, the workers are compelled to resort to agitation due to the negative attitude and delay.

The BSNL Management has to rethink about its functioning so that quicker services and quicker sorting out of the issues of the workers could be done.

BPCL gets Maharatna status – Congratulations!

Bharat Petroleum Corporation Limited (BPCL), one of the big oil companies in the Public Sector, may be granted Maharatna Status in this year. It will be the eighth PSU to get the status. It will give more autonomy to the PSU. Congratulations to  BPCL and its workforce!

It is to be remembered that BSNL was assured of Maharatna at the time of its formation itself by then Communications Minister Ram Vilas Paswan. It was to be granted the status by 2006, when it was having Rs. 40,000 crore revenue and Rs. 10,000 crore profit. But the government,  by cancelling the 45 million tender for mobile lines ensured that BSNL goes down. The cancellation resulted in loss gradually and BSNL was deprived of the Maharatna status.

BSNL to launch 4G Services by March 2016

According to a statement by Shri Anupam Shrivastava, CMD, BSNL will start providing 4G services by March 2016. This will be done through Wi-Fi technology with 2G or 3G network,  he stated.This is good news.

Reliance Jio and Airtel have  started for the launch of 4G since they already have the required spectrum for the same. BSNL can not be lagging behind.

Communications Minister Ravi Shankar Prasad has advised that BSNL should have frequent interface with customers which will help BSNL to grow.

This is true. Instead of being only in the offices, not only during the time of fault repair etc., but on other times also, the BSNL officers and employees should meet the subscribers at their places and interact on their issues and concerns and  solve the same, at the same time improving and increasing the business.

LIC has got about 10 lakh agents to spread the message and meet the people. Department of Posts has got Postmen, GDS and SB Agents etc. What we require is  such a committed section of employees, vendors, Agents etc. who will be able to reach the entire public and give the message of BSNL and its services.

BSNL March Ahead – Revenue increased, Loss Reduced – CMD BSNL

According to Anupam Shrivastava, CMD BSNL, has stated that the company is managing its operational maintenance expenses and salary of employees from its own resources. It is self sufficient on as at present. The losses have come down during the last few years, from Rs.8,851 crores in 2011-12 to Rs. 7,884 crores in 2012-13, Rs. 7,019 in 2013-14 and Rs. 7,265 in 2014-15. The revenue has increased from Rs. 27,128 crore in 2013-14 to Rs. 27,996 in 2014-15.

According to CMD BSNL, the Revenue is expected to increase to Rs. 42,000 crores by 2018-19.

The continuous effort of the workers to improve the services and the new schemes have helped in improvement.But that is not sufficient. Even now, the annual loss is more than Rs.7,000. This has got to be reduced and the revenue has got to be increased much more.

The government should change its anti-BSNL policy and assist the PSU to come back to its past glory.

BSNL to provide minimum 2Mbps speed for broadband from 1st October – CMD

BSNL is upgrading its services. According to Anupam Shrivastava, CMD BSNL, the telecom PSU will be providing a minimum speed of 2Mbps for its broadband connections with effect from  1st Ocober 2015, the 15th formation anniversary of the company.

At present BSNL offering a minimum speed of 512Kbps, which is going to be increased to 2Mbps. This will attract more subscribers as has been the case after the introduction of the “Free Night Calling” and “Free Roaming” Schemes introduced some months earlier.

LIC Group Insurance Scheme for BSNL employees – Changes required

The LIC Group Insurance Scheme for BSNL employees was started in August 2005. It is the biggest Group Insurance Scheme in the world. The Scheme has benefited the BSNL employees as also the LIC, since its market share has increased due to this scheme. The scheme was brought in to operation after detailed discussion between LIC, BSNL and BSNL Employees Union. All India Insurance Employees Association(AIIEA) also helped in clinching the agreement. The double accident benefit with 7.5% extra premium etc. were specially added.

The scheme in 2005 includes three level Insurance, the non-executives for one lakh, the lower executives for Rs.3 lakh and the next higher level for Rs. 5 lakh. Ten years are over now and after the wage revision w.e.f. 2007, the wages have increased and the present wages are substantially higher. In such a case, there is full justification for increasing the insurance amount and the premium accordingly. This was taken up earlier, but the LIC had its reservation due to the high risk and increased % of death rate in BSNL. However, that can not be a reason not to increase the insurance amount.

At least the insurance amount should be increased from Rs. 0ne lakh, three lakh and five lakh to Rs. 3 lakh, 5 lakh and 7 lakh respectively, if not more. The premium also can be raised accordingly.

In this connection, it is also to be noted that the single largest leave encashment scheme of LIC with  2,81,000 BSNL employees were implemented in 2010. BSNL  has  transferred  the Liability of Leave encashment of Rs 4,852.91 crore to LIC under LIC’s Group Leave Encashment Cash Accumulation Scheme (GLES). 

BSNL is the biggest customer of LIC. Hence LIC should not shrink away from increasing the insurance amount for the BSNL employees. The issue need to be taken with the  BSNL Management for re-negotiating with the LIC.

BSNL – Positive and Negative growth in Circles

CMD BSNL has issued letters to all CGMs intimating the positive/negative growth in the circles and asking immediate attention for improvement.

The circles which has shown good growth are  Andaman and Nicobar Islands, Kerala, Odisha and Lakshadweep.

The negative growth are in 10 circles: Chennai, T.Nadu, W.Bengal, J and K, Maharashtra, Karnataka, Rajasthan, M.P., NE-II, and UP(West).

We hope that all Circles will make maximum efforts for further growth.
