The VIII Membership Verification for grant of recognition to the union of non-executives is going to take place on 16th September 2019. Out of the 7 verifications already conducted since formation of BSNL, BSNL Employees got first position and recognition in all the verifications, except in the first, and got continued recognition. From 2nd to 7th verifications, BSNLEU got more than 50% of the votes polled.

The situation has not changed. BSNLEU throughout the period as recognised union had made efforts and settled many of the major issues. Of course, there are many more issues to be settled including the wage revision w.e.f. 01-01-2017.

In this verification, there is no doubt that BSNLEU will as earlier. It is also necessary that the workers are approached to get increased support.

Decision to reduce retirement age from 60 to 58 in BSNL is in violation of 2000 agreement.

The reported decision of the central govt to reduce the retirement age of BSNL employees from 60 to 58 is against the assurance of the central government that the opted employees will not be at any disadvantage in BSNL. This was clearly stated at the time of the formation of BSNL. The retirement age for CG employees is 60 now, and it can not be reduced for the BSNL employees.

Further, the employees have planned so many arrangements like marriage of sons/daughters, construction of houses, refund of loans and other financial dealings taking in to consideration that they will be  getting salary till they complete 60 years. All these plans will be smashed, if the retirement age is reduced from 60 to 58.

Further, more than  20,000 employees will be retiring in the next two years even without reducing the retirement year. Then why this unusual haste.

The amount which will be required immediately for the pensionary benefits can be utilised for the development/expansion of BSNL.

The BSNL Unions/Associations have strongly protested against the move to reduce retirement age and organised massive protest demonstrations. Further programmes are on the anvil.

The govt should drop the decision.

3 lakh jobs lost in automobile industry – SB Account rates to be reduced?

It was reported earlier that about  2 lakh jobs have been lost in automobile industry including the house of Tatas. But the latest information is more serious. The job loss is more than three lakhs, it is stated. It is also  stated that  the demand is lowest in  the last ten  years.

Banks are planning to reduce the interest for the SB Accounts. This will hit the ordinary people who put their savings in the banks.

Is it going to an economic crisis?

Hundreds of BSNL employees and casual-contract workers will march to the Labour Officers in their respective places on 13th August demanding intervention for payment of wages to contract workers and their arbitrary retrenchment by the contractor/BSNL. Despite the issues taken with the CMD BSNL and other authorities, no favourable decision has been taken so far. The issue was brought to the notice of the CLC also, but no result. It is in this context that the March to Labour Office is being organised. Let us fully participate and make the programme a full success.

Ordnance Factory Employees to go on 30 Days Strike against corporatization from 20th August 2019

According to Defence Ministry Sources, the Central Government is all set to Corporatize 41 Ordnance Factories to bring more accountability and enhance efficiency. But the 82000 Employees of this 218 year old organisation are fearing that their Job Security will be at risk. Hence three Defence Federations have decided to protest against this proposal and declared 30 days Strike from 20-8-2019 to 19-9-2019 . Three Federations made Joint representation to Minister of Defence to withdraw the decision of the Central Government. The following demand was made in the representation.

APPEAL TO THE HON’BLE RM

We appeal to your honour considering all the above aspects and also the fact that the future life of more than 82000 employees and their family members will be ruined in case Ordnance Factories become a Corporation / PSU. Out of the 82000 employees more than 44000 are recruited after 01.01.2004 and at the age group of 25 to 40 years. They have all joined the Ordnance Factories with lot of aspiration and expectations. Their Pension right is already taken away since they are governed under the no guarantee NPS Pension Scheme. They have planned their life requirement based on the present income which they are getting as wages from the Ordnance Factories. All these will be completely disturbed and destroyed for no fault of theirs. All of them including the young talented Officers and Workers are worried about their future which has now become uncertain. Therefore, in the interest of national security and achieving self reliance in Defence the decision of corporatization of OFB may be withdrawn.

CONCLUSION

In view of all the above justifications given by us, the three Federations unanimously have come to the conclusion that corporatization of OFB is not going to help either the Armed Forces or the employees and hence to outright reject the same and we propose that the Ordnance Factories should continue to remain in its present structure and if the Government wants further improvement in the functioning of the Ordnance Factories. we are open for a discussion and a negotiated settlement in this regard.

We are confident that the Hon’ble RM will appreciate the concern expressed by us and do the needful by withdrawing the proposed decision of corporatizing the Ordnance Factories.

It is also pertinent to mention here that considering the un helpful nature of the Government so far on the subject matter the three Federations have now decided to observe one month (30 days) 20/08/2019 to 19/09/2019 strike by the employees of Ordnance Factories and DGQA Units attached with Ordnance Factories demanding to withdraw the decision of the Government to Corporatize the Ordnance Factories.

