The 62nd Anniversary of Cuban Revolution was celebrated in Cuba on 26th July 2015.

Santiago De Cuba, Jul 26 Cuba marked the anniversary of Fidel Castro’s first armed uprising 62 years ago today with calls for an end to the US embargo and the return of the US naval base at Guantanamo.

The ceremony — attended by Cuban president Raul Castro and some 10,000 of the country’s ruling elite and their guests but not by the frail 88-year-old Fidel — was the first since the restoration of relations with the United States.

“Now begins a long and complex road toward the normalisation of bilateral relations, which includes, among other things, the end of the blockade and the return of the Guantanamo naval base,” said Jose Ramon Machado Ventura, the number two of Cuba’s communist party.

 

BSNLEU-CCLU March to CGM Kerala Residence demanding settlement of issues and vacation of victimisation

The adamant and anti-worker actions of the CGM Kerala has compelled the BSNLEU and CCLU to continue and strengthen the struggle against victimisation and on the demands of the casual and contract workers like increasing the minimum wage, upgrading unskilled workers etc. The Hunger Strike  by the CCLU has completed 23 days and still no fruitful negotiations have taken place. Leaders of BSNLEU and SNEA who supported the struggle also have been victimised. The whims and fancies of a CGM is  adversely affecting  the efficiency of the services.

The Action Committee has decided to organise a massive March to the Residence of the CGM Kerala today, 28th July 2015. The March will be inaugurated at the CGM Office premises by Com. Anathalavattam Anandan, State President CITU and then will march towards the residence of the CGM. Hundreds of workers will be participating in the march.

Com. V.A.N.Namboodiri, President BSNLCCWF and Patron BSNLEU spoke form UK to Shri Anupam Shrivastava, CMD BSNL and conveyed to him the grave situation existing in Kerala Circle and asked to intervene to save the situation. He assured that CGM has been asked to discuss with the union and settle the same.

Dr. APJ Abdul Kalam, former President of India passes away

Dr. APJ Abdul Kalam, 11th President of India, and former scientist, passed away today due to cardiac arrest at Shillong, where he had gone to address a function at IIM. He was 84. Called ‘People’s President’, he was the President from July 2002 to July 2007.

The government has declared 7 days National Mourning to pay respects to the former President.

We express  our deep grief and pay respectful homage to Dr. Abdul Kalam.

CCLU Kerala Agitation – CMD asked to intervene

The Hunger Strike by the CCLU leaders in Kerala has reached the 23rd day. Both the CCLU and BSNLEU leaders are on Hunger Strike demanding increased minimum wage, upgrading the workers to skilled cadres etc. No fruitful discussion has taken so far. Instead victimization is continuing. BSNLEU comrades been issued with dies-non and show cause notices. SNEA District Secretary has been transferred for supporting the agitation.  Circle office-bearers of BSNLEU are being victimised.

On the other hand more and more support and solidarity is coming for the fully justified struggle from the workers and from many other trade unions. Many comrades sitting on hunger strike have been hospitalised. The struggle is getting more and more momentum.

Com.V.A.N.Namboodiri, President, BSNLCCWF and Patron BSNLEU, who is in UK contacted Shri Anupam Shrivastava, CMD BSNL today and intimated the serious situation in Kerala due to the adamant stand taken by the CGM  and asked to intervene and settle the issue. CMD stated he has already spoken to the CGM in the matter. He stated that the CGM has been asked to discuss with the union to settle the issue.

As stated earlier, I am posting the book on the Telecom Trade Union Movement from 1991 to 2015 in this  blog in installments. Any suggestion, correction, modification and also criticism from the readers will be much appreciated and valued.

Telecom TU Movement  1991 to 2015 – The Challenge, The Change and the Forward March

Preface

Posts and Telegraphs Trade Union movement has a glorious history of more than one century. The movement in an organised way was started by the first decade of the 20th century, though there were certain local struggles earlier on some urgent issues faced by the employees. During the period 1900-1920, the major associations, Indian Telegraph Association, All India (including Burma) Post Office & RMS Union and All India Postmen and Lower Grade Staff Union were formed, initiated by the pioneers, Henry Barton, Tarapada Mukherjee and V.G.Dalvi respectively. The Historic 1946 Postmen Strike and the First Pay Commission of 1946 resulted in a series of efforts to unify the unions/associations, which resulted first in the formation of the Union of P&T Workers (UPTW) in 1947 and later the formation of National Federation of P&T Employees (NFPTE) in 1954. All the existing unions/associations were realigned and   resultant 9 unions affiliated to the National Federation of P&T Employees.

NFPTE was in the lead in all the struggles of the Central Government Employees. It called for a strike in 1957 demanding appointment of II Central Pay Commission, which was deferred after the government agreed to the demand. The 5 Days Glorious Strike of 1960 by the Central Govt. Employees against the retrograde recommendations       of the II Central Pay Commission was treated as ‘Civil Rebellion’ by the Nehru Government and took strong measures to suppress it. There continued a series of major struggles by the CG Employees throughout the last century, in which NFPTE always took the pivotal role. The One Day Historic Strike of 19th September 1968 demanding Need Based Minimum Wage, the 1974 Railway Strike for grant of Bonus, in which the forward section of the NFPTE & CGE movement also participated are only a few of the great struggles organised during the period. In all these strikes, employees in lakhs were severely victimised by way of arrests, imprisonment, dismissal, termination and other punishments. A few Railway employees at Pathankot, Bikaner etc. became martyrs in the 1960 and 1968 strikes.

