Towards the Historic Strike on 28th February – Make it 100%

It is only a few hours before the historic strike which starts in BSNL at 0000 hours, midnight of 27-28 February. It is not only BSNL employees, but the entire workers in the country, coming to crores, going on strike. It is an expression of strong protest against the anti-people, anti-working class policies and decisions of the Central Government which have made the life of the common people and the working class to utter deprivation. While Jindals and Ambanis earns salary of Rs. 65 crore and 51 crore, the unorganised workers coming to lakhs are denied even the minimum wage and paid less than Rs.100 or even Rs. 50. The agricultural workers are not even paid that. While the number of crorepatis and those who have amassed wealth in foreign countries are increasing, when a single family is having palace like building to stay, crores of families have no shelter even in the cold night in cities like Delhi.

The political parties are spending crores of rupees in the elections. Where it is coming from? The country is steeped in corruption. The employers are given full liberty for hire and fire. Even in the Indian Labour Conference held recently, the Prime minister batted for the corporates and employers seeking a change in the  labour laws to suit their requirements.

All the PSUs are for sale for getting money to the Government. Private companies and businesses have become the darlings of the government. Each and every PSU is aimed at to make them loss making by the government, the owner, itself.

Yes, this attack on the workers can not be tolerated. The working class has come together to oppose these wrong policies and will go on a complete strike on 28th February. Let each and every worker join the strike and make it a complete success. Comrades, Towards the historic strike !

Chandrasekhar Azad, the legendary Revolutionary

Today, 27th February 2012, is the 82nd anniversary of the Martyrdom of the great revolutionary and freedom fighter Chandrasekhar Azad.

Chandrashekhar was born on July 23, 1906 in Jhabua district of Madhya Pradesh. During his stay in Varanasi for study he was highly inspired by the Non Cooperation movement of Mahatma Gandhi. He actively participated in the movement for which he was sentenced to fifteen lashes  at the age of 15. When the magistrate asked his name, he said his name as ‘Azad’. mother’ name as ‘Bharat Ma’ and father’s name as ‘Swadhin’. Consequently he was called Chandrasekhar Azad. He was the Commander of the ‘Hindustan Socialist Republican Association'(HSRA) which was formed to fight for the freedom of the country. Martyrs Bhagat Singh, Rajguru and many other young men were part of this revolutionary army who were  fearless and organsied many attacks on the Britishers. The British were really afraid of these revolutionaries. They  wanted Azad to be captured and killed. But it was not easy.
Unfortunately, Azad was betrayed and police was informed about his whereabouts. On 27th February 1931 he was surrounded by the British Police in Alfred Park, Allhabad. He  compelled his companion to save himself before the police arrived. Standing alone, he fought bravely with the police to the last. When he was dead, it is told, that there were more than two dozen bullets on his body. The British were so worried about the reaction from the people that they even completely cut and rooted out the tree where Azad fought against the British and was killed.

Chandrasekhar Azad became a martyr at the young age of  25 fighting for the country. He was one of the bravest and fearless revolutionaries, who till the last, fought the British and was  an inspiration and icon for an entire generation of  youth.

Prime Minister speaks at 44th session of Indial Labour Conference

Prime minister Dr. Manmohan Singh, while inaugurating the 44th Session of the Indian Labour Conference on 15th February focussed mainly on two issues, the need to suitably change the Labour Laws and on the equal provision for women workers.

On the change of labour laws he stated as follows: “The view among investors and industry that the existing policies unduly protected the interests of the currently employed and hindered the creation of the new jobs.”   The  meaning of the above is very clear. The Prime Minister wants to restrict and reduce the rights of the workers won  through sustained struggles should be reduced to suit the interests of the employers and corporates on the number of working days and working hours, social security measures, wages etc. The Prime Minister by new employment is hinding at recruiting more contract workers instead of regular workers. The statement is only the continuation of implementation of the neo-liberal policies of the government. It is completely anti-worker and has to be resisted.

Second point the PM focussed was on women workers. He stated, “We would need to make provision for part-time work (for women) which would have the same characteristics as in full-time employment (for women). If this requires legislative changes, we should be prepared to do so and begin working on a blueprint for making this a reality.” What the PM stated is understandable. But what is happening in the country? Not only it is very difficult for the women to get a job, but even those who got jobs are being denied their genuine rights. Though the government has declared child care leave etc. for women employees, it is mostly not implemented. In BSNL, the management has denied this right to the women workers. Even after taking the issue in the Parliament and to the Communications Minister, nothing is done. In the privatised public sector companies, ladies are being retrenched on the plea that women workers takes more leave etc. Even the basic amenities like rest room, toilets etc. are not separately provided to the women workers in many institutions. It is not the job of the prime minister to preach, but he has to implement the things. He has got the power as Prime Minister. Why he is not doing this responsibility?

