17 January 2016 is the 6th death anniversary of Com. Jyoti Basu, the veteran Communist leader and former Chief Minister of W.Bengal. 19 January 2016 is the 7th death anniversary of another veteran Communist leader Com.E.Balanandan, former President, CITU. Both were Members of the Polit Bureau of CPI(M) for long period. Their contribution to the working class movement is beyond description.
On their death anniversaries, I pay my respectful homage.

South Africa: The preparations of the 17th World Trade Union Congress started

17th CONGRESS, AFRICA, SOUTH AFRICA
 
The Organizing Committee composed by the South Aftican Trade Unions which have undertaken the organization of the 17th World Trade Union Congress held a meeting yesterday in Johannesburg and today will meet in Durban.
The committee is composed by Trade Union leaders of the largest organizations in South Africa. The discussion was substantial and in militant spirit. The planning for hosting the most important trade union event for the class-oriented movement has started.
On behalf of the WFTU central offices comrades Nikolas Theodorakis and Anda Anastasaki are present during the meetings.

Indians all over the world

According to a UN report, maximum number of people working/staying in other countries (diaspora) are Indians. The union report states that there is a total of 244 million diaspora out of which 16 million are Indians only.
The number of Indian diaspora are going to further increase.

D-7 Telegraph Place, Gole Market has a memorable past.

The quarter allotted to BSNLEU since its inception , D-7, Telegraph Place, Gole Market, New  Delhi was the office of AITTEU Class III till formation of BSNLEU. BSNLEU as well as AIBDPA were registered at this address. It is now handed over to Jharkhand Government for constructing Jharkhand House. The 11 quarters in Telegraph Place occupied by BSNL/MTNL/ Postal will now be demolished for the new building.
Just like Telegraphs, the telegraph place is also going to be part of history. Farewel D-7 & Telegraph Place!

VII Membership Verification in BSNL- Certain changes required

VII Membership Verification of non-executive unions is going to take place in April 2016, probably on 26th April and the counting on 28th instant.  Meeting is called by the management to discuss the matter with the participating/applicant unions.

From the past experience and also from a democratic point of view, certain changes are required in the process, adopted from the last Membership Verification, when a new system was introduced with the recognition of two unions, instead of the earlier one. BSNL Employees Union, which was the lone recognised union in the earlier 4 verifications, need to be congratulated for pressurising the management to agree for recognising the first two unions and getting it approved. It was a correct decision and was in vogue in the government departments, including DOT. But some undue restrictions have been made arbitrarily by the management, which needs to be modified. They are:

  1. The calculation of the % of votes received by the unions should be on the basis of the total polled votes. This is the system in the general elections viz. Parliament and Assembly elections. At present in BSNL, the % is calculated on the basis of the total eligible voters, which is not correct.
  2. The election for the posts of Leader and Secretary for Councils at all levels should be by the democratic verdict of the total council members. At present, the posts of Leader and Secretary are arbitrarily fixed for BSNLEU and NFTE respectively. This should be changed.
  3. The Recognised Union/s should have the right to nominate any employee to the council, limited to the number in their quota. At present, only a member of the recognised union can be nominated. This restriction is fully unjustified.
  4. One post of Director in the Board of Directors of BSNL should be reserved for the recognised union/s. This is as part of the union’s representation in the Management. This will not only improve the functioning of the management, but also the co-ordination between the management and the unions. This system is functioning  in Nepal Telecom which has paid much dividend.
  5. Periodicity of the National Council and other councils should be strictly maintained as also that of the Standing Committee.
  6. On those items in the council for which no agreement could be reached, should be arbitrated.
  7. Periodic meeting with Secretary DOT and Communications Minister to be part of the Scheme.

REPORT OF MY TRIP TO PALESTINE

I attended the International Conference of Solidarity with Palestine

Convened jointly by the WSF and the UGTP

Ramallah, 6 and 7 December, 2015

Comrades,

I make a brief written report on the grounds that it is the only way to share the experiences that any trade union leader collects in each one of their activities as such.

