50th Anniversary of the Glorious Strike of 19th September 1968

The one day strike of the central government employees on 19th September 1968 on the demand of need based minimum wage was historic  and is remembered by the workers as a turning  point in the  movement of the CG Employees. The strike focused on the major demand of need based minimum wage for all workers.  Brutal victimisation was imposed on lakhs of workers. Thousands were arrested, jailed, dismissed, terminated and imposed with maximum punishments. Their only ‘crime’ was that they demanded justice to the low paid employees. Their crime was that they stood up and fought against the anti-worker policy of the government against all odds, the military, the police, the black laws and the insensitive government. They faced all attacks, well realising that they are fighting for the generations of workers against the injustice heaped on them. They were ordinary workers, but their actions were almost superhuman. The unions were de-recognised and most of the office-bearers were transferred to distant places. Fake unions were recognised in many departments under the patronage of the then ruling party, Congress. The victimisation in the P and T was the maximum. The government thought that they have broken the workers and their unions. But they were mistaken.

The three year period till all the workers were taken back,was a saga of sacrifice and struggle. Almost every day, the workers demonstrated or organised agitational programmes. Collections were made and paid to the dismissed and terminated employees as their wages. The entire trade unions supported and expressed their solidarity to the fighting workers. Lawyers argued the cases in the court free of charge.

The continued fight of the workers for about three years compelled the government to take back almost every body, but the scar of the punishment continued. The workers and leaders suffered heavily, but they took it as awards for their fights for the fully justified demands. The government was compelled to restore recognition to the unions and reinstate all terminated/dismissed employees, expect a few top leaders.

The Confederation of Central Government Employees and Workers has now called to organise various programmes in memory of the great struggle, throughout  one year from 19th September 2017 to 19th September 2018, the 50th year of the great struggle.Many of those who participated in the glorious struggle have passed away, but their memory will always inspire us to march ahead with more courage and conviction.

A similar situation is developing under the present Modi Government. Government has refused to grant the minimum wage of Rs. 26,000 to CG employees. It has reduced the HRA. Trade Union rights achieved through sustained struggles are being snatched away. There is no recruitment and exploitation of the workers is increasing. They are thrown at the mercy of the management and the employer. PSUs are being privatised one after another. The secular fabric of the country is being torn to pieces. It is reassuring that the trade unions, mass organisations and the democratic forces are coming to fight together against these brutal attacks.

Participate in these programmes and pass over the message to all the workers. On this day, we salute all those martyrs of the 1968 strike! We assure you comrades, that your struggle is not in vain. We will continue the struggle with all our efforts.

 

 

 

 

Jan Ekta Jan Adhikar Jan Pratirodh Andolan launched

All India convention of Mass, Class and Social Movements was held today, 18th September at Mavalankar Hall, New Delhi which launched Jan Ekta Jan Adhikar Andolan to intensify the issue- based united struggle against the anti People neo liberal and communal policies of the BJP led NDA Government. Leaders of more than a hundred all India and regional based movements attended the convention which has been organized in the context of the intensified onslaught people’s rights and the democratic fabric of the country by the NDA Government and the growing struggles of different sections of the people.
The Jan Ekta Jan Adhikar Andolan will work towards common cause and will try to bring all possible Left and Democratic movements, organizations and individuals willing to fight against the neoliberal policies and RSS-BJP combine and other forces of authoritarianism and communalism. It will strive for People’s Unity, People’s Rights, People’s Resistance- Jan Ekta, Jan Adhikar, and Jan Pratirodh.
The convention expressed support and solidarity to the ongoing struggles by the joint platform of central trade unions- the three day’s continuous mass dharna on 9,10,11 November 2017 before Parliament and the struggles by the joint platform of peasant organizations- the march to parliament on 20 November 2017.
Activists of mass, class and social organizations representing workers, peasants, agricultural workers, students, youth, women, employees, tribals, dalits, minorities, other socially oppressed sections, writers, cultural groups, intellectuals, secular progressive individuals etc. from all the states attended in the convention.
A presidium comprising of Hannan Mollah(AIKS 36 Canning Lane), Amarjeet Kaur(AITUC), K Hemalata (CITU) Atul Kumar Anjan(AIKS Ajoy Bhawan) Rajeev Dimri (AICCTU) , R K Sharma (UTUC), Manoj Bhattacharya (RSP), Anil Choudhury(INSAF), Shankar(MSM) , Marium Dhawale(AIDWA) Annie Raja( NFIW) , Kavita Krishnan (AIPWA), Vikram Singh(SFI), Gautam Modi (NTUI), K Madhuresh Kumar (NAPM) , Roma Malik(AIFWPU) and P Krishnaprasad (AIKS 36 Canning Lane) conducted the proceedings.
Vikarm Singh welcomed the delegates. Amarjeet Kaur made introduction. The resolution was placed by Hannan Mollah and charter of demands by Atul Kumar Anjan. Many delegates participated in the discussion.
The demand charter and resolution with future plan is as below :