Further, the main agenda of the 44th session of ILO were (i) Minimum Wages, (ii) Social Security and (iii) Employability and Employment etc. But the Prme Minister did not give any assurance on these matters. All the representatives of the Central Trade Unions like INTUC, BMS, AITUC, CITU etc. strongly demanded that the minimum wages should be increased to Rs.10,000 but there was no positive response from the government or the employers. In the same way with the social security measures. Comrade Tapan Sen, General Secretary, CITU lambasted the employers and the government for not implementing even the existing minimum wages and also non-implementation of the labour laws.

It is for the working class to struggle and win the demands pending for a very long time. The 28th December Strike is an opportunity to show the government that the workers are determined to get achieved their genuine demands. We shopuld foil the attempts of the government and employers to encroach upon our rights.

Restaurant in Post Office.

I am at calicut in Kerala for the last two days. Today along with my wife, I went to shopping in the town and afterwards went to Vasantha Bhawan restaurant for coffee. When I was sitting there enjoying coffee, my mind went back several years. Yes, the place was not a restaurant at that time, but was the main Post Office in the city. Many of the meetings of the NFPTE meetings were held there and important decisions taken.

It is good that a new Head Post Office building has been constructed  later along with Recreation Club facilities also in the centre of the town. The P&T ( or rather Postal and BSNL) co-operative Credit Society is also functioning there. Even now that Head Post Office is the centre for many meetings of the Postal and BSNL Unions.

Still when the memory goes back and a nostalgia arises for the old post office, where I was sipping coffee. It also came to my mind that how many royal palaces have  been converted to five-star hotels, not only in Rajasthan, but all over India?

PMO asks BSNL to send comments on BSNL Casual and Contract Workers.

The Prime Minister’s Office through the Communications Ministry vide 1-20/2012-SNG dated 8-02-2012 has asked the CMD BSNL to send the comments on the Memorandum submitted by V.A.N.Namboodiri, President, BSNL Casual and Contract Workers Federation urgently. The Memorandum was submitted to the Dr. Manmohan Singh, Prime Minister by BSNLCCWF on 30- 12-2011 focussing the major demands of the workers including regularisation of left out casual labour,  minimum wages of casual and contract labour , implementation of social security measures like EPF and ESI and also against retrenchment of workers requesting to intervene and ensure implementation.

Earlier, President BSNLCCWF, Com.V.A.N.Namboodiri, along with Comrade Basudev Acharya, M.P. and Leader of CPI(M) in Lok Sabha has met  Communications Minister Shri Kapil Sibal and brought to his notice the plight of the workers requesting to intervene and settle the issues.

Kapil Sibal assures support to ITI

Describing the state-owned telecom equipment manufacturer ITI as the ‘backbone’ of the industry, Communications and IT Minister Kapil Sibal has assured that his ministry would do everything possible to revive it.

“Your company has been a backbone of telecom industry and we will not allow it to go down,” he told the gathering after inaugurating new products lab at the ITI plant here yesterday.(Courtsey : Business Standard)

In the past also many such assurances were given in platform by Ministers. But what is required is not announcement, what is required is action. Let us hope that the minister honours his promise

Banking Licence to Post Offices – a good idea

It is reported that the Communications Ministry has approached the Reserve Bank of India for grant of Banking Licence for India Posts. This is a good suggestion. In fact, the Post offices are even now doing banking business through Savings Accounts, Fixed Deposits etc. It will be an interesting fact to know that the India Posts has a bigger coverage than all the Scheduled Banks put together, with about 75,000 Post Offices throughout the country, more than 20,000 of them in the rural areas.

Instead of the proposals for closure of the post offices, which has been deferred for three years  due to the strike call by the postal unions, the India Post should increase the number of post offices to reach out at each and every village and rural area and also expand its business similar to the present proposal to have the banking services also on a large-scale which will benefit the common people.

In U.K., in addition to the banking services, the post offices have stationary marts, money exchange counters etc. with them. Why can’t the India Post also think about on these lines? I am sure NFPE and other postal unions may think about this.

Government’s claim of overstaff bogus. In fact it is less staffed.

The continued propaganda of the government that there is more workforce in the government establishments than required has been exposed as bogus. In fact, there is less staff than required and the services are suffering due to this shortage.

Hindu Daily in a write up in its issue dated 30th January by Praveen Swamy has exposed the  myth of overstaffing in Government services. He has compared the staff ratio with the number of population in some countries, especially United States, which is spear-heading neo-liberalisation process. While India has only 1,622 government servants for every one lakh people, US has 7,681. If this is limited to Central Government employees, including Railways, the ratio is 0nly 257 for one lakh population, while US has got 840 staff for the same population for the Federal Government.

Eminent Economist Shri V.K.Ramachandran has stated, “One of the most important lessons of the economic history of modern nations is that the most crucial requirements of social transformation can only be delivered by the public authority. A government that does not pay for skilled personnel to deliver education, health and land reform is one that condemns its people to under-development”. This is fully applicable to the Government of India.