Consequent to the bifurcation of the Postal and Telegraphs Department in 1985, NFPTE was  bifurcated in to National Federation of Postal Employees(NFPE) and National Federation of Telecom Employees(NFTE). Though the parting was heartbreaking, there was no other way. But co-ordination continued. In Circles like Kerala and Assam, even the Circle Conferences were held together for a very long time.

The bifurcation of the P&T Department was a tactical decision to shift telecom sector in to a separate entity, in which developments were taking very fast. It was also to divide the mighty organisation of NFPTE which was in the forefront of the struggles. NFTE was fully controlled by the revisionist leadership of Com. Om Prakash Gupta, Secretary General NFTE, who also was the General Secretary of two out of the five affiliated Unions. This leadership compromised with the government on many major issues like recruitment, promotions, restructure etc. which were against the interest of the employees. Serious inner struggles started in the affiliated unions. A new progressive leadership came in All India Telegraph Traffic Employees Union Class III (usually called T.III union) in the last years of 1980s. In the All India Telecom Employees Union Class III (E.III Union), there was serious opposition to the revisionist leadership of Om Prakash Gupta, General Secretary, which resulted in a contest of office bearers in the All India Conference of the Union at Bhopal in 1991. The revisionist leadership was defeated and new office-bearers with V.A.N.Namboodiri as President and Moni Bose as General Secretary were elected.

The present book starts its narrative from this period. The challenges, the new leadership had to face, were many. It had to face both the defeated leadership and the department which was supporting the latter and which could not get adjusted to the new progressive leadership.

This period of 1991 – 2000 as well as the period from 2000-2015 consequent to the formation of BSNL is included in this book. This has been a period of challenge, change and consolidation, in which lakhs of workers have been active partners who marched forward with determination, dedication and direction.

This book is dedicated to these entire workers who made the forward march possible. I am sure that this will give inspiration and confidence to the BSNL workers to continue their forward march for strengthening BSNL, for a better service to the nation and improvement of their own conditions.

‘It is the government which is not allowing the Parliament to function’ – Sitaram Yechuri

Rejecting allegations that opposition was not allowing Parliament to function, CPI(M) today said it was the government that was doing so and reminded BJP of the yardstick it used during 2G scam.

“If there is anyone which is not allowing Parliament to function, it is this government…BJP had the same position during the 2G scam when the entire winter session 2010 was washed out on similar demand … we are asking why the BJP is not using the same yardstick when they are in power,” CPI(M) General Secretary Sitaram Yechury told newspersons here.

On the government’s insistence that all matters can be debated in the House, he said debate cannot substitute investigation as it cannot hold anyone guilty.

“We demand that the minister and chief ministers against whom allegations have been made resign as per the law of the land under which all government officials demit office and a high level inquiry held to decide who is guilty and who is not but the government is not ready to accept it,” he said. National Convention of Public Sector Trade Unions in Bengaluru

The National Convention of Central Public Sector Trade Unions held at Bengaluru on 25th July 2015, participated by delegates from Central Trade Unions and Independent Federations has decided to ensure that all the  employees fully participate in the 2nd September 2015 Strike. The Strike is called jointly by the 11 Central Trade Unions and Independent Federations of CG Employees, State government Employees, PSU Unions etc. demanding among others Rs. 15,000 minimum wage for contract workers, halt to price rise, protesting against the move to amend the labour laws etc.

The 2nd September 2015 General Strike is going to be the biggest strike in free India. It is every worker’s duty not only to participate, but to ensure that all workers fully participate in the same and the message goes through out the country that the workers are not going to tolerate the anti-worker policy of the government..

100 ITS officers transferred/repatriated to DOT/CCA

It is understood that 100  unabsorbed ITS officers, who are on deputation to BSNL, have now been transferred/repatriated to DOT and posted in CCA, on the basis of the Delhi High Court directive and consequent decision of BSNL C.O. One of the demands of the Forum has been that the unabsorbed ITS officers should be repatriated to DOT, if they are not willing to get absorbed in BSNL. BSNLEU, SNEA and AIBSNLEA had approached the Delhi High Court in this respect.

European Cities to observe One Day Ban for Cars in September 2015

It is reported that cities across Europe will ban cars from their roads for one day in September, as part of a campaign to promote more sustainable transport. It is part of the movement to reduce pollution.

It is good that more and more people are addressing the question of high pollution and how to reduce it. If the pollution problem is so much in Europe, what is the condition that exists in India cities like Delhi? It can only be said horrible.

Call Drops – More for Airtel, Vodafone, Less for BSNL, Idea – TRAI Report

It is reported by TRAI that they got maximum complaint of call drops from Airtel and Vodafone subscribers and the lowest from BSNL and Idea Cellular. BSNL has to further make efforts to reduce the call drops to the minimum. Of course, more towers are necessary to ensure the same.
