Revolutionary Greetings to NFPE Federal Council!

The 9th Federal Council of the National Federation of Postal Employees is scheduled to be held from 9th to 12th June at Hyderabad. NFPTE which was formed in 1954 got bifurcated in 1985 in to NFPE and NFTE consequent to the bifurcation of the P&T in to Postal and Telecommunication Departments. While the service section of the Department of Telecom was converted in to a PSU, BSNL, the Department of Posts continued as such and NFPE also continued. The present Federal Council of NFPE is the 9th after its formation.

NFPTE  has a glorious past organising many historic struggles for the interest of the Central Government employees and specially for the P&T employees. NFPE as also BSNLEU is continuing with this great tradition.

Three Election Results of the Unions – A report in Working Class

I am giving below a report published in the June 2013 issue of Working Class, Organ of CITU,  with regard to three elections in PSU/Govt.:Three election results in April – May, 2013 of CITU affiliated and associated unions in public sector and government departments are significant. Elections were held through secret ballots for recognition of the unions.

Massive Victory of CITU Union in Bhilai Steel Plant

CITU affiliated Hindustan Steel Employees Union (HSEL) in Bhilai achieved a massive victory in secret ballot of the workers, held on 12 May, and became the number one recognized union of the Bhilai Steel Plant of SAIL.

Out of total 22,000 workers of the plant, 19,584 workers cast their votes. Eight unions contested. HSEU (CITU) secured 8,692 (44.38%) votes defeating the nearest contestant Ispat Shramik Manch (ISM) who secured 5,599 votes, INTUC union got 3,773, SWU 534, AITUC union 315, AICCTU 315, BMS 232 and HMS 75, invalid 49 votes.

CITU congratulated HSEU and also conveyed gratitude to the workers of Bhilai Steel Plant for extending such massive support to CITU union.  Steel Workers’ Federation of India (SWFI) also congratulated the HSEU for such resounding victory.

BSNL Employees Union’s 5th Successive Victory

Out of total about 2.05 lakh BSNL employees, more than 1.93 lakh employees in 35 circles across the country cast their votes on 16 April. 48.68% employees voted for BSNL Employees Union and 30.28% for NFTE (BSNL). Both got recognition out of total 18 unions in the fray. It is the 5th time victory of BSNL Employees Union in a row. (Working Class, May, 2013). CITU greeted BSNL Employees Union for this massive victory.

Victory of Railway Unions

Election in Railways was held during 25 – 27 April and the result was declared on 3 May. As per rules, minimum 30% votes are required for getting recognition status in Railways.

Left supported MTP Employees Union in Kolkata Metro Railway secured 46.02% votes and became the only recognized union defeating Congress supported Metro Railway Workers Union (27.33%) and Trinamool Congress supported Metro Rail TMC Sramik Karmachari Union (23.05%).

In Eastern Railway, Left-supported Eastern Railwaymrn’s Union secured 46.44% votes and became the number one recognized union for railwaymen. Congress-supported Eastern Railwaymen’s Congress secured 36.10% votes and became 2nd recognized union. Trinamool Congress supported Eastern Railway Employees and Workers Congress got only 10.11% votes. Of this, in Jamalpur Railway Workshop in Bihar, Left-supported union got 4540 votes out of total 9214 workers and became number one recognized union in the workshop.

In South Eastern Railway, Congress supported SE Railwaymen’s Congress secured 45.32% and number one position followed by Left supported SE Railwaymen’s Union with 41.70 % votes and 2nd recognized union status. TMC supported union got only 5.21% votes.

Thousands protest in Tokyo against Nuclear reactors

Tokyo, Jun 2 Thousands of anti-nuclear demonstrators rallied in the Japanese capital Tokyo today as conservative Prime Minister Shinzo Abe considers restarting reactors. Organisers said 7,500 people gathered at a park in the city centre, including disaster victims and celebrities such as Nobel literature laureate Kenzaburo Oe. Protesters later marched through the capital, holding anti-nuclear banners including one which read: “No Nukes! Unevolved Apes Want Nukes!” They also demonstrated outside the headquarters of Tokyo Electric Power Co, operator of the Fukushima Daiichi nuclear power plant which was crippled by meltdowns after the March 2011 tsunami. Abe, whose Liberal Democratic Party has close ties with the nation’s powerful business circles, has repeatedly said he would allow reactor restarts if their safety could be ensured. Japan turned off its 50 reactors for safety checks in the wake of the disaster but has restarted two of them, citing possible summertime power shortages. Radiation from the plant, 220 kilometres northeast of Tokyo, spread over a wide area after the worst nuclear accident since the 1986 Chernobyl disaster.

