BSNL For Better Service (7) – Procurement of equipment

For the defence of the country, an efficient army ( including Navy and Airforce ) is required. For an efficient army,  disciplined and well-trained personnel are required. At the same time, it is also most important that the army is well equipped with the latest and strategic arms and ammunitions.

It is not much different with BSNL. For growth and expansion, for better and efficient service, the procurement of the necessary equipment has got an important role. The latest technologies should be used in order to give the required service to the customers. Communication is one sector, which has grown by leaps and bounds, with latest technologies being invented one after another. It is said that those who lived in the 20th century belong to a generation which has seen unlimited inventions which have changed the world, which never happened for many centuries. And Telecommunication has been one sector in which these latest inventions have taken place.

Telephones, though invented in 1870s and applied for the use of the common people  in India in the 1890s only, it has changed from the Magneto exchanges to Central battery system to auto exchanges and then to electronic system one after another in quick succession. In the transmission, switches, cables, airwaves, the progressive changes have been beyond description. Technologies changed quickly. Now multiple technologies exit and are used for the communication services.

Can BSNL survive in the fierce competitive atmosphere in a casual manner, and without adapting to the new situation. In this, procurement of sufficient equipment of latest technology is required. But  unfortunately, BSNL top management has utterly failed in this respect. As mentioned earlier, the anti-PSU policy of the government also had a role in this.

The BSNL revenue started reducing after 2007-2008 not because the market was not there, but sufficient equipment was not purchased to meet the huge requirement. BSNL has been growing in the mobile sector, till 2006-2007. Out of a population of more than 100 crore, only 50 % had mobiles and 50 crore market existed. The 45.5 million mobile tender floated by BSNL was suited to meet this requirement. But it had to face legal hurdles created by private companies, apathy on the part of the management and a negative attitude from the government. However all the hurdles were over by about two years and the purchase was to be made which would have armed BSNL to march ahead and conquer a good market share in the mobile section.

The government, fully aware that the growth of BSNL would have a negative effect on the private companies and MNCs which it wanted to favour, reacted immediately. It directed the BSNL to see that the tender is cancelled and the BSNL Board, even without a protest, just like ‘Masters Voice’ cancelled the tender, though there was no written direction from the government. It should have fought for getting the equipment purchased on the basis of the tender. It was only through a complete successful one day strike on 11th July 2007 on the call of the Joint Forum of BSNL Unions/Associations that at least half of the tender, 22.5 million lines were procured. It helped BSNL to escape from complete stagnation.But that was only a temporary solution. (to be continued)

Fascist Attack on Soviet Union – turning point in the II World war.

It was the Hitler’s attack on Soviet Union in 1941 that caused a big change in the entire situation of the II World War. It was on 21st June 1941, that fascist Germany attacked USSR. ON 22nd, Soviet Union declared all out defence offensive to the attack of Nazi Germany. Hitler thought that USSR could be defeated easily with the invincible war machinery Germany has got.

Germany advanced in to Soviet territory despite strong defence from USSR. It captured cities after cities and neared Moscow, the capital. USSR was fighting for its survival. It requested the UK, USA etc. to make a war front  in the western side so that Hitler will have to fight on both sides. But they waited, hoping that USSR will be finished and the offensive can start after that.

But the people of Soviet Union and the Red Army were determined to throw out the aggressors at all costs.The defence production was increased many times, all the young men enrolled in the army, guerilla squads started active work in the areas captured by the Nazis and a fight to the last was started by the entire people. The pitched battle in Stalingrad, inch by inch, street by street, between the forces of Nazi Army and Red Army was an epic battle which will ever be remembered. The mighty army of Hitler was utterly defeated and thrown back. Thousands and thousands of soldiers perished on both sides. This was the turning point. The Red Army advanced destroying the war machine of Hitler. Nazi Army was routed. After throwing them from USSR, Red Army advanced to Berlin, captured the capital city and hoisted the Red Flag in the capital on 2nd May 1945.

When the tides turned in the war, UK and US started their advance on the Western Front. Their armies also reached Berlin after a few days. Hitler had already committed suicide  by the time red army reached Berlin.

Massive Meeting of BSNL Unioins/Assns at Mysore

.A meeting of the BSNL employees was organised under the platform of BSNL Unions/Associations at Mysore GM office premises on 21st June. More than three hundred workers were present. The meeting was presided over by the Chairman of the Forum Com.B.S.Venkatesh, Circle President SNEA. Coms. Krishna Gowde, Circle Vice-President, AIBSNLEA, M.C.Balakrishna, All India org. Secretary, BSNLEU, M.Mahadevappa, Dist. Secretary, BSNLEU, Lingaraju, DS SEWA BSNL, B.V.Ramachandra,DS AIBSNLEA, Mahadeve Gowda, DS NFTE, Basavaraju DS AIBDPA and other leaders were present in the dais.  Com. Ganesh, Convener, Forum welcomed all.  Shri K.L. Jayaram, Sr.GM,  addressed the meeting and appreciated the work being done by the Forum to improve the services. He assured that he will make maximum efforts  for improving BSNL.

Myself as the main speaker spoke mainly on the need to strengthen BSNL and the proposals given by the Forum to the Group of Ministers looking in to the revival of BSNL. The action taken by the Forum in this connection was briefed. He congratulated the workers for the excellent support in the recent proposed strike due to which the DOT / Management was compelled to issue orders on 78.2% IDA fixation.