I did this trip because I could not be replaced, nor by comrade LazareKimankaka (Democratic Republic of the Congo), nor by comrade DimosKoumpouris (Greece), nor by comrade José Mª Lucas (Spain). I will continue trying not to be the only leader of our UIS that travels.

I already knew the reality suffered by the Palestinian people, due to having attended the last Congress of their union UGTP. But I think that we must reevaluate that of fascist genocide has increased. At the end of my report, please see my NOTES ON THE REALITY OF PALESTINE.

The Conference consisted of a broad discussion of the reality today in Palestine, particularly the situation of the workers. Were rapporteurs various representatives from the union of Palestine UGTP (which was one of the founders of the WSF 1945), and of various agencies of the Palestinian government. I’ll provide some of the data that we were given in the concluding NOTES.

There was also an important intervention by the Secretary General of the WSF, George Mavrikos, that was completed with interventions from the delegations of the European trade unions that were present at the event : Turkey, Greece, Cyprus, Italy, France (3 different delegations), Russia and Spain. Portugal apologized at the last minute.

The Conference started with a minute of silence in memory of the constant martyrs of the Palestinian people. The international delegates who arrived first were able to attend the funeral of the last person assassinated by Israel, a young man 27 years old.

I sent my intervention to you, as a draft first. In the absence of any proposal for an amendment, it passed to be final and I was able to distribute it (over 100 copies) printed in: Arabic, French, English and Spanish.

The conclusions of the International Conference were:

  • To evaluate as very positive the results of the Conference, that has given continuity to several that have taken place in previous years.
  • Thanks from the UGTP, and many organizations of masses of Palestine, for our presence and solidarity.
  • Confirmation, by the International trade unions present, of the continuation and expansion of the solidarity with the people of Palestine, starting with the dissemination of their daily reality (synthesized in the final NOTES).
  • Support the next summoning of an International Conference of Solidarity, which will be organized by the USB trade union in Italy.
  • To expand the invitation to leaders of the UGTP to more countries, so, as in France, (invited by the railways trade union), they can explain, with various activities, the reality of the struggle of the Palestinian people against the fascist genocide of Israel.

These are the most relevant aspects of the Conference.

As complements to these, and in addition to the varied contacts and bilateral exchanges (I offered 10 dishes of the ceramic crafts that we made for our first Congress: two for the UGTP and one for each international delegation present), there was a visit to the tomb of Yasser Arafat, another visit to the area where the Israelites attack children in Ramallah, and a visit to Hebron (we were received by a high official of the Ministry of Construction; we visited the commercial center of the city and checked that the city, in the center, is divided with cement blocks arbitrarily placed by Israel).

EPFO interest may be fixed at 8.9% for 2015-16

The continued demand of the cenntral trade unions for a justified hike in  EPF interest may be partially agreed. The EPFO is proposing to fix it at 8.9% for 2015-16,  from the 8.75% in 2014-2015. But concurrence from Finance Ministry has not received so far.

Railways to pay Rs.8,000 crore as Divident to Govt.

The Railway Convention Committee of the government has directed the Railways to pay 4% divident to central government for 2015-2016 which will come to about Rs.8,000 crore.
The request of the Railways to waive the divident in view of the expenditure for implementation of the VII CPC coming to about Rs.35,000 crore, was not  accepted.

Com.P.T.Rajan passed away – A great loss

PT Rajan

It is shocking news. Com.P.T.Rajan, militant trade union leader of CITU from Kozhikode passed away today morning while attending CITU General Council meeting at Ranchi due to severe heart attack.
Com.Rajan was in the lead for all trade union activities at Kozhikode for a long period.
I met him last at the time of the Circle Conference of BSNLEU Kerala in the first week of this month. He was supervising the kitchen. We spoke a little and then he was hurrying to his work. He was so addicted to the work entrusted.
The working class has lost a veteran leader.
My heartfelt condolences to the bereaved family, comrades and relatives!