While the population in India is growing, the number of government employees are reducing sharply. For example while there were about six lakh workers in each Postal and Telecom Departments, it is aroung 3 lakhs only in both. In the Railways also, there has been large reduction of work-force. One reason is that contract workers are engaged in place of regular jobs to deny many rights of the workers. Despite that the number of employees are very less compared to many other countries.

It is time that we demand for recruitment of more workers in the government services.

An evening at Gandhi Smriti on 30th January

Today is, 30th January, the day of Martyrdom of Mahatma Gandhi. I thought that I will visit the Gandhi Smriti (old Birla Bhawan, where Gandhiji used to stay in Delhi and where he was shot dead) to day. In addition to Rajghat, where the body of Gandhiji has been cremated and a beautiful memorial has been constructed, this is another important memorial to him. a Myself along with my wife went there by the afternoon. The Gandhi Smriti in on the side of the Tees January Marg (named on the day of death of Gandhiji)  a few kilometres away from the Parliament.  But there was difficulty to enter inside, since only pass-holders were allowed. However after a few minutes, we were able to get passes and entered the compound.

A special commemmorative programme was being held there in memory of Gandhiji. The entire compound was decorated and chairs as well as kambals were arranged for sitting. About 2,000 to 2,500 people were already there, a good majority being children in uniform white dress with Gandhi cap. The stage was aranged near the monument constructed where Gandhiji fell down being shot at. When we entered, Hindu, Christian, Budhist, Parsi, Bahai and Judaism prayers were being sung as also readings from Granth Sahib and Koran. After that eminent Drupad singers sang parayer songs for more than half an hour.

In between, Vice-President Shri Hamid Ansari as also Prime Minister Dr. Manmohan Singh came with their families and after paying homage sat along with others till the prayer songs and Ram Dhun was completed.  Till the entire programme, it was calm and quiet. We returned immediately after the programme.

While we were returning, my thoughts started going back. Gandhiji upheld lofty ideals and wanted the people to follow his ideals. He died within 6 months of India getting Independence of which he was the undisputed leader. The Congress became the ruling party and held uninterrupted rule till 1977 on its own in a single party rule. Later also, except for some brief periods ,its coalition ruled the country. But what a contrast from the ideal India which was dreamt by Gandhiji and the present India after 65 years of Independence. Not only the Daridranarayanans’ condition has not improved, in fact it has worsened. The rich has become richer, the poor the poorer. About 50% of the people are still illiterate. The average income of a person is below Rs. 20. The Government, the leaders of which are claiming to be the followers of Mahatmaji, are claiming that Rs. 26 – 30 is sufficient for a person to live for one day! This government is subsiding the corporates more than the daridranarayanas. Instead of self sufficiency, they are depending upon USA and imperialist countries. The scarce natural resources are gifted to MNCs and big business  almost free. The PSUs are being privatised. Anti-labour laws are being adopted. Is this what Gandhiji dreamt of about a free India? Naturally not.

These are not issues which can be just passed off. These are genuine issues of the people of this country. United efforts and struggles to change the system has become very much necessary. The working class, the youth and other sections of the people have to unitedly put their entire efforts for a better India. That will be the best memorial for Gandhiji, the Father of the Nation.

Assam has a strong Casual and Contract workers Union.

Assam is a small circle which was part of the earlier North East Circle. Now the latter has been bifurcated in to Assam, NE I and NE II Circles. The 3rd Circle Conference of the Assam unit of the BSNL Casual and Contract Workers Federation was held at Dhubri (Bongaigaon SSA) on 28th and 29th of January 2012.

Since there is no direct flight, I first went to Gauhati, the capital of Assam and from there along with Comrades J.N.Mishra, Vice-President BSNLEU, Bijoy Deka, Circle Secretary BSNLEU and Circle Prsident BSNLCCWF, M.B.Singh, Circle Secretary, NE I circle  and Shankar Kumar Das, Co-ordinator, NCCPA started by car to Dhubri, where the conference is to take place by the evening of 27th. We reached Dhubri at about 0400 hours, in the early morning of 28th. There was heavy fog, but the driver managed to take us to Dhubri in time.

The Conference was held in a temporary pandal erected in  the Telephone Exchange premises. Delegates from most of the SSAs have attended. The National Flag was hoisted by me, as the All India President of BSNLCCWF and the Union flag by the Circle President. In the morning session the report presented by the Circle Secretary Com. Vikas Baruah was and accounts were adopted after discussion.

The Open Session was held in the afternoon presided over by Com. Bijoy Deka, Circle President. District Secreetary, BSNLEU, Com. Janmin Ali welcomed all. Myself, Coms. Tapas Ghosh, Secretary General, BSNLCCWF, Reception Committee Chairman Com. Chakravarty, J.N.Mishra, Shankar Kumar Das, M.B.Singh, B.C.Paul and other leaders. It was a very educative session and the delegates appreciated much.

The delegates session was held on 29th. Detailed discussion on all issues took place. Comrades Bijoy Deka and Vikas Baruah have been re-elected as Circle President and Circle Secretary.
