Mandating Aadhaar linkage to PAN cards

Permanent Account Number (PAN) is the key identifier of taxable entity and aggregator of all financial transactions undertaken by one person. One PAN for one person is the guiding principle for allotment of PAN. However, for achieving the objective of one PAN to one assessee it is required to maintain uniqueness of PAN. The uniqueness of PAN is achieved by conducting a de-duplication check on all already existing allotted PAN against the data furnished by new applicant. Under the existing system of PAN only demographic data is captured. Some instances are found where multiple PANs have been allotted to one person or one PAN has been allotted to multiple persons despite the application of de-duplication process based on demographic data. Linkage of Aadhaar number into PAN database will allow a robust way of de-duplication as Aadhaar number is based on biometric attributes of finger prints and iris images. Further seeding of Aadhaar will allow the Income-tax Department to weed out any undetected duplicate PANs. It will also facilitate resolution of cases of one PAN allotted to multiple persons.

As on 27.7.2017, 11,44,211 PANs have been identified and deleted or de-activated in cases where multiple PANs were found allotted to one person. Similarly, as on 27.7.2017, 1,566 PANs have been identified as ‘Fake’ which were allotted to either non-existent person or in the names of persons with false identities. In this regard, the PAN service provider carries out onsite verification of PAN applications to verify identity and addresses of the applicant and share the report of such verification to the concerned Assessing Officer. On receipt of such report the assessing officer also conducts enquires and mark the PAN as “Fake”. If information of allotment of more than one PAN is received, the facility to delete or de-activate the PAN is available with the Assessing Officer through application software. Further, during 2004 to 2007, an exercise for de-duplication of PAN was conducted in the Department to identify probable duplicate PANs, which were consequently deleted or de-activated by the concerned assessing officers after examinations.

This was stated by Shri Santosh Kumar Gangwar, Minister of State for Finance in written reply to a question in Rajya Sabha today. (01.08.2017)

Arvind Pangaria, the Vice-Chairman of Niti Ayog, has resigned the post and is going back as Professor to Columbia University, a prestigious private University in New York, US. He was on leave for two years to take up the job of Vice-Chairman, NITI Ayog, on the invitation of Prime Minister Modi, to speed up the reforms of Indian economy.

He has done his job ‘well’ as required by the government. He recommended the privatisation / closure of many PSUs, including Air India, BSNL, MTNL, BEML etc. etc. labour reforms curtailing the hard won rights of the workers and other such proposals in implementing the anti-worker neo-liberal policies of the government. He has worked in IMF and World Bank, which are the instruments of the imperialist and capitalist countries to exploit the developing and poor nations like India.He worked in the Asian Development Bank also.

Not only the left trade unions, but even BMS, the trade union arm of BJP, was compelled to demand the dissolution of NITI Ayog for its anti-worker recommendations.

Pangaria has left, but the NITI Ayog continues. Which IMF/World Bank/WTO  expert is going to be appointed as the new Vice-Chairman? Certainly Prime Minister Narendra Modi, who is also the Chairman of the NITI Ayog, will find a suitable expert to the post, who will continue the anti-people recommendations as give by Pangaria.

Today, on July 26, on this very symbolic date for the Cuban people, the World Federation of Trade Unions is organizing various events and activities in the Cuban embassies to declare their internationalist solidarity in the framework of the Campaign of International Solidarity with Cuba, announced during the International Trade Union Meeting in Brussels on 7th and 8th June 2017.

WFTU affiliates and friends in 126 countries around the world are fighting for the end of the criminal blockade against Cuba and for the immediate return of the Guantanamo territory to the Cuban people!

Withdraw the Hike in Cooking Gas Prices – CPI(M)

The Polit Bureau of the CPI(M) condemns the decision of the government to raise the price of cooking gas cylinders by Rs. 4 per month till a time when the entire subsidy on gas cylinders is wiped out.

This decision runs totally against the high profile “Give it Up” campaign conducted by the Prime Minister to persuade families that can afford gas cylinders without subsidy to give up their subsidy so that these can be given to the poor.

Further, this is happening when the international prices of oil are sharply declining. Clearly, this government is fleecing the people in order to augment its revenue collections, when the prices of petroleum products should actually decline in line with the international trend.

The Polit Burau of the CPI(M) demands the immediate withdrawal of this harsh burden being imposed on the vast majority of the people of our country.

No Gas subsidy in future – Anti-people decision of Central Government

Petrol and Natural Gas Minister Dharmendra Pradhan has stated in Parliament yesterday that the subsidy for the cooking gas will be completely eliminated by next March. Accordingly the subsidy will be reduced by Rs. 4 every month, till the entire subsidy is eliminated. LPG subsidy has already been reduced. This will seriously and adversely affect the common people and increase the profit of the oil companies.
Ofcourse, government is for the corporates!

Interest rate on SBI savings reduced

One more attack on the savings of the people! State Bank of India has reduced the interest rate of saving bank accounts from 4% to 3.5%, while retaining the 4% rate for those accounts having more than one crore rupee. This is effective from this Monday.

This is an attack against small account holders and at the same time protecting the high, who have got more than one crore rupee in the accounts.

SBI should withdraw this order.

Beware of Indian Goebbels!