14th Conference of CITU : Immediate Tasks

The Immediate tasks outlined for the coming period by the 14th AIC of CITU is reproduced below:

1. Week-long intensive campaign at all workplaces and industrial areas commencing from CITU Foundation Day on 30th May 2013 focusing on demands;

i)      Minimum Wage at not less than Rs 10,000 per month and its linkage with consumer price index for the purpose of Dearness Allowance; ii)     Same Wage as regular workers for same and similar work for the contract workers in respective industries and establishments to be enforced stringently through appropriate amendment of Contract Labour (Regulation & Abolition ) Act 1970; and iii)     Universal Social Security coverage and assured pension for all workers both in unorganized and organized sector;

–     Covering widest spectrum of workers and activising all union level committees;  –     Widespread distribution of handbills; pasting posters, holding gate-meetings, shop level meetings, at workers’ residential colonies, area level meetings etc to be decided by the state/district/area/union level committees; –     Aiming to reach widest sections of workers irrespective of their affiliations; –     State committees monitoring and sending reports to CITU centre with every details including number of printed materials circulated and number of workers directly covered.

2.     The campaign is to culminate in next week-long massive mobilization and agitation, the form to be decided by the state committees, at district/block/ tehsil  level or staging dharna before the central/state government offices.

Massive lunch hour demonstrations
were held before BSNL offices all over the country demanding implementation of assurance and strike agreement on 78.2 per cent IDA fixation. This is the first programme planned by the Forum of BSNL Unions culminating in Indefinite Strike from 12th June 2013.

Dharna by Central Pensioners

The Central Pensioners all over the country participated in demonstrations as per call of NCCPA demanding appointment of VII Central Pay Commission, Rs.1200 as fixed Medical Allowance, 50 per cent merger of DA with pay etc. In Calicut, the programme was  held in front of  Head Post Office, which I inaugurated. There was good participation.

The Democratic Republic of Vietnam celebrated the 123rd birthday of its first President and Revolutionary leader Ho Chi Minh in a big way. Ho Chi Minh was born on 19th May 1890.

Ho chi Minh is an iconic figure who fought heroically for the freedom of the country from the domination of the French imperialism. The guerilla warfare continued for long years. This small country and its people heroically fought inch by inch and defeated the armies of France in 1954 at Dien Bien Phu.  Ho Chi Minh was elected as the first President of the Republic of Vietnam and continued till 1969 till his death. He passed away on 2nd September 1969. He is called  Uncle Ho with full of love by the people

The US  sent its army to crush the free Vietnam. It shamelessly even resorted to  chemical warfare on the civilians to crush the Viet Cong and the Peoples Army of Vietnam. But the mighty US military had to taste bitter defeat at the hands of this small country, but heroic people. It was one of the  biggest defeat the mighty US experienced ever.

.The  capital of Vietnam, Saigon, was renamed as Ho Chi Minh City by the Government in the revered memory of Comrade Ho. This entire week was celebrated by the people of Vietnam as homage to this great Revolutionary.

I pay my respectful homage to Com. Ho Chi Minh, one of the greatest people’s leader the world have ever seen.

May 19 – Death Anniversaries of Coms. Sundarayya and EK Nayanar

The death anniversaries of both Com. P.Sundarayya and Com. E.K.Nayanar, two stalwarts of the Communist movement in the country, fall on 19th May. Com. Sundarayya breathed his last on 19th May 1985 and Com. E.K.Nayanar in 2004. Com.P.Sundarayya was the General Secretary  and Com. Nayanar PB Member of Communist Party of India (Marxist). Both were popular leaders and had a large mass bases far beyond the party position they held.

Com. Sundarayya was the unquestioned leader of the Telengana armed struggle of the 1947-50s, which freed more than 3000 villages from the clutches of the Razakkars of the Nizam. He was the main organiser of the  Communist Party of India (CPI) in South India. He was the leader of the opposition in Lok Sabha. His simplicity and quest for knowledge is well-known. The CPI(M) State Party Office in Hyderabad is accommodated in Sundarayya Vigyan Bhawan, named after this great leader. The library there includes about 50,000 books from the collections of Com. PS. The last one year was organised by the CPI(M) as Com. Sundarayya Centenary Year.

Com.E.K.Nayanar was the Chief Minister of Kerala more than once. His contact with the ordinary people, his simplicity, his committment etc. are well-remembered by all. His charisma was unparalleled. His contribution as Chief Minister in the Developmental activities in Kerala is still appreciated.

The Forum of BSNL Unions / Associations will be serving the notice for strike w.e.f. 12th June 2013 demanding immediate implementation of the Strike Agreement on 78.2% IDA fixation tomorrow, 17th May. In preparation for the strike Demonstrations will be held on 22nd May and Dharnas on 5th June  at C.O/Circle/SSA levels.

The inordinate delay of about one year after the agreement is intolerable and untenable. Workers have to express their strong protest through complete participation in all the agitational programmes and indefinite strike.

Asghar Ali Engineer passed away

Asghar Ali Engineer,  the renowned social scientist, Muslim Scholar, thinker and  writer, passed away today. He was 74.

He was progressive in out look and fought against religious fundamentalism. He wrote more than 50 books which are highly appreciated. He toured a lot in many countries and gave lectures expressing his view points.

His death is a great loss to the progressive and intellectual section. My deep grief and condolences!
