The Railways have declared 78 days bonus for its employees as Productivity Linked Bonus (PLB). It is stated by the Railways that Rs. 800 crores will be required to pay bonus for the 12 lakh employees. For the last three years PLB is given for 78 days.
The festival season is coming. It is during the festival season, ie. October – November, that Bonus is paid to the workers/employees. For the last four years, Bonus has been denied to BSNL employees. Despite strong demand by the unions, management took a stoic silence.
This situation can not continue. BSNL Employees Union and other unions have demanded that Bonus should be paid this year. While employees/workers in all other establishments are paid bonus, why not in BSNL. The plea of the management that ‘there is no profit, hence no bonus’ is not acceptable.
A joint committee of management and staff has been appointed to discuss the issue. The Joint Committee should urgently meet and decide for the paymeent of Bonus or PLI before the festival starts.
The 46th Indian Labour Conference held on 21st July 2015 at New Delhi has decided that the labour laws to be enacted should be first approved by the tripartite body of Government, employers’ organisations and trade unions. The Labour Minister, Bandaru Dattathreya, who presided over the meeting stated that such tripartite conference will be held shortly.
In this scenario, the labour bills proposed by the government like Wage Code Bill, Small Factories Act, Industries Code Bill, Factories Act, Child Labour Bill etc. will have to be discussed in the tripartite body, before they are presented in the Parliament.
With regard to the increase in the Bonus, no decision could be taken due to the strong opposition from the employers.
It is the Festival time and the Festival of Light (Diwali ) has already arrived. But the Casual and Contract workers in BSNL are yet to receive the Bonus. As per existing government orders, all of them are eligible to get Bonus. While the working class in the country get Bonus, the BSNL Casual and Contract workers are deprived of the same.
BSNLCCWF has demanded that Bonus be paid without further delay. The BSNL Management has to honour its commitment and pay bonus to these workers. Denial of bonus to them will be an injustice.
BSNL employees have been deprived of the Bonus for the last few years, on the plea by the management that since the company is in loss, employees are not eligible for Bonus. This is untenable.
The recognised union, BSNLEU, has pointed out that the present Bonus (PLI) Formula, which states that workers are not eligible for Bonus if the company is in loss, is an arbitrary decision with out consulting or discussing with the union/s.
BSNLEU and United Forum has already issued strike notice which includes the Bonus Demand also. BSNL Management should discuss and take a favourable decision. Bonus should be paid to the BSNL employees with out further delay. The Holidays season is already starting.