Charter of demands
1. Urgent measures for containing price-rise through compulsory universalisation of public distribution system and banning speculative trade in commodity market. Distribute all essential commodities under PDS.
2. Reverse growing unemployment by immediately fill up all existing vacancies in Government Departments and PSU’s, arrest job loss and concrete measures for employment generation.
3.Minimum wages of not less than Rs 18,000/- per month with provisions of indexation. Stop contractorisation in permanent posts and perennial work. Provide same wage and benefits for contract workers as regular workers for same and similar work. Ensure equal wage for equal work. Ensure worker status to all scheme, home based workers with all entitlement; Law for protecting the rights of Domestic workers.
4.Central Government must enact a law to ensure remunerative price of 50% above cost of production to all crops, guarantee purchase centers as recommended by National Farmers’ Commission chaired by MS Swaminathan
5. Stop contract farming and corporatization of agriculture. Promote development of modern agro-processing and marketing networks under social cooperatives of the peasants and agricultural workers. Stop corporatization of economy through FDI in from Agriculture, Railways, Insurance to Defense.
6.Comprehensive loan waiver to the peasantry covering all Public Sector Banks, Cooperatives, Private Banks as well as moneylenders. Ensure interest free, institutional credit for agriculture to cover all peasant households and measures on a war-footing to stop peasant suicides.
7.Formally withdraw the Land Acquisition (Amendment) Bill 2015 from the Parliament, stop all unlawful displacement and eviction and implement comprehensive land reform.
8. Stop raising the height of the Sardar Sarovar Dam in the Narmada Valley without providing rehabilitation for the 40000 households that are being drowned out as a result
9.Immediate steps to prevent violence and atrocities against women, including fast track courts for speedy trials and punishment. Stop the ongoing attempts to dilute pro-women laws including 498A and the PCPNDT Act. Enact law against honour crimes. Take stringent action against outfits indulging in moral policing and organized violence against women’s autonomy and inter-caste and inter-faith marriages.
10.Pass the ‘Women’s Reservation Bill’ for 33% reservation for women in Assemblies and Parliament without further delay.
11.Rise spending on education to 6% of GDP. Stop commercialization, centralization and communalization of Education. Stop falsification of history. Stringent implementation of the RTE Act. Implement ‘common school system’ and ‘neighborhood school system’. Ensure equal and quality education to all children. Include 3-6 age group children in the REA and make Anganwadi centers as nodal agency.
12. Stop cuts in funds, fellowships and seats in higher education, and the resulting erosion of social justice provisions including SC/ST/OBC reservations. Stop pushing Universities, IITs and research institutes like CSIR to a self-financing mode. Stop eroding the autonomy of higher education institutions to push through BJP-RSS appointees and their agenda. Stop the witch-hunt and attacks on dissenting voices on University campuses. Enact Rohith Act. Ensure autonomous anti-sexual-harassment committees on all campuses. End discriminatory rules for women’s hostels.
13. Stop privatization of Health Sector and ensure minimum 6% GDP to Health. End child labour, bonded labour and withdraw ‘amendments which dilute the Child Labour (Prohibition and Abolition) Act.
14.Proper implementation of SC/ST Prevention of Atrocities (Amendment) Act and end atrocities and violence against Minorities. Release Bhim Army leader Chandrashekhar ‘Ravan’ Azad and other Bhim Army activists; punish the perpetrators of anti-Dalit violence at Saharanpur.
15.Government of India must stop plans to deport Rohingya refugees who are fleeing genocide in Myanmar, and stick to the policy of peace and shelter to all refugees beyond their identity and cooperate with the UN to ensure State of Burma resolve the problem by ending internal violence.
16.Bring Prevention of Communal Violence Bill; ensure rapid system of investigation, trial and stringent punishment to those indulging in communal violence, mob lynching, hate campaigns, and attacks on freedom of expression and the fundamental right to privacy.
17. Time bound investigation to identify and punish the killers of Narendra Dabholkar, Govind Pansare, MM Kalburgi and Gauri Lankesh. Take action against communal terrorist organizations providing training for violence and ban arms training camps.
18. Scrap draconian laws including Sedition; AFSPA; and UAPA.
19. Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws. Stop anti- worker Labour Law Amendments.
20. Immediately withdraw the anti-farmer notification of the Central Government banning cattle trade in the cattle market. Ensure strict legal action against the communal elements unleashing violence and mob lynching especially against Muslims and Dalits in the name of ‘cow protection’.
21.Strict implementation of Forest Rights Act within a stipulated time frame of one year. Stop privatization of natural resources and protect the right of the adivasis over these natural resources.
22.Ensure homes for all homeless people and safe drinking water to all.
23.Comprehensive implementation of MNREGA linking with agriculture for a minimum 250 days of employment per year. Ensure minimum wage Rs.500/day to agriculture workers and all rural workers. Extend the implementation of the Employment Guarantee Act to urban areas.
24.Enact a comprehensive central legislation for agriculture workers and rural workers. De-link Aadaar from all the social security benefits like -mid-day-meal, pension etc and Acts like MGNREGA.
25.Universal social security cover for all workers, Assured enhanced pension not less than Rs.3, 000/- p.m. for the entire working population. Ensure monthly pension of Rs 5000 at the age of 60 to all medium- poor peasants, agriculture workers, and rural artisans who are under ceiling limits.
26. Stoppage of disinvestment and strategic sale in Central/State PSUs.