The above quotations are from Joseph Goebbels, the Propaganda Minister of Hitler. Not only telling, the Fascist government of Hitler fully implemented it. All kinds of lies were spread against the Communists and Jews with the intention of eliminating both completely. Lakhs of people were rounded up in the concentration camps and eliminated with out any mercy. It was for saving the purity of the ‘Aryan Race’!

Is not an echo of the same cancer spreading in India? The ‘lie propaganda’ by RSS and its Parivars are going on. The BJP government and its leaders are following. Whether it is the question of unemployment, education, relief to kisans, utter lies are being spread. False information are spread to create communal hatred. Free speech is restricted.

Is India going the Hitler Way, the Goebbels way? Ensure that India does not follow the Fascist Germany path.

Privatisation of Government hospitals – Dangerous threat to the people

The NITI Ayog and the Central health Ministry has mooted for privatisation of select services in the government district hospitals by handing over sufficient space / land and also one tine free seed money to set up the infrastructure. The proposal  is to privatise the costly treatment of three non-communicable diseases ie. Cardiac disease, pulmonary disease and cancer care. Others may follow.

This proposals or decisions are dangerous in that the people will not be getting free treatment in the government hospitals for these diseases. Further they will have to pay very high charges for the private treatment.

The intention of the government is very clear. Allot acres of land to the private companies to utilise the same for constructing buildings etc. as also utilise the government buildings for treatment etc. and mint money as real estate. Secondly, the three diseases now mentioned are very costly and they can fleece the patients. There will be no free treatment. Government money will be granted for the infrastructure. This is a very dangerous trend affecting the health of the people and has to be strongly  opposed and defeated.

Congratulations to the Kerala LDF government which has strongly opposed and declared that it will not implement the Central government proposal to privatise the government hospitals.

9 Member Supreme Court Bench on ‘Whether Right to Privacy is a fundamental right?’

New Delhi, Jul 18 : The Supreme Court today decided to set up a nine-judge bench to decide whether right to privacy can be declared as a fundamental right under the Indian Constitution.

A five-judge Constitution bench headed by Chief Justice J S Khehar said that the larger bench would examine the correctness of the two judgements delivered in the cases of Kharak Singh and M P Sharma in which it was held that right to privacy was not a fundamental right.

While the Kharak Singh judgement was delivered by a six- judge bench in 1960, the M P Sharma verdict was reported in 1950 and was delivered by an eight-judge Constitution bench.

The five-judge bench, also comprising Justices J Chelameswar, S A Bobde, D Y Chandrachud and S Abdul Nazeer, said that the nine-judge bench would commence hearing tomorrow and decide the issue as to whether the fundamental rights, described under Part III of the Constitution, also include the right to privacy.

The order came on a batch of petitions challenging the constitutional validity of the Aadhaar scheme.

It has also been alleged that the Aadhaar scheme infringes the ‘fundamental right to privacy’.

The petitions were referred to a larger bench in 2015 when then attorney general Mukul Rohatgi had referred to the inconsistencies in the past apex court verdicts and said that the issue whether right to privacy was a fundamental right or not, needed to be settled first. (PTI)

CPI(M) dharna for 33% reservation for women

New Delhi, July 15 : The Delhi State Committee of Communist Party of India (Marxist) oraganised a dharna for the passage of 33% Women Reservation Bill in the monsoon session of the Parliament. Hundreds of people especially women participated in the protest demonstration.
It has been more than 20 years since for the first time the bill was introduced in the parliament by H.D. Devegoda led government in the year 1996. In the year 2003 albeit a strength of two third in the Lok Sabha in favour of the bill, the then BJP led government deliberately sidelined it. The Congress led UPA was forced to pass it in the Rajya Sabha in the year 2010 under the pressure of struggles of the left parties in particular the CPI(M) both in the streets and the parliament. The attitude of the Narendra Modi led government is no different than that of the previous NDA government.
Addressing the Dharna the General Secretary of CPI(M) Comrade Sitaram Yechuryreiterated the demand to pass the bill in the monsoon session of the Parliament. Exposing BJP’s blatant lies he said that the BJP talks of passing the bill once they have a majority in the Rajya Sabha whereas it has already been passed by the Rajya Sabha in the year 2010. The Constitution has given us all equal rights and the fight is to uphold the values of the Constitution. The BJP being the political wing of the RSS believes in the Manusmriti which recognizes women as second class citizens. The regressive and pernicious ideas of RSS have to be defeated. When we discussed and voted in favour of the 33% Womens’ Reservation for the Panchayats then it were the same set of people who argued against it and said that women are not capable of doing anything except for household work. He concluded by saying that the CPI(M) will strengthen its struggle in the entire country against this very idea and for the passage of this bill.
The dharma was also addressed by CPI(M) Central Committee Member Com.P.M.S Grewal, CPI(M) Delhi State Committee Members Asha Sharma, Maimoona Mollah, Rajeev Kunwar, Siddeshwar Shukla, Jagdish Sharma, Rampal, Neel Gagan and others. The dharna was presided over by CPI(M) Delhi State Committee Member Com. Nathu Prasad and CPI(M) Delhi State Secretary Com. K.M.Tiwari. (Courtesy: Ganashakti)
