CMD BSNL Anupam Shrivastava has stated that BSNL is moving for providing Satellite Phone services by 2 years. BSNL has already started Satellite phone service using IMMARSAT service, initially for the use of government. Gradually, this will be extended to the customers.

Of course, BSNL is on move to give better service to the people. Congratulations!

REIMBURSEMENT OF MEDICAL CLAIMS TO PENSIONERS UNDER CS (MA) RULES, 1944 AS DIRECTED BY VARIOUS CATS/COURTS – REGARDING.

OFFICE MEMORANDUM

Sub:-Reimbursement of medical claims to pensioners under CS (MA) Rules, 1944 as directed by various CATS/Courts – Regarding.

            The undersigned is directed to state that various references are being received in Ministry of Health and Family Welfare on the above mentioned subject. it is hereby clarified that CS (MA) Rules, 1944 are not applicable to pensioners till date.

  1. It is further informed that the following options to avail medical facilities are available to Central Government pensioners:
  1. a)         Pensioners residing in CGHS covered areas:

1) They can get themselves registered in CGHS dispensary after making requisite contribution and can avail both OPD and IPD facilities.

2). Pensioners residing in CGHS areas cannot optout of CGHS and avail any other medical facility {i.e. Fixed Medical Allowance). Such pensioners, if they do not choose to avail CGHS facility by depositing the required contributions, cannot be granted Fixed Medical allowance in lieu of CGHS.

  1. b) Pensioners residing in non -CGHS areas:

1). They can avail Fixed Medical Allowance (FMA) @ Rs.500/- per month

2) They can also avail benefits of CGHS- [OPD and IPD] by registering themselves in the nearest CGHS “city after“making the required subscription.

3) They also have the option to avail FMA, for OPD treatment and CG HS for IPD treatments after making the required subscriptions as per CGHS guidelines.

  1. In view. of the above, reimbursement of medical claims to pensioners under CS (MA) Rules, 1944 as directed by various CATS/Courts, need not be referred to the Ministry of Health and Family Welfare. The respective Administrative Department/Ministry may take their own decision in this regard.
  1.         further, all Departments/Ministries are requested to intimate their employees proceeding for retirement regarding the above options for medical facilities available to the Central Government pensioners.
  1. This issues with the approval of competent authority.

Spanish Workers on “Struggle for Bread, Work, Home and Equality”

Madrid, May 28 Tens of thousands of people rallied in Madrid for a “march of dignity” to demand better wages and job security as Spain’s economy improves.
Demonstrators from all over the country yesterday marched down Madrid’s main avenue, the Gran Via, behind a banner reading “bread, work, homes and equality.” Dozens of trade unions and leftwing groups joined the protest.
Organisers put the turnout at 200,000, while the local prefecture put it at only 6,000. An estimate by AFP journalists put it in the tens of thousands.
Labour reforms adopted in 2012 by the conservative government of Mariano Rajoy have helped to spur growth and bring unemployment down from 27 per cent at the start of 2013 to 18.7 per cent in the first quarter of this year.
But critics say the downside is that many jobs are precarious, with no guarantee of working hours, and are often poorly paid. The minimum wage in Spain is 825 euros (USD 922) per month. (AFP)

One Composite Union for all employees in a concern

I have been toying with the idea – Why not a composite union for all the employees in a concern – the officers/Gazetted/Executive, employees/non-Gazetted/non-executives, contract workers etc. etc.

All of them are working for the company/firm/corporation/establishment and getting wages from it. Their future and career prospects are connected with it. Their existence and progress is attached together.

Then Why can’t one union/association for all of them? It is not un-natural. It is the natural way.

This idea has to be thought of. Though rare, such unions/associations even now exist.

What is your opinion?

Com.M.K.Parmar, District Secretary, Bharuch passed away

CHQ is saddened to report the unexpected demise of Com.M.K.Parmar, District Secretary, Bharuch, Gujarat. He was unwell for a brief period and the end came on 25-05-2017.

Com.M.K.Parmar was a committed comrade and was in touch with the CHQ,even before the formation of Gujarat Circle Branch. He had organised a pensioners organisation of BSNL retirees at Bharuch and had no hesitation to merge it with AIBDPA.

Government should utilise the Senior Citizens for its progress and development

Most of the Senior Citizens ( those above 60 years) are still energetic and capable of undertaking responsible work. Their capacity and experience can be well utilised for the progress and development of the nation.

While it is the responsibility of the government to take care of its senior citizens, the latter has the responsibility to serve the nation. The poor, the underprivileged, the uneducated etc.can be helped by the senior citizens in many ways. The government should work out such schemes and implement.

Air India may be put up for Strategic Sale – Finance Minister

The Finance Minister Arun Jaitley’s statement that Air India may be put up for strategic sale has shocked the nation. Air India and Indian Air Lines were both profitable, but after compulsory merger by the government, the merged Air India became loss making. The unnecessary purchase of planes, almost three times its requirement, at the behest of the then Minister Praful Patel and wrong policy decisions are the main reasons. For the last three years, Air India has reduced its losses and has posted operational profit. The deficit is mainly due to the depreciation for the assets like planes etc.

Probably the government may have a feeling that once Air India becomes profitable, it will be difficult to privatise it. Hence the urgency to implement strategic sale of this great PSU.

It is no different with BSNL. Once it is posting operational profit, NITI Ayog has recommended its closure or privatisation.

The Modi government in its privatisation madness, is going to destroy all the Public Sector Units one after another. This madness has to be cured by the sustained struggle of the workers with the full support of the people, who are the real sufferers.

India Number One in population?

Recent reports in the press indicates that India has overtaken China in population and is the most populated country in the world. India’s population has crossed 130 crore while that of China is only around 129 crores. The official figures of both are yet to be released.

China’s one child law has controlled the population to a certain extend. When the government realised that the present system is resulting in lowering the % of young people, it has decided to give permission for more than one child to couples in special cases.

Though the two children policy is still there in India, there are many who do not stick to the norm. Of course, there are many who have only one child. The result is that the population increase as a regular norm.

When resources are less and population more, crores of people are compelled to live in poverty and hardship. Further, even the available resources are cornered by the rich and corporates, further downgrading the people.

In the capitalist system, there is no solution to such problems of the people. Socialism is the only remedy.

Deduction in EPF Contribution – Government move defeated.

The proposal of the government to reduce the contribution to the EPF from 12% to 10% has been defeated for the time being. In the meeting of the EPFO in which the representatives of government, employer and employee are there, this proposal mooted by the government was defeated with both the employer and employees representatives opposing it. The central trade unions representing the workers put up a strong stand, which the others could not object.

Now, the existing practice of 12% deduction both from employer and employee will continue. But the unions can not be complacent. Any minute, the government may try again to get the reduction implemented.