My visit on 21st June at was an opportunity to meet a lot of old comrades. Com.R.G.Bhandari, Mukundan (both retired) , Prasanna, Subramaniam and many other comrades who were very active in organising the AITEU Class III (Namboodiri) and later BSNLEU came and met me. We spoke about the old times and also the need to continue the same in the future.

Donate liberally to Uttarakhand / HP Disaster Fund.

The tragedy befallen in Uttarakhand and HP due to the floods, deluge, landslides, cloud bursts has taken hundreds of lives and thousands are still stranded despite the valiant efforts of the Military to evacuate them. Loss due to devastation of houses, properties, destruction of roads etc. are beyond imagination.

All these require huge funds. it will not be possible by the government alone to meet all this. Generous donations/assistance from one and all are required to restore normalcy in the hilly regions.

In addition to working 24 hours to restore communication services in the hills where the system stands cut off, BSNL Employees also  have to help financially. BSNL Employees union has called upon the employees to donate at the rate of Rs.200 to the disaster fund. BSNLEU has written to the management to deduct the amount from the salary.

All India BSNL Pensioners Association (AIBDPA) has called upon the pensioners for liberal donations,not less than Rs. 100/- immediately to the CHQ, which will be handed over to the Prime minister’s Relief Fund or any other Fund constituted by the government for this purpose.

Let us donate liberally to help our brethren is distress.

 

 

 

 

Nokia Workers on Strike

The workers in the Nokia Siemens Network at Chennai are on strike since 7th June, demanding recognition of union, reinstatement of victimized workers, wage revision etc. The Union is affiliated to CITU and its 72 workers stand suspended.

My support to the striking workers and demand the management to resolve the issues through discussion with the union.

BSNL for Better Service (6) – Licence Fee should be waived for BSNL

At the time of corporatisation, Govt. assured that BSNL will have to pay Licence Fee, but the same will be reimbursed to the latter. What was the basis on which this reimbursement was decided by the government?

As per procedure, it may be necessary that Licence should be taken for providing the telecom services, after private companies also were allowed to provide services. As long as Govt. /DOT alone was the telecom service provider, it was not necessary. The licence is intended to regulate and control the services by the private operators, since the government has its mechanism for its departments.

But why the government takes Licence Fee from its own companies? BSNL is not working to amass wealth or maximise profit, but is functioning for implementing the policy decisions of the government in the telecom sector for universal service as also for security of the country and its people. How can such a PSU be equated with the private telecom companies whose main aim is to increase their profit, evade the taxes as much as possible and even cheat the government and also public through fraudulent methods. A large number of cases have already been exposed. Whether it is non-payment of huge income tax by Vodafone, cheating in providing roaming services without licence for the particular circle or providing SLD / ISD services by the Reliance, Idea and Airtel or cheating by converting the SED/ISD/STD calls in to local calls for avoiding higher taxes – it has been a continued process of avoiding tax and licence fee. Whether one such instance can be shown on the part of BSNL or for that matter MTNL, the two government companies?

Due to certain policy decisions, these PSUs have been formed. If they had continued as government services, there would not have any necessity to pay the Licence Fee. The correct policy should be that the government telecom company need not pay Licence Fee, tax etc. When there is profit, dividend can be paid and for the first six-seven years when there was profit, the dividend and  taxes have also been paid.

BSNL is in loss now for the last four years. It was the cancellation of the mobile equipment and non-procurement of other equipment also that was the main reason for the present situation.

Taking all the above issues in to consideration, no Licence Fee should be charged from the BSNL and MTNL, at least till the present crisis is over. The government can stop the system of Licence Fee for BSNL and MTNL or at least waive the same till the financial crisis is over.

The Forum of BSNL Unions / Associations have demanded the cancellation of Licence Fee for BSNL and it wants the GoM of Revival of BSNL to take the positive decision in this matter.

Neyveli Lignite to be disinvested

The Cabinet Committee on Economic Affairs (CCEA) has cleared 5% share sell in Neyveli Lignite Limited Corporation (NLC) expecting to get substantial amount.

Cabinet  and Disinvestment Department is on a 24 hours day work for selling the family silver to the private companies.

Unemployment at 10.8 million – NSSO

According to the National Sample Survey Organisation the unemployed has reached 10.8 million as on 2012. it is an increase of 10.2% increase during the last two years.

The neo-liberalisation policy being implemented by the central government has resulted not only job loss but also have created an army of jobless youngsters. The government is more worried about the ‘poor’ corporates and their tax issues more than the bread and butter issues of the more that ten crore youngsters.

BSNL signs International agreements

R.K.Upadhyaya, CMD, BSNL has stated that BSNL has signed international agreements with telecom service providers in Bahrain, Guinea and Saudi Arabia. He also stated that already presence of BSNL is there and the agreements are made to strengthen it.

It is a good news that BSNL is also going global.

Mandya continues strong

After more than one decade, I got the opportunity again to visit Mandya in Karnataka and meet our comrades. yesterday, 20th June, A meeting was arranged at Mandya on my visit which was attended by a large number of comrades. Com T.D.Chandra Dasu, District President of BSNLEU presided. Com.Puttasamt, district Secretary welcomed all and briefed the housed about certain issues. Com. M.C.Balakrishna, All India Orgnising secretary spoke about the latest developments. I was welcomed and honoured in the tradition Karnataka style with peta and shawl.

I spoke about the recent agreement on 78.2% IDA pay fixation, issues of casul labours and pensioner, our efforts to improve the serrvices, the memorandum to the GoM on Revival of BSNL etc. and the organisational tasks we have to attend to.

Mandya was always been a strong centre of the union. My hearty conratulations for all the comrades.