Assam Circle Branch has consented to host the next Central Executive Committee meeting and accordingly they have decided, in consultation with CHQ, to hold the CEC at Guwahati on 24th and 25th November, 2019.

The CEC will start at 10AM on 24th November and concude by 5PM on 25-11-2019. All the CHQ office bearers and circle secretaries are requested to book their to and fro tickets well in advance to ensure their full participation.

The details will be intimated in due course.

Memorandum submitted to the CMD BSNL – BSNLCCWF Discussed the matter with CLC New Delhi on 17th July.

We have successfully conducted the Dharna programme on 16th July, 2019 at Corporate Office as well as throughout the country. After the Dharna programme we had submitted the memorandum to the CMD and urged upon him for the payment of pending wages of the contract labourers. It is learnt that the department is trying to clear a portion of pending wages of the contract workers by taking bank loan at the end of this month.

On 17th July, 2019 Secretary General, CCWF, Com. Animesh Mitra, met Chief Labour Commissioner, Sri Rajen Varma and apprised him of the latest position about the non-payment of the wages to the contract workers for 6 months and retrenchment of these labourers and as a whole the situation persisting in BSNL. A memorandum was also submitted to him on this day. He said that as per the notice served to BSNL in regard to the strike on December, 2017 the Astt. labour Commissioner, New Delhi had intervened and series of discussions took place with the officers of BSNL. But it is unfortunate that the department has ignored to the directives of the Labour Commissioner. Under this circumstance the Secretary General asked the favour of the Chief Labour Commissioner for intervening on the issue. CLC meeting on contract workers’ issues

BSNLEU and BSNL Casual Contract Workers Federation organised massive dharnas throughout the country on 16.07.2019, demanding immediate payment of the wages arrears, which is not paid for the past 6 months. Notice was also issued to the RLC(C) for his intervention. Consequent to this, the RLC(C) conducted a conciliation yesterday the 26.07.2019. From BSNLEU, Com.Swapan Chakraborty, Dy.GS and Com.Gakul Borah, Treasurer, attended.

Representatives of BSNLEU complained that almost 80,000 contract workers, working in BSNL throughout the country, are not paid wages for the past 6 months and as a result of which 5 contract workers have committed suicide. They also reported that, issue was already raised with the CMD BSNL, Director (Finance), BSNL and Director (HR), BSNL, on a number of occasions, but no result has arrived. The Management, representatives submitted that due to the acute financial crisis they were not in a position to make payment. From the meeting, the RLC(C), spoke to the CMD BSNL over phone. The CMD BSNL told the RLC(C) that, he is trying to overcome the problem. Thereafter, the RLC(C) adjourned the meeting with an intent to discuss the matter either by calling or by visiting the Apex level Management of BSNL within a short period and come to reach a settlement, so that at least a part payment is made at the earliest.(BSNLEU Website)

Move to close or privatise the central PSUs, one after another, by the Modi government will, no doubt, lead the country to a national disaster. It is these 340 and more PSUs, which built up the infrastructure in various sectors and strengthened the economy. It is the nationalised banks which saved India from the financial crisis of 2007, which engulfed almost all the countries in the world. LIC, despite its moderate start, is one of the mighty PSUs, which gives financial assistance to the centre, whenever required and demanded. The dividend and taxes paid by the PSUs to the government come to  lakhs of crores of rupees.

It is only the machinations of the government and the corporates, that some of the major PSUs like BSNL, Air India, ITI, HMT have become loss making. Air India and Indian Airlines were profitable till they were arbitrarily merged and also till orders for 111 flights were ordered at the behest of the Minister when only one third of that number was required for the company. ITI was made loss making by not giving it orders for telecom equipment by BSNL and MTNL as also under-utilising the manufacturing  equipments. The case of HMT is not different. HAL is being weakened by not giving its due order for manufacture of planes, by diverting the same to the unskilled, newly formed company of Anil Ambani. Nationalised Banks are being weakened by merger, reducing the customer base as also weakening the entire sector. Profitable railway stations and trains are being handed over to private companies, leaving the loss making stations and trains with the Indian Railways. Privatising the Airports were done after all the modernisation has been done by the Airport Authority of India spending thousands of crores of rupees.

It is the ordinary people who are at the receiving end. Train and Air charges and mobile charges will be increased as in the case huge increase in petrol and diesel prices. Prices of essential commodities will be increased.

Unless this reckless and anti-people privatisation is stopped, the common people are going to suffer much more.