‘No reason why Air India can’t run as a PSU’ – Chairman, Air India.

Rajiv Bansal, the new Chairman of Air India, in an interview as published in the Hindu dated 18th September 2017, has stated that ‘there is no reason why Air India can not be run as a PSU.’This is a welcome statement.

However, he continues to state that just like that the employees did not have any problem with the privatization of Airports in Delhi, Bombay etc., there will be no problem to the employees due to privatisation of Air India.

This is not correct. The workers want to continue in the PSU and not under private owners, whose interest is only to get more and more profit. Wherever privatization has taken place workers have suffered in various ways. In fact, there is no need to privatise Air India or any other PSU. It is only to allow the private companies to garner profits at the expense of the government and the people.

An All India Convention of Mass, Class and Social Organisations is being held on 18th September 2017 at Mavlankar Hall, New Delhi on People,s Unity, People’s Rights and People’s Resistance – Jan Ekta, Jan Adhikar and Jan Pratirodh. Hundreds of delegates from all over India are expected to participate. All India leaders will address.

WFTU expresses solidarity with striking workers in France

The World Federation of Trade Unions expresses its solidarity with its affiliated organization, the FNIC-CGT, for its decision to mobilize massively and strike on September 12th.

We fully support their call to strengthen the struggle in the coming days and we openly call on the working class of France to intensify its struggles against the anti-labor policies of the new and old governments.

The World Federation of Trade Unions, representing 92 million workers in the five continents of the world, extends its solidarity to the working class and the people of France and calls them to continue their struggle against the antilaboral policies of the EU and the French government. Their aim is to intensify the exploitation of workers in order to increase the profits of capitalism.

The WFTU joins its voice with the workers of France who demand the respect of their just rights against the assaults of the anti-labor policy of the European Union and its governments, which attacks with the same brutality the workers in all the countries .

The working class  in each country, organized in its militant, class, democratic, internationalist trade unions and in social alliance with poor peasants, self-employed workers, youth movements and women, has the power to reverse this policy and open the way for an alternative, in favor of peoples, a world without exploitation and without capitalist barbarism, a world of prosperity and peace.

March to Parliament by Bank Employees

Thousands of Bank Employees as  per the call of the United Forum  of Bank Employees marched to Parliament on 15th September protesting against the anti-bank policies of the government and demanding to put  a stop to Bank mergers and other such measures. Shouting slogans ‘Save Public Banks to Save the Nation’, ‘Peoples Money for Peoples Welfare’, Bank employees,including many women , ended the march with a big rally on Parliament street. Devidas Tuljapurkar, Joint Secretary, All India Bank Employees Association told The Citizen that the Unions have resolved to intensify the struggle if their demands were not met, and the government failed to adopt conciliatory measures.
Political leaders across the spectrum addressed the rally including the Shiv Sena, Left Parties, Congress, and Janata Dal(U) dissenting member Sharad Yadav. Com. Sitaram Yechury, General Secretary, CPI(M), Tapan Sen, General Secretary CITU, D.Raja (CPI), Digvijay Singh(Congress) and others addressed.
The Parliament March was a declaration by the Bank employees that they will fight to the last to save the Banks, despite the attacks by the government. A Memorandum was submitted to the Prime Minister after the rally and March.

BRICS MEETING IN XIAMEN, CHINA

Xiamen, Sep 4 : China will provide USD 76 million for a BRICS economic and technology cooperation plan and another USD 4 million to support the projects of the bloc’s New Development Bank, President Xi Jinping announced today.

Calling on the five nation grouping to forge unity to jointly advance solutions for international peace and development, Xi said the BRICS countries should make economic globalisation open and inclusive, and beneficial to all.

“I wish to announce here that China will launch the economic and technical cooperation plan for BRICS countries with 500 million yuan [about USD 76 million at the current exchange rates] for the first term to facilitate policy exchange and practical cooperation in economic and trade field,” Xi said at the opening of the plenary session at the BRICS Summit in Xiamen.

BSNL employees’ strong protest against formation of Tower Company

Throughout the nation, BSNL employees, as per the call of BSNL unions and associations, organized mighty demonstrations in front of their offices/exchanges protesting against the decision of the government to form a separate Tower Company by hiving away the 64,000 towers of the BSNL. This is part of the government conspiracy to disable and weaken BSNL and prepare for disinvestment or strategic sale as recommended by NITI Ayog.

The union leaders demanded the government to stop the process of forming the separate Tower Company failing which further united struggles will be organised. They said that they will never allow the government to dismember BSNL.

The central government has called for two financial advisers and one legal adviser for strategic disinvestment of Air India – It stated that ‘the government has in-principle decided to consider the disinvestment of the Air India Group as a whole or its constituents fully or part there of through strategic sale with transfer of management control’ –
